香港主權移交中國以後,傳媒雖維持獨立自主和商業運作的模式,但過往的研究發現,政治力量對新聞的影響越來越大。例如新聞機構對新聞內容施行政治審查和媒體機構老闆及高層接受政治任命。這是否意味香港新聞界正衰失它的獨立性?本文研究香港新聞界的獨立性在1997 年後的政治融合中如何被構成。 ; 政治經濟學派和美國組織研究著重新聞界如何抗衡外部對新聞獨立性的影響,但究竟新聞獨立性是什麼?新聞獨立性與專業性之間有何關係?這方面的討論十分缺乏。本文提出以布迪爾〈Pierre Bourdieu〉理論補充對新聞獨立性的理解,並以布迪爾理論為基礎,整理出一個場域理論框架以分析新聞界的獨立性。布迪爾的理論認為新聞獨立性是一個相對的理念,而且會隨著社會變遷而改變。場域理論框架幫助理解外界壓力如何影響新聞獨立性,和解答為何某些記者有較大新聞獨立性。本研究組合了布迪爾的慣習〈habitus〉慨念和根據布廸爾理論而建構的決意〈commitment〉概念來分析不同記者行使不同新聞獨立性的狀況。 ; 本研究顯示,由於政治環境的變化,香港新聞界自八十年代起由政黨新聞範式轉換為客觀新聞範式。在1997 年前後,新聞界面臨需要融入新政體的壓力。本文以香港的中國新聞記者為分析個案,檢視政治融合壓力下的新聞報導工作和記者的獨立性有何轉變。本文的研究對象─中國新聞記者〈或稱中國組記者〉是指在香港媒體工作、專職報導中國新聞的香港記者。本研究選擇他們作研究個案是因為他們位處中港融合的前線。本研究共訪問了二十二名記者,另外亦從中國組記者的著作及演講中搜集研究材料。 ; 研究發現,香港的中國新聞報導正在「去政治化」。雖然記者察覺到新聞的製作過程存在政治審查,但他們在採訪時選擇配合官方─包括參加由官方安排的採訪團、使用內地媒體的內容和以官方發言作平衡報導。當記者認為自己正在客觀地報導,他們不覺察在政治力量對新聞製作的影響。本文分析記者的工作流程和新聞內容,發現中國新聞的去政治化正侵蝕新聞獨立性。此外,根據記者個人的文化資本和對報導中國的決意程度,本研究將中國組記者分成三類:局外記者、局內記者及共融記者。局外記者抗拒融入中國內地,但不察覺客觀報導包括的政治性。局內記者受他們的文化資本限制,不察覺資料來源和工作流程中存在的政治影響。擁有高文化資本和對聞工作高度投入的共融記者,由於對新聞工作有所反思,建立了一套對抗政治限制的報導策略,亦令他們能維持較高獨立性。 ; Studies show that there has been an increase in political influence on the news media in Hong Kong during national reintegration. Although Hong Kong media has appeared to retain much of its autonomy and seems to continue to exercise control over its commercial media system to a large extent, the Chinese State has been active in co-opting media owners and senior management, and there have been some instances of political censorship within media organizations. Does this imply the loss of professional autonomy in the Hong Kong journalistic field? This study sets out to examine the constitution of journalistic autonomy during the period of national reintegration in Hong Kong. ; Theoretically, this study enriches the understandings on journalistic autonomy by bringing in Bourdieu's theory of field. 有明末造,顧憲成、高攀龍諸君講學東林,風動天下,以致黨禍連結,與國運相始終。「東林」遂為政治史與思想史之一大關目,匪特同世之人,褒貶迭出,自近代以降,學人研究亦稱夥矣。然前人關注之重心,主要為「明末」在朝之「東林黨」;於「東林書院」之活動,尤其是書院在清初的發展演變,尚鮮有及之。本研究擬以順治、康熙兩朝為主要時段,從遺民與當道互動的角度考察東林書院之興復及其講學活動,對學界少有關注的書院祀典之爭加以考述和分析,並探討清初東林學者如何就「氣節」「學統」等議題對明代東林傳統作出反省與建構,希望繇此對東林書院由明入清之歷史變化作一勾勒。 ; 本文將清初東林書院之史事置於「道」「勢」相對的框架之中展開分析,相對於前人用「以道抗勢」分析士權與君權的對峙,本文則更關注士人階層内部在「道」「勢」兩重身份之間的張力。儒家士人既要守「道」傳學,又當以「勢」經世,兩者之閒本須權衡調和。而在明清易代之際,「民間學者」與「地方官員」兩種士人身份之殊途,實質上形成了「道」與「勢」的分離。書院作爲一地方性的學術組織,既是在野學者力量之代表,又不能不受制於官方之權力,在此時遂成爲一個「道」與「勢」折衝的空間。然而,「道」「勢」二者之關係在調和之中亦悄然變化。如果說明代的東林運動有一種「以道馭勢」的理想與實踐;那麽在清初書院的發展中,學者本身「政治」一面弱化,「學術」也退守於中行默修,於是「道」乃反為「勢」所羈縻。而在理學委頓、樸學代興這一學術本身的轉折中,「道」「勢」關係之遷變亦可為一機緣。緣乎是,對清初東林書院的研究,不但可以在一個點上展現士人文化與社會風氣的變遷,更能為我們理解傳統中國「政治」與「學術」之互動提供助益。 ; The anti-eunuch struggle of the 'Tung-lin Party' (東林黨) which was succeeded by continuous partisan disputes in the late Ming Period has long been considered of great significance to understand its contemporary politics and even the collapse of the dynasty. However, the other aspect of this movement, namely the scholarly practice of the Tung-lin academy (東林書院) has not been given equivalent attention. Therefore, the development of the academy after the so-called 'partisan disaster' (黨禍) has been, not surprisingly, seldom discussed by existing studies. This thesis aims at providing a historical account of the Tung-lin academy in early Qing period (1644-1722), focusing on four main topics: the organization of public conferences or lectures(講會), the debates over the academy's pantheon , the discourse on moral integrity(氣節) and the increasing concerns for academic orthodoxy among intellectuals. ; Scholars in the academy were by definition involved in the tension between Confucian values(道) and the political authority(勢) since they were supposed to be both academic and political elites. 本文考察了中央地方財政自主性的變化,地方政府日益增長的對土地相關收入的依賴以及中國社會總體穩定程度,三者之間的因果關係。使用24個省、市、自治區,跨1998年至2006年的面板數據的回歸模型結果顯示地方政府從土地和房地產相關產業發展上獲得的收入顯著的惡化了以來信來訪數量衡量的社會穩定程度。而地方財政自主性的增強則可以抑制地方政府謀取壟斷地租所導致的信訪數量的增加。 ; 本文認為,信訪量的持續攀升與拆遷征地糾紛不斷的直接肇因是1994年開始實行的一系列稅收改革所改變的中央地方政府之間的稅收分配以及稅收結構。地方政府近乎掠奪性的征地拆遷以囤積土地獲得壟斷性租金收入的做法都與該變化有關。但同時,上述現象也受到了以信訪為代表的黨政糾紛解決渠道與以訴訟為代表的司法糾紛解決途徑在威權政體等級制度中的局限性的影響。在等級制度中,中央和地方政府因自身利益不同而存在博弈關係,在各級政府之間還存在權力與相應社會責任分配上反向的 "差序格局"。層級越高的政府,掌握越多的政治權力以及相應的可供其用來"尋租"的政治與經濟資源,卻承擔越少的社會責任和風險。 ; My dissertation investigates the causal mechanisms among three factors, the relative change of the central-local fiscal autonomy after 1994 fiscal reform, the increasing of local land derived-revenue in recent years, and the variations in the general level of social stability. Using a panel data set covering 24 provincial level administrative units in China during 1998-2006, the study suggests that the income local governments earned from land and real estate developments substantially and significantly threaten social stability. It also reveals that more fiscal autonomy of local governments does help restrain rising level of instablity caused by local governments' incentive to capture monopoly rent from land. ; The findings are consistent with the argument that the fiscal rearrangement and restructuring provide incentives to local governments to practice fierce land requisition and house demolition in order to get monopoly rents through land hoarding. Yet the general level of social stability is also affected by the restrictions of disputes resolution channels lie within authoritarian hierarchical structure.
