Sodelovanje višegrajskih držav na področju obrambne industrije ; Defense industry cooperation of Visegrad countries
; This master thesis analyses the defense cooperation of the Visegrad group countries with specific focus on the collaboration initiatives in the defence industry sector and ongoing arms trade relations among the countries. While the Visegrad group seems a coherent and a solid group of countries, many experts on this field argue quite the contrary. Despite the common issues regarding the obsolete military force, the need for newer or modernized weapon systems and, above all, the political declarations promoting the defence industry cooperation among the group countries, there have been little steps taken apart from the promising rhetoric. The countries' defence industries are progressively more involved in the work process of the Western defence corporations, while the political decision makers are still not really keen on genuine cooperation such as common acquisition of arms in intra-group level. While a whole set of obstacles for the deeper cooperation can be identified, foreign and security directions of the countries resemble the trade relations in the arms market. Although this matching as such does not necessarily prove that the group's foreign and security policies solely and by itself negatively contribute to the closer defence industry cooperation, it serves as another proof how the defence industrial complex is tightly connected to one country's foreign and security policy.

Mednarodno sodelovanje policije v EU: primer Slovenija-Italija ; International police cooperation in EU: Slovenia – Italy case
; The international cooperation of the Member States of the European Union is of utmost importance for the effective functioning of the Union. Above all, it is crucial for the quality of life of people within Member States. One of the most important areas of cooperation that guarantees the quality of life and the safety of citizens is the cooperation between the police of the countries. The cooperation in question is not only important, but rather necessary, given the global dimension of criminality. Member States recognize the safety of their citizens as one of the main values and rights. In order to protect this right and to limit criminality, the European Union has adopted various instruments, measures and legal frameworks in the field of international police cooperation. It is also important that the various European Union agencies work to strengthen and direct cooperation between the police of the Member States. Examples of such agencies include Europol, Interpol, Sirene, Frontex, COSI, SEPA, CEPOL, etc. The paper also presents the role of Slovenia in these agencies and its activities in the area of police cooperation. This is done in a variety of ways and in various fields. I tried to present ways, forms and areas of cooperation in the case of police cooperation between Slovenia and Italy.

Filantropija v mednarodnem razvojnem sodelovanju: primer Indije ; Philanthropy in International Development Cooperation: the Case of India
; Reaching Sustainable Development Goals (SDG) demands more resources than are currently available to many states. This is a particular problem in developing countries, which are experiencing fast but not inclusive economic growth. Even though economic growth does not necessarily bring development, it remains a standard which defines how much international Official Development Assistance (ODA) a country receives. As a consequence, some countries with rapid economic growth are receiving less and less ODA, while still including some of the poorest parts of the world. This calls for new approaches and sources of financing to aid in development, and opens the door to private capital, including private philanthropy, which is especially important in developing countries. While philanthropy is seen as having a lot of potential with regard to pursuing SDG, it is not obliged to follow the same guidelines for sustainable development that have been adopted by state organizations. This enables philanthropic projects to act in their own interests, which may or may not coincide with the SDG agreed for a particular place. Moreover, regulation in this field is weak, and it is often unclear how specific philanthropic organizations operate. These facts, together with the growing amount of private wealth directed towards international development and the need to reach SGD, mean that it is more important than ever to understand the scope, potential and influence of philanthropic organizations in terms of both SDG and the changes we are seeing in traditional relations among members of the international community.

Lessons of the New International Economic Order for the Contemporary World Economy
In: Teorija in praksa, S. 411-442
Although the new international economic
order (NIEO) has mostly been assessed as a failure, its
ideas still seem relevant in today's crisis environment.
The new context clearly shows that the existing liberal
international order is ineffective and calls for deep
changes like in the times of the developing countries'
fight for the NIEO. The article considers whether its
principles remain of relevance today, which ones have
been amended and which should be newly introduced,
all based on NIEO-related lessons. Dilemmas between
international law or a rules-based order as a framework for global governance and whether the proposed
new inclusive global economic order is to be based on
values (and if so, which) are evaluated.

CLIMATE CRISIS: TIME TO RETHINK ECONOMIC PLANNING BY DEMYSTIFYING CAPITALISM AND ITS MARKET(S)
In: Teorija in praksa, S. 341-360
Abstract. The purpose of the article is to open up epistemological space for revitalising the idea of democratic
economic planning as a viable alternative vision. It
argues that a proper development of the idea must be
preceded by a comprehensive critical interrogation of a
hegemonic multidimensional ideological mystification
of capitalism and its markets. By utilizing Marxist and
eco-socialist insights the article identifies and analyses
several central ideological mystifications that enact an
epistemic closure. These range from the obfuscation
of capitalism's role in creating the climate crisis as an
inherently unsustainable system, to the mystification of
its non-evolutionary origins, to the obfuscation of the
role economic planning plays in contemporary capitalism, to the mystification of markets as ideal spaces of
freedom and innovation obfuscating the ever present
market-related oppression, exploitation and environmental devastation, and to silencing concrete historical examples of democratic economic planning such as
project Cybersyn that should serve as an inspiration for
imagining an alternative order.

VEČNIVOJSKO UPRAVLJANJE IN SODELOVANJE NA PRIMERU OBVLADOVANJA MIGRANTSKEGA VALA NA BALKANSKI POTI ; Multilevel governance and cooperation on the case of managing the migrant influx along the Western Balkans route
; This master's thesis presents the topic of multilevel governance and cooperation on the example of Slovenia and the migrant crisis on the Western Balkans route. The purpose of the work is to determine whether the multilevel governance of the crisis management was successful and what led to its success or failure. The research is based on qualitative case study methodology. In the first part, the descriptive method defines the general development of multilevel governance, while in the second part, the analysis examines the field on the basis of the biggest migrant crisis since World War II. Comparative method shows deficiencies on the national level in cooperation with other levels on the example of Slovenia. On the shortcomings that appear during the research, the master's thesis presents suggestions for improving and resolving similar problems in the future. The research shows that the multilevel governance in this case was not successful, since the direction of decision-making was mainly directed from the top down and the subnational level was thus poorly involved in decision-making along with the national level. Bad practice has had a negative impact on the entire crisis, resulting on one hand certain procedures being more difficult and lengthier than they should be and on the other, started the doubt of the union as a whole and its basic values. This research is useful on a practical and on a scientific level. On a practical level it is seen as a helpful tool for crisis management to all the actors involved and on the scientific level the usefulness is seen through the choice of topic as well as through the choice of the current case from practice on the basis of which the study was conducted. The subject as such is still fairly unspecified and unexplored on scientific grounds in Slovenia, similarly to the area of the migrant crisis that, due to its extent, will not settle for quite some time.

A PARADIGMATIC SHIFT? ECONOMIC CRISES AND LABOUR MARKET POLICIES ON THE EU'S (SEMI-)PERIPHERY
In: Teorija in praksa, S. 945-968
Ireland, Portugal and Slovenia – three states with different historical legacies and institutional frameworks – promoted labour market flexibility and active labour market policies before and during the 2008 crisis. These policies were postulated as basic poli-cies on the EU level. However, a significant change came with the COVID-19 crisis when governments in all three states implemented measures much more resembling neo-Keynesian policies. In the article, we show that the crucial mechanisms for the various labour market poli-cy choices made in these three countries were due to the two crises being of distinct types, the (non)coincidence of interests of a range of actors and classes, and the dif-ferent policy frameworks promoted by the EU.
