Orta Asya Cumhuriyetlerinin demografik yapısı ; Demographic structure of central Asia republics
Yüksek Lisans Tezi ; Orta Asya, Sovyetler Birliği'nin dağılmasının ardından Orta Asya Cumhuriyetlerinin bağımsızlığını kazanmasıyla birlikte daha fazla ilgi çekmeye başlamıştır. Afganistan'ın işgal edilmesi ve Amerika Birleşik Devletleri'nin ` küresel terörle mücadele' kampanyası Orta Asya'nın Ortadoğu bölgesinin bir uzantısı olduğu izlenimini arttırmıştır. Günümüzde Orta Asya daha önceleri Sovyetlerin parçası olan beş cumhuriyetten oluşur, bunlar, Kazakistan, Kırgızistan, Tacikistan, Türkmenistan ve Özbekistan' dır. Sovyetler Birliği'nin dağılmasının sonrasında Rusya daha önce rastlanmamış bir demografik kriz içerisine girmiş ve Rusya' da nüfus 1992 yılından itibaren hızla azalmaya başlamıştır. Fakat nüfusun genelinde görünen azalışı eski Sovyet cumhuriyetlerinde Rusya' ya olan göçler dengelemiştir. En çok Kazakistan, Ukrayna ve Özbekistan' da yaşayan Ruslar arasından Rusya'ya göç gerçekleşmiştir.Göçler sonrasında ülkelerin nüfus analizlerinin incelendiği çalışmada bugünkü yapıyla karşılaştırmalar yapılarak, etnik yapı ve göçün yarattığı sorunlar ve çözüm yolları ele alınmıştır. ; Central Asia has started to be more interesting for the others due to Central Asia Republics gained independence after The Soviet Unions broke up.Hold down of Afghanistan and the campaign of USA for 'Counter for Global Terrorism' increased the impression that Central Asia is extend of Central East Region. Today Middle Asia comes into being with 5 Republics which were part of Soviet Union before , These countries are Kazakhstan,Kyrgyzstan,Tajikistan,Turkmenistan and Uzbekistan. After the Soviet Union broke up,Russia had a demographic crisis that was never experienced before and the population of Russia had been started to decrease quickly , particularly since 1992.But the decreasing of population were compensated by immigrations from old Soviet Republics.Mostly the Russians ,who lives in Kazakhistan Uzbekistan and Ukraine, moved to Russia.Ethnic Structure, the issues that grew out of immigration and its solution methods were discussed via the analysis ,that include countries' populations, by comparing today's structure

Rusya'nın yakın çevre (Orta Asya) politikası ; Near abroad policy of Russia: (Central Asia)
Bu çalışmanın amacı, Rusya'nın Orta Asya politikasının temel karakteristiklerini analiz etmektir. Orta Asya bölgesi ve buradaki ülkelere ilişkin olarak Rusya hükümetinin izlediği politikalar ele alınırken, söz konusu politikaların oluşumuna etki eden faktörler ile Rusya ve bölge ülkeleri arasındaki ilişkilere yansıyan temel eğilimler de incelenmeye çalışılmıştır. Konunun tarihsel perspektiften incelenmesi, aynı zamanda SSCB dönemi sürecinin de ele alınmasını gerektirmiştir. Orta Asya bölgesinin, Rusya için Soğuk Savaş sonrası dönemde bile hayati çıkarları arasında yer almaya devam etmesi ve Putin'in iktidara gelişi gibi itici güçlerle bu politikanın yeni bir hız kazanışı çalışmanın önemli boyutlarını teşkil etmektedir. Orta Asya coğrafyasının stratejik ve ekonomik açıdan önemli olması nedeniyle, Rusya'nın Orta Asya'ya nüfuz etme çabalarını sürdürdüğü görülmektedir. Çalışmada Rusya'nın, Sovyetlerin dağılmasından sonraki dönemlerdeki Orta Asya politikaları ele alınıp analiz edilerek gelecek için öngörülerde bulunulmaya çalışılacaktır. Bunun için Rusya Federasyonu ve bölge ülkeleri arasındaki siyasi, askeri, sosyo-ekonomik alanlardaki ilişkiler tahlil edilmiştir. Ayrıca Rusya Federasyonu'nun Orta Asya bölgesinde varlığını koruyabilmek için ABD, Çin, AB ve Türkiye gibi diğer güçlerle nasıl bir rekabet içine girdiği araştırılmaktadır. Çalışmanın "Sonuç" kısmında da görüleceği gibi, Rusya'nın Orta Asya için, Çarlık döneminde beslemeye başladığı ilgi hala varlığını korumaktadır. Bölgede ABD, Çin, AB, Türkiye gibi büyük güçlerin seslerinin de işitilir olmasına rağmen Rusya, benzerlik ve yakınlık ile bu coğrafyadaki etkinliğini devam ettirmeye çalışmaktadır. ; The aim of this study is to analyze the main characteristics of Russia's Central Asian policy. While addressing the policies of the Russian government regarding the Central Asian region and the countries in the region, the factors affecting the formation of these policies and the main trends reflected in the cooperation between Russia and the countries of the region were also examined. The study of the subject from the historical perspective also required the consideration of the period of the USSR and the period before. The fact that Central Asia continues to take its place among the vital interests of Russia even in the post-Cold War period and the impulses such as the Putin's coming to power constitute a significant dimension of this study. Because of the strategic and economic importance of the Central Asian geography, it seems that Russia is continuing its efforts to penetrate Central Asia. In this study, it is tried to make predictions for the future by analyzing and analyzing the Central Asian policies of Russia after the disintegration of the Soviets. For this purpose, the relations between the Russian Federation and the countries of the region in the political, military and socio-economic areas were analyzed. In addition, in order to maintain the US presence in Central Asia, the Russian Federation, China is being explored how one enters into competition with other powers such as the EU and Turkey. As can be seen in the "Conclusion" part of the study, the interest that Russia has begun to feed for Central Asia during the Tsardom period still exists. In the region the US, China, EU, although Turkey is also heard as the voice of great power, Russia is trying to maintain its influence in geography and similarities and proximity.

Rus dış politikasının yeniden yapılanmasında Asya Faktörü ; The Asia factor in the reorganization of Russian foreign policy
Uluslararası ilişkiler sistemi pek çok defa dönüşmüş, dönüşümlere de çoğunlukla savaşlar yol açmıştır. Ancak Boris Yeltsin, Stanislav Şuşkeciç ve Leonid Kravçuk, 'Sovyet Sosyalist Cumhuriyetleri Birliği'nin uluslararası hukukun bir öznesi ve bir jeopolitik gerçeklik olarak varlığını sona erdirmekle' bu defa ılımlı bir değişimi tetiklemişlerdir. 1991 Belovejsk Antlaşması ile birlikte Rusya, dönüşmüş ve beraberinde sistemi de dönüştürmüştür. Bu tez, Rus dış politikasında yaşanan değişimde Asya'nın ne yönde ve ölçüde rol oynadığına odaklanmaktadır. Çalışma, Putin dönemi ile sınırlandırılmış ve inşacı yaklaşımla ele alınmıştır. Tezin kavramsal çerçevesi buna göre çizilmiş ve Rus dış politikasında meydana gelen dönüşümler maddi ve normatif açıdan değerlendirilmiştir. Rusya açısından Asya'yı temsil eden Çin, Hindistan ve Japonya, tezin odaklandığı aktörler olmuş ve bu ülkeleri ile Rusya'nın hem ikili hem çok taraflı ilişkileri incelenmiştir. Nihayetinde ise Asya ile Rusya'nın karşılıklı ilişkileri yapı-yapan etkileşimi bağlamında değerlendirilmiş ve yaşanan sosyal inşa sürecinin Rus dış politikası üzerindeki dönüştürücü etkisi ortaya konmuştur. Bu tezde, Asya'nın çoğunlukla Çin tarafından temsil edildiği ve Rusya'yı inisiyatif almaya zorladığı sonucuna ulaşılmıştır. Ulaşılan bir başka önemli sonuç ise Rusya, Çin ve Hindistan gibi aktörler arasındaki işbirliğinin çok kutupluluk iddiası çerçevesinde geliştirildiğidir. ; The system of international relations has transformed quite a lot and wars have mostly led to these transformations. However, Boris Yeltsin, Stanislav Shushkecic and Leonid Kravchuk have triggered a moderate change this time by 'dissolving the existence of the Union of Soviet Socialist Republics as a subject of international law and as a geopolitical reality'. With the Belovejsk Agreement in 1991, Russia was transformed and concomitantly transformed the system. This thesis study focuses on how and to what extent Asia plays a role in the change experienced in Russian foreign policy. The study is limited to the Putin period and addressed with the constructivist approach. The conceptual framework of the thesis is formed accordingly and the transformations in Russian foreign policy are evaluated in terms of material and normative aspects. China, India and Japan, representing Asia from the perspective of Russia, have been the actors that the thesis has focussed on and both bilateral and multilateral relations of these countries with Russia have been examined. Eventually, the relations between Asia and Russia have been assessed within the context of the structure-agent interaction and the transformative effect of the social construction process on Russian foreign policy has been revealed. In this thesis, it has been concluded that Asia was mostly represented by China and it forced Russia to take the initiative. Another crucial conclusion is that the cooperation between actors such as Russia, China and India was formed within the framework of the claim of multipolarity.
