The article is devoted to the research of manifestations of separatism in Southeast Asia. Among the countries of this region, the most pressing problem of separatism is in Thailand, Myanmar, Indonesia and the Philippines. In the process of writing the article, features of the emergence of separatism in each of these countries, its causes, forms of manifestation, centers of distribution and consequences have been considered.The main reason for the emergence of separatist sentiments in all the countries under study was ethno-religious differences in their population. The effect of this factor was strengthened by historical, political, socio-economic factors, sometimes external influences, which together led to the emergence of powerful separatist cells. In Buddhist Thailand, such centers are the Muslim provinces of Pattaya, Yala, Narathiwat and Songhl, whose inhabitants are actively seeking to establish their own state of Pattaya. In the populated mainly Buddhists of Myanmar, the cell of active separatism was formed at its event in the state of Rakhine (Arachan), where, in addition to representatives of the indigenous Burmese subethnic - Arakans who profess Buddhism, the representatives of the most numerous Muslim national minority in the country - Rohingya, who are struggling for independence There are several problems regarding the separatism of the regions in Indonesia. It is the province of Irian Jaya (Western Papua) in the western part of the island of New Guinea, Aceh (Aceh) in the north of the island of Sumatra, East Timor (until 2002, until the proclamation of the independence of East Timor), and settled by the Christians of the South Moluccas. Today, the role of Central Asia in international politics is increasing due to its important geostrategic position, rich natural resources, and significant production and scientific and technical potential. Taking into account its economic interests in Central Asia, the European Union attaches great importance to the transformation processes in the countries of the region. The EU considers it necessary for both political and economic reasons to develop a common policy towards the states of the region that would ensure a geostrategic balance in the Central Asian region, the geopolitical interests of other countries, in particular the United States, the Russian Federation, China, India and Japan. Europe has made a valuable contribution to the implementation of new programs in the field of humanitarian cooperation. The EU is actively engaged in higher education within the framework of the world program "Erasmus+". Education is considered a priority sector in cooperation with Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan. In 2019, the EU adopted a new strategy for Central Asia. The most important feature of the new strategy is its uniformity and effectiveness. For these purposes, the policy of the member States of the European Union is coordinated, both among themselves and with special multilateral institutions, to monitor in detail the implementation of regional initiatives, to actively engage in information support of European policy in Central Asia through the development of educational programs, local independent media, and the involvement of international organizations – the Council of Europe, the OSCE, and the UN. However, it is humanitarian cooperation that is one of the main priorities in the long term. The EU intends to promote the development of Central Asia, to achieve a long-term impact and greater visibility in the region. The EU has expanded its participation and changed its approach by investing in national educational programs. In the field of higher education, the EU has expanded cooperation and exchange programs between universities in Europe and Central Asia. In the area of vocational training, the EU has promoted internship programmes in Europe for students from Central Asia. The article deals with the humanitarian cooperation of the Central Asian countries with the European Union. The European Union has a century - long history of development, which opens the way to the latest technologies and knowhow. Cultural ties complement all aspects of cooperation, giving them a long-term character.

Because of the regional security system crisis Ukraine needs new reliable political and economic partners. In this context, example of Indonesia as relatively young state is important for Ukraine. Indonesia is the informal leader of ASEAN, but pays attention to the development of close cooperation with other international forums and integration associations, successfully defends its national interests in political, military, trade, investment areas. The aim of this study is to develop a coherent picture of the foreign policy strategy of Indonesia in international organizations. This article deals with the role of Indonesia in international organizations of the Asia-Pacific region. Its main initiative within cooperation with these organizations is improvement of the region security system. The author also identified a special place of NAM foreign policy of the state. This study demonstrates that, despite the undeniable importance of the ASEAN's foreign policy for Indonesia, the state focuses its attention on the other organization and cooperates with a lot of regional forums. This pragmatic and effective strategy can be an example for the Ukrainian leadership ; Статья посвящена исследованию роли Республики Индонезия в международных организациях Азиатско-Тихоокеанского региона. Проанализирована нормативно-правовая база внешнеполитической стратегии госу-дарства, которая касается участия в интеграционных процессах, особое внимание уделено целям, задачам и принципам сотрудничества Индонезии с региональными организациями. Дана характеристика деятельности Республики Индонезия в рамках таких региональных форумов, как Азиатско-Тихоокеанское экономическое сотрудничество (АТЭС), Азиатский диалог сотрудничества (АДС), Организация исламского сотрудничества (ОИС), План Коломбо. Основными инициативами Индонезии в рамках сотрудничества с этими организациями является налаживание полномасштабного сотрудничества по линии Север-Юг и совершенствования системы безопасности в регионе. Автор также определил особое место Движения неприсоединения во внешней поли-тике государства. ; Стаття присвячена дослідженню ролі Республіки Індонезія в міжнародних організаціях Азійсько-Тихоокеанського регіону. Проаналізована нормативно-правова база зовнішньополітичної стра-тегії держави щодо участі в інтеграційних процесах, особлива увага приділена цілям, завданням та принципам співробітництва Індонезії з регіональними організаціями. Надана характеристика діяльності Республіки Індонезія у межах таких регіональних форумів, як Азійсько-Тихоокеанське економічне співробітництво (АТЕС), Азіатський діалог співробітництва (АДС), Організація іслам-ського співробітництва (ОІС), План Коломбо. У статті проаналізовано структурні зміни сільськогосподарського виробництва країн Східної Європи та Азії. Для цього було охарактеризовано динаміку таких статистичних показників країн східної Європи та Азії: валове виробництво, індекс зростання валової продукції, частка сільського господарства у ВВП, зміни сільгоспугідь - індекс площ сільськогосподарських угідь, забезпеченість матеріально-технічними ресурсами, розподіл ресурсів за категоріями господарств, здійснено групування країн за часткою тваринництва в загальному сільськогосподарському виробництві, здійснено аналіз зміни структури виробництва по групах культур (зернові, овочі, включаючи картоплю, технічні культури), проаналізовано продуктивність, що розраховується як валова продукція на одиницю ресурсу (земля, робоча сила). Аналіз дає підстави зробити висновок про те, що валова продукція зростає, продуктивність землі залишається без змін, кількість робочої сили скорочується, таким чином продуктивність праці, і продуктивність капіталу поліпшуються. ; The article analyzes structural changes in agricultural production in Eastern Europe and Asia. For this purpose the dynamics of the following statistical indicators of the countries of Eastern Europe and Asia were characterized: gross production, growth index of gross production, share of agriculture in GDP, changes in agricultural land - index of agricultural land, availability of logistical and technical resources, distribution of resources by category of farms, grouping of countries by share of livestock in total agricultural production, analysis of changes in the structure of production by groups of crops (cereals, vegetables, including potatoes, industrial crops), productivity calculated as gross output per unit of resource (land, labor) is analyzed. The analysis leads to the conclusion that gross production is increasing, land productivity remains unchanged, the number of labor force is decreasing, thus labor productivity and capital productivity are improving. In all the countries analyzed since the early 1990s, land reform has taken place, which has led to an increase in land tenure of farms and households, as well as an increase in the share of these categories of farms in the volume of gross agricultural production. In the European part of the post-Soviet countries productivity is increasing, the number of employed is decreasing, the share of big economy has increased (Kazakhstan, Ukraine, to a small extent in the Baltic republics), the average size of the economy, having in mind the volumes of production, is growing, but at the same time a special problem has arisen - agri-food. The modern agricultural structure is largely the result of the agrarian policy of the Government of Ukraine aimed at supporting agricultural holdings. It is the agricultural holdings that receive the bulk of government support. Thus, agricultural holdings gained a competitive advantage and displaced small businesses.

Strategic interests of Beijing in Central Asia are analyzed in the context of strengthening China's capacities as one of leading economic and political players. The main approaches of Chinese, Russian, European, American researchers to estimate the interests of China in the region and Beijing's policy to implement them are considered. The key issues of Beijing's interests in cooperation with the countries of the region are considered, in particular, the problem of Uyghur separatism, energy supplies, intensifying of trade interaction. It is shown that the Chinese main tools to strengthen its influence in Central Asia differ much from those of the U.S. and Russia. The main "weapons" to achieve Beijing's strategic interests in the region are investments, primarily in the energy and infrastructure projects, as well as soft loans. ; Анализируются стратегические интересы Пекина в Центральной Азии в контексте наращивания КНР потенциала одного из ведущих мировых экономических и политических игроков. Рассматриваются основные подходы китайских, российских, европейских, американских исследователей к оценке интересов КНР в регионе и политики Пекина по их реализации. Рассматриваются ключевые вопросы, представ-ляющие для Пекина интерес в контексте сотрудничества с государствами региона, в частности, проблемы уйгурского сепаратизма, поставок энергоносителей, интенси-фикации торгового взаимодействия. Показано, что китайский инструментарий закрепления влияния в Централь-ной Азии существенно отличается от американского и российского, а главным «ору-дием» достижения Пекином стратегических интересов являются инвестиции в эконо-мику стран региона, преимущественно, в энергетические и инфраструктурные проек-ты, а также льготное кредитование. ; Аналізуються стратегічні інтереси Пекіна в Центральній Азії в контексті досягненням КНР потенціалу одного з провідних світових економічних і політичних гравців. Розглядаються основні підходи китайських, російських, європейських, американських дослідників до оцінки інтересів КНР в регіоні і політики Пекіна з їх реалізації. Розглядаються ключові питання, що становлять для Пекіна інтерес в контексті співпраці з державами регіону, зокрема, проблеми уйгурського сепаратизму, постачання енергоносіїв, інтенсифікації торгового взаємодії. Показано, що китайський інструментарій закріплення впливу в Центральній Азії істотно відрізняється від американського і російського, а головним «знаряддям» досягнення Пекіном стратегічних інтересів є інвестиції в економіку країн регіону, переважно, в енергетичні та інфраструктурні проекти, а також пільгове кредитування.

The demise of Leninist regimes was accompanied by the hegemonic rise of the free market ideology with neoliberalism being its most ideal-typical embodiment. Yet, the decades of the neoliberal hegemony on both global and regional sales have not removed the state and its role in promoting development from research and policy agendas. Moreover, neoliberalism has produced a string backlash in forms of nativist and populist reaction. Thus, the article sets out to trace the genealogy of the state within the framework of the late Leninist regimes and post-Leninist period, asking a question about the relevance of the East-Asian developmental state experience to post-Soviet conditions. The article discusses the experience of Japan and South Korea, while exploring theoretical underpinnings of the sociological discourse of the state and its role in the development. Thus, the article comes up with a condensed narrative of the history of the developmental state both as an institutional arrangement and sociological discourse. It discusses and evaluates the contribution to the sociology of the developmental state of such scholars as Alice Amsden, Peter Evans, Bruce Cumings. The article conceptualizes the relations between the developmental state and neoliberalism. It also identifies the causes of the developmental state crisis and evaluates the Easter-European experience with constructing such a state. The article defines the stumbling blocks on the way of building the developmental state in Ukraine. It is argued that given Ukraine's proximity to the EU as well as pluralistic nature of the Ukrainian society the authoritarian option is not viable for Ukraine. At the same time, Ukraine is unlikely to succeed in building the developmental state, being caught in a struggle with a kleptocratic polity which has been unable so far to produce a long-term developmental polices. ; Стаття простежує генеалогію держави у рамках режимів пізнього ленінізму та постленінського періоду, задаючись питанням про релевантність досвіду східноазійської держави, що сприяє розвитку, умовам пострадянських соціумів. Стаття пропонує конденсовану історію держави, що сприяє розвитку, як інституційного феномена, так і історію соціологічного теоретизування про неї. У статті концептуалізується взаємовідношення поміж державою, що сприяє розвитку, та неолібералізмом. Ідентифікуються чинники кризи держави, що сприяє розвитку, у Східній Азії та оцінюється європейський досвід конструювання держави такого типу. Визначаються перешкоди на шляху розбудови держави, що сприяє розвитку, в Україні.

On the basis of public speeches, press conferences, interviews, statistical and other factual materials investigated bilateral relations of the United States of America (USA) with the Association of Southeast Asian Nations (ASEAN), state and evolution of international relations in Southeast Asia (sea), including the development of multilateral regional cooperation level. Using synthesis, analysis, comparative-historical method, based on the principles of historicism and objectivity to the following conclusions. The policy of the Obama administration in Southeast Asia has given a new importance to U.S. relations with ASEAN as a collective body of the States of Southeast Asia. Promising is further study of the problem: how peace and prosperity will depend on cooperation between the United States, its allies, partners, and other countries that have common interests and problems. Critical to the success of any U.S. strategy toward the DOG lies in mutual understanding and political goals and objectives of the United States and partners. У статті розглянуті умови для створення регіональної системи національної безпеки в Центральній Азії в пострадянський період. Акцентовано на появі в регіоні нових політичних гравців першого ешелону - США, ЄС, КНР, а також другого ешелону - Туреччини, Ірану, Індії, Пакистану. Простежена роль названих країн у забезпеченні регіональної політичної та економічної стабільності. Досліджені наявні регіональні загрози, які мають глобальний характер, й описані їхні характерні особливості для кожної з нових центральноазіатських незалежних держав. Зроблено висновки про неспроможність країн центральноазіатського регіону самостійно протистояти сучасним геополітичним викликам. ; В статье рассмотрены условия образования региональной системы безопасности в Центральной Азии в постсоветский период. Акцентировано внимание на выходе на геополитический простор центральноазиатского региона новых политических игроков первого эшелона - США, ЕС, КНР, а также второго эшелона - Турции, Ирана, Индии, Пакистана и других. Проанализирована роль перечисленных стран в процессе обеспечения политической и экономической стабильности. Исследованы существующие региональные угрозы глобального характера, описаны их особенности для каждой страны Центральной Азии. Сделаны выводы о том, что страны центральноазиатского региона не могут самостоятельно сопротивляться современным геополитическим вызовам. ; The conditions for development of a regional system of national security in Central Asia in the post-Soviet period are reviewed in a new geopolitical context. The emergence in the region of new political actors of the first echelon - the USA, the European Union and the People's Republic of China as well as the second echelon - Turkey, the Islamic republic of Iran, India and Pakistan is emphasized. The role of the above countries in ensuring political and economic security is traced. The regional integration situation is analyzed. Available regional threats, some of them of global nature, are looked into, their characteristic features described for each New Independent State. Interstate conflicts and their resolution potentiality in the current situation are investigated. The unity of the region in combatting international terrorism and extremism is pointed out. Regional threats which endanger the West are identified. Special attention is given to politicization of Islam, radical fundamentalism and their belligerent manifestations which took place in Central Asia. The membership of Central Asian countries in such security-focused interstate organizations as the Collective Security Treaty Organization and the Shanghai Cooperation Organization as well as relations with the UN and the NATO are laid stress on. A great military and technical dependence of the armed forces of Central Asian countries on the Russian factor is pointed out. Some facts of the geopolitical confrontation between Russia, the EU, the USA and China are referred to. Conclusions are drawn as to incapability of countries of the Central Asian region to stand up to current geopolitical challenges on their own and the lack of a regional security system. The necessity of multi-vector foreign policy as a form of guarantee against external aggression is brought into focus.
