Über 40 Jahre dominierte der bipolare Konflikt des Kalten Krieges durch das "Gleichgewicht des Schreckens" die Weltpolitik. Gemäß dem "realpolitischen" Dogma standen Fragen der Macht bzw. die der "glaubwürdigen Drohung" in Zentrum der außenpolitischen Strategieüberlegungen. Dieses klassische Paradigma (eternal paradigma) ist mit den Revolutionen von 1989 theoretisch und praktisch in Wanken geraten. Der vorliegende Beitrag untersucht diesen Erosionsprozeß für die deutsche Außenpolitik. Die Ausführungen zeigen, daß von einem entscheidenden Bruch und Abweichen vom (neo)realistischen Paradigma für die deutschen Eliten nur bedingt die Rede sein kann; die grundlegenden politisch-strategischen Kalküle blieben/bleiben die gleichen. Revisionen erfolgten bei taktischen Fragen und der Wahl des politischen Instrumentariums. Der Autor diskutiert die Vor- und Nachteile dieser Kontinuität der deutschen Außenpolitik seit dem Zusammenbruch des Kommunismus. (ICE)

Controversial constitutional and institutional reforms voted in May 2019 in parliament opened the way for President Gnassingbé to stand for a fourth and fifth term because the law does not apply retroactively. In February 2020, the President won again the disputed presidential elections and thus consolidated his power, assisted by the loyal army and security services. The outbreak of the Corona epidemic in Togo in March and the subsequent economic recession may have contributed to limit popular protest against the Gnassingbé regime. The human rights record of the government has improved, but remains poor. Yet, the international community followed a 'laissez faire' approach in the interests of regional stability. The economy dropped into recession due to the worldwide economic negative effects of the corona-crisis. The democracy index of the Economic Intelligence Unit, London, still rated Togo as an 'authoritarian regime'.

This essay is a modern narrative history that takes its content from the
fictional characters of the English poet William Shakespeare. The aim of
this story-based analysis is to reconsider configurations, general trends,
and collective aspirations in the international and transatlantic relations
between two nations of Western culture, Germany as Germania and
the United States as Sam. On the basis of seven picturesque characters
and episodes selected from his dramas and poems, each representing
an image of love and hate in these relations, an interpretation in comparison
with the cultural historical and socio-cultural developments in
German-American relations is presented: (1) The Birth of Macduff, (2)
The Passionate Pilgrim, (3) The Two Noble Kinsmen, (4) Shylock and
Aaron the Moor, (5) Macbeths Dream of Power, (6) The Phoenix and
the Turtle, and (7) Hamlet's Reflections and the self-assurance of Fortinbras.
This interpretative, comparative analysis involves three different
levels of interpretation for each image: On the basis of Shakespeare's
texts a description and paraphrase of some of the important facts in the
plot and the main characters are presented. Thereafter, a hypothesis is
summarized regarding what we have seen as the main point in the story
(at the level of the meaning of the image). Finally, these meanings, the
ways of Shakespeare's reception, and language games ('Sprachspiele';
in the Wittgenstein sense) are transferred to historical and socio-cultural
substantiation.

"Die zwischenstaatliche Steuerpolitik Russlands ist ein Kompromiss zwischen der Notwendigkeit, in ärmeren Regionen ein garantiertes Maß an öffentlichen Diensten bereitzustellen einerseits und in den Regionen, die sich in Entwicklung befinden, das wirtschaftliche Wachstum zu beschleunigen andererseits. Das System zwischenstaatlicher Beziehungen der 1990er Jahre hat viele Merkmale des sowjetischen Systems übernommen, in dem der Zentralstaat den Regionen und Gemeinden öffentliche Mittel aufgrund zentral gefasster Entscheidungen zuteilte. Seit dem Jahr 2000 sind die zwischenstaatlichen Steuerbeziehungen in Russland durchgreifend reformiert worden. Die Reform umfasste folgende vier Komponenten: 1. Eine klare und gleichmäßige Zuordnung der Ausgabenzuständigkeiten an die Bundesregierung und die regionalen und lokalen Regierungen. 2. Die Unterscheidung zwischen drei Arten von Ausgabenzuständigkeiten: a. die Regulierung der Zuständigkeit für die Bereitstellung öffentlicher Dienste (bzw. das Festschreiben entsprechender Normen), b. das Aufbringen ausreichender Mittel für die Bereitstellung dieser Dienste, c. die eigentliche Bereitstellung des öffentlichen Dienstes. 3. Eine gleichmäßige Zuteilung der Einnahmen auf alle Regierungsebenen und die dauerhafte Festsetzung gleicher Bundessteueranteile für die Regionen. 4. Die Einführung eines methodischen vertikalen Ausgleichsmechanismus. Die zwischenstaatliche Steuerreform Russlands ging mit einer Reform der lokalen Selbstverwaltung einher. In der russischen Föderation wurden einheitlich zwei Ebenen kommunaler Verwaltung eingeführt und jeder lokalen Selbstverwaltungsebene wurden durch Bundesgesetz Funktionen und Steuern zugewiesen. Ein Problem, das den regionalen und kommunalen Finanzwesen anderer Länder Sorgen bereitet, hat in Russland keine entscheidende Bedeutung: Infolge strikter Vorschriften des Bundes und erhöhter Steuereinnahmen (aufgrund der steigenden Ölpreise) konnte die Schuldenlast der regionalen Regierungen bis heute auf weniger als 2 Prozent des BIP verringert werden." The multilingual European Thesaurus on International Relations and Area Studies (European Thesaurus) is a special subject thesaurus for the field of international affairs. It is intended for use in libraries and documentation centres of academic institutions and international organizations. The European Thesaurus was established in a collaborative project involving a number of leading European research institutes on international politics. It integrates the controlled terminologies of several existing thesauri. The European Thesaurus comprises about 8,200 terms and proper names from the 24 subject areas covered by the thesaurus. Because of its multilinguality, the European Thesaurus can not only be used for indexing, retrieval and terminological reference, but serves also as a translation tool for the languages represented. The establishment of cross-concordances to related thesauri extends the range of application of the European Thesaurus even further. They enable the treatment of semantic heterogeneity within subject gateways. The European Thesaurus is available both in a seven-lingual printversion as well as in an eight-lingual online-version. To reflect the changes in terminology the European Thesaurus is regularly being amended and modified. Further languages are going to be included.

"Cordula Reimann offers a general overview and a tentative interpretation of the state of the art in the field of conflict management. This includes a review of the field's research agenda and research questions on the one hand and an analysis of the role of theory and research methods on the other. The author introduces three distinct approaches: conflict settlement, conflict resolution and conflict transformation. One of the most important conclusions is that the concepts of conflict resolution and conflict settlement do not address the complexity of most protracted, intractable inter-state conflicts. Therefore it is necessary to synthesise and integrate different theoretical frameworks with actors and strategies. The author's discussion of the role of theory and research methods in the overall field makes clear why, and to what extent, theoretical complementarity must be given in ontological (the study of what is being analysed) and epistemological (the study of how it is being analysed) terms." "On October 13, 2003, the PRC government published its 'Policy Paper on the Relationship with the EU'. This was the first time in PRC history that the Chinese government made its assessment of and strategic orientation for its relationship with a foreign country or a particular region of the world known to the public. This fact alone shows how much Sino-EU relations have gained in importance and how much hope is vested into the future development of this relationship on the side of the Chinese government. The EU had published its latest policy paper under the title of 'A Maturing Partnership - Shared Interests and Challenges in EU-China Relations' slightly earlier. In this paper, the EU underlines the maturity of its relationship to China and outlines a prospect of positive developments for the future. This article aims at comparing the two above mentioned policy papers by giving them a close reading and putting the interpretation of the texts into a historical context as well as into the context of academic debates on EU-China relations as conducted both in China and in Europe. The idea is to explore the mutual perceptions of what both sides call a 'maturing' partnership and to assess to which degree their mutual perceptions are compatible with each other." (extract)
