The Basque Country
Reports from the newspaper EGIN (N = 887 protest events) are drawn on to explore changes in Basque environmental protest, 1988-1997, when environmental issues delinked from the national question. Protest over the Leizaran motorway accounts for the 1990/91 peak in number of protests; EGIN's nationalist coverage gave it prominence as well. The spatial distribution of protest incidents is further elaborated before addressing the local nature of Basque environmental protest & the provincial character of the issues around which people mobilized & institutions at which such protests were targeted. As noted, transport was a leading protest issue, seconded by construction; overall, Basque protest has an antidevelopmentalist slant. Protest was much more demonstrative than confrontational or violent & involved a high number of organizations as befits the local nature of the protests; the link between organizations & issues is briefly looked at. In terms of innovation, a shift toward media communication & away from direct action is evident; although spectacular forms of action did occur. More attention is given to the increasing trend in environmental protest localism, focusing on the Leizaran (1990/91) & Itoiz (1996) conflicts. In closing, the institutionalization of the environmental movement is touched on, contending that the situation in the Basque Country does not quite fit such a model. 6 Tables, 2 Figures. J. Zendejas
