By David Malitz. Following its first public conceptualization in 2007, the "Indo-Pacific" has been adopted as the geopolitical framework for strategic policies by numerous governments. This global adoption of the "Indo-Pacific", with differing geographic definitions, has led to the emergence of a sizable literature on the region and the different strategies, visions, and outlooks formulated for it. In this literature, it is customary to refer to the German scholar Karl Haushofer (1869–1946) as first geopolitical thinker to use the term "Indo-Pacific" in the 1920s and therefore to claim or imply an influence of Haushofer's thought on 21st century policy.

Ziel des Lehrprojektes in englischer Sprache war es, Studierenden die Möglichkeit zu geben, sich mit einer Bandbreite von Themen und Trends auseinanderzusetzen, die für die politikwissenschaftliche Forschung und die internationale Zusammenarbeit von großer Bedeutung sind, weil sie globale Entwicklungen wesentlich prägen und Kontextwissen vermitteln. Zu den Megatrends zählen Klimawandel, Digitalisierung, wachsende Ungleichheiten, und zehn weitere Trends, die im Seminar engagiert diskutiert wurden, z.T. mit eingeladenen internationalen Gästen. Es gibt inzwischen eine steigende Zahl von Forschungseinrichtungen, internationalen Organisationen und Think Tanks, die zu Megatrends und anderen starken Trends ("global shapers") arbeiten. In dem Seminar wurde darauf Wert gelegt, globale Perspektiven auf Megatrends zu vermitteln, d.h. sich mit Forschungsarbeiten und Analysen aus verschiedenen Weltregionen auseinanderzusetzen.

The responsiveness of governments to the preferences of their citizens is a fundamental characteristic of democracy. With the rapid and seemingly unstoppable integration of the European Union, many citizens doubt whether their governments still can be responsive—while trust in the EU has been faltering at the same time. In 2015, only 33 % of Europeans trusted the EU, while over 54 % of Europeans distrusted it. In 2008, fully 62 % of Europeans did not believe that their governments listened to them when it came to European issues, and those who perceive themselves to be voiceless on that matter have remained the majority as of 2017. Europeans believe that governments do not act in their citizens' interest when they decide (usually behind closed doors) over policies in the EU. Despite these bleak numbers, this contribution argues that there are reasons to be both more optimistic and pessimistic at the same time.

In Brussels, something remarkable has happened in the last four years. Cohesion policy—which had heretofore been a policy backwater, aimed at addressing regional disparities—has emerged as the EU's primary vehicle for reshaping economic and related fiscal policies in the Member States. As a result, any economic or fiscal policy measure that can be plausibly described as a structural reform (primarily an area of Member State competence, subject to Union coordination) can now be reframed as a measure of EU cohesion policy (a shared competence) that can be supported by EU funds to incentivize compliance. How did this happen?
