This thesis is intended to be a contribution for legislators, the executive and people living in remote areas of Colombia, to know the situation of regional public television in the country and to have elements of judgment to introduce a bill that raises it to the essential public service activities – congressmen – apply existing regulations – mayors and governors – and claim their fundamental rights to truthful, timely information, essential to their communities and to participate in the decisions that affect people living in the farthest reaches of the country. Regional public television in Colombia has had the social function of informing, communicating, integrating communities, exalting the idiosyncrasies and culture of the inhabitants of colombia's 32 departments, but this could disappear by the arrival of new digital platforms, for the interests of private companies, by laws that are unaware of the value and contribution of regional public television to the culture, education and prompt and timely communication in the face of possible events of nature or human intervention in their Communities. From this perspective, regional public television could disappear in a short time, resulting in the most vulnerable and remote communities in the country running out of the regional public television service. In addition, the world would miss the opportunity to know the idiosyncrasies of ethnic cultures, geography, history, among other aspects that make each of Colombia's regions so different. This research work aims to analyse the importance of regional public television in impartially informing all Colombians – especially those living in the farthest areas – of receiving the signal from their regional channel in quality conditions, bearing in mind that the Colombian legislator must formulate laws in this regard, because until now regional public television is not classified as an essential public good, although this could guarantee fundamentals such as: being informed, participating in the decisions that affect them, receiving education through these means, learning of possible avalanches, other rights. ; Esta tesis pretende ser un aporte para que los legisladores, el ejecutivo y las personas que viven en zonas alejadas de Colombia, conozcan la situación de la televisión pública regional en el país y tengan elementos de juicio para presentar un proyecto de ley que la eleve a la categoría de servicio público esencial –los congresistas– apliquen la normativa existente –alcaldes y gobernadores– y reivindiquen sus derechos fundamentales a una información veraz, oportuna, esencial para sus comunidades y a participar en las decisiones que los afectan a las personas que viven en las zonas más a alejadas del país. La televisión pública regional en Colombia ha tenido la función social de informar, comunicar, integrar a las comunidades, exaltar la idiosincrasia y la cultura de los habitantes de los 32 departamentos de Colombia, pero ésta podría desaparecer por la llegada de nuevas plataformas digitales, por intereses de las empresas privadas, por leyes que desconocen el valor y aporte de la televisión pública regional a la cultura, educación y comunicación pronta y oportuna ante posibles sucesos de la naturaleza o intervención humana en sus comunidades. Desde esta perspectiva, la televisión pública regional podría desaparecer en poco tiempo, lo que generaría que las comunidades más vulnerables y alejadas del país, se queden sin el servicio de televisión pública regional. Además, el mundo perdería la oportunidad de conocer la idiosincrasia de las culturas étnicas, la geografía, historia, entre otros aspectos que hacen tan distinta a cada una de las regiones de Colombia. Con este trabajo de investigación, se pretende analizar la importancia que tiene la televisión pública regional de informar imparcialmente a todos los colombianos –en especial los que viven en las zonas más alejadas–, de recibir la señal de su canal regional en condiciones de calidad, teniendo presente que el legislador colombiano debe formular leyes al respecto, pues hasta el momento la televisión pública regional no está catalogada como un bien público esencial, a pesar que con esta se podría garantizar derechos fundamentales tales como: estar informado, participar en las decisiones que los afecta, recibir educación a través de estos medios, enterarse de posibles avalanchas, ente otros derechos. ; Maestría

This article aims to solve the following scientific problem: to study the ways of interaction between mass media, audience and authorities used in regional practice. The relevance and scientific significance of solving the above-mentioned problem lies in the fact that modern mass media exist in a dynamically changing social space. The main objective is to determine how fully events of the political and public life of a country or region are reflected in the daily practice of regional mass media. Based on the analysis of print media, the authors of the article consider the authenticity, completeness and objectivity of the information worldview created by journalists of the Arkhangelsk Region. The contractual mechanism of information services used by authorities forces journalists to resort to self-censorship and non-disclosure of socially important information, which leads to the creation of media myths and the loss of professionalism, as well as changes essential characteristics of journalism. It is indicated that it is much more dangerous for this profession toconsciously distort the reflected reality by emphasizing some events or certain aspects of the displayed phenomena and concealing others, i.e. manipulating mass consciousness through non-disclosure. Non-disclosure not only erases, destroys and eliminates facts, but also creates a mythical, distorted and unreliable information worldview. ; Este artículo pretende resolver el siguiente problema científico: estudiar las formas de interacción entre los medios de comunicación, el público y las autoridades utilizadas en la práctica regional. La relevancia y el significado científico de resolver el problema mencionado radica en el hecho de que los medios de comunicación modernos existen en un espacio social que cambia dinámicamente. El objetivo principal es determinar cómo se reflejan plenamente los eventos de la vida política y pública de un país o región en la práctica diaria de los medios de comunicación regionales. Sobre la base del análisis de los medios impresos, los autores del artículo consideran la autenticidad, integridad y objetividad de la visión del mundo de la información creada por los periodistas de la región de Arkhangelsk. El mecanismo contractual de los servicios de información utilizados por las autoridades obliga a los periodistas a recurrir a la autocensura y la no divulgación de información socialmente importante, lo que lleva a la creación de mitos mediáticos y la pérdida de profesionalismo, así como a cambios en las características esenciales del periodismo. Se indica que para esta profesión es mucho más peligroso distorsionar conscientemente la realidad reflejada al enfatizar algunos eventos o ciertos aspectos de los fenómenos mostrados y ocultar otros, es decir, manipular la conciencia de masas a través de la no divulgación. La no divulgación no solo borra, destruye y elimina hechos, sino que también crea una visión del mundo de la información mítica, distorsionada y no confiable. ; Научная проблема, на решение которой направлена данная работа, ― исследование способов взаимодействия средств массовой информации, аудитории и власти, применяемых в региональной практике. Актуальность и научная значимость решения проблемы состоит в том, что современные СМИ существуют в условиях динамично изменяющегося социального пространства. Цель работы – определить, насколько полно отражаются события политической и общественной жизни страны и региона в повседневной практике региональных СМИ. На основе анализа печатных изданий рассматривается достоверность, полнота и объективность информационной картины мира, создаваемой журналистами СМИ Архангельской области. Договорный механизм информационного обслуживания органов власти вынуждает журналистов прибегать к самоцензуре и замалчиванию общественно важных сведений, что приводит к созданию медиамифов и утратепрофессионализма, меняет сущностные характеристики журналистики. Указывается, что намного опаснее для профессии сознательное искажение отражаемой реальности путем акцентирования, подчеркивания одних событий или отдельных сторон отображаемых явлений и замалчивания других, то есть манипулирования массовым сознанием путем умолчаний. Умолчание не только вычеркивает, уничтожает, устраняет факты, но и творит, создавая мифическую, искаженную, недостоверную информационную картину мира.

Rural areas play a significant role in the development of the economic complex of the state. Ensuring its dynamics is especially important for the regions, which are noted by the agricultural production profile, the Carpathian region in particular. Since a nature of functioning of rural areas is manifested through functions they perform, efficiency of realization of some of these functions mainly depends on conceptual models of territorial development practiced in the state and on a role, played by its basic branch in economics – the agriculture. In the article problematic aspects have been systematized and analyzed, based on existing agrocentric approach to development of rural areas of Carpathian region, in the organizational, industrial-economic, financial-economic and social-economic dimensions, as well as defined promising directions of ensuring increase in their functionality in context of decentralization of power. Structural changes that took place in development of the agricultural segment of Carpathian region during the period of reforms had some ambiguous character and defined mostly destructive impact on functions realization intrinsic to rural areas. Although, on the one hand, during the last years capitalization of the agricultural production took place on the large scale, due to engagement of financial-production capital and was formed high-tech corporate brunch management segment, on the other hand, significant industry distortions, deepening deformation of rural labor market, degradation of the social sphere and rural settlement network in general still remain. Increasing functionality of rural areas anticipates, on the one hand, expanding spectrum of the functions performed by a rural settlement, and, on the other hand, ensuring diversification of rural area development. Dynamics of the referenced processes is defined by success of institution of efficient economic mechanism, which will provide reorientation to benefit subjects of rural economy of distributive relations activity in the industrial, food and financial links of the chain of added value formation, created by those subjects. One of the most important, and at the same time, the most difficult tasks of the government decentralization politics, is seen in a clear definition and differentiation of the spheres of influence and responsibility of all stakeholders in the development of rural areas: rural communities, agribusiness and rural entrepreneurs, the state, and the scientific sphere. ; Сільські території відіграють вагому роль в розвитку господарського комплексу держави. Забезпечення його динаміки є особливо важливим для регіонів, які характеризуються аграрним виробничим профілем, зокрема – Карпатського. Оскільки характер функціонування сільських територій виявляється через виконувані ними функції, ефективність реалізації тих чи інших з них істотно залежить від практикованих у державі концептуальних моделей територіального розвитку та ролі, яку відіграє у економіці базова галузь – сільське господарство. У статті систематизовано і проаналізовано в організаційній, виробничо-господарській, фінансово-економічній та соціально-економічній площинах проблемні, за існуючого агроцентричного підходу розвитку сільських територій Карпатського регіону, аспекти та визначено перспективні напрями забезпечення зростання їх функціональності в контексті здійснення децентралізації влади. Структурні зміни, що відбулись у розвитку аграрного сектора Карпатського регіону упродовж реформеного періоду носили доволі неоднозначний характер та обумовлювали переважно деструктивний вплив на реалізацію функцій, притаманних сільським територіям. Так, з одного боку, протягом останніх років завдяки залученню фінансово-промислового капіталу відбулася масштабна капіталізація сільськогосподарського виробництва, сформовано високотехнологічний корпоративний сегмент ведення галузей, з іншого – продовжують зберігатись істотні галузеві перекоси та поглиблення деформації сільського ринку праці, деградації соціальної сфери та сільської поселенської мережі загалом. Зростання функціональності сільських територій передбачає, з одного боку, розширення спектру виконуваних селом функцій, з іншого – забезпечення диверсифікації розвитку сільської місцевості. Динаміка означених процесів обумовлюється успішністю налагодження ефективного господарського механізму, який забезпечуватиме переорієнтацію на користь суб'єктів діяльності сільської економіки розподільчих відносин у виробничих, продуктових і фінансових ланках ланцюга створюваної ними (суб'єктами) доданої вартості. Одне із найважливіших і, водночас, найскладніших завдань політики децентралізації влади вбачається в чіткому визначенні й розмежуванні сфер впливу та відповідальності всіх стейкхолдерів розвитку сільських територій: сільських громад, агробізнесу та сільських підприємців, держави, наукової сфери.

KEBIJAKAN REGULASI BAITUL MAAL WAT TAMWIL (BMT) DI INDONESIA Fadillah Mursid Abstract The financial sector in Indonesia is one of the sectors that has an important role in encouraging the improvement of the national economy and the economy of society. then, of course, institutions or agencies involved in the financial sector require clear regulation as the rules of the game. Ironically BMT as one of the micro-finance institutions actually tend to receive less attention from the government, especially regarding the regulation. Whereas regulation is one of the most important factors that affect sustainability BMT. Departing from the background, this study aims to know, examine and explain how the regulation of Baitul Maal Wat Tamwil (BMT) in the Regulations of Cooperatives Cooperatives, the Foundation Act, and the Law of Microfinance Institutions as well as why the existing BMT regulatory policy like today? This research including the kind of research normative law, while specification this research is descriptive analytical Legal material used in covering primary, secondary, and tertiary legal materials. The collection of legal materials in this paper is done by doing literature research and document studies. The main approach is doctrinal. Based on the results of research that the authors do can be summarized as follows: 1. The arrangement of BMT with the Law of Cooperatives is only temporary until the issuance of the Act specifically regulate the issue of BMT. 2. The foundation law can not be used as the basis of BMT regulation, because the foundation is an institution that is only oriented to social interests, while BMT has a social function as well as profit oriented. 3. The regulation of BMT in Act No. 1 of 2013 on Microfinance Institutions has provided clarity on what and how should BMT institutional, sharia aspect guidance, supervision and guarantee of customer's savings, although until now there is a Government Regulation which regulates further how to guarantee mechanism of deposit in micro financial institution especially BMT. 4. Current BMT regulatory policies tend to encourage the development of BMTs towards financial institutions such as banks. Keywords: Policy, Regulation, BMT, Indonesia Abstrak Sektor keuangan di Indonesia merupakan salah satu sektor yang memiliki peranan penting dalam mendorong peningkatan perekonomian nasional dan ekonomi masyarakat. maka, sudah barang tentu lembaga atau instansi yang berkecimpung di sektor keuangan memerlukan regulasi yang jelas sebagai aturan mainnya. Ironisnya BMT selaku salah satu lembaga keuangan mikro justru cenderung kurang mendapat perhatian dari pemerintah khususnya mengenai regulasinya. Padahal regulasi merupakan salah satu faktor paling penting yang mempengaruhi sustainabilitas BMT. Berangkat dari latar belakang tersebut, penelitian ini bertujuan untuk mengetahui, mengkaji dan menjelaskan bagaimana regulasi Baitul Maal Wat Tamwil (BMT) dalam Peraturan Perundang-Undangan Perkoperasian, Undang-Undang Yayasan, dan Undang-Undang Lembaga Keuangan Mikro serta mengapa kebijakan regulasi BMT yang ada seperti saat ini? Penelitian ini termasuk jenis penelitian hukum normatif, sedangkan spesifikasi penelitian ini adalah deskriptif analitis. Bahan hukum yang digunakan dalam meliputi bahan hukum primer, sekunder, dan tersier. Pengumpulan bahan hukum dalam penulisan ini ditempuh dengan melakukan penelitian kepustakaan dan studi dokumen. Pendekatan utama yang ditempuh adalah doktrinal. Berdasarkan dari hasil penelitian yang penulis lakukan dapat disimpulkan sebagai berikut: 1. Pengaturan BMT dengan Undang-Undang Perkoperasian hanya bersifat sementara sampai dikeluarkannya Undang-Undang yang secara spesifik mengatur persoalan BMT. 2. Undang-Undang yayasan tidak bisa dijadikan dasar pengaturan BMT, dikarenakan yayasan merupakan lembaga yang hanya berorientasi pada kepentingan sosial, sedangkan BMT memiliki fungsi sosial sekaligus profit oriented. 3. Pengaturan BMT dalam Undang-Undang nomor 1 tahun 2013 tentang Lembaga Keuangan Mikro telah memberikan kejelasan tentangi apa dan bagaimana seharusnya kelembagaan BMT, pedoman aspek syariah, pengawasan, dan penjaminan simpanan nasabah, meskipun sampai saat ini belam ada Peraturan Pemerintah yang mengatur lebih lanjut bagaimana mekanisme penjaminan simpanan dalam lembaga keuangan mikro khususnya BMT. 4. Kebijakan regulasi BMT saat ini cenderung mendorong perkembangan BMT ke arah lembaga keuangan seperti halnya perbankan. Kata Kunci: Kebijakan, Regulasi, BMT, Indonesia

La explotación desmedida de los recursos naturales, así como la incontable generación de residuos y emisiones afectan el medio ambiente de manera alarmante. Este problema se acrecienta ante la ausencia de una gestión ambiental bien identificada, planificada e implementada, que contenga y explique en detalle todos los procesos organizacionales requeridos, y que ayude a minimizar y controlar los efectos antes mencionados. Para el logro de procesos sustentables en las organizaciones se requiere la incorporación de las competencias, así como una alta dirección comprometida, responsable y participativa. México y particularmente el estado Morelos, han decidido tomar medidas en favor de la disminución del impacto ambiental de las actividades económicas del país. En esta investigación se planteó como objetivo principal modelar competencias ambientales para la alta dirección del estado de Morelos, pues de ellos depende que se planifique, implemente y controle una adecuada gestión ambiental en los procesos. Mediante dos muestreos, uno por Conveniencia y uno conocido como Bola de Nieve, se seleccionó al grupo de trabajo, conformado por 12 directivos del estado de Morelos, los cuales fueron encuestados a través del Método Delphi, enviando el instrumento vía electrónica. De 39 competencias ambientales diseñadas por el grupo de trabajo, se modelaron 27 para la alta dirección del estado de Morelos, siendo las cinco más importantes: dominio de la legislación ambiental federal, estatal y municipal, así como del manual de ética organizacional; gestión y conservación de los recursos naturales (aire, agua, energía solar, suelo) que intervienen en los procesos claves de la organización, así como de residuos generados; trabajo en equipo con instancias públicas, gubernamentales y políticas, otras empresas y sectores educativos; gestión orientada a la identificación y control de aspectos e impactos ambientales de los procesos; y dominio de las dimensiones del desarrollo sostenible (medio ambiente, económico y social). Estas competencias van a permitir a las instituciones gubernamentales, de servicios e industrias manufactureras del estado de Morelos, establecer pautas para la reestructuración de los procesos claves, de apoyo y estratégicos, para considerar en todos ellos la sustentabilidad. ; The excessive exploitation of natural resources, as well as the countless production of waste and emissions affect the environment in a worrying way. This problem is actually growing in the absence of wellidentified, planned and implemented environmental management strategies that contains and explains in detail all the required organizational processes that help to minimize and control the aforementioned effects. To achieve sustainable processes in the organizations, it is required the incorporation of competencies, as well as a committed, responsible and participative senior management. Mexico and the State of Morelos in particular have decided to take measures in favor of reducing the environmental impact of the country's economic activities. In this research, the main objective was to model environmental competencies for the top management of the state of Morelos, since it is up to them to plan, implement and control an adequate environmental management in the processes. Two samples were used in our research, one for convenience and one known as Snow Ball, where the work group selected had 12 executives from the state of Morelos, who were surveyed ellectronically through the Delphi Method. Out of 39 environmental competencies designed by the work group, 27 were modeled for the top management of the state of Morelos, the five most important ones being: domain of federal, state and municipal environmental legislation, as well as the manual of organizational ethics; management and conservation of natural resources (air, water, solar energy, soil) that intervene in the key processes of the organization, as well as generated waste; teamwork with public, governmental and political entities, other companies and educational sectors; management oriented to the identification and control of aspects and environmental impacts of the processes; and mastery of the dimensions of sustainable development (environment, economic and social). These competences will allow government institutions, services and manufacturing industries in the state of Morelos to establish guidelines for the restructuring of key, supportive and strategic processes to consider sustainability in all of them.

Стаття присвячена аналізу причин та наслідків політичного терору з боку каральних органів комуністичної влади щодо польської громади міста Одеси. Причинами такого терору стала розвідувальна діяльність команди «Польської організації військової» в Одесі, перебіг радянсько-польської війни 1920 р. та особливо невдачі Червоної армії восени цього року. Наслідком такого терору стала ліквідація Одеською губернською надзвичайною комісією у вересні та жовтні 1920 р. та у вересні 1921 р. трьох підпільних польських організацій, що призвело, зокрема, до застосування найвищої міри покарання (розстрілу) до 177 осіб. ; In early February of 1920, the Odesa Hubernia Extraordinary Commission (OHEC), the most brutal punitive body of the Communist Party, was restored. The OHEC board has sentenced to death 1551 persons only during 1920. Among them, there were 126 accused of cooperation with the "Polish Military Organization" (PMO). The anti-Polish campaign in Odesa began in May 1920, when newspapers started publishing propaganda materials that called for fighting against Polish bourgeoisie. The victory over it would have opened the road to the world revolution for the German and English proletariat.At the tactical level, the campaign goal was to prevent Poles from spying on the home front. To enforce this policy, the OHEC ordered all persons of Polish nationality and all those who had Polish citizenship, indiscriminate of gender and between the ages of 16 and 60, to register in the 5-day period at the registration office for foreigners. As a result of external surveillance and the work of the agents, 200 people were arrested in early September and accused of being the members of PMO. On October 5, the OHEC Board sentenced 26 persons to death and ordered to confiscate their property. On the night of October 6-7, they were executed. On October 28, during the sitting of the OHEC Board, 100 persons were sentenced to death, for "cooperation with the Polish Ministry of Foreign Affairs and the General Headquarters of the Polish Army" and for "belonging to the Agent Information Point K.N.Z.S.I." The sentence was carried out in the night of October 30. This case "solved" by OHEC in 1920 was "the biggest, in terms of the number of defendants and the crimes that they have been accused of," and included the materials on the Polish, White Guard and Petliura underground organizations. In the archives of the Office of the Security Service of Ukraine (SBU) in Odesa region, there are only 16 personal archival investigation files that belong to this case.In September 1921, OHEC discovered another "underground Polish organization". According to the protocol of the OHEC Board sitting, which took place on September 21, 1921, 110 persons were arrested in this case, 51 of them were executed on September 23. Thus, Polish community in Odesa, represented by the members of PMO, joined the resistance against the policy of the Communist Party, in the bid to overthrow the communist regime and stop its social experiments, which had been in conflict with the interests of all strata of the city population.The purpose of this study is to analyze the causes and consequences of political terror perpetuated by the punitive bodies of the Communist Party against the members of POV in Odesa, the Polish community of the city and the persons of other nationalities accused of collaborating with the Polish military and civilian authorities. The task of this article is also to discover and publish the names of the victims of political terror. The main political and economic aspects of social life were examined in the context of the topic. ; Статья посвящена анализу причин и последствий политического террора со стороны карательных органов коммунистической власти относительно польской общины города Одессы. Причинами такого террора стала разведывательная деятельность команды «Польской организации военной» в Одессе, ход советско-польской войны в 1920 году и особенно неудачи Красной армии осенью этого года. Следствием такого террора стала ликвидация Одесской губернской чрезвычайной комиссией в сентябре и октябре 1920 и в сентябре 1921 трех подпольных польских организаций, что привело, в частности, к применению высшей меры наказания (расстрелу) 177 человек.

Ni en la comunidad política y científica ni en la población general hay un acuerdo unánime en la consideración ética de la clonación humana, ni siquiera en la forma más admitida, es decir, la clonación terapéutica. No obstante, es la clonación con fines reproductivos la que produce un mayor rechazo ya que se considera poco fiable en términos técnicos y éticamente repudiable. Los que se oponen a la clonación fundamentan su prohibición en el hecho de que ésta supone un atentado a la dignidad humana o en su carácter antinatural. Respecto al argumento de la dignidad, el problema es que no existe acuerdo en qué se entiende por dignidad humana y hasta qué punto la clonación la vulnera. Actualmente, la oposición a la clonación en humanos se está articulando en la proclamación de un «derecho a ser fruto del azar» y de un «derecho a la ignorancia», a no saber (o creer saber) demasiado de uno mismo por adelantado (Jonas, 1997). Si se analizara la clonación humana como un mero procedimiento técnico, el debate ético debería dirigirse a su seguridad y eficacia y serían los biotecnólogos los principales implicados, pero ese análisis no es suficiente ya que la clonación, de llegar a producirse, afectaría a seres humanos, a los propios clonados y a su entorno familiar y social, aspectos en los que los psicólogos podríamos aportar relevantes conocimientos. Por tanto, se precisan estudios y debates multidisciplinares por parte los principales expertos implicados (biotecnólogos, psicólogos, filósofos, juristas, etc.) y la formación de Comités de Bioética plurales, así como la valoración de la situación en función de los principios éticos básicos (aceptables para cualquier persona, independientemente de su credo religioso), una supervisión pública de las investigaciones y una regulación legislativa internacional para evitar, entre otros aspectos, que los científicos dispuestos a seguir investigando sobre la clonación humana emigren a los países con legislaciones más permisivas. ; Neither the scientific and political community nor the general population have come to an unanimous agreement in the ethical consideration of human cloning, not even in the most admitted way, that is therapeutic cloning . Nevertheless, cloning with reproductive purposes the one that produces the greatest rejection since it is considered not very reliable in technical terms as well as ethically repudiated. Those who object to the cloning base their prohibition on the fact that it means an attack on their human dignity and, on the other hand, in their anti-natural nature. Regarding the human dignity argument, the problem is that there isn't agreement about what is human dignity and how much it is wounded by cloning. Nowadays the opposition to the human cloning is been embodied in statements like the «right to be a consequence of chance» and the «right to ignorance» , that means not to know (or think to know) too much about one's self in advance (Jonas, 1997). If human cloning was examined as a mere technical procedure, the ethical debate should focus on its security and effectiveness as biotechnologists would be the mainly involved in the issue, but this analysis is not enough because if cloning would ever take place, it would affect human beings, both the cloned subjects themselves and their family and social environment, and this is the place where psychologists could apply our relevant knowledge. Uno de los segmentos de mercado que mayor protagonismo ha cobrado, en los últimos años, en el sector turístico es el que integran las personas discapacitadas. La relevancia de este segmento de mercado no sólo viene justificada por el número de efectivos que lo integran sino, sobre todo, por su participación cada vez mayor en el mercado turístico. La Organización Mundial de la Salud (O.M.S., 2009) afirma que hay más de 500 millones de personas en todo el mundo con deficiencias o discapacidades. En España, el número de personas discapacitadas supera los 3´8 millones de personas, lo que constituye el 9% de la población (Encuesta de Discapacidad, Autonomía Personal y Situaciones de Dependencia (EDAD) (INE, 2008). Otro de los aspectos relevantes del segmento de los discapacitados, junto con el número de efectivos que lo integran, es su participación cada vez mayor en el mercado turístico, ya que a su gran disponibilidad de tiempo libre y sus grandes deseos de viajar, se han unido, en los últimos, la existencia de un mayor número de ayudas técnicas y económicas. No obstante, son muchas las personas discapacitadas que no viajan, no por falta de tiempo o deseos de viajar sino por temor a no encontrar destinos turísticos accesibles, es decir, sin barreras. Las razones que han llevado a la situación de inaccesibilidad en el turismo parecen venir justificadas, en parte, por la escasa atención que se les ha prestado, hasta fechas recientes, al derecho al ocio y al disfrute del tiempo libre de las personas discapacitadas. Y, aunque, en las dos últimas décadas han surgido iniciativas, tanto públicas como privadas, en favor del derecho de estas personas a la igualdad de trato en el ocio y el turismo, que han provocado una mayor concienciación en diversos ámbitos empresariales, políticos y sociales, todavía queda mucho por hacer para lograr que las personas discapacitadas puedan acceder a los destinos turísticos en las mismas condiciones que las personas no discapacitadas. Por ello, se ha creado en el ámbito turístico una verdadera materia de estudio, denominada Turismo Accesible. ResumenLa Cartilla Gimnástica Infantil es el primer manual oficial de Educación Física escolar de nuestra Historia educativa, anterior incluso a los primeros Cuestionarios mínimos para la Primera enseñanza, que serían publicados en 1926. Su estilo, conciso y claro, muestra su autoría militar, lo que también se nota en las directrices didácticas, que hacen hincapié en el orden y el control de los alumnos.Sin embargo, prescribe un plan de educación física bastante aceptable, dada la época y el origen de su doctrina. Es de resaltar que el plan se prescriba también para las niñas, a pesar de algunas recomendaciones basadas en su consideración como futuras madres, en una época en que su asistencia a la escuela estaba además muy limitada por factores económicos, sociales e incluso culturales.La Cartilla Gimnástica tuvo una notable difusión en la Primera enseñanza, si hemos de guiarnos por los diversos decretos que prescribían su utilización en las escuelas primarias, y subvenciones que se concedieron para su aplicación práctica, y sirvió además de texto oficial para una serie de cursos de formación de profesores de Educación Física, tanto civiles como militares. Su doctrina pedagógica influyó en algunos textos didácticos coetáneos de prestigiosos autores, incluso durante la II República.Un valor que debemos reconocerle es la prescripción de deporte, juego deportivo, en edades escolares, con un importante e innovador matiz, cual es el de la necesidad de su adaptación normativa a las respectivas capacidades de cada edad, lo que favorecía su aplicación a la Escuela.La principal aportación de este artículo es su riguroso análisis pedagógico del contenido de la Cartilla, que identifica y saca a la luz categorías implícitas en el texto y por tanto facilita su ulterior comparación con otros documentos similares, sin más requisito que la aplicación del mismo método de análisis, lo que abre una corriente de interpretación evolutiva dentro de la teoría del análisis de contenidos.AbstractThe Cartilla Gimnástica Infantil is the first official Spanish handbook for school Physical Education, even prior to the first basic pedagogical questionnaires for the Elementary education, that would to be published on 1926. Its style, concise and clear, shows its military authorship, which is also perceived in its didactic guidelines, that focuse on order and control of pupils.Nevertheless, it prescribes a rather acceptable physical education plan, regarding the epoch and the origin of its doctrine. It is to be emphasized that the plan is also prescribed for girls, in spite of some adaptations that lead to a future for them focused on motherhood, moreover in a time when their attendance to school was very restricted because of economic, social, and even cultural factors.The Cartilla Gimnástica had a notable diffusion among the Spanish Elementary education, if we are to be guided by several legal orders that prescribed its use in the elementary schools and by financial aids that were granted in order to its practical implementation, and in addition was used as an official textbook in a series of training courses for Physical education teachers, civilians as well as military. Its pedagogical doctrine influenced some contemporary didactic textbooks by prestigious authors, even during the Spanish II Repúblic (1931-1939).We must recognize its prescription of sport, named sporting game, for school ages, with an important and innovative aspect, that is the need for adaptation of its rules to the abilities of each age groups, which favoured its implementation in the school.The main contribution of this paper is its accurate pedagogical analysis for the Cartilla contents, that identifies and brings into light categories implicit in the text thus making easier further comparison with another similar documents, provided the same analysis method is applied. This could open a trend of evolutive interpretation within the contents analysis theory. Giving Policy Special Autonomy for Papua Province which is based on Law No. 21 of 2001 on the policy of this Special Autonomy in essence has the government's goal centere authority for the Papuan people to manage their own natural resources are owned and given the devolution of responsibility to promote, accelerate development both in terms of political, economic, cultural, and social welfare. Therefore, education is very important for every citizen of Indonesia. One of the challenges faced by the Government of Papua Province, more specifically in the district of Lanny Jaya maximize the level of education of the Papuan people in addressing the issue of lagging development in various sectors in the district of Lanny Jaya, especially on the development of quality education, both natural resources and human resources, so that able to reduce the problem of underdevelopment and social welfare and creating a quality society. This study aimed to analyze the implementation of special autonomy policy in education in the District of Lanny Jaya Papua Province.This study used a qualitative design, which focused on the implementor communication, the sources of policy implementation, trends relating to the impact of dispositions, the appointment of bureaucrats and bureaucratic structures executor/organizer. The primary data obtained through observations through interviews with 10 informants consists of 6 people from relevant agencies and the 4 elements in society who are knowledgeable about education, and supported by studies related documentation. The data were processed and analyzed through the stages of categorization, data reduction, data grouping, which in turn are arranged in the form of narratives, data interpretation, and conclusions based on the arrangement of the narrative, and to verify the results of the data with the informant that is based on the conclusions.The results showed that the communication is done over emphasize internal communications in which the government should have to provide space for the community so that the implementation of policies run under Law No. 21. 2001 on special autonomy. This article seeks to identify and analyze the corporate risks associated with the value environment of Cargill's cocoa business. It is a qualitative study using the case study method. To obtain a systemic perspective of the phenomenon, the data was collected by interviewing executives from different areas of the company, submitting their narrative to content analysis. Thus, from the perspective of corporate risk management, it was identified that the main internal risks arise from cocoa processing, due to the high degree of complexity of the operations, and high added value of the products involved in the system. As for the external risks, the emphasis is on the relations with suppliers, as a result of the dependence of middlemen on the process of buying the raw material. It was also observed that political, legal and social aspects appear as points of attention and important sources of risk in this value system. These results contribute, therefore, to the advancement of the corporate risk literature in business environments associated with the agribusiness context, while presenting the applicability of scientific models for the identification and classification of these risks. Future studies of a longitudinal nature and contemplating the risks of the chocolate value chain in its completeness are recommended. ; Este artículo identifica y analiza los riesgos corporativos asociados al ambiente de valor del negocio de cacao de Cargill. Para ello, se adopta el enfoque cualitativo y el método de estudio de caso. Para la obtención de datos, los efectos obtener una perspectiva sistémica del fenómeno, se entrevistó a ejecutivos de diferentes áreas de la empresa y sus discursos se sometieron a la técnica de análisis de contenido. Así, bajo la perspectiva de la gestión de riesgos corporativos, se identificó que los principales riesgos internos se originan a partir de los procesos de beneficiado del cacao, debido al alto grado de complejidad de las operaciones y al alto valor agregado de los productos de ese sistema y los externos, a partir de las relaciones con sus proveedores, considerando la dependencia con los intermediarios en el proceso de compra de la materia prima. Se observó, además, que aspectos políticos, legales y sociales se presentan como puntos de atención e importantes fuentes de riesgo en este sistema de valor. Estos resultados contribuyen, por lo tanto, al avance de la literatura de riesgos corporativos en ambientes de negocio asociados al contexto del agronegocio, al mismo tiempo que presentan la aplicabilidad de modelos científicos para identificación y clasificación de esos riesgos. Se recomiendan estudios futuros de naturaleza longitudinal, y que contemplean los riesgos de la cadena de valor del chocolate en su totalidad. ; Este artigo identifica e analisa os riscos corporativos associados ao ambiente de valor do negócio de cacau da Cargill. Para isso, adota-se a abordagem qualitativa e o método de estudo de caso. Para a coleta de dados, de modo a obter uma perspectiva sistêmica do fenômeno, executivos de diferentes áreas da empresa foram entrevistados e seus discursos foram submetidos à técnica de análise de conteúdo. Assim, sob a perspectiva da gestão de riscos corporativos (GRC), identificou-se que os principais riscos internos se originam a partir dos processos de beneficiamento de cacau, devido ao elevado grau de complexidade das operações e do alto valor agregado dos produtos desse sistema e os externos a partir das relações com seus fornecedores, tendo em vista a dependência de atravessadores no processo de compra da matéria-prima. Observou-se, ainda, que aspectos políticos, legais e sociais se apresentam como pontos de atenção e importantes fontes de risco nesse sistema de valor. Tais resultados contribuem, portanto, para o avanço da literatura de riscos corporativos em ambientes de negócio associados ao contexto do agronegócio, ao mesmo tempo que apresentam a aplicabilidade de modelos científicos para a identificação e classificação desses riscos. São recomendáveis futuros estudos de natureza longitudinal e que contemplem os riscos da cadeia de valor do chocolate em sua completude.

Generations as entities as such have different ways and coping mechanisms when it comes to violations of their rights as rightful citizens. The only aspect that never changes and fluctuates is the universality of human rights and its significance for democracy. The above-mentioned fluidity is often caused by a social action that is the result of most citizens being unsatisfied by the political processes in the country. The perfect example of the interrelation between human rights violations and people's "reactions" towards this issue is the Republic of Georgia, which has been through wars, revolutions and protests throughout the history. Today's Georgia is still struggling with lack of freedom and violation of Human Rights. Georgia now suffers from other human rights violations such as drug policy, right to privacy, sexual orientation. Georgia still does not have an effective independent mechanism for investigating abuse by law enforcement officials. The Georgian government has an attempt to transparently show all the political processes conducted to avoid further complication of human rights violations. It can be said that the new generation (aged 18-30) has considerably different preferences, feel the need and obligation to protest about issues that this century has brought about, the issues like LGBT rights, marijuana decriminalization, abortion, prostitution, transgender woman and their rights, violence against women, workers' rights, etc. The reason that the new generation in Georgia is so politically active is that they realize the system is even affecting their everyday life and the ones surrounding them. The research paper covers the most politically important occasions over the last 30 years in Georgia and analyses the most crucial and severe human rights violations, following with the coping mechanisms and political behavior in different generations. The rights and freedoms being violated and discussed in the paper are the following: the right to freedom of opinion and expression, right to a fair social order. The tasks will be to evaluate violation of human rights during wars in Georgia, to investigate the role of NGOs in the protection of Human Rights and to research the changes in Human Rights in contemporary Georgia. ; Очевидно, що коли справа доходить до політичних поколінь, вони, як правило, досить рухливі. The article presents the results of a retrospective analysis of the experience of non-formal education in particular art one in the world pedagogical dimension. It has been emphasized that an important component of international activity of Ukraine in the field of art is cooperation with countries where non-formal education has been an essential strategic objective of educational policy for over half a century. Among the following some aspects of formation and development of non-formal education in the United States of America have been determined. Non-formal education was efficient mean of education and upbringing of citizens able to take part in social and economical processes of the country.The progress and results of the experiment for the detection of non-formal art education effectiveness in quality of education of students and undergraduates in Canada have been presented. It has been stated that non-formal art education was effective tool of improving educational process. Furthermore, art allows to create comfortable environment for happy life, enrich and transform already gained knowledge, views, habits and influence of creative development of a personality. The state of non-formal education development in Denmark, Israel, the Netherlands, Norway, Finland have been described. The uniqueness of the system of non-formal education in Sweden has been emphasized. It has the deepest roots and is featured by the most extensive network of educational groups, associations and folk schools where the majority of the population is served by a continuous cognitive activity.It has been highlighted that reform of education allowed to reject limitation for non-formal education in Denmark. Moreover, creation of different non-formal educational centers (organizations, educational groups, folk schools, ecological and art associations) financially supported by the government became possible. Non-formal sector of education has been considered as a field of gaining important competences in social, communicative and art spheres.Scientists have emphasized that the content of non-formal education in Israel is to form culture. The component of culture is art which is used to connect every person with the past of their nation.Special attention is paid to the state of non-formal art education in our country which is characterized by joining Ukraine to European Association for Leisure Time Institutions of Children and Youth, EAICY, participation in foreign projects of providing non-formal education, development programs of non-formal education development.It has been emphasized that in the process of cooperation foreign colleagues have noted the high level of artistic results of our artistic and creative collectives of higher educational institutions, whose members are in their non-formal art education. ; У статті представлено результати ретроспективного аналізу досвіду організації неформальної освіти, зокрема, й мистецької, у світовому педагогічному просторі. Наголошено, що важливим складником міжнародної діяльності України в царині мистецтва є співпраця з країнами, неформальна освіта в яких уже понад півстоліття перебуває в колі важливих стратегічних завдань освітньої політики. З-поміж таких схарактеризовано окремі аспекти становлення й розвитку неформальної освіти в Сполучених Штатах Америки, представлено хід та результати експерименту для виявлення ефективності впливу неформальної мистецької освіти на якість навчання студентів і магістрантів Канади, описано стан розвою неформальної освіти в Данії, Ізраїлі, Нідерландах, Норвегії, Фінляндії, підкреслено унікальність системи неформальної освіти Швеції як такої, що має найглибше коріння та вирізняється найбільш розгалуженою мережею навчальних гуртків, асоціацій та народних шкіл, в яких послуговується неперервною пізнавальною активністю переважна більшість населення країни. Окрему увагу приділено стану неформальної мистецької освіти в нашій країні, що характеризується входженням України в Європейську асоціацію установ вільного часу дітей та молоді (European Association for Leisure Time Institutions of Childrenand Youth, EAICY), участю в зарубіжних проектах з надання неформальної освіти, розробкою програм розвитку неформальної освіти. Наголошено, що в рамках співпраці зарубіжні колеги відзначають високий рівень результатів мистецької діяльності художньо-творчих колективів вищих педагогічних навчальних закладів, учасники яких отримують у них неформальну мистецьку освіту.

"La participación en nuestros días ha tomado relevancia desde distintos ámbitos como en el político, social y educativo. Nuestro trabajo se enfoca en este último pues la influencia de la participación en el desarrollo de la infancia aporta cualidades que favorecen actitudes de tolerancia, capacidad de dialogo, oportunidad de crear y proponer ideas en el lugar o situación en la que se participe. Esta concepción se fundamentó desde distintos eventos políticos para emprender el interés y protección por la infancia, lo que significó modificar el paradigma de la concepción de la infancia en el ámbito educativo lo que implica que la participación toma mayor importancia como acción, instrumento con la que cuentan las y los estudiantes para ejercer sus derechos. El presente trabajo recoge aspectos teóricos de la participación como estrategia educativa y que en este documento se describe con la metodología de aprender a servir la cual se denomina Aprendizaje Servicio (APS) cuyas etapas se constituye la motivación que es la parte para emprender el proyecto, diagnóstico de la situación de necesidad, la planeación de las actividades para mejorar la situación de necesidad y el cierre como parte importante de la evaluación de las actividades y logros de esta metodología. Es importante comentar que este documento se ha constituido por 7 apartados, el primero consta de la introducción, el segundo apartado contiene el marco teórico en donde se pueden encontrar los antecedentes y fundamentos teóricos, el tercer capítulo comprende la metodología en donde se explica la forma de trabajo métodos e instrumentos utilizados para observar la participación e inclusión además de una evaluación de proyecto realizada por los mismo estudiantes que participaron del proyecto, en la cuarta sección se describe la experiencia de campo con los participantes del proyecto, como antepenúltima sección comprende a los resultados los cuales arrojan que el utilizar la metodología de Aprendizaje Servicio y hacer usa de la participación en las y los alumno/as genera ambientes de confianza y de empoderamiento positivo, fenómenos de inclusión y convivencia, el penúltimo apartado pertenece a las conclusiones y el ultimo a las referencias de trabajo." ; "Participation in our day has taken relevance from different areas such as political, social and educational. Our work focuses on the latter because the influence of participation in the development of childhood provides qualities that favor attitudes of tolerance, capacity for dialogue, opportunity to create and propose ideas in the place or situation in which you participate. This conception is based on different political events that were important to undertake the interest and protection for children, which meant modifying the paradigm in the educational environment where participation becomes more important as an action, an instrument that students have to excel in class This paper includes theoretical aspects that shape participation as an educational strategy in intervention projects, the strategy that this document aims to describe is based on the methodology of learning to serve that in this work we call Service Learning (APS). This investigation has been constituted by 7 sections, the first consists of the introduction, the second section contains the theoretical framework where you can find the background and theoretical foundations, the third chapter includes the methodology where the way of working methods is explained. instruments used to observe the participation and inclusion as well as a project evaluation carried out by the same students who participated in the project, in the fourth section the field experience is described with the project participants, as the third last section includes the results which show that using the Service Learning methodology and using participates in students generates environments of trust and positive empowerment, phenomena of inclusion and coexistence, the penultimate section belongs to the conclusions and the last to the references of job."
