The article considers the tendencies of citizens' trust in the central bank in Ukraine as well as in the countries of the European Union as a whole. The main reasons for reducing the level of trust to this institution are revealed. The importance of public trust in the activities of the central bank is determined. The necessity of ensuring a sufficient level of trust in central banks in the context of providing independence in the course of realization of monetary policy and establishing the limits of its legitimacy is proved. The main factors that influence the formation of citizens' trust in the central bank are determined – macroeconomic - GDP growth per capita, unemployment rate, inflation as well as social factors. The consequences of the influence of each factor on the trust in the central banks are revealed and summarized
The article is devoted to the study of the ways of economic rehabilitation of insolvent banking institution. A special place in the work belongs to the issues of establishment and sale of a transitional bank as a means of bringing the activity of an insolvent bank to the requirements of economic standards. Attention is drawn to the debatable nature of the economic and legal subjectivity of the Deposit Guarantee Fund of Ukraine in the stated procedure. Among other things, the characteristic of economic standards of banking activity is given and the importance of liquidity assessment in the systemic characteristic of the bank is noted. It is pointed out that the procedure for setting up and selling a transition bank is in line with the EU standards as for the rehabilitation of credit institutions and the withdrawal of them from the market. Critical attitude to the legislative approach is maintained, and it is noted that bankruptcy procedures for banks cannot be in sharp conflict with general bankruptcy procedures regulated by the Bankruptcy Code of Ukraine. It is emphasized as the positive moment that there was no withdrawal of any bank - resident of Ukraine from the market due to the insolvency in 2019. Specific features of the legal status of the transitional bank include, in particular: simplified setting up and licensing procedures; specifics of formation of authorized capital; specifics of application of economic standards; specifics of the transfer of assets and liabilities and, finally, specifics of taxation. The investor's compliance with these obligations in this part causes termination of the Fund's participation in the respective legal relations and, accordingly, full restoration of the bank's economic turnover in the financial services market.
Researched the scientific content of the compliance economic category; the interrelation of operational risk, information security risk and compliance risk; improved aspects & implementation of practical compliance system in domestic and foreign banks. Scientific innovation of this research that:were systemized the basic principles and approaches to formation of the compliance system in the bank, extracted basic functions of the compliance system, which ensures the unification of approaches to the integration and implementation of compliance system in the bank; were identified and classified basic compliance risks systematized in the primary Catalogue of compliance risks of Bank.The practical importance is in the results, those are focused at the optimization of the formaing process and the integration of the effective system of compliance in the banking institution to improve the economic security of the banking sector of Ukraine.
The article analyzes the key aspects of commercial bank lending operations in the post-crisis banking system recovery phase.In order to ensure stable economic growth, it is important to help increase lending to the real sector of the economy, since by increasing the volume of granted loans by 10%, experts estimate that it is possible to get 2% of GDP growth. Therefore, it is important and at the same time difficult to ensure an active resumption of corporate lending. The strategic goal of the National Bank of Ukraine and the Government is to restore real sector lending in the near future and will be a major factor in economic growth. The purpose of the article is to conduct a comprehensive analysis of the field of bank lending to identify major weaknesses, obstacles that do not allow to achieve the desired economic effect.A structural analysis of the active operations of commercial banks was conducted to identify major obstacles and identify potential drivers of credit recovery. It was revealed that during the period under review for 2016-2019, assets grew due to the following factors: exchange rate revaluation of bank balance sheets and growth in consumer lending. In the structure of active operations, lending prevails, which is a reflection of the business model chosen by banks. The share of loans granted on bank balances ranges from 56 to 64% and reflects a downward trend.If you look at the structure of the loan portfolio by maturity, it should be noted that short-term loans predominate. This situation is caused by the fact that consumer lending is growing rapidly, and in this segment loans are granted for a period of mostly up to 1 year. In recent years, there has been a trend towards an increase in the volume of loans to individuals. As of 01.09.2019 is 20.92%. This structure of the loan portfolio is not yet a threat to systemic stability, but banks should carefully and conservatively reserve for such loans.The main factor contributing to economic growth is the resumption of lending to the real economy. The current situation in this segment is such that it is not possible to achieve this quickly. The main disadvantages that prevent this are the following. A significant proportion of non-performing loans on banks' balance sheets. Absence of sufficient quality solvent borrowers. Unstable macroeconomic situation. Insufficient protection of the rights of creditors, borrowers. The aim of the research is to substantiate the approach to the development of models for managing the effectiveness of the regional informatization program implementation in the context of the development of information society on the basis of program-target budgeting, for as the worldwide experience testifies to the dependence of economic growth in the region on its level of informatization. Monitoring the implementation of state targeted programs in Ukraine indicates their low efficiency, which outlines the relevance of the research topics. In the process of scientific research the following scientific methods and theories have been applied: analysis (for understanding of tendencies and current state of regional informatization in Ukraine), knowledge engineering (for structuring the process of research and field of knowledge of the problem), system analysis (for structuring the conceptual model of the problem of regional informatization programs management efficiency), program-target budgeting (for outlining the set of parameters of the conceptual model of the problem), synthesis and set theory (for formalization the conceptual model of the problem of managing the regional informatization programs efficiency). The components of the conceptual model are formally described with the use of the set theory. Banks in market conditions can be very positive and a negative impact on economic activity , however, to ensure reliable and stable operation of the banking system is not possible without isolation of threats that affect the banking institutions . The article deals with the study on the legal status of the National Bank of Ukraine (NBU) on the basis of the current Ukrainian legislation. The relevance of the article is determined by the extremal importance of the state financial activity bodies and outdated scientific works on the issue studied because of the change of the relevant legal norms. The author reveals the historical and legal aspects of the central banks' functioning in general and the Ukrainian central banks, in particular, and concludes that the NBU is a state central bank created by the world-wide practice of building a two-tier banking system succeeding with similar bodies in the historical dimension. The basis of the study is the selection and classification of the (1) functions, (2) competencies, (3) structures of the National Bank of Ukraine and 4) distribution of powers of the NBU between its governing bodies on the basis of the current legislation of Ukraine (in particular, the Constitution of Ukraine, the Law of Ukraine "On the National Bank of Ukraine", the Statute of the NBU) and scientific papers. The author substantiates that the NBU has a dual nature, combining administrative and managerial and property-economic elements; carries out in particular realization, accounting, constituent, supervisory functions, analysis function; has a centralized structure with a vertical subordination. The article analyzes the distribution of power between the Board, the Council and the Chairman of the NBU in detail. The author notes that, in general, the Council of the NBU produces general and theoretical guidelines for the activities of the NBU and the banking system as a whole; The Board of the NBU manages its operations; The Chairman of the NBU performs representative functions and bears personal responsibility for the NBU's activities. The article considers bank lending to corporate clients in Ukraine overcoming the issues related to economic cycles. The dynamics of gross domestic product, total assets, and credit portfolios of Ukraine's banks over the period between 2012 and 2016 is analyzed. The changes in the composition of bank loans to non-financial corporations are analyzed in terms of scheduled payments, forms of currencies, target allocation and economic activities. Additionally, the dynamics and composition of residents' deposits mobilized by deposit-taking corporations are considered in terms of scheduled payments over the above period. The major factors that hinder the recovery of bank lending to corporate clients are identified. It is highlighted that the main obstacles to the development of banking lending to corporate clients in Ukraine in times of economic cycles are as follows: high interest rates; a significant percentage of unprofitable enterprises and loan arrears in bank loan portfolios; an increase of non-performing loans (NPL); the fact that banks, having sufficient liquidity for lending to economy-boosting projects, prefer to purchase government securities; corrupt practices of granting loans to affiliated companies (insider loans). The percentage of unprofitable enterprises in Ukraine in 2016 is determined and analyzed by type of economic activity. Based on the analysis performed, some assumptions are made about the trends of the development of bank lending to corporate clients in Ukraine and proposals on further harmonization of bank lending to corporate clients in times of economic cycles are set out.
. Introduction. In this study, we are talking about the employees of the bank, directly working with customers, and whose purpose is to satisfy the needs of customers. It is known that in the process of planning, selection, motivation and training of personnel, the owners, managers and personnel services of banks usually proceed from their own ideas about the importance of each of the personal competences of employees. Therefore, the study was required to determine the personal competencies of the "ideal" employee of the bank, which can ensure a high level of customer loyalty and high economic performance of the bank. Determining the personal competencies of an ideal bank employee is useful in implementing the personnel policy of banking institutions when planning, selecting, motivating and training personnel working in contact with clients.Purpose. The purpose of the study was to determine the personal competencies of the ideal employee of the bank working with clients.Methods of research. The main methods of research were questioning and statistical processing of questionnaires. The questionnaire included 33 competences. Competences of the ideal employee of the bank were divided into 3 groups in accordance with the EU educational standards: personal; social; knowledge and skills in the professional sphere.Results. It was the analysis of personal competencies for the ideal Bank employee working in contact with clients. The study was performed by the method survey of three groups of respondents in Poland. Obtained three main personal competencies: honesty, responsibility, good communication skills. The resulting list of competencies is useful to banking institutions for planning, selection, motivation and training of personnel, working in contact with clients.Conclusion. The generalization of the data showed three personal competences of the ideal employee of the bank that directly works with clients from the point of view of respondents: honesty, responsibility, sociability. Thus, in the list of personal competencies of an ideal employee of the bank, according to respondents, the following competences were included:- "Communicative skills", obtained in higher education institutions or acquired in the process of training at trainings,- two problem competence "Honesty", "Responsibility". Competence "Responsibility" can be trained at trainings of the new generation. The competence of "Honesty" in reality is very difficult to train.

In this article the author reveals the actual problems of the banking system of Ukraine in the current economic situation, in particular against the background of the massive reduction in the number of banks in the period from 2014 to 2016, a blow to financial stability. In addition, this article analyzes the main legislative changes, aimed at preventing abuse by banking system participants. Suggestions were also made to improve the legislation of Ukraine regarding the development of effective mechanisms to prevent the withdrawal of funds from the banking system of Ukraine, as well as to hold them accountable for these actions. The relevance of the research topic is due to the fact that the effective functioning of the banking system is one of the most important components of sustainable development of the country's economy. The development of social and political events causes the emergence of new legal relationships, which in turn create the grounds for the emergence of new types of legal responsibility and the application of new response measures. These reasons necessitate a thorough analysis of new legal relationships in the field of banking, detailed clarification of their content. The author conducted a thorough research and analysis of legislation, doctrine and case law in order to find out the causes and possibilities of cases of withdrawal of funds from the banking system of Ukraine. Based on the above analysis, the author has developed proposals to improve the legislation of Ukraine on the development of effective mechanisms to prevent withdrawal of funds from the banking system, as well as to hold accountable for these actions. When the business strategies of banks are defined in Ukraine, its participants and government regulators will be able to form the most effective market environment in the future. The article is devoted to the analysis of the current state of problem loans, the reasons for the appearance of problem loans in banks with state participation in Ukraine are identified. The share of problem loans in the banking system of Ukraine in general and groups of banks in particular is analyzed. The article explores the features of managing troubled loans and identifies the factors of the occurrence of troubled bank debt. Given the global experience in regulating the credit sector, it is advisable to identify the following ways of managing domestic banks' problematic debt: forming a single credit registry for banks; the use of innovative technologies and techniques to assess customer solvency, extension of the practice of buying bad loans by collecting companies, application of factoring (the creation of a single company - a redevelopment bank from the NBU is urgent, but discussion of this issue at the national level is still ongoing). Particular attention should be paid to the introduction of new mechanisms for the sale of distressed loans to specialized financial companies through the use of existing or creation of new institutions, such as bridgebank, bad bank, AMC (asset management company), etc.; formation of sufficient amounts of debt reserves; selecting and implementing a model for restructuring distressed assets in the banking sector, such as setting up a distressed assets bank or a transition bank (involving government or private investors); simplification of mechanisms of sale, transfer, write-off of assets, including in the framework of pre-trial procedures; strengthening the supervision of banks and introducing the same system for non-banking institutions. Finding opportunities to manage problematic bank loans is one of the major priorities for further research in this area. ; Статья посвящена анализу современного состояния проблемных кредитов, определены причины, обуславливающие появление проблемных кредитов в банках с государственным участием в Украине. Проанализировано долю проблемных кредитов в банковской системе Украины в целом и в группах банков в частности. В статье исследованы особенности управления проблемными банковскими кредитами и определены факторы возникновения проблемной задолженности банка. Поиск возможностей для управления проблемными кредитами банков является одним из основных приоритетов дальнейших исследований в данном направлении. ; Стаття присвячена аналізу сучасного стану проблемних кредитів, окреслено причини, що обумовлюють появу проблемних кредитів у банках з державною участю в Україні Проаналізовано частку проблемних кредитів у банківській системі України загалом та в групах банків зокрема. У статті досліджено особливості управління проблемними банківськими кредитами та визначено чинники виникнення проблемної заборгованості банку. Пошук можливостей для управління проблемними кредитами банків є одним з основних пріоритетів подальших досліджень у даному напрямку.
