Sustaining globalization as a world order requires a restructuring of the state and its relationship to capital. Capitalist order and 'optimal' institutions are not produced as the unintended consequences of the interaction of free agents, as Hayek and some other self styled neo Smithians believe. The World Bank has been a relatively early convert to this new institutionalism and has sought to graft a political economy which combines insights of institutional and neo classical economics. Its 2002/2003 World Development Report sets out essential changes in the institutional structure of post colonial states required for their subordinate integration within the order of global capital.The Report does not however identify the political agency for creating and sustaining this "required" institutional restructuring. This paper argues that neither donor authorities nor their client regimes possess the political legitimacy or the political legitimacy or the political resources to effectively restructure the postcolonial state. The postcolonial state can therefore be transformed into a site for resisting subordinated incorporation within the order of global capital.This paper is divided into four parts. It begins by setting out the state institutional restructuring strategy presented in the 2002/2003. World Development Report, Part Two raises the question: can the hegemon, other metropolitan states or imperialist international organizations effectively impose this form of institutional restructuring on the post colonial state? Part Three assesses the ideological and political capabilities of client regimes for achieving enhanced legitimacy and effectiveness through this form of institutional restructuring. We conclude that donor authorities and client regimes will not succeed in effectively integrating the post colonial state within the order of global capital and that this failure has the potential to create a crisis for the post colonial state and for the global project as a whole.

The article proposes a scientific and practical approach to the formation of a strategy for the commercial bank activities in modern conditions. The information base of the article was the results of a study of modern scientists and statistical data of the NBU. It is determined that the reason for the existence of the bank's strategy is its mission. As a result of the study, it was substantiated that the main elements of the strategy are the strategic vision, strategic planning and action strategy of the bank. The definition of the bank's strategy is formulated. Approaches to the formation of the bank's strategies have been substantiated: traditional, competitive, integrative and external. It is determined that the bank's share in the banking services market at a certain level of profitability is the universal strategic goal of the bank's activities. Consequently, there are only three universal strategies for the bank's actions: an aggressive growth strategy, a moderate growth strategy, and a conservative strategy. From this point of view, it follows that there are three main ways to achieve a competitive advantage: identifying such market segments throughout the entire economy, where the bank can lead; receiving benefits through the introduction of new banking services; getting benefits through pricing. It is shown that the bank's strategy is associated with the choice of a corporate governance model of the bank, which, in turn, depends on the characteristics of the country's economy. It is proposed to use the Japanese-German model of corporate governance of the bank as the most suitable for the specific political and economic conditions of Ukraine. It is noted that the implementation of the bank's strategy leads to the formation of a universal or specialized bank (corporate, retail, investment, settlement, etc.). ; В статье предложен научно-практический подход к формированию стратегии деятельности коммерческого банка в современных условиях. Информационной базой статьи послужили результаты исследования современных учёных и статистические данные НБУ. Определено, что причиной существования стратегии банка является его миссия. В результате проведенного исследования обосновано, что основными элементами стратегии являются стратегическое видение, стратегическое планирование и стратегия действий банка. Сформулировано определение стратегии банка. Обоснованы подходы к формированию стратегии банка: традиционный, конкурсный, интегративный и внешний. Определено, что доля банка на рынке банковских услуг при определенном уровне прибыльности является универсальной стратегической целью деятельности банка. Следовательно, существуют только три универсальных стратегии действий банка: стратегия агрессивного роста, стратегия умеренного роста, консервативная стратегия. Из данной точки зрения следует, что существуют три основных пути достижения конкурентного преимущества: выявление таких рыночных сегментов в рамках всей экономики, где банк может лидировать; получение преимуществ за счет внедрения новых банковских услуг; получение преимуществ за счет ценообразования. Показано, что стратегия банка связана с выбором модели корпоративного управления банка, которая, в свою очередь, зависит от особенностей экономики страны. Предложено использовать японско-немецкую модель корпоративного управления банка как наиболее подходящую для конкретных политико-экономических условий Украины. Отмечено, что реализация стратегии банка приводит к формированию универсального или специализированного банка (корпоративного, розничного, инвестиционного, расчетного и т.п.). ; У статті запропоновано науково-практичний підхід до формування стратегії діяльності комерційного банку в сучасних умовах. Інформаційною базою статті послужили результати дослідження сучасних вчених і статистичні дані НБУ. Визначено, що причиною існування стратегії банку є його місія. У результаті проведеного дослідження обґрунтовано, що основними елементами стратегії є стратегічне бачення, стратегічне планування та стратегія дій банку. Сформульовано визначення стратегії банку. Обґрунтовано підходи до формування стратегії банку: традиційний, конкурсний, інтегративний і зовнішній. Визначено, що частка банку на ринку банківських послуг при певному рівні прибутковості є універсальною стратегічною метою його діяльності. З даної точки зору слідує, що існують три основних шляхи досягнення конкурентної переваги: виявлення таких ринкових сегментів у рамках всієї економіки, де банк може лідирувати; отримання переваг за рахунок впровадження нових банківських послуг; отримання переваг за рахунок ціноутворення. Показано, що стратегія банку пов'язана з вибором моделі корпоративного управління банку, яка, у свою чергу, залежить від особливостей економіки країни. Запропоновано використовувати японськонімецьку модель корпоративного управління банку як найбільш прийнятну для конкретних політико-економічних умов України. Зазначено, що реалізація стратегії банку призводить до формування універсального або спеціалізованого банку (корпоративного, роздрібного, інвестиційного, розрахункового тощо).

This working paper presents the findings and conclusions of a review of the resourcing approach and related actions to implement the World Bank's 2007 Governance and Anticorruption (GAC) strategy. The strategy paper noted that the World Bank Group (WBG) had been 'actively engaged' for at least the past decade in each of the areas of action at the country level as outlined in the strategy. The strategy paper and implementation plan listed a large number of implementation activities. But there was no attempt made, given the Bank's continuous GAC work, to clearly identify: a starting point or baseline of activities that pre-dated the strategy and which would continue to be funded by the existing large Bank budgetary spending on governance work; and a prioritized set of incremental activities that required funding through additional bank budget or trust funds. The strategy paper did not indicate any priority activities for financing; it also did not mention the Bank budget as a source of funding and emphasized non-traditional funding mechanisms (external sources of funding) in general terms for work at the country level.

Following the development of a "Concept Note" for the World Bank Education Strategy 2020, the World Bank engaged in a series of activities to garner feedback about the new strategy. In early 2011, a revised strategy was published entitled, "Learning for All: Investing in People's Knowledge and Skills to Promote Development." The document ranges from explaining the role of education in development to the philosophy behind a new strategy and concludes with details about performance and impact indicators. To bring together the scholarly work and both evidence and expert opinion about the development practices of the Bank, this volume includes chapters/authors with a range of research interests, practical experience, and ideological backgrounds.
