Con la nascita e lo sviluppo della banconota comincia anche la storia delle banche centrali. Il periodo storico che va dalla metà del Seicento alla metà dell'Ottocento può essere considerato come un grande cantiere, nel quale sono state sperimentate le più svariate soluzioni per sostenere la fiducia nella banconota. Principalmente come ha riconosciuto Vera Smith il sistema dell'emissione di banconote tende ad essere organizzato in tre modi differenti: 1) attraverso l'accentramento in un organismo statale; 2) tramite l'attribuzione di un monopolio legale in materia a un ente privato assoggettato a controlli speciali; 3) con il decentramento a una molteplicità di enti privati in concorrenza. Risultato di questa sfida è un prolungato periodo di sperimentazioni durante il quale saranno testate tutte e tre le tipologie individuate da Vera Smith. All'interno di questo processo di sviluppo delle banche centrali si è affermato un modello intermedio. Tale modello, è il modello inglese, che prenderà forma nel 1844 attraverso l'adozione da parte del parlamento britannico del Bank Charter Act. L'analisi del sistema monetario inglese dell'epoca parte da una riflessione sul concetto di moneta come istituzione. Prendendo come punti di riferimento due studi che enfatizzano entrambi l'aspetto istituzionale della moneta. Mettendo a confronto il concetto di tecnologia di pagamento con il dilemma della liquidità è possibile così interpretare la storia delle banche centrali come un processo, innescato dalla banconota convertibile, attraverso il quale sono stati effettuati innumerevoli tentativi di rendere possibile un mercato del credito completamente liquido, ovvero privo di rischi. Al centro di questo processo c'è l'istituzione della Banca d'Inghilterra nel 1694, che permetterà in definitiva all'Inghilterra di fine Settecento di adottare un sistema monetario monometallico, basato sull'oro. Tale sistema di moneta convertibile in oro creerà non pochi problemi ai direttori della Banca d'Inghilterra, che saranno obbligati nel 1797 ad interrompere la convertibilità delle banconote in oro. L'importanza di questa dichiarazione d'inconvertibilità è stata sottolineata dagli innumerevoli dibattiti monetari che hanno caratterizzato tutta la prima metà dell'Ottocento, fino all'adozione del Bank Charter Act del 1844. All'interno del dibattito monetario inglese una figura di spicco come Sir Henry Thornton, aveva già individuato le linee guida dell'odierno central banking, sottolineando l'importanza del «credito di ultima istanza».

The empirical analysis of the effects of government policies on the incentives of economic agents is the leitmotif of the present thesis, with two distinct fields of application. While the first essay mostly contributes to the empirical banking literature, with a focus on the link between implicit guarantees for bank debt and political connections in Europe, the second one contributes to the field of education economics and is devoted to an analysis of the effects of bibliometric-based hiring and promotion schemes in Italian public universities on scholars' productivity. The two essays also share some methodological affinities. First, the two projects exploit two different identification strategies that have the common ambition of isolating and estimating a causal effect of public policies on the outcomes of interest. Second, the two works are characterized by the use of two original datasets, that have been obtained merging multiple sources of data, some of them pre-existing and others that have been hand-collected. Finally, the two essays share the novelty of the research questions they aim to answer, which are relatively unexplored by the existing literature.

Differently from Atkinson and Morelli (2011) who detect no clear link between increases in income inequality and systemic banking crises, we show that a large majority of crises occurred between 1982 and 2008 have been preceded by persistently high levels of income inequality. Such association is robust when considering Gini values for incomes after-tax as well as before-tax and transfers. Moreover, we investigate the pattern of income inequality levels before and after a group of banking crises and the relative levels of income inequality in a large sample of OECD countries that did not experience banking crises between 1980 and 2010.

Since the Neolithic seafaring allowed people to move over long distances. The coasts all across the Great Sea were touched by groups of seafarers that using long boats and coastal cabotage ventured by sea looking for new settlements or obsidian and other raw materials. During the III and first half of the II millennium BC sail navigation and innovations in naval technology rapidly developed in the eastern Mediterranean. This technical advance allowed to shorten distances, but lead seamanship to become a specialised task that required profound knowledge of the sea as an environment. Meteorology, oceanographic conditions and coastal morphology was necessary knowledge required to face the seascape. Most of this phenomenon was both fostered and exploited by the rising important local polities of the Bronze Age and the result was a high degree of connectivity within the eastern basin. More fragmentary appears to be the picture of contemporary maritime connections in the central and western basins, the main areas of interest of this study. Here eastern naval technological innovations will not arrive until the second half of the millennium. However in the same time span as in the east, local more modest, sea routes, begin to emerge. These implied the crossing of large portions of open sea. Despite the risk this type of navigation, favoured the colonisation of remote islands and the spread of local cultures during the copper age, and by the Early Bronze Age some common cultural patterns can be recognised in different regions but overall seafaring remains relevant on a local scale. By the second half of the II millennium BC these two realities began to be increasingly interconnected due to the opening of consistent long-range sea routes. From the XVII to the XII century BC, Aegean material culture and influences spread in the west all along these new sea routes. These were far from static and changed and evolved both in extension and in location of key nodes, leaving conspicuous amounts of traces behind. Starting from these traces, this work aims to investigate the sea routes that emerged during the Bronze Age for navigating in the central and western Mediterranean, how these evolved and expanded throughout the centuries, and what type of contacts and interconnections arose due to these maritime voyages, their nature and their intensity. Furthermore a diachronic study will be attempted by comparing the knowledge acquired on the sea routes of the Bronze Age with the routes and evidences of the Iron Age. The aim of this second part of the study would be to investigate the possible existence of trends and patterns in the choice and drawing of sea routes, surviving in later periods.

Il presente lavoro è mirato a controllare l'asserzione sulla scarsa determinazione dei governi occidentali nel favorire la democratizzazione dei paesi dell'est Europa. L'analisi empirica mostra che la modalità principale di applicazione della condizionalità politica da parte della EBRO è stata lo sbarramento all'accesso verso i regimi autoritari. Tuttavia, non tutte le dittature sono state sanzionate. Un trattamento diverso è stato riservato alla Serbia e Georgia da un lato e ai cinque paesi dell'Asia e all' Azeirbaijan dall'altro.

The collapse of the Soviet Union led to the formation of a new geopolitical reality in the post-Soviet space with the emergence in 1991 of five new independent states in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) and a complete transformation of their political and economic systems. The purpose of this study is the institutional and socio-economic evolution of the Central Asian region (CAR) and its states after Chapter I defines geographically the different possible boundaries of the Central Asian region, which over the centuries were part of different empires, kingdoms, and states, and the population of which historically de jure and de facto never had their independent national statehood until 1991. The study also focuses on the consequences of the policy of the ethnic and territorial division adopted in the Soviet era in Central Asia on the current political instability in the region. The chapter analyzes the features and results of the transformation of the Soviet political system into a Western democratic system in the CAR. Why did Central Asian countries abandon communism for democracy, then turn to authoritarian rule? This paper proposes a theoretical framework, which discusses the durability and sustainability of the super-presidential regimes in the region, and the key factors that have largely determined the failure of a democratic transition in all five post-Soviet Central Asian states. Special attention is given to the issues of political legitimacy of the current authoritarian regimes and the prospects of further democratic modernization. Chapter II is devoted to an analysis of the main features and results of the socio-economic transformation of the Soviet planned economy to a market economy in Central Asian states. The research area includes an analysis of the structural changes in the five Central Asian economies. State capitalism and critical dependence on external factors have become today the main common features of all these economies. In particular, the second chapter describes the restrictions imposed on the Central Asian commodity and labor exported economies and the protectionist policies adopted by national governments. Protectionist policies are aimed at reducing the economies' vulnerability to external shocks, which are due to the high sectorial and geographical concentration of exports, significant migrants' remittances and consistent inflows of foreign direct investments. The chapter discusses the issues of regional cooperation and integration and the perspectives of sustainable economic development in the states of Central Asia. Finally, this study highlights the emerging challenges associated with the intersection of the competitive multidirectional interests of the major world powers, which consistently expand and strengthen their control over the natural resources of the CAR. Through different economic instruments, such as providing loans and investments, or the formation of alternative macro-regional integration projects in Eurasia, they seek to achieve their ambitious strategic objectives in Central Asia.

In this essay, the author, starting from the deep link between technology, education and teaching, seeks to define a vision of "digital" as an enabling tool and theory to change the school and society, focusing on the role that can have the new digital technologies in the school environment for the creation of a new democratic project. This Review focus, pointed towards the subject of the organization, has triggered a heated debate with original discussion topics about the traits and models that governments assume (or should assume) both in the public and private sphere. The no longer exploratory theorization, that focuses on popular sovereignty as a construction and finalization criteria for republican institutions, finds other important declinations, such as in the duty of the administrative action's organization or as fundamental opposition to any higher-order project that is not conform to the systematics originated from the normative dimension of the person. This is the background in which it is possible to reconstruct a recent story, characterized by two deep crisis (the first of a financial nature and the second concerning health) that determined, in a decade, profound changes, also in organisational terms, with common interesting traits. The analysis below focuses on the selected structures for the monetary and credit government, with the aim, on the one side, of giving summary of the main innovative governance and regulation mechanisms introduced recently in the EU, and, on the other side, of illustrating the main critical aspects emerged from the point of view of their operation and of the correct functional exercise. Even if it is still an evolving phase, the revealed models show coordination and uniformity limits in the operation, relatively difficult to solve: for those reasons, it is proposed, next to the operation and the function, a third analysis parameter to identify external purposes from the mercantilistic[1]economic horizon. A perspective, where the protection of fundamental rights of the person has been made center of any economic policy, means assuring an alignment of the base principles of any Charte and Treaty, and ensures also a guarantee of stability of the system itself – compared to the dynamism of economic activities – insofar as this last accepts and is inspired from the reality to whom it is directed. ...

Un corretto ed ordinato sistema dei pagamenti costituisce condizione essenziale per la stabilità e l'efficienza del sistema finanziario, per il buon funzionamento dei mercati e per la conduzione della politica monetaria. L'intero sistema dei pagamenti italiano è evoluto in direzione di più elevati livelli di efficienza ed efficacia, in un contesto di progressiva armonizzazione e cooperazione sovranazionale, quale condizione per lo sviluppo di un sistema integrato dei pagamenti europeo; il presente articolo pertanto delinea, seppure a grandi linee, il quadro evolutivo del sistema dei pagamenti nazionale, avuto riguardo agli aspetti istituzionali, economico-finanziari e regolamentari. ; This paper aims to examine the evolution of the Italian payment system in the last decades, with reference to the institutional, economic, financial, and regulatory aspects. A proper and well-functioning payment system is an essential condition to ensure a stable and efficient financial system, well-functioning financial markets, and an effective monetary policy. The Italian payment system has evolved to higher levels of efficiency and efficacy, in a perspective of a progressive cooperation and harmonization that aims to develop an integrated European payment system.

Il lavoro consiste nell'elaborazione di dati georadar (GPR) acquisiti nell'area compresa tra il Monte Vioz (3645 m slm) e Punta Linke (3625 m slm), nel gruppo dell'Ortles Cevedale (Alpi Centrali), allo scopo di caratterizzare il contesto glaciologico e geoarcheologico di un'area interessata da strutture antropiche realizzate nel corso della Prima Guerra Mondiale ("Guerra Bianca", 1915-1918). L'area si colloca alla testata di uno dei sottobacini orientali che alimentano il Ghiacciao dei Forni, il più esteso ghiacciaio vallivo delle Alpi Italiane. Un primo obiettivo consisteva nella definizione dell'andamento del substrato roccioso che sorregge il ghiacciaio, al fine di valutarne lo spessore in questa zona di testata. Un secondo obiettivo, di più marcato interesse geoarcheologico, era rivolto alla ricerca di evidenze associabili a strutture antropiche sepolte. Sulla base di indizi storici, infatti, si ipotizzava l'esistenza di installazioni militari dell'esercito Austro-Ungarico correlabili con le costruzioni portate alla luce nel corso di uno scavo archeologico condotto presso Punta Linke. Le ricerche, avviate nel 2006 dal Museo della Guerra di Pejo e condotte dalla Sorpintendenza Archeologica della Provincia Autonoma di Trento, hanno permesso di recuperare e preservare sia costruzioni sia reperti risalenti alla Grande Guerra. Questo lavoro di tesi è inserito in questo progetto di recupero della memoria storica degli eventi bellici e di valorizzazione dei reperti ritrovati. Le indagini GPR sono state condotte nelle estati del 2010 e 2011: la prima campagna, preliminare, ha portato all'acquisizione (da parte di altro personale coinvolto nel progetto) di 6 profili utilizzando antenne da 75 MHz e 200 MHz. Le linee sono state processate dal candidato in modo tale da progettare una nuova e più fitta campagna che si è svolta l'anno successivo (Agosto 2011). L'antenna da 200 MHz non è stata usata nella campagna del 2011 in quanto raggiungeva una profondità minore ricevendo un segnale molto più disturbato di quello dell'antenna a 75 MHz, anche a causa delle condizioni del manto nevoso. Sulla base delle riflessioni più importanti osservate nei profili del 2010 e non correlabili al substrato roccioso è stata progettata anche una griglia a maglie quadrate di 3 m di lato, per un'analisi 3D della sottosuperficie. La fase di acquisizione è stata integrata da un rilievo topografico finalizzato al posizionamento dei profili radar da acquisire. Il settaggio dello strumento è stato fatto in modo da bilanciare la necessità di illuminare il substrato roccioso con quella di avere un buon segnale all'interno della massa glaciale per evidenziare eventuali tracce di strutture. Il processing dei dati è stato effettuato tramite un pacchetto software implementato dal Dr. Roberto Francese (Istituto di Oceanografia e Geofisica Sperimentale, TS) basato sul linguaggio Seismic Unix© e tramite software di imaging 3D per diagnostica medica. L'interpretazione è stata condotta linea per linea evidenziando e correlando le varie riflessioni trovate. I risultati sono discussi e interpretati criticamente, anche per affinare la metodologia Georadar in contesto glaciale e per suggerire anche altre metodologie d'indagine da affiancare ai rilievi GPR per ottimizzare l'interpretazione delle strutture individuate per fini geoarcheologici.
