Objective To identify the long-term patterns of drowning mortality in the state of Victoria, Australia, and to describe the historical context in which the decrease occurred. Methods We obtained data on drowning deaths and population statistics from the Australian Bureau of Statistics and its predecessors for the period 1861 to 2000. From these data, we calculated drowning death rates per 100 000 population per year, by gender and age. We reviewed primary and secondary historical resources, such as government and newspaper archives, books and the Internet, to identify changes or events in the state that may have affected drowning mortality. Findings From 1861 to 2000, at least 18 070 people drowned in Victoria. Male drowning rates were higher than those for females in all years and for all ages. Both sexes experienced the highest drowning rate in 1863 (79.5 male deaths per 100 000 population and 18.8 female death per 100 000 population). The lowest drowning rate was documented in 2000 (1.4 male deaths per 100 000 population and 0.3 female deaths per 100 000 population). The reduction patterns of drowning mortality occurred within a historical context of factors that directly affected drowning mortality, such as the improvement in people's water safety skills, or those that incidentally affected drowning mortality, like infrastructure development. Conclusion We identified patterns of reduction in drowning mortality, both in males and females and across age groups. These patterns could be linked to events and factors that happened in Victoria during this period. These findings may have relevance to current developing communities.

This paper aimed to identify the existence of a canon of authors, schools and subjects in the teaching of contemporary political theory in the undergraduate programs of Political Sciences currently taught in Colombia. From this canon it was formulated a diagnosis of the main approaches and theories in the teaching of contemporary political theory, taking as analysis criteria the way that the canon resolve four epistemological tensions in the sub-discipline: monism vs. pluralism, local vs. global, modernity vs. post-modernity, and disciplinary vs. interdisciplinary. This analysis allowed to conclude that the canon is characterized by a pluralistic, interdisciplinary, local, and modern perspective, and demonstrates a process of redefinition of its problematic borders as well as a relatively refractory spirit to the influx of the Anglo-Saxon political theory. ; En este trabajo se buscó identificar la existencia de un canon de autores, escuelas y temáticas en la enseñanza de la teoría política contemporánea en los programas de pregrado de Ciencias Políticas vigentes en Colombia. A partir de dicho canon se formuló un diagnóstico de los enfoques o teorías predominantes en la enseñanza de la teoría política contemporánea tomando como criterio de análisis la forma como aquel resuelve cuatro tensiones epistemológicas de la subdisciplina: monismo vs. pluralismo, local vs. global, modernidad vs. posmodernidad y disciplinar vs. Interdisciplinar. La solución de estas tensiones permitió concluir que el canon se caracteriza por una perspectiva pluralista, interdisciplinar, local y moderna y evidencia un proceso de redefinición de sus fronteras problemáticas, así como un espíritu relativamente refractario al influjo de la teoría política anglosajona.

After what happened in Cuba last May during the alternative gay pride march, many questioned whether Cuba was returning to its dark past. The images of State Security agents and political police of the Cuban regime confronting LGBT activists in Havana went around the world, as this happened after the Cenesex (National Center for Sex Education) cancelled the annual Conga against homophobia. Both offenses were very badly received, as they are not very consistent with the discourse that has been implemented for a couple of decades by the Castro regime to promote an increasingly open and inclusive sex education program. ; Después de lo ocurrido en Cuba el pasado mes de mayo durante la marcha alternativa del orgullo gay, muchos se cuestionaban si Cuba estaba regresando a su oscuro pasado. Las imágenes de los agentes de la Seguridad del Estado y la policía política del régimen cubano enfrentándose a los activistas del Colectivo LGBT en La Habana le dieron la vuelta al mundo, pues esto ocurrió después de que el Cenesex (Centro Nacional de Educación Sexual) cancelara la Conga anual contra la homofobia. Ambas ofensivas fueron muy mal recibidas, ya que no concuerdan mucho con el discurso que se ha venido implementando hace un par de décadas desde el régimen castrista de promover un programa de educación sexual cada vez más abierto e incluyente.

En este texto se revisa la construcción de gobiernos satélites por parte de Estados Unidos y de la Unión Soviética en América Latina, haciendo hincapié en lo ocurrido en los casos de Cuba y Chile.

On the 15 June 2007, the Board of Inquiry into the protection of Aboriginal Children form sexual abuse, set up by Northern Territory Government of Australia, release a report entitled Little children are Sacred (LCAS Report). The LCAS Report was commissioned to examine claims of child sexual abuse in remote indigenous communities in the Northern Territory.

The author explains the evolution of events in Afghanistan since 1973 and considers that the Taliban regime and the support and hospitality that it has given to the Al Qaeda organization of Osama Bin Laden constitute, in essence, a left-over, or an epilogue, of the cold war. AIso discussed are current efforts to establish a government in Afghanistan that would ensure stability and peace to a people that has suffered too much over almost three decades as well as some of the possible motives for the terrorist attack against the United States. ; El autor explica la evolución de los acontecimientos en ese país desde 1973 y considera que el régimen de los Talibán y el apoyo y hospitalidad que le han dado a la organización Al Qaeda de Osama Bin Laden constituyen, en esencia, un rezago, o epílogo, de la Guerra Fría. El autor también explica los esfuerzos en curso para establecer en Afganistán un gobierno que garantice estabilidad y paz a un pueblo que ya ha sufrido demasiado durante casi tres décadas y examina algunas de las posibles motivaciones de los actos terroristas contra los Estados Unidos.

A few decades ago, the teachers used to say that historiography of a theme needed at least 30 years to emerge, because then study object was released from the political parties that before where unavoidable. Also, many of the trustable sources, needed for the Cold War, were available in the 1990's. There's no doubt the last thing happened but nevertheless is arguable the emerge of an objetctive agreement. All the publications of this century have different and overloaded approaches of documentation that follows the 1970's, but the initial question is still upon us about wich of the two parties was guilty for the dissolution of the Great Alliance from the years 1941 to 1945 and still creates debate. ; Hace algunas décadas, los historiadores decían que para que surgiera una historiografía sobre cualquier tema se necesitaba el paso de por lo menos 30 años, puesto que el objeto de estudio recién entonces se liberaba de los partidismos políticos anteriormente inevitables. Además, muchas de las fuentes confiables, necesarias para el tema de la Guerra Fría, solo empezaron a estar disponibles desde los años 1990 en adelante. Sin duda ha sucedido esto último, pero es bastante discutible el surgimiento de un consenso supuestamente objetivo. Todas las publicaciones del siglo actual tienen enfoques más diferenciados y saturados de documentación que las de los años 1970, pero sigue en pie el hecho de que la obsesiva pregunta inicial sobre cuál de los dos bandos es el culpable de la ruptura de la Gran Alianza de 1941 a 1945 sigue generando debates.

The interactions between religion and politics are analyzed at two crucial moments during the development of the Cold War in Guatemala. The first one is that of the October Revolution 1944-1954 and the Counterrevolution, and the second one refers to the years when violence reached its peak during the civil war, specifically 1982-1983, when Efraín Ríos Montt ruled Guatemala. The way in which religion and politics intertwined at both moments had a significant impact on the ongoing disputes around state formation. The arrangements forged between religious elites and the State facilitated processes that established the presence and sociocultural influence of the Catholic Church from the first moment on and of the evangelical churches after the second. ; Las interacciones entre religión y política son analizadas en dos momentos cruciales durante el desarrollo de la Guerra Fría en Guatemala: la Revolución de Octubre 1944-1954 y la Contrarrevolución, y los años de 1982 y 1983 cuando Efraín Ríos Montt gobernó Guatemala y la violencia alcanzó el punto más álgido durante la guerra interna. La manera en que religión y política se entrelazaron en ambos momentos tuvo un impacto significativo en las disputas que estaban en curso en torno a la transformación del Estado. Los acomodos que se forjaron entre elites religiosas y Estado facilitaron procesos que afincaron la presencia e influencia sociocultural de la Iglesia católica a partir del primer momento y de las iglesias evangélicas después del segundo.

El presente artículo permite evaluar la viabilidad de un acuerdo de intercambio intersectorial entre Australia y Colombia desde el marco del desarrollo sustentable, comparando los indicadores económicos suministrados por el Banco Mundial desde los años noventa hasta el año 2015, con el fin de determinar la viabilidad de un intercambio intersectorial. La metodología utilizada, responde a una investigación de tipo descriptiva documental, con diseño no experimental. Para la técnica, se estableció la revisión documental del Atlas de la Complejidad Económica. Se determinó la importancia de que prevalezca la sinergia entre los factores económicos y el desarrollo sustentable para los acuerdos de intercambio intersectorial. En consecuencia, se requiere alcanzar una estructura de sostenibilidad por lo que se definen indicadores económicos sustentables de alcance entre los dos países ; The present work is aimed to examine the feasibility of the inter-sectoral exchange agreement between Australia and Colombia from a framework of sustainable development by comparing the economic indicators provided by the World Bank from 1990 to 2015, in order to determine the viability of the intersectoral exchange. The methodology used in this research work was focused on a descriptive documentary research, with a non-experimental design techniques by applying a documentary revision of the Atlas of Economic Complexity-. Furthermore it was determined the importance of the prevalence of synergy between economic factors and the sustainable development for intersectoral exchange agreements ,therefore, taking into account the mentioned features in this work, it can be said that a sustainability structure should be achievable to define appropriate economic indicators between the mentioned countries

This article analyzes the relationship between the career of Irish immigrant priest Monsignor Bryan Walsh, Miami's increasingly activist Catholic Church, and the diverse waves of Latin American and Caribbean immigrants that transformed Miami-Dade County between 1960 and the mid-1990s. In it, I explore the relationship between Monsignor Walsh's highly visible efforts on behalf of Miami's Cuban exile community and his less acknowledged advocacy for the city's later Central American and Haitian asylum seekers. During the first half of the 1960s, Walsh's perceived success as administrator of the Cuban Children's Program established his enduring reputation as a committed "Cold Warrior" and loyal friend to U.S resident Cuban exiles; however, I argue that Monsignor Walsh's support for the Cuban exile community, while harmonizing with his anti-communist politics, also reflected a deeper spiritual commitment that would lead him by the 1980s to advocacy on behalf of the other displaced Latin American and Caribbean peoples who began seeking refuge in Miami in the 1970s. Adopting an inclusive stance on behalf of the "stranger and the poor" in Miami-Dade County, I conclude that Monsignor Walsh anticipated the Catholic Church's new priorities following the Second Vatican Council, even as he offered an early challenge to the Cold War calculus underlying immigration policies that continue to draw arbitrary and self-serving distinctions between those who are welcomed as political exiles and those who are excluded as economic and ostensibly "voluntary" migrants. ; Este artículo plantea un estudio de la carrera de Monseñor Bryan Walsh, sacerdote inmigrante irlandés, en el contexto de una iglesia católica activista en Miami y con relación a varias olas de inmigrantes, procedentes de América Latina y el Caribe, que transformaron a Miami y al Condado de Dade entre 1960 y 1990. Steps toward conserving biodiversity should start at understanding the components across spatial scales and a determination of the drivers of these. Here we determine additive species diversity for arid South Australia, based on over 50 years of survey data. Elevation and soil data were sourced through the Australian Government, and climate data from the WorldClim database. Alternative hypotheses relating the effect of climatic and environmental parameters to diversity were tested using generalized linear models and ranked according to information-theoretic statistics. Total species richness for the region was 1824, similar to all arid regions. α-diversity values were low, relative to the contributions made by β-diversity toward total γ-diversity, similar to additive diversity indices for nonarid biomes. There was a lack of statistical support for our hypothesis that regional spatial variation in arid region diversity can be explained by climate topography. Arid South Australian species diversity appears to be largely driven by environmental parameters at the localized scale – beyond the resolution of available survey data. Heterogeneity in habitat, provided by mountainous regions, likely contributes toward the high β-diversity values.
