This paper seeks to conceptualise ethics leadership in English local government. It will demonstratethat there are a number of stakeholders within the ethical framework for English local government, all ofwhom have a potential leadership role to play. It will further argue that traditional models of ethical leadershipdo not fully encompass this diversity of leadership sources, which can be better addressed througha framework of collective decision making and collaborative action. In so doing, the paper will draw togetherethical leadership with other strands of public management leadership theory. After defining theconcept of ethical leadership, the paper will map out the ethics network in local government and will categorisestakeholders into different groups. The ethics map will then be discussed in terms of relational leadershipand communities of practice. It concludes by offering strategies for future research

Public participation geographic information systems (PPGIS) support collaborative decision-making in the public realm. PPGIS provide advanced communication, deliberation, and conflict resolution mecha nisms to engage diverse stakeholder groups. Many of the functional characteristics of Web 2.0 echo basic PPGIS functions including the authoring, linking, and sharing of volunteered geographic information. However, with the increasing popularity of geospatial applications on the Web comes a need to develop concepts for scalable, reliable, and easy-to-maintain tools. In this paper, we propose a cloud computing implementation of a scalable argumentation mapping tool. The tool also illustrates the opportunities of applying a Web 2.0 model to PPGIS. The searching, linking, authoring, tagging, extension, and signalling (SLATES) functions are associated with PPGIS functionality to produce a participatory GeoWeb tool for deliberative democracy.

The paper describes how practice of INSPIRE implementation are affecting Spatial Data Infrastructure (SDI) development. It contains the results of a EuroSDR (European Spatial Data Research) project 'Atlas of INSPIRE implementation methods'. Aim of the project was to make an inventory of experiences when implementing INSPIRE, in order to share exemplary practices and solutions among national mapping agencies and national INSPIRE contact points. This inventory formed the basis for the generation of the prototype Atlas for all national mapping agencies, policy makers and other stakeholders who have to implement INSPIRE. For SDI research the Atlas provides empirical base material for the conceptualization of SDI implementation approaches. The analytical framework to look at INSPIRE implementation drew on two theoretical notions of how implementation actions can lead to information infrastructure development: a cultivation approach and a design approach. A qualitative data collection process, through a survey and two workshops, tested the extent to which either of the two approaches were prevalent for the INSPIRE implementation. The survey and the workshops provided primary data on INSPIRE implementation experiences of representatives from twelve European countries (Belgium, Bulgaria, Croatia, Cyprus, France, Germany, Netherlands, Poland Slovakia, Sweden, Switzerland, United Kingdom). Comparing the national experiences showed that both types of approaches of INSPIRE implementation are present the EU countries. The cultivation approach is more prevalent in countries which established SDI organizational structures outside the NMAs, and the design approach is more prevalent in countries relying solely on NMAs for INSPIRE implementation. Embedding INSPIRE implementation in national SDI activities seems furthermore to relate to cultivation approaches, consisting of a gradually flatter inter-organizational working relations, and a scaling up strategy which iteratively links the (supra)national implementation plans of INSPIRE to the local implementation plans in national and sub national organizations, and vice versa. The variety in approaches imply that a uniform, best practice, INSPIRE implementation approach for all countries does exist, but that the choices for certain practices strongly relate to the local contextual conditions and windows of opportunities. The implication of these findings for research in SDI development is that more emphasis should be placed on the mechanism of interaction between the slowly changing socio-organizational context and rapidly technologies. ; Built Environment ; OTB Research Institute for the Built Environment

Multidimensional scaling (MDS) and clustering analysis of the co-citation patterns of 58 authors are used to explore the intellectual organization of population genetics and related specialties. In two dimensions, author clusters are arranged along a horizontal continuum reflecting a range of research specializations from highly molecular-oriented research to that focusing on the analysis of organisms interacting with each other and their environment. The vertical dimension separates theoretical (formal) approaches from research that is primarily experimental or observational in nature. Author placement and cluster assignment may also reflect institutional affiliations and national research efforts. Co-cited author mapping, with the author as the unit of analysis, is likely to complement studies of informal communication networks.

We present the results of a comparative study among four well-known web mapping services. The study explored how digital na- tives (young people under 30 years old who were born and raised with technology and smart devices) interact with web mapping services. The sample consisted of 167 University students in the field of Engineering and was conducted entirely online. Results indicate that the nature of tasks performed using mapping services affect both effectiveness and efficiency even when users interact with the same service. Among services, study results also indicate differences between task success rates as well as between successful task completion times. Legislative socialisation has long been an important force for political deradicalisation in capitalist democracies worldwide. It remains barely explored, however, in large part because it is a process very difficult to track by conventional observational or survey methods. We circumvent these problems by taking advantage of an unusually propitious vote on televising the proceedings of the British House of Commons to chart the institutional deradicalisation of its Labour members. Socialisation effects are shown to be non-linear and, while the difference is not statistically significant, to be marginally stronger among Members of Parliament (MPs) with frontbench experience. The somewhat greater conservatism of frontbenchers, however, cannot be explained by anticipatory socialisation. Rather, it seems to be a function of doing well under 'rules of the parliamentary game' threatened by proposals for institutional reform. (European Journal of Political Research / FUB)

Maps have power. They can make the illegible legible and the invisible visible. They can make the obvious even more obvious and the impossible seem possible, as a map published in 2012 did when it mapped the routes of the private buses that ferry techies between their homes in San Francisco and their jobs in Silicon Valley. It shows that tech companies, in their libertarian, do-it-yourself way, have solved the transit problem for themselves, not waiting for a potentially time-consuming, representative political process to do the job. That, the author argues, shows a failure of belief in the city as a commons, a city that supports existing residents and new arrivals by integrating them into the collective spaces and systems perhaps best represented by public transportation. That there are entire networks of free transit options available to only some of the city's wealthiest residents cannot help but create tension, especially against a background of skyrocketing housing costs and a wave of no-fault evictions.

Geographic Information Systems (GIS) enable the integration, mapping, and analysis of data across numerous domains. It has been estimated that 80 per cent of all data collected by governments and businesses contain geographic references, and the news media are no exception. We will explain how we conceptualize news items as spatial data points and illustrate how GIS can be used to manage and analyze them using a sample of geographic references from local news items published in the Toronto Star newspaper. The analysis makes use of cartographic mapping for visual analysis of local news distribution and geospatial tools for quantitative–statistical analysis of emerging patterns. The objective of this paper is to illustrate how computer-based mapping tools can be used to analyze the geographic distribution of news in order to identify concentrations and gaps in local news coverage within a given area and thus better understand issues and trends in local news reporting.
