This paper analyzes the problem of inflation from the perspective of the Austrian School (EA), because even if it is conceptualized as "old", since it dates from the late 19th and early 20th centuries, it has an explanation regarding this and Other macroeconomic problems Authors stand out as. This paradigm was enriched with the contributions of Mises (1934) with Theory of Money and Credit, Hayek (1985) with The Denationalization of Money, Ropke (1960) with A humane Economy and Rothbard (1990) with Austrian Theory of Money. However, reference is also made regarding this issue to the position of this problem by the authors of the so-called mainstream. Qualitative and quantitative information is used. As a result of this work it is pointed out that, although the other currents of economic thought do not differ much in pointing out the effects of inflation for society, the Austrian School identifies as causes the credit expansion and the deficit and increasing public debt. As findings derived from the review of the literature should be noted the growing state intervention, strong expansions in credit, distortions in prices and the presence of cycles of expansion and contraction in the economy as a regularity. In this way, it is concluded that financial and political institutions must ensure economic growth with stability for the good of society. ; El presente trabajo analiza el problema de la inflación desde la perspectiva de la Escuela Austriaca (EA), pues aun cuando se le conceptúe como "antigua", pues data de finales del siglo XIX y principios del XX, tiene una explicación respecto a este y otros problemas macroeconómicos. Destacan autores como. Este paradigma se enriqueció con los aportes de Mises (1934) con Teoría del Dinero y el Crédito, Hayek (1985) con La Desnacionalización del Dinero, Ropke (1960) con A humane Economy y Rothbard (1990) con Teoría austriaca del dinero. Sin embargo, también se hace alusión respecto a esta problemática por parte de los autores de la denominada corriente principal. Se recurre a información de tipo cualitativo y cuantitativo. Como resultado de este trabajo se señala que, aunque las demás corrientes de pensamiento económico no difieren mucho en señalar los efectos de la inflación para la sociedad, la Escuela Austriaca, identifica como causas a la expansión crediticia y al déficit y deuda pública creciente. Como hallazgos derivados de la revisión de la literatura deben señalarse al creciente intervencionismo estatal, fuertes expansiones en el crédito, distorsiones en los precios y la presencia de ciclos de expansión y contracción en la economía como regularidad. De esto modo, se concluye que las instituciones financieras y políticas deben velar por el crecimiento económico con estabilidad por el bien de la sociedad.
El artículo analiza la trayectoria política del obispo catalán de Barcelona, Benet Sala, tras las acusaciones vertidas contra él, por el virrey de Cataluña, en 1705. Tras su caída en desgracia y su posterior encarcelamiento en Madrid, fue expulsado de España y confinado en Aviñón hasta 1713. Desde allí llevó a cabo estrategias para volver a Cataluña, pero borbónicos y austracistas impidieron su vuelta a Barcelona pensando que su regreso sería un problema para las negociaciones de la paz de Utrecht. ; This article examines the political trajectory of the Catalan bishop of Barcelona, Benet Sala, after allegations made against him in 1705 by the Viceroy of Catalonia. After his fall from grace and subsequent imprisonment in Madrid, Benet was expulsed from Spain and confined in Avignon until 1713. From there, the bishop launched a series of strategies in order to return to Catalonia, but both Bourbon and Austrian powers prevented this, thinking it could be a problem in the negotiations of the Peace of Utrecht.
En esta obra analizaremos las posiciones teóricas y políticas de Otto Bauer (intelectual austríaco, miembro del Partido Social Demócrata de Austria y de la escuela llamada Austro-marxista) sobre la teoría de las crisis y la cuestión del imperialismo en el marco la Segunda Internacional. En primer lugar analizaremos su formulación de la teoría marxista de las crisis en forma de una teoría del ciclo industrial. En segundo lugar analizaremos su formulación de una teoría del imperialismo durante su intervención en el debate sobre las nacionalidades en la Social Democracia austríaca, así como su recepción de las obras canónicas de Hilferding y Luxemburg sobre el tema. Finalmente, consideraremos su intervención política en torno al Estado austríaco, su política exterior y los conflictos nacionales que se desarrollaron en su seno (y su impacto en su partido). Todo el análisis será sustentado a través del examen de fuentes primarias. Nuestra hipótesis es que existió una relación orgánica entre los tres aspectos analizados: una posición donde las crisis eran un fenómeno únicamente cíclico favoreció una concepción del imperialismo como una política particular que no era intrínsecamente necesaria para el desarrollo del capitalismo. En el terreno político esto condujo a una postura que preconizaba el mantenimiento del statu quo de la configuración estatal austríaca, que fue modificada sólo gradual y tardíamente debido al impacto de los conflictos nacionales y la evolución del imperialismo austríaco y europeo en general. En la conclusión juzgamos en detalle esta idea recapitulando los distintos temas de nuestro trabajo. ; In this work we will analyze the theoretical and political positions of Otto Bauer (an Austrian intellectual, member of the Social Democratic Party of Austria and of the so called Austro-marxist school) on crisis theory and the issue of imperialism in the framework of the Second International. Firstly, we will analyze his formulation of Marxist crisis theory as a business cycle theory. Secondly, we will study his formulation of a theory of imperialism during his intervention in the debate on nationalities in Austrian Social Democracy, as well as his reception of the canonical works of Hilferding and Luxemburg on the subject. Finally, we will consider his political intervention on the Austrian State, its foreign policy, and the national conflicts that developed inside it (and the impact of all these elements on his Party). Our hypothesis is that an organic relationship existed between these aspects: a position that considered crisis solely as a cyclical phenomenon favored a conception of imperialism as a particular policy that was not intrinsically necessary for the development of capitalism. In the political terrain this led to a stance that upheld the status quo of the Austrian State configuration, which was modified only gradually and belatedly, owing to the impact of national conflicts and the general evolution of Austrian and European imperialism. There is nothing new about the resurface on the debate of the expansion of the underground economy in times of crisis. It is a reiterated topic claiming that irregular practices in the economy are cushioning the social effects in times of economic depression. However, the extensive literature related to the issue, for almost half a century, is not conclusive about the possible countercyclical effect of unregistered activities. This paper reviews relationships between the submerged and the regular sides of economic system, in order to know if they evolve in the same direction or, on the contrary, you can see a counter-cyclical behaviour on the hidden side of the economy. It aims, therefore, to analyse this relationship, first reviewing the academic literature on this subject. Second, establish a set of rational conjectures about the dynamics of both sides of the economic system, registered and hidden, in an autonomous way and interacting between them, from the perspective of developed countries. This develops a line of research that relies on the definition of a function of cost-benefit, little used in academic literature, trying to draw any conclusion on the convergent or divergent dynamics of both, on a widespread basis. And here a function containing the different benefits that, might be expected, dipping subjects obtain from all or part of its business activity, as well as costs arising from this (economic, criminal or other nature) is built to identify the dynamics of both sectors at different stages of the cycle. The outcome is very difficult to evaluate quantitatively and it defines the economic incentive for breaching the barrier of the formality or regularity at each point in time and according to the situation. This function involves certain facts assessable in monetary form, and other difficult to estimate, but that, no doubt, contributes to define the profile of the transgression to the informal economy, such as the moral pressure of the social and economic environment in which the offender lives or the intensity of auditing for compliance with the rules made by the tax, labour and other authorities, etc. And, finally it comes to an empirical estimate that allows us to compare, through an estimated model of structural equations similar to the one developed by the Austrian Professor Schneider, the dynamics of the hidden sector of the economy in major European Union countries in the last decade, and it also allow us to observe the dissimilar behaviour in times of expansion and in moments of recession of the world economy. After that analysis, it can be observed a counter-cyclical behaviour of the underground economy. The direction of the relationship of the hidden economy with the economic growth, in principle reverse - which confirm its counter-cyclical nature - and the intensity of such a relationship are variables in the comparative analysis among countries, depending the outcome in each country on their economic, institutional and cultural characteristics. Such a conclusion updates some of the most relevant work carried out in the field of estimation of the underground economy, at the international level. And in spite of this, it is noted the low contribution of the economy submerged to the dynamics of growth of the whole economic system.
No es una novedad que el debate sobre la expansión de la economía sumergida resurja en tiempos de crisis. Es un tópico reiterado la afirmación de que las prácticas irregulares en la economía son un colchón para los efectos sociales de la depresión. Sin embargo, la amplia literatura existente sobre el fenómeno, desde hace ya casi medio siglo, no resulta concluyente acerca del posible carácter anticíclico de las actividades no registradas. Este trabajo revisa el argumentario teórico y empírico de las relaciones entre la vertiente sumergida y la regular de un sistema económico, con el fin de conocer si evolucionan en la misma dirección o, por el contrario, se puede observar un comportamiento anticíclico en el lado oculto de la economía. Se pretende, por tanto, analizar esta relación, en primer lugar revisando la literatura académica sobre tal materia. En segundo, se establecen un conjunto de conjeturas racionales sobre la dinámica de ambas vertientes del sistema económico, registrada y oculta, de forma autónoma e interactuando entre ellas, desde la perspectiva de los países desarrollados. Para ello se desarrolla una línea de investigación que se apoya en la definición de una función de coste-beneficio, poco utilizada en la literatura académica, tratando de extraer alguna conclusión sobre la dinámica convergente o divergente de ambas, con carácter generalizado. Y para identificar la dinámica de ambos sectores en diferentes fases del ciclo, se construye, una función que contiene los diferentes beneficios que, cabría esperar, obtienen los sujetos que sumergen todo o parte de su actividad económica, así como los costes que de ello se derivan (económicos, penales o de otro orden). El resultado, difícil de evaluar cuantitativamente, define en cada momento del tiempo y según la coyuntura, el incentivo económico para traspasar la barrera de la formalidad o regularidad. En dicha función intervienen determinados hechos evaluables en forma monetaria y otros de difícil estimación, pero que, sin duda, contribuyen a definir el perfil de la transgresión hacia la informalidad, tales como la presión moral del entorno social y económico en el que vive el transgresor o la intensidad de la fiscalización para el cumplimiento de la normativa que realizan las autoridades fiscales, laborales, etc. Y, por último se acude a una estimación empírica que permite contrastar, a través de un modelo estimativo de ecuaciones estructurales similar al desarrollado por el profesor austriaco Schneider, la dinámica del sector oculto de la economía en los principales países de la Unión Europea, en la última década, lo que permite observar el disímil comportamiento en tiempos de expansión y en momentos de recesión de la economía mundial. Tras el análisis realizado, se observa un comportamiento anticíclico de la economía sumergida. Tanto la dirección de la relación de la economía sumergida con el crecimiento, en principio inversa -lo que avalaría su carácter anticíclico-, como la intensidad de dicha relación son variables en el análisis comparativo entre países, dependiendo el resultado en cada uno de ellos de sus características económicas, institucionales y culturales. Tal conclusión actualiza algunos de los trabajos más relevantes que se han llevado a cabo en materia de estimación de la economía sumergida, en el ámbito internacional.
