Die Nachbarschaftspolitik der EU an ihren östliche und südöstlichen Grenzen erfolgt unter der Perspektive potenzieller künftiger Erweiterungen. Nachbarn sind - im Prinzip und entsprechend dem EU-Vertrag - potenzielle EU-Staaten. Die EU ist jedoch auf diese Herausforderung nicht vorbereitet. Im Rahmen einer erneuerten Nachbarschaftspolitik sollte die EU ein Integrationsmodell erarbeiten, das auch struktur-, finanz- und kohäsionspolitische Elemente umfasst und auf eine große Europäische Gemeinschaft mit 43 bis 44 Mitgliedern in ganz Europa orientiert ist.
