The analysis of legislative support of higher education of Lithuania was carried out. It was found out that the right to higher education in Lithuania is guaranteed by the Constitution of Lithuania. It was revealed that higher education is based on the principles of academic freedom and autonomy, openness and responsibility to society, competition between higher education institutions and students in accordance with the Law on Higher Education and Research 2009. As a result of higher education reform, elements of performance-based funding in the form of performance agreements between universities and the Ministry of Education, Science and Sport were introduced. The indicators of measuring the results for such agreements were determined. They are: accessibility and usefulness of education; quality of research (art and education); internationalization of research and education, integrity of research and education. The sources of funding for higher education in Lithuania have been identified. They include: state budget financial resources for study and research, for maintenance and administration of university, funds of state investment in the infrastructure program, tuition fees, income received from international research and development programs and from orders of legal entities. The main features of the voucher system in higher education of Lithuania were revealed. In particular, the government sets a standardized study price is the cost of a voucher; students have the right to choose study programs and to raise funds for the selected higher education institution; a voucher given for a university student is valid for two years; vouchers can be provided to private universities; the government has allocated funds for six main areas: social sciences, humanities, physical sciences, biomedical sciences, art studies and technological sciences. This study is relevant to global discussions concerning freedom of research in view of transformations in science effectiveness evaluation, funding and research organization, as well as Ukrainian context of educational reform. Main objectives of the article are to study international legal standard of personal autonomy in scientific life and academic culture, the role of personal autonomy in Ukraine's global scientific and technical cooperation development. Methods of analysis and synthesis are used to study legal relations and normative guarantees of personal autonomy in academic culture and scientific cooperation. Comparison method is used to identify common and distinct problems in the development of scholars' personal autonomy in Ukraine and in the world. In conclusion, international legal standards of personal autonomy in academic culture and scientific cooperation prescribe imperative of individual and institutional independence and responsibility in the search and transfer of knowledge, demands respect for the freedom of scientific research, academic communication, and expression of views. This standard is connected with human dignity, the goal of education to develop human abilities to control own life, to be a successful and happy citizen in a democratic information society. Self-organization of scientists helps to overcome threats to personal autonomy, such as academic dishonesty, monopolism, paternalism, formalism, and bureaucracy. New Ukrainian law on education creates instruments for combating academic dishonesty and allows initiatives for science and education improvement, although administrative regulations still impose controversial standards of scientific quality, for example, the requirement of publications in periodicals indexed by scientometric databases Scopus or Web of Science to confer academic rank. The analysis of legislative support of higher education of Latvia was carried out.It was defined, that institutions of higher education are autonomous institutions of education and science with the right to self-government. The autonomy of higher education institutions is characterised by the division of power and responsibility between the State authorities and the management of the institution of higher education, as well as between the management and the academic staff. The sources of funding of higher education institutions from state sources were found out. They include the financial resources of the state budget for education; income from tuition fees; targeted financial resources. The types of economic activity of higher education institutions were determined. The components of the system of state funding of higher education institutions were highlighted: formula funding (basic funding of studies), which is related to the number of study places; performance agreements for preparation of a certain number of specialists and for development of scientific activity; 3) formula funding (basic funding of science) for institutions of higher education, scientific institutions, and scientific institutes established by institutions of higher education; 4) funding to scientific activities through competitions. The allocation methods of state financial resources for higher education institutions were determined. The first one includes direct allocations from the state budget to higher education institutions. The second one involves indirect subsidies through state-guaranteed loans. The components of new three-pillar model of state higher education funding were presented. They are: basic (base) funding, performance funding, and innovation- and profile-oriented financing. It was found that in the 50-60s of the XIX century the opposition of authoritarian and autonomous tendencies of development of university education aggravates. As a result of the positive reform of higher education for educational institutions and the approval of the democratic statute of 1863, the performance of the university's scientific function, serving the interests of society, and the level of academic freedoms increased. Reactionary activists saw a threat in expanding the powers of professorial boards (M. Hiliarov-Platonov, M. Katkov, M. Liubymov, V. Puryshkevych and others). Progressive professors (in particular O. Walter, O. Kovalevskyi, V. Modestov and others) advocated the preservation of the autonomous provisions of the statute of 1863.The process of restoration of university autonomy in 1861–1882 is covered. Organizational autonomy in Kharkiv Imperial University is characterized. Thus, the board of the institution developed regulations for students and outsiders, rules of the university court, instructions of the student inspector, rules on scholarships and financial aid, rules on the use of textbooks, rules on testing applicants' knowledge, rules of student control, projects on faculty division to the branch. The effectiveness of faculty meetings has increased. There was an improvement in the quality of departments; the scientific achievements of applicants for vacant positions were analyzed in detail. The council also filed a petition with the ministry to increase the salary of an associate professor.The academic autonomy of Kharkiv University is analyzed. Professors' lectures became interesting for students due to the attraction of best practices. Teachers constantly underwent scientific internships abroad. A catalog of books was prepared for the library, the funds were constantly replenished due to works published in the university printing house. Cooperation with secondary schools in the district was close.The analysis of organizational autonomy of Kyiv University of St. Volodymyr (council meetings discussed draft legislation proposed by the ministry; approved decisions on reading special courses for students, allocating funds for laboratory equipment, filling vacancies, reviewing student work, etc.). It is also interesting that the minutes of the meetings were published in the "University News".It is proved that the academic autonomy of Kyiv University was characterized by the strengthening of academic freedoms, educational activities of teachers, providing assistance to low-income students, conducting charitable events. The growth of independence could not go unnoticed by the authorities, which was embodied in the relevant regulations. ; Виявлено, що в 50–60 рр. ХІХ ст. загострюється протистояння авторитарної й автономної тенденцій розвитку університетської освіти. Внаслідок позитивної для навчальних закладів реформи вищої освіти та затвердження демократичного статуту 1863 р. посилюється виконання університетами наукової функції, служіння інтересам суспільства, підвищується рівень академічних свобод.Реакційні діячі вбачали загрозу в розширенні повноважень професорських колегій (М. The article examines the historical path of formation and both political and legal foundations of the functioning of the autonomy of South Tyrol, which, against the background of resolving interethnic contradictions, this region became a part of the Italian Republic in the post-war period. The author clarifies the long-term difficulties on this path in the interwar and post-war period, as well as highlights the role of international influence in establishing the principles of respect for the rights of national (German-speaking) minorities. The study analyzes a catalogue of Nazi Italy's repressive measures against South Tyrol, including the banning of German schools and banks, discrimination against national minorities, the dissolution of their clubs and associations, the banning of historical German and Ladin toponyms, the Italianization of German surnames, and more. Rome's policies and measures in the post-war years regarding the settlement of the situation and the restoration of the rights of the German-speaking population of South Tyrol are considered separately. Domestic and international legal factors related to the implementation of the autonomous status of the region are analyzed. It is pointed out that for a long time the real situation of the German-speaking population did not correspond to the main provisions of international agreements signed by Italy, and the failure to give German official status and other complications even led to the radicalization of the separatist movement. The peculiarities of the introduction of the contemporary status of "extended autonomy" of South Tyrol, under which the German-speaking and Ladin populations have their own provincial parliament and government, are presented in the national and European parliaments. The factors of successful development and management of this autonomous region are found out. На підставі аналізу складових функціонування «розширеної автономії», автор концептуалізує положення щодо можливостей використання в інших державах системи заходів різного рівня стосовно врегулювання міжетнічних конфліктів у прикордонні сусідніх країн і певних елементів даного досвіду розв'язання міжнаціональних протиріч. У статті аналізується науковий дискурс автономії університету. Зазначається, що поняття «академічна автономія» розглядається не тільки як символ університетської ідентичності, тісно пов'язаний з розумінням природи університету, його місця в суспільстві, а й як базовий індикатор розвитку загальноєвропейського освітянського та наукового простору, як інструмент практичного вирішення гнучкого управління академічними структурами. Зазначається, що перший університет, який було засновано у Середньовіччі, виник як автономна інституція. Показано, що така форма організації наукового співтовариства продемонструвала свою перевагу, разом з тим така модель університету мала і свої вади. Автономія університетів Нового часу формувалась в епоху, коли створювались держави-нації. В основу формування університету було закладено ідеї німецьких філософів, які й розпочали теоретичний аналіз поняття «автономія». Аналізується доктрина сучасної університетської автономії, яка активно обговорюється вченими. Особливу увагу приділено аналізу характеристики поняття «автономія» в Законі України «Про вищу освіту». Розглянуто сучасні теоретичні підходи до сутності феномену університетської автономії, показано, що університетська автономія розглядається дослідниками у трьох площинах: академічній, політичній та фінансовій. Приведено основні класифікації автономії, дана їхня характеристика. Відрізняють академічну, процедурну та субстантивну автономію, сутність якої визначають через класифікацію цього феномену. Інші дослідники виділяють змістовну, процедурну та організаційно-структурну автономії. Виходячи зі світової практики діяльності вузів, виокремлюють ліберальну та центристську моделі університетської автономії. У залежності від характеру взаємовідносин з державою та особливостями фінансування виокремлюють ринкову, директивну та змішану моделі автономії університету. ; В статье анализируется научный дискурс автономии университета. Рассмотрены современные теоретические подходы к сущности феномена университетской автономии, показано, что университетская автономия рассматриваетсяисследователями в трех плоскостях: академической, политической и финансовой. Приведены основные классификации автономии, дана их характеристика. Различают академическую, процедурную и субстантивную автономию, сущность которой определяют через классификацию этого феномена. Другие исследователи выделяют содержательную, процедурную и организационно-структурную автономию. Исходя из мировой практики деятельности вузов, выделяют либеральную и центристскую модели университетской автономии. В зависимости от характера взаимоотношений с государством и особенностей финансирования выделяют рыночную, директивную и смешанную модели автономии университета. ; The article analyzes the scientific discourse of university autonomy. It is noted that the term «academic autonomy» is considered not only as a symbol of university identity that is closely related to understanding of the nature of university, its place in society, but also as a basic indicator of the development of the European educational and scientific areas as an instrument for the practical solution for the flexible management of academic structures. It is noted that the first university, which was founded in the Middle Ages, arose as an autonomous institution. It is shown that such a form of organization of the scientific community demonstrated its advantages, however, this model of the university had its own disadvantages. The autonomy of the universities of the New Age was formed in an era when nationstates were created. The foundation of the university was based on the ideas of German philosophers, who began the theoretical analysis of the concept of autonomy». The doctrine of modern university autonomy, which is actively discussed by scientists, is analyzed. Particular attention is paid to the analysis of the characteristics of the concept of «autonomy» in Law of Ukraine on Higher Education. The contemporary theoretical approaches to the essence of the phenomenon of university autonomy are considered, and it is shown that university autonomy is considered by researchers in three areas: academic, political and financial. The basic classification of autonomy is given as well as their characteristics are described. Academic, procedural and substantive autonomy are distinguished; the essence of autonomy is defined by the classification of this phenomenon. Other researchers make distinctive meaningful, procedural and organizational-structural autonomy. Based on the world practice of the universities, liberal and centrist models of university autonomy are demarcated. Depending on the nature of the relationship with the state and the peculiarities of financing, market, directive and mixed models of university autonomy are characterized.

The article seeks to provide a philosophical and anthropological substantiation of revolutionary events in and between 2013 and 2014 and their connection with the process of deconstruction of postmodern. The article considers the need for the introduction of university autonomy, which will allow higher education institutions to be independent, self-sufficient. The state and tools of introduction of organizational autonomy in higher education institutions of Ukraine are analyzed. It is established that higher education institutions have the right to: independently develop the procedure for electing the head, within the legislation; determine the academic structure (scientific, educational-scientific, research, research and production institutes, faculties, departments); to create legal entities (to form innovative structures that will ensure the implementation of its statutory tasks and the implementation of innovative projects); adjust the number of external representatives in supervisory and academic boards (including the involvement of potential employers in their governing bodies and in the development and modernization of educational programs). The article identifies measures to expand organizational autonomy in domestic higher education institutions: the spread of decentralization of higher education; development of normative legal acts to increase the legal field of practical activity of universities; termination of participation of representatives of the Ministry of Education and Science of Ukraine in the election of the rector; weakening the procedure for participation in the governing bodies of representatives of civil society and commercial organizations. The article is devoted to the peculiarities of continuing professional development of European higher education institutions teachers' in the conditions of university autonomy. It is emphasized that the relationship and interdependence of teachers' professional and career development is a necessary condition for universities' staffing autonomy, which allows them to make decisions about career development, promotion of academic and administrative staff. 9 different models of professional development are characterized, the positive and negative properties of each of them are determined. The article analyzes the experience of organizing professional development and career support for teachers at the University of Tartu (Estonia), Uppsala University (Sweden), University of Edinburgh (Scotland, UK). Estonia, Sweden and the United Kingdom are the leaders among the countries of the European Union in the level of universities' staffing autonomy. It is proved that universities are not limited to one model of teachers' professional development, but offer a combination of practices, processes and conditions from different models. Such integration of a different models' range of professional development corresponds to the university autonomy's principles and is the most favorable and effective for academic staff. ; Статтю присвячено особливостям безперервного професійного розвитку викладачів європейських закладів вищої освіти в умовах університетської автономії. Модель «друг – ворог» об'єднує два фундаментальних аспекти політики, боротьбу та управління. Аналізується неоднозначний характер наукового спадку К. Шмітта та пропонуються варіанти розв'язання суперечливих моментів у теорії політичного. ; Теория политического К. Шмитта отражает изменение перспективы в рассмотрении сущности феномена политики, подчеркивает необходимость ее поиска в терминах самой политики. Модель «друг-враг» соединяет два фундаментальных аспекта политики, борьбу и управление. Анализируется неоднозначный характер научного наследия К. Шмитта и представляются варианты решения спорных моментов в теории политического. ; Carl Schmitt was the first theoretician to problematize and conceptualize the political, turning attention to the inner sense and intrinsic meaning of the political sphere. His intention was to understand politics in terms of politics itself, but not based on the economy, morality, or religion. C. Schmitt is well-known as an anti-liberal and anti-enlightenment theoretician, and as a prominent supporter of National Socialism. His theoretical works, containing provocative ideas on the cutting edge of notions as war, struggle, or friend and foe, are only contributing to the ambiguity. Despite all this, his popularity is continuing to rise. Therefore, the main point of the article is to reveal the causes and constituents of Schmitt's significance for political science, to explain the heuristic potential of his theoretical heritage.Accomplishment of such a goal is impossible without resolving some of the most disputed points of Schmitt's conceptions, such as: which is the correlation between political and state; is politics an autonomous sphere of human life; which part is dominating in the model "friend-foe"; and is war an integral part of politics. It is crucial to understand Schmitt's theory as political existentialism.C. Schmitt's turn in political thought that diverts attention to the political from the perspective of the political, enabled the formulation of a model that unites the aspects of dominion and struggle in politics and as consequence explains many political phenomena (like state, sovereignty, war, citizenship etc).Schmitt's theory has a strong heuristic potential that was shown, e. g., by Chantal Mouffe who analyzed with its help the tension between liberalism and democracy. This article will help Ukrainian scholars either to better understand the political thought of Carl Schmitt or to acquire a new perspective of analyzing the political sphere
