Antonio Bassolino's election as mayor of Naples in 1993 coincided with the final closure of the Italsider steelworks at Bagnoli. The new left administration saw urban regeneration as a unique opportunity to mark the beginning of a new era. The distinctive traits of the Bagnoli master plan were: in terms of procedures, traditional command-&-control planning tools & a rejection of a governance approach; in terms of content, a grand environmentalist vision. This paper explores Neapolitan 'exceptionalism' in urban planning during the Bassolino administration & those of his successors, with a view to assessing whether it can provide the European left with an alternative model to the currently dominant 'city entrepreneurialism' & whether & how it has successfully addressed the tension between efficient planning & democratic legitimacy. The current political instability and economic uncertainty slow down and complicate urban transformations and their correspondent decisional processes. At the same time, however, "austerity urbanism" pushes cities to explore alternative policy-making approaches that might include new actors in the policy network.We investigate this democratic potentiality by analyzing different configurations of actors (2002-2016) that have been participating in the over two decades-long, and still incomplete, transformation of a former industrial area in Bagnoli, in western Naples (Italy). In 2015, the central Government took over the city's planning competences over the area. In response, several social movements have intensified their action against what they regard as an unchecked, "neo-liberal" transformation of the area. The compatibility of the respective views, as well as pragmatic considerations, led to an alignment between movements and the city and to their joint opposition to the Government. This configuration, we argue, makes room for usually excluded actors and is thus an innovative way of urban policy making.
For its values, the Bagnoli-Coroglio area (in the western part of Naples) represents a greatly significant place for the city and its community. The story of its transformation, from the cessation of the industrial activity until today, is very complex; it has lasted for about 20 years and has had a great influence on the social structure of a district that places great dreams and hopes in its regeneration. The desire for a free beach and a public park for the city is indeed still waiting to be realized. But today we are at a turning point. This contribution, that briefly reviews the main stages of this story, aims to highlight the entire process of the construction of the environmental redevelopment and rehabilitation project of the area, presenting it as an interweaving example of architecture, urban visions, urban planning, environmental restrictions, politics, legal events, but also an example of strong popular participation for the construction of a "City Project".
This article examines graffiti in Naples between 2016 and 2018, arguing for its political importance. My thesis is that erasing graffiti from garbage trucks does not remove the social problems that caused it. Though sometimes seen as an eye-sore by tourists, graffiti offers vital information about the struggles and passions within the city itself. Under Silvio Berlusconi, rubbish became gold, as Camorra member Nunzio Perella stated when arrested in 1992. Three films, Biùtiful cauntri (2007), Gomorrah (2008), and Napoli Jungle (Bagnoli Jungle) (2015) document how toxic waste dumping affected three generations of Italians and continues to be a pervasive problem.

The area of Bagnoli (Gulf of Naples, Southern Italy) was selected as a model case-study, as it is a coastal area chronically impacted by massive industrial contamination (trace metals and hydrocarbons), and dismissed decades ago without any subsequent remediation or habitat restoration. The results of each LOE were elaborated to provide specific hazard indices before their overall integration in a weight of evidence (WOE) evaluation. Levels of some trace metals and PAHs revealed a severe contamination in the entire study area. Bioavailability of hydrocarbons was evident particularly for high molecular weight PAHs, which also caused significant variations of cellular biomarkers, such as cytochrome P450 metabolization in fish, lysosomal membrane destabilization in mussels, genotoxic effects both in fish and molluscs. Łe Superfund site "Naples Bagnoli Coroglio", identified through the Law 388/2000(financiallawof2001), islocated in the western part of the city of Naples. It has been initially designed through M.D. 31/8/2001 (subsequently modified by the M.D. 08/08/2014). Łe site shows a total area of about 250 hectares and diRerent industrial facilities, including the Eternit asbestos cement production plants. Łe article contains a historical ex- cursus of both administrative and op- erational iter, in the framework of the main remediation activities carried out in the Eternit area of the Superfund. In particular, the characterization and the history of the site have been reported, with reference to the areas, the changes of companies and the subsequent activi- ties of site assessment and remediation. Specifically, the remediation has been carried out through separate and successive steps, as follows: 1) Evaluation of the structures and the subsoil through various analysis and cores; 2) Removal of above-ground facilities (building and industrial buildings), sewage networks and sub-services; 3) Reclamation of some areas contami- nated by Asbestos Containing Waste (ACW) and processing waste; 4) Remediation of the remaining lots of contaminated land. Łe present work focuses on the reme- diation techniques used and the preven- tion/safety measures envisaged for both workers and environment. Łe National Institute for Assurance against Accidents at Work (INAIL) was involved especially in the last remediation phase. INAIL issued three technical-scien- tific reports with the aim of improving the safety aspects related to workers and environment. In fact, the Institute plays an important consulting role on behalf of all the public administrations - among which, relating to Bagnoli Superfund, the Extraordinary Commissioner of Government, Environmental Minister and Local Authorities. It also takes part in technical meetings, carrying out on- site surveys and drawing up appropriate reference documents at national scale.

[SPA] Esta contribución pretende ofrecer una imagen sintética de las grandes intervenciones de transformación urbana en curso, en Nápoles, resultado de una visión de la ciudad que encuentra sus fundamentos en el ámbito de los "bienes comunes" y en el redescubrimiento de los principios constituciona les del urbanismo. Es una visión que tiene sus ralees en la cultura mediterránea, dentro de la cual se encuentra una síntesis de la ciudad y uoa ejecución compartida.Por tanto. en el marco más completo de las directrices del reciente anteproyecto urbanlstico municipal. se van a mostrar varias experiencias que demuestran la voluntad de los ciudadanos de ser sujetos activos, productores de espacios públicos y servidos colectivos: 1. [ENG] The contribution gives a summary of the urban transformation projects underway in Naples, which have their foundations in the "common goods" and in the reassertion of the constitutional principies of Urban Planning. As part of the Municipal Urban Plan (Piano Urbanistico Comunale), these experiences are demon strating that the citizens want to be protagonists of using and building of public spaces and collective ser vices.This is the case of the Bagnoliproject, that it was approved by the City Council,despite the Law De cree n. 133/2014,and fully merged into the PRARU; the case of "Re-Start Scampia" project. signed by the Municipality of Naples, the 'Federico 11' University and the neighborhood civic comminees; the case of the former Nato area project, elaborated by the Banco di Napoli Foundation for Childcare, by the Municipality and by the communities that took part in the work through participate assemblies; and also of the Dedara tions of Civic Uses, recognized by the Municipality of Naples, in which the community is declared protago nist of the care, protection and safeguard of its territory.
