This paper analyses effectiveness and prospects of the Eastern Partnership in the context of its ten-year implementation and the results of the Brussels Summit in 2017. The article identified main problems that impede the use of its full potential for a deeper transformation of the EU's eastern neighbourhood. These are: 1) internal challenges for the sustainable transformation of EaP countries; 2) Russia's influence counterbalancing the EU's Europeanisation influence in the region; 3) the weakness of the EU's incentives to support domestic reforms in the partner countries. The basis of most of the problems that is hampering the reforms effectiveness is systemic corruption, selfish interests of the elites and ineffective state institutions of the partner countries. Many problems of the EaP partner states stem from the reluctance of the Russian Federation to respect their sovereignty and the attempt to preserve its "sphere of influence" in the post-Soviet space. However, the model of "integration without membership", proposed by the EU within the EaP, does not have tools to stimulate truly deep reforms.The authors also formulated conclusions on the need for rethinking the Eastern Partnership. Firstly, the EU must recognise the political realities in the partner countries and, accordingly, adapt its expectations of reforms and policies towards governments and non-governmental forces. Secondly, a renewed approach to relations with partner countries should take into account their sensitivity to external pressure, namely "the pain points" that let them open to Russia's influence, and to propose ways that would allow it to be minimised in the sense of building EU "soft power" and counteraction to the Kremlin's "hard power". Thirdly, the EU should think of what intermediate incentives it can offer its pro-European neighbours (Georgia, Moldova and Ukraine) in order to gradually make way for recognition of the status of potential candidates for membership if the internal transformations become irreversible. ; Дано оцінки ефективності та перспективності проекту Європейського Союзу під назвою «Східне партнерство» в контексті десятирічного досвіду його реалізації та підсумків Брюссельського саміту 2017 р. Визначено основні проблеми, які стоять на заваді використанню його повного потенціалу для глибшої трансформації східного сусідства ЄС. Сформульовано висновки щодо потреби перегляду концепції сучасної східної політики ЄС. По-перше, ЄС має визнати політичні реалії у країнах-партнерах і відповідно адаптувати свої очікування щодо реформ, політику щодо урядів і позаурядових сил. По-друге, оновлений підхід до відносин з державами-партнерами має враховувати їх чутливість до зовнішнього тиску, передусім «больові точки», які залишають їх відкритими для впливу Росії, і запропонувати шляхи, які б дозволили його мінімізувати в сенсі нарощування «м'якої сили» ЄC і протидії «жорсткій силі» Кремля. По-третє, ЄС має замислитися над тим, які проміжні стимули він може запропонувати своїм проєвропейськи орієнтованим східним сусідам (Грузії, Молдові, Україні), аби поступово прокладати шлях до визнання за ними статусу потенційних кандидатів на членство за умови незворотності внутрішніх перетворень.
The article is dedicated to the historical analysis of two practical cases, connected with the creation and development of the concept of association in the European Union law. In the context of conclusion of the association agreement between EU and Ukraine and at the example of EU relations with Spain and Greece the author emphasizes the connection between the «European values» and the concept of association. Among the major conclusions separately should be emphasized the role of the European Parliament as the institutions, fulfilling the general overview of the compliance with the «European values» in third countries. ; Статья посвящена историко-правовому анализу двух практических дел, связанных с созданием и развитием концепции ассоциации в праве Европейского Союза. Досліджено процес підписання, ратифікації та імплементації Угоди про асоціацію між Україною та ЄС. Підписання Угоди про асоціацію (УА) відбулося лише з другої спроби, після гучного провалу у Вільнюсі та революційних подій в Україні, що призвело до зміни політичного керівництва країни і реанімації євроінтергаційного курсу Української держави. Цей процес відбувався у два етапи, коли українська та європейська сторони підписали спочатку політичну частину (березень 2014 р.), а після президентських виборів в Україні економічну частину Угоди (червень 2014 р.). Після певного зволікання ратифікація УА також розтягнулася у кілька етапів. Започаткували цей процес ратифікації тексту Угоди український та європейський парламенти 16 вересня 2014 р. Однак під тиском Росії, яка послідовно та наполегливо намагається нейтралізувати європейський курс України, тимчасове застосування найбільшого розділу Угоди про запровадження поглибленої та всеосяжної зони вільної торгівлі між Україною та ЄС відкладалося 14 місяців, до 1 січня 2016 р.Охарактеризовано режим тимчасового застосування цього договору. З 1 листопада 2014 р. розпочинається її тимчасове застосування, суть якого полягає в тому, що міжнародний договір стає юридично обов'язковим для договірних сторін, навіть якщо цей договір ще не набув чинності. Тимчасове застосування Угоди про асоціацію стосується лише частини Угоди: верховенства права, боротьби зі злочинністю та корупцією, а також посиленого секторального співробітництва. Обмеженість тимчасового застосування Угоди полягає також у тому, що воно встановлює взаємні юридичні зобов'язання передусім у відносинах між Україною і ЄС, а для держав-членів ЄС такі юридичні зобов'язання дотримуватися положень Угоди випливають лише із її статусу як держави-члена ЄС, як це передбачено засновницькими договорами ЄС. Це означає, що юридична сила тимчасового застосування не може виходити за межі компетенції ЄС. Саме тому в рішеннях ЄС про обсяг тимчасового застосування дано спеціальні роз'яснення, що обмежують дію низки положень Угоди про асоціацію. Якщо виникає якась специфіка дії положень Угоди про асоціацію у внутрішньому правопорядку її сторін, тоді це питання вирішують згідно з конституційним правом кожної договірної сторони. Положення Угоди про асоціацію у повному обсязі стануть юридично обов'язковими для договірних сторін лише після набуття чинності Угоди. До того часувони мають обмежене і невизначене юридичне значення, коли договірні сторони повинні утримуватися від дій, які позбавили б Угоду про асоціацію об'єкта і мети.Угода про асоціацію між Україною та Європейським Союзом набере чинності лише після завершення процесу її ратифікації всіма державами-членами ЄС відповідно до національних процедур, а також Радою Європейського Союзу. Для цього потрібно, щоб кожен з учасників Угоди (Україна, кожна держава-член ЄС, Європейський Союз і Євроатом) утвердив рішення про його ратифікацію й інформував про цей факт Генеральний секретаріат Ради ЄС, приславши спеціальне повідомлення. Останнє повідомлення про ратифікацію поступає від самого Європейського Союзу.Підписання Угоди про асоціацію між Україною та Європейським Союзом виявився болісним та драматичним процесом. Не менш драматичним є процес ратифікації Угоди про асоціацію, і лише після того, як усі 28 країн-членів ЄС, Європейський Союз та Євроатомом ратифікують текст Угоди (Україна вже її ратифікувала), Угода про асоціацію між Україною та ЄС набуде чинності. Росія цілеспрямовано і наполегливо намагається нейтралізувати європейський курс України. Кремль не полишає надії взяти реванш, привести до влади проросійські сили і знову розвернути Україну в бік Митного союзу Росії, Білорусі та Казахстану. Нейтралізувати цей сценарій Кремля можна лише шляхом швидких, ефективних та результативних реформ, використовуючи режим тимчасового застосування Угоди про асоціацію між Україною та ЄС.Ключові слова: Угода про асоціацію між Україною та ЄС, тимчасове застосування, зона вільної торгівлі. The process of signing, ratification and implementation of the Association Agreement between the European Union and Ukraine has been researched in this contribution. The signing procedures for the Association Agreement between the European Union and Ukraine took place from the second attempt, after the failure in Vilnius and revolutionary events in Ukraine, which led to the changes in the political leadership of the country and the reanimation of the Eurointegration aspirations of the Ukrainian state. This process took place in two stages, when Ukrainian and European leaders signed the political part of the agreement (March 2014), and after the presidential elections in Ukraine the economic part of the agreement has been signed (June 2014). After some stagnation the ratification process is evolving few stages. The start of the ratification procedures was set up simultaneously by the Ukrainian and European Parliaments on September 16, 2014. However under the pressure of Russia, which gradually and insistantly tries to neutralize the European course of Ukraine, the temporary application of the provisions regarding the deep and comprehensive free trade area was postponed for 14 months, namely until January 1, 2016.The temporary application of the current agreement has been also analyzed. Starting from November 1, 2014 its temporary application starts, where the underlining idea is that the international treaty becomes legally binding for its parties even when it was not dully ratified by all Contracting Parties. The temporary application of the agreement only partly covers the chapters dealing with the rule of law, the fight against corruption and criminality, as well as the activization of the sectoral cooperation. The limited character of the temporary application is manifested also in the fact, that it determines the mutual legal obligations between the EU and Ukraine. For the member states the fulfillment of the legal obligation takes place exclusively according to their status as the EU members as provided by the EU founding treaties. It means that the legal force of the temporary application of the Association Agreement cannot override the EU powers. That is why in the EU's decision regarding the volume of the temporary application the special explanations are included, which limit the applicability of the provisions of the Association Agreement between the EU and Ukraine. In case some special features appear as with the regard to the application of the Association Agreement in the internal legal order of the contracting parties, so they are to be solved in accordance with the constitutional legal order of each contracting party. The provisions of the Association Agreement will become mandatory legal forces for contracting parties only when the Association agreement will enter into force. Until that time they will have quite uncertain and limited legal meaning, where the contracting parties shall abstain from any actions, which would lead to the denial of the object and purpose of this Association Agreement.The Association Agreement between the EU and Ukraine will enter into force only when the ratification procedures are completed by all EU member states in according to their national provisions and by the Council of the European Union. In order to complete the ratification procedures each contracting party (Ukraine, each EU member state, the European Union and Euroatom) has to adopt the decision about the ratification and to inform about it the General Secretariat of Council of the EU about it while sending special notification letter. The last notification about the registration will come from the European Union itself.The signature of the Association Agreement between the European Union and Ukraine was a complicated and dramatic issue. The ratification process seems to be not less dramatic. And only after all 28 EU member states, the European Union and Euratom will ratify the text of the Association Agreement (Ukraine did ratify it already), it will enter into force. Russia constantly tries to neutralize the European course of Ukraine. The Kremlin hopes to get the revanche, to bring to the power the pro-Russian forces and redirect Ukraine again towards the Customs Union of Russia, Kazakhstan and Belarus. The only way to skip this scenario of Kremlin lays in quick, efficient and result-oriented reforms based upon the usage of the regime of the temporary application of the Association Agreement between Ukraine and the European UnionKey words: EU-Ukraine Association Agreement, temporary application, free-trade area.

The article examines the current state of the Association Agreement implementation in terms of national legislation on climate change and the protection of the ozone layer compliance with the requirements of the EU legal acts listed in Annex XXX to Chapter 6 "Environment" of that Agreement. Under the Association Agreement, such harmonization entails the need to bring national legislation into line with Directive № 2003/87/EC establishing a Community greenhouse gas emissions trading scheme by September 1, 2019 and amending Directive № 96/61/EC ~ 18 ~ ВІСНИК Київського національного університету імені Тараса Шевченка ISSN 1728-3817 as amended by Directive № 2004/101/EC; Regulation (EC) № 842/2006 on certain fluorinated greenhouse gases; Regulation (EU) № 2037/2000 on substances that deplete the ozone layer, as amended and the amendments made by the Regulation (EU) №№ 2038/2000, (EU) 2039/2000, (EU) 1804/2003, (EU) 2077/2004, (EU) 29/2006, (EU) 1366/2006, (EU) 1784/2006, (EC) 1791/2006 and (EC) 2007/899, and Decisions №№ 2003/160 /EC, 2004/232/EC and 2007/54 /EC. The analysis of the national legislation shows that Ukraine as a whole fulfilled its obligations to adapt national legislation to the EU legislation in terms of setting up a monitoring system, reporting and verification of greenhouse gas emissions. The Law of Ukraine "On the Basics of Monitoring, Reporting and Verification of Greenhouse Gas Emissions" was adopted on 12 December 2019. The law comes into force on 1 January 2021. At the same time, it is necessary to adopt by-laws to ensure the effectiveness of the provisions of the aforementioned Law, since as of 1 April 2020 no legislative act has been adopted in its development. Ukraine has also fully fulfilled its obligations to implement the provisions of Regulation (EC) № 2037/2000 on substances that deplete the ozone layer and the provisions of Regulation (EC) № 842/2006 of the European Parliament and of the Council on certain fluorinated greenhouse gases. The Law of Ukraine "On Regulation of Economic Activity with Ozone-Depleting Substances and Fluorinated Greenhouse Gases" was adopted on 12 December 1 2019. The law comes into force on 27 June 2020. The article proves that the legal acts, necessary to introduce internal greenhouse gas emission allowance trading scheme and other market and non-market greenhouse gas emission reduction instruments of these gases in accordance with Ukraine's obligations under the Association Agreement have not yet been adopted. Also there is the necessity to make amendments to the Regulation on the Interagency Commission on Implementation of the United Nations Framework Convention on Climate Change, approved by the Cabinet of Ministers of Ukraine Decree № 583 of April 14, 1999, to extend its tasks in accordance with the provisions of the Paris Agreement. Досліджено питання правового регулювання відносин між Україною та Європейським Союзом у сфері безпеки та оборони. Особлива увага приділена вивченню основних етапів становлення і розвитку європейської політики безпеки і оборони та етапів співробітництва між Україною та Європейським Союзом у цій сфері.З'ясовано, що спільна політика безпеки і оборони ЄС є результатом складних майже сімдесятирічних процесів інтеграції європейських країн, яка почалася в 1948 р. Наголошено на положеннях міжнародних договорів та угод, які встановлюють основні принципи оборонної співпраці між Україною Європейським Союзом.Проаналізовано ті положення Угоди про асоціацію між Україною та Європейським Союзом, які стосуються цих питань, визначено основи співпраці між сторонами у цій сфері, які містяться в ній. Серед основних напрямків співпраці, передбачених Угодою про асоціацію між Україною та Європейським Союзом, проаналізовано положення, які стосуються ядерного роззброєння і нерозповсюдження ядерної зброї, боротьбі з тероризмом, військово-технічного співробітництва.Виділено перспективні напрямки співпраці на рівні Україна – Європейський Союз у сфері безпеки та оборони.Ключові слова: спільна політика безпеки і оборони, Угода про асоціацію, Європейський Союз, Україна-ЄС. The conclusion of the Association Agreement between Ukraine and the European Union marked not only a victory of the democratic aspirations of Ukrainian and European vision of its future. Its main hope, which is somewhat in the background in connection with the events of 2013- 2015, is launching a qualitatively new stage of cooperation between Ukraine and the European Union, which will help to deepen and possibly to improve the process of European integration.Common Security and Defence Policy of the European Union is the result of complex processes nearly seventy-year European integration, which began in 1948, signing of the Treaty of Alliance and Mutual Assistance (Dunkirk Treaty) between France and Britain. In the process of integration there is a remarkable number of difficulties and prejudice from the Member States that are not configured to yield their sovereignty and authority in this area. In view of this, the efficiency of the Common Security and Defence Policy causes more complaints than positive reviews. However, it can be expected that in the nearest future European integration in this area will only intensify, and this will have a direct impact on the European Union cooperation with the third countries, including Ukraine. Objectively recognized fact is that the development of cooperation between Ukraine and the European Union in the field of security and defense will take place in the framework of the Association Agreement.Although the main subject-matter of the Agreement is the economical and trade issues, this document contains provisions which define the strategic directions of cooperation in a number of important areas. One of these, which are of fundamental importance in modern terms, is the sphere of security and defence. The development of cooperation between Ukraine and the European Union in this area is an essential key to successful completion of the process of integration of Ukraine into the European Union's political space.In the article the issues of the legal regulation of relations between Ukraine and the European Union in the field of security and defense are studied. Special attention is paid to the analysis of the main stages of the formation and development either the common security and defense policy of the European Union and main stages of the cooperation between the European Union and Ukraine in this sphere. The common security and defense policy of the European Union is a result of the complicated processes of the European integration which lasted for practically 70 years starting in 1948. The provisions of the bilateral international treaties and agreements, which are define main principles of the cooperation between the Parties in this field, are outlined.The provisions of the Association Agreement between Ukraine and the European Union in this regard are analyzed i.e. those, which are based on defined principles of cooperation between the parties in this area which are contained therein. The promising areas of cooperation between the Ukraine and the European Union in the sphere of security and defense are highlighted.Among the major directions of the cooperation, which are set by the Association Agreement between Ukraine and the European Union, are analyzed the provisions concerning the nuclear disarmament and non-proliferation, the fight against terrorism, military and technical cooperation.It is noted, that in conditions of the significant internal and external challenges faced by Ukraine in the field of defense and security, the development of cooperation in this area with the European Union is as relevant as never before. However, it is clear that although the provisions of the Association Agreement are related to security and defense issues, and are the step in the right direction, but they do not solve all the issues that may be the subject of cooperation in this area. However, we note that the instruments provided by the Association Agreement between Ukraine and the European Union can deepen this cooperation and bring it to a new level.Key words: Common Security and Defense Policy, the Association Agreement, the European Union, Ukraine- European Union cooperation
Ukraine's course towards European integration should involve local governments in overcoming a number of problems in the financial support of local communities.However, the activities carried out in the light of the ratification of the Association Agreement with the EU will not include estimates for local government development in Ukraine. But it is the local government as a form of public authority closest to citizens primarily feel the transformational impact in the area of budget support local communities.
The public organization Ukrianian Association of Geologists (UAG) is active internationally. Since 2015 UAG (EC UAG) has been working on projects initiated by the European Federation of Geologists (EFG) within the framework of the European Union Framework Program for Research and Innovation «Horizon 2020»: KINDRA, INTRAW, UNEXMIN, CHPM2030, INFACT, CROWDTHERMAL, ENGIE, REFLECT. Projects KINDRA, INTRAW, UNEXMIN, CHPM2030 are successfully completed. The active phase of the INFACT, REFLECT, CROWDTHERMAL, engie projects continues. The content of work on the projects fully coincides with the goals and objectives of the Strategy of the Ukrainian Association of Geologists to promote the implementation of the provisions of the Association Agreement between Ukraine and the European Union regarding the efficient and balanced use of natural resources for 2018-2025. "Geology for the European Future of Ukraine" and the International Platform "Implementation of the provisions of the Association Agreement between Ukraine and the European Union regarding the effective and balanced use of natural resources", carried out with the aim of promoting the efficiency and competitiveness of the Ukrainian economy through the application of mechanisms and practices in the field of natural resources relevant European legislative acts, requirements of European standards in the context of the implementation of the provisions of the Association Agreement between Ukraine and the European Union (EU). These projects are aimed at systematization / streamlining of knowledge to create networks of project stakeholders; assessment of available practical and scientific knowledge related to groundwater (KINDRA); expansion of the community of geologists and experts in the efficient and balanced use of natural resources, and mineral raw materials in particular; development and testing of innovative, non-invasive geological exploration technologies (INFACT); EU cooperation with other technologically advanced countries in the field of effective management of mineral, primarily critical, raw materials (INTRAW); reassessment of the mineral potential of abandoned mines for future mining operations (UNEXMIN); development of a new and potentially breakthrough technological solution that can help meet European needs for energy and strategic metals in a single interconnected process; reassessment of mineral resource potential in Europe (CHPM2030); empowering the European public to directly participate in the development of geothermal projects through alternative schemes (crowdfunding) and social engagement tools (CROWDTHERMAL); implementation of the European Atlas of Geothermal Fluids (REFLECT); expanding educational activities among young students and overcoming of gender stereotypes prevailing in geology and related disciplines (ENGIE). ; Громадська організація «Спілка геологів України» (СГУ, Спілка) веде активну міжнародну діяльність. З 2015 року СГУ працює над проєктами, започаткованими Європейською федерацією геологів (EFG) в межах Рамкової програми Європейського Союзу з досліджень та інновацій «Горизонт 2020»: KINDRA, INTRAW, UNEXMIN, CHPM2030, INFACT, CROWDTHERMAL, ENGIE, REFLECT. Зміст роботи над проєктами цілком збігається з цілями та завданнями Стратегії діяльності Спілки геологів України зі сприяння впровадженню положень Угоди про асоціацію між Україною та Європейським Союзом щодо ефективного та збалансованого використання природних ресурсів на 2018–2025 рр. «Геологія для європейського майбутнього України» та Міжнародної платформи «Впровадження положень Угоди про асоціацію між Україною та Європейським Союзом щодо ефективного та збалансованого використання природних ресурсів», ініційованої з метою сприяння підвищенню ефективності та конкурентності економіки України шляхом застосування у сфері природокористування механізмів і практик, передбачених відповідними європейськими законодавчими актами, вимогами європейських стандартів у контексті реалізації положень Угоди про асоціацію України з Європейським Союзом (ЄС). Проєкти спрямовані на: систематизацію/упорядкування знань для створення мереж стейкхолдерів проєктів; оцінювання наявних практичних та наукових знань, пов'язаних з підземними водами (KINDRA); розширення спільноти геологів та фахівців з ефективного та збалансованого використання природних ресурсів, зокрема, мінеральної сировини, розроблення і випробування інноваційних, неінвазивних геологорозвідувальних технологій (INFACT); співпрацю ЄС з іншими технологічно розвиненими країнами у сфері ефективного управління мінеральною, насамперед критичною, сировиною (INTRAW); переоцінення мінерального потенціалу покинутих шахт для майбутніх видобувних робіт (UNEXMIN); розроблення нового та потенційно проривного технологічного рішення, яке зможе допомогти задовольнити європейські потреби в енергії та стратегічних металах у єдиному взаємопов'язаному процесі; переоцінення потенціалу мінеральних ресурсів у Європі (CHPM2030); розширення можливостей європейської громадськості безпосередньо брати участь у розробленні геотермальних проєктів за допомогою альтернативних схем фінансування (краудфандинг) та інструментів соціального залучення (CROWDTHERMAL); реалізацію Європейського атласу геотермальних флюїдів (REFLECT); розширення просвітницької діяльності поміж учнівської молоді та подолання гендерних стереотипів, що панують у геології та суміжних дисциплінах (ENGIE).

"Geology for the European Future of Ukraine" and the International Platform "Implementation of the provisions of the Association Agreement between Ukraine and the European Union regarding the effective and balanced use of natural resources", carried out with the aim of promoting the efficiency and competitiveness of the Ukrainian economy through the application of mechanisms and practices in the field of natural resources relevant European legislative acts, requirements of European standards in the context of the implementation of the provisions of the Association Agreement between Ukraine and the European Union (EU). These projects are aimed at systematization / streamlining of knowledge to create networks of project stakeholders; assessment of available practical and scientific knowledge related to groundwater (KINDRA); expansion of the community of geologists and experts in the efficient and balanced use of natural resources, and mineral raw materials in particular; development and testing of innovative, non-invasive geological exploration technologies (INFACT); EU cooperation with other technologically advanced countries in the field of effective management of mineral, primarily critical, raw materials (INTRAW); reassessment of the mineral potential of abandoned mines for future mining operations (UNEXMIN); development of a new and potentially breakthrough technological solution that can help meet European needs for energy and strategic metals in a single interconnected process; reassessment of mineral resource potential in Europe (CHPM2030); empowering the European public to directly participate in the development of geothermal projects through alternative schemes (crowdfunding) and social engagement tools (CROWDTHERMAL); implementation of the European Atlas of Geothermal Fluids (REFLECT); expanding educational activities among young students and overcoming of gender stereotypes prevailing in geology and related disciplines (ENGIE). ; Громадська організація «Спілка геологів України» (СГУ, Спілка) веде активну міжнародну діяльність. З 2015 року СГУ працює над проєктами, започаткованими Європейською федерацією геологів (EFG) в межах Рамкової програми Європейського Союзу з досліджень та інновацій «Горизонт 2020»: KINDRA, INTRAW, UNEXMIN, CHPM2030, INFACT, CROWDTHERMAL, ENGIE, REFLECT. Проєкти KINDRA, INTRAW, UNEXMIN, CHPM2030 успішно завершено. Активна фаза проєктів INFACT, REFLECT, CROWDTHERMAL, ENGIE триває. Зміст роботи над проєктами цілком збігається з цілями та завданнями Стратегії діяльності Спілки геологів України зі сприяння впровадженню положень Угоди про асоціацію між Україною та Європейським Союзом щодо ефективного та збалансованого використання природних ресурсів на 2018–2025 рр. «Геологія для європейського майбутнього України» та Міжнародної платформи «Впровадження положень Угоди про асоціацію між Україною та Європейським Союзом щодо ефективного та збалансованого використання природних ресурсів», ініційованої з метою сприяння підвищенню ефективності та конкурентності економіки України шляхом застосування у сфері природокористування механізмів і практик, передбачених відповідними європейськими законодавчими актами, вимогами європейських стандартів у контексті реалізації положень Угоди про асоціацію України з Європейським Союзом (ЄС). Проєкти спрямовані на: систематизацію/упорядкування знань для створення мереж стейкхолдерів проєктів; оцінювання наявних практичних та наукових знань, пов'язаних з підземними водами (KINDRA); розширення спільноти геологів та фахівців з ефективного та збалансованого використання природних ресурсів, зокрема, мінеральної сировини, розроблення і випробування інноваційних, неінвазивних геологорозвідувальних технологій (INFACT); співпрацю ЄС з іншими технологічно розвиненими країнами у сфері ефективного управління мінеральною, насамперед критичною, сировиною (INTRAW); переоцінення мінерального потенціалу покинутих шахт для майбутніх видобувних робіт (UNEXMIN); розроблення нового та потенційно проривного технологічного рішення, яке зможе допомогти задовольнити європейські потреби в енергії та стратегічних металах у єдиному взаємопов'язаному процесі; переоцінення потенціалу мінеральних ресурсів у Європі (CHPM2030); розширення можливостей європейської громадськості безпосередньо брати участь у розробленні геотермальних проєктів за допомогою альтернативних схем фінансування (краудфандинг) та інструментів соціального залучення (CROWDTHERMAL); реалізацію Європейського атласу геотермальних флюїдів (REFLECT); розширення просвітницької діяльності поміж учнівської молоді та подолання гендерних стереотипів, що панують у геології та суміжних дисциплінах (ENGIE).
It is revealed that there is no definition of a state agricultural policy that reflects its European integration orientation. It is proved that since the signing of the Association Agreement, the process of European integration for Ukraine has become a priority. It was stated that the state agricultural policy should be based on the introduction of a set of legal, organizational and economic measures aimed at the implementation of the Association Agreement in the field of agriculture and rural development. A detailed analysis of the legislation defining the state agrarian policy in the context of European integration has been carried out. The conclusions were drawn about: a large number of legal acts, which are exclusively declarative, since there are no mechanisms for their implementation; lack of a single legal act that would determine the strategic goals of the state agricultural policy, both in the field of agricultural production and social development of the village; lack of a systematic approach, and the adoption of regulations is aimed solely at solving current problems. It is stated that the main priority of the state agricultural policy should be the concept of sustainable rural development, which envisages integrated development of economic, social and environmental spheres of the village, which must be in interaction and interconnection in order for the use of natural resources of rural territories to meet the needs of the present generation. and was done without sacrificing the ability of future generations to meet their own needs. It is proposed to develop the Fundamentals of The State Agrarian Policy in the form of a Law that would provide a set of legal, organizational and economic measures aimed at implementing the Association Agreement in the field of agriculture and rural development. Grounded, that Agreement about Association Ukraine - UEwill influence in a few stages on economic development of frontier from UE territories of Ukraine. There will be anincrease of volumes of trading in traditional for parties commodities on the first stage. On the second stage it costs toexpect creation of far of the enterprises aimed at a duty-free export in UE of industrial products. In these regions itcosts to expect to change an orientation of agriculture on the production of raw material that it will be easily directly tosell in countries UE or to sell the products of her processing there. In further it costs to expect creation of powers forredoing of this raw material in Ukraine and export of products of food industry in other countries for UE, as quotas ofduty-free export in the countries of UE of this products are insignificant, and placing of enterprises from processing ofthe adopted types of agricultural raw material gravitates to her sources, id est to the regions of Ukraine, that abut uponthe countries of UE. The real revolution will take place in development of industrial production - investors from theentire World will erect in Ukraine enterprises for the export of products in the countries of UE. It costs to expect thatswingeing majority of the new enterprises oriented to the export of products in the countries of UE, it will beaccommodated in the frontier regions of Ukraine, as here a considerable role the factor of closeness will play to themarket of sale on a background the factors of presence of skilled labour force with the comparatively not highremuneration of labour. Abolition of export duties on raw material will stipulate her rising in price at the Ukrainianmarket that will send a signal to the Ukrainian producers of raw material about expediency to the increases of herproduction volumes. Activity of national and local government bodies must be aimed at creation of favourable termsfor investors. Except a corresponding legislation, must be paid attention on creation of corresponding technical andsocial infrastructure. A technical infrastructure it follows to aim at priority export industries, and social infrastructure -on preparation of workers for these industries. On December 16, 2014 the roundtable debate on the relations between the European Union and Ukraine took place at the Ivan Franko National University of Lviv and the Ukrainian Catholic University (Ukraine) with the participation of well-known Ukrainian experts from the Institute of International Relations of the Taras Shevchenko Kyiv National University, National University «Kyiv-Mohyla Academy» and the Lviv Regional Institute for Public Administration of the National Academy of Public Administration by the President of Ukraine. The main attention of the participants was focused on the legal and political aspects of signing, ratifying, temporary application and entering into force of the EU-Ukraine Association Agreement. Special attention was paid to the discussion of the foreign and security issues as a part of the political agreement of the EU in the light of the current challenges for the security and stability in Europe and on the global scale.During the discussions on the «economic part» of the EU-Ukraine Association Agreement, the key issues were identified such as the consequences of the introduction of the free trade area between the Contracting parties, as importance of the provisions about the protection of competition in the EU, the EU rules on public procurement, andthe EU provisions on the EU Antidumping measures and policies for the prosperous and due fulfillment of the mutual obligations by the parties.The contributions of the participants of the round-table debate are presented in the first part of this review, reflecting the positions of the authors on the issues concerned. The basis for studying the main aspects of civil service reform in this study is the regulatory framework adopted in the context of the political association between Ukraine and the European Union. The main act analyzed in the work is the Association Agreement between Ukraine and the European Union and Ukrainian acts that are aimed at its implementation. The main analysis papers are Regulation on the Commission on the Issues of the Senior Civil Service; the procedure for carrying out the competition for the employment of civil service positions; typical requirements for persons who claim to occupy positions of civil service category "A"; typical procedure for conducting an evaluation of the results of the civil service activities. Highlighting previously unsettled parts of the general problem. The general problem in this research is the scientific and practical provision of the processes of developing the public management system in Ukraine in accordance with the political association between Ukraine and the EU. The paper aims at studying the processes of reforming the civil service of Ukraine in the context of the political association between Ukraine and the EU. The object of this study is the processes of reforming the public administration in Ukraine. The subject of the study concerns the reformation of the civil service in Ukraine in the context of the political association between Ukraine and the EU. To achieve the above-stated aim, the following tasks are set: – analysis of the legal and regulatory framework for reforming the civil service in the context of the political association between Ukraine and the EU;– analysis of the main directions of reforming the civil service system in the context of the formation and implementation of competences by public authorities;– identification of risks in the processes of ensuring the effective reform of the civil service.Paper main body. The foundation for studying the main aspects of civil service reform in this study is the regulatory framework adopted in the context of the political association between Ukraine and the European Union. The main act defining Ukraine's commitment to European integration is the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their member states, on the other. Adaptation of the domestic normative and legal and organizational potential to the standards of public management of the EU begins with the compliance of the principles of domestic government with these standards. As of July 2018, 78th sub-normative legal act was adopted in pursuance of the Law of Ukraine dated from December 10, 2015, № 889-VIII "On Civil Service".Conclusions of the research and prospects for further studies. One of the directions of reforming there is the provision of administrative services, which, in the context of a competency-based approach to civil service, can be considered as the subjects of the authority of both public authorities and their officials. It means that the introduction of standards for providing administrative procedures and the concerned guarantees, the quality of administrative services, and e-governance form the basis for the formation of the subject of competence of a specific public authority and their officials.In the process of reforming public administration, there appear some risks and problems of both organizational and functional direction. Taking into account the development of mostly strategic goals, it is advisable to form the basis for reforms throughout the executive branch. When setting goals only at the level of central executive authorities, there are risks of discrepancies at different levels of government, there aren't included sectoral, territorial, organizational peculiarities and interests, there are removed local interests in the context of the forming the hierarchy of strategic goals.The current problem is the disproportionate distribution of reforms since most tasks and their implementation is at the central level. Local authorities are in the process of reforming mostly on the basis of subordination, coordination and implementation of consulting and advisory functions.The article reveals the regulatory and legal aspects of reforming the civil service within the frameworks of the development of the public management system according to European standards in accordance with the Association Agreement between Ukraine and the EU. The analysis of the main directions of reforming the civil service system in the context of the formation and implementation of competences by public authorities is carried out. Risks are identified in the processes of ensuring the effective reform of the civil service in Ukraine.

The paper presents the review of Ukraine's European integration progress, which has certain stages, the legal basis of Ukraine and EU relations, and includes various issues of bilateral cooperation since the declaration of Ukraine's independence up to date. The initial stage of the establishment of bilateral relations between Ukraine and the EU dates back to the 1990's. At that time, the official missions in Kyiv and Brussels were opened, the first bilateral Partnership and Cooperation Agreement was signed, a political dialogue was established, economic and trade relations with the EU were developing, the contacts with Ukrainian society intensified. The next stage was at the beginning of the 2000s, when the internal conflict in Ukraine was intensifying, and the European Union was preparing for the largest enlargement. The European partners, disappointed with the efforts of Ukraine in reforms implementing, took a wait-and-see attitude. The significant event of bilateral relations was the presidential campaign of 2004, which became a manifestation of the civil activity of Ukrainian society regarding the policy of European integration. The political crisis in the EU, due to the failure of the EU Constitution and the ineffective policy of Ukrainian government again did not lead to tangible results in bilateral cooperation. The EU proposed Ukraine to adopt a new, more ambitious agreement for further cooperation. The preparation of the text of the Association Agreement between Ukraine and the EU lasted from 2007 to 2011. In 2009, in Prague, the Eastern Partnership Summit was held – a Polish-Swedish initiative for the EU's eastern neighbors, in particular for Ukraine. From that period, the EU – Ukraine bilateral relations have shifted to the multilateral format of the Eastern Partnership, in which, in addition to Ukraine, five more former Soviet republics are taking part. The Eastern Partnership supposed to sign the Association Agreements, to introduce a visa-free regime and activate the civil society of partner countries in the realization of European integration goals. The refusal of the Ukrainian government to sign the Association Agreement caused a broad social protest, which demanded the realization of Ukraine's European choice. The Dignity Revolution became the Rubicon of the modern era of bilateral relations with the EU. The achievements of that period were the creation of the institutional and legal mechanism for the implementation of the Association Agreement, reforms to bring European standards closer, and the introduction of a visa-free regime for Ukrainian citizens. Issues of security, pressure on Moscow's policy, the need for political and economic reforms in Ukraine are the urgent issues of the European Union in the bilateral relations at the present stage. In the conditions of the difficult situation in the East of Ukraine, the annexed Crimea and the difficult implementation of reforms, European integration remains the main priority of Ukraine's domestic and foreign policy. ; У статті представлений огляд євроінтеграційного поступу України, з визначенням етапів, особливостей і характеристик сучасних тенденцій. Періоди співробітництва України та Європейського Союзу представлені основними двосторонніми документами: Угодою про партнерство та співробітництво й Угодою про асоціацію, щорічними самітами Україна-ЄС, а також діяльністю України у форматі Східного партнерства Європейської політики сусідства. Непростий і суперечливий шлях України до ЄС триває, проте євроінтеграція залишається головним пріоритетом як для зовнішньої, так і для внутрішньої політики української влади й українського суспільства.
