U radu je prikazano iskustvo medijatora u procesu obiteljske medijacije u slučajevima partnerskog nasilja na temelju rezultata istraživanja provedenog u sedam centara za socijalnu skrb u kojem je sudjelovalo dvanaest stručnih radnika s odgovarajućom edukacijom za provođenje obiteljske medijacije. Svrha istraživanja je bila opisati i analizirati iskustva medijatora u procesu obiteljske medijacije s partnerima koji su imali iskustvo nasilja te utvrditi mogućnost njene primjene u takvim slučajevima. Korišten je kvalitativni pristup, a pri analizi prikupljenih podataka primijenjen je postupak tematske analize. Rezultati istraživanja pokazuju da medijatori ističu neke specifičnosti upravljanja procesom medijacije s partnerima koji su imali iskustvo nasilja po pitanju sigurnosti procesa, uspostave ravnoteže moći i konstruktivnog dijaloga strana u medijaciji, što zahtijeva od medijatora primjenu određenih tehnika i vještina. Također, rezultati istraživanja govore u prilog tome da medijatori percipiraju mogućnost provođenja obiteljske medijacije s partnerima koji su imali iskustvo nasilja pri čemu pored temeljnih pretpostavki za provođenje medijacije ističu nužnost uvažavanja i specifičnih pretpostavki poput vremenske distance od nasilja, utjecaja nasilja na žrtvu, stvaranja sigurnih uvjeta, dobre educiranosti medijatora te primjene nekih procedura koje bi trebalo provesti po pitanju procjene nasilja, sigurnosti i odabira modela medijacije. ; The paper presents the experience of mediators in the family mediation process in the cases of violence in partner relationships based on the results of a research conducted in seven social welfare centres in which twelve experts adequately trained for the implementation of family mediation participated. The aim of the research was to describe and analyse the experience of the mediators in the family mediation process with the partners who had experienced violence and to determine the possibility of its application in such cases. The qualitative approach was used, and the procedure of topic analysis was used. The research results show that the mediators point out some specific features of the management of the mediation process with the partners who have experienced violence with regard to the safety of the process, establishment of the balance of power and a constructive dialogue of the parties in mediation, which demands the mediators to apply certain techniques and skills. Additionally, the results of the research indicate that the mediators perceive the possibility to implement family mediation with the partners who have experienced violence and that, apart from the basic prerequisites for the implementation of mediation, they emphasise the necessity to recognise the specific prerequisites, such as the time distance from violence, the influence of violence on the victim, creation of safe conditions, good level of the mediators' education and the application of some procedures which should be conducted in terms of the assessment of violence, safety and selection of the mediation model
Problem je ovoga istraživanja nedovoljno učinkovit način obrazovanja vođa u poslovnim školama. Iako je potreba za vođama u svijetu sve veća, vjeruje se da je neadekvatno obrazovanje u poslovnim školama doprinijelo sustavnom nedostatku vodstva, što je dovelo do financijske i moralne globalne krize. Smatra se da poslovne škole u svojim obrazovnim programima premalo pažnje posvećuju etici i sustavu vrijednosti. Međutim, uz univerzalne principe vodstva, svako društvo i kultura moraju definirati svoje potrebe vodstva i "otkriti" svrhu, način djelovanja i upotrebu moći. Stoga je cilj ovoga istraživanja izraditi prijedlog učinkovitog kurikuluma za obrazovanje vođa u hrvatskim poslovnim školama. Šira je društvena svrha aktualizacija teme vodstva i obrazovanja za vodstvo kao nasušne potrebe hrvatskog društva na svim razinama. Za potrebe teorijskog dijela rada provedeno je sekundarno istraživanje znanstvene i stručne literature, stranih i domaćih autora. Objašnjeni su pojam, definicije i karakteristike vodstva te iznesen povijesni pregled raznih teorija i pristupa vodstvu. Naveden je kratki pregled istraživanja o učinku kulture i njezinom utjecaju na obrazovanje za vodstvo. Opisan je primjer dobre prakse u kreiranju i praćenju uspješnosti obrazovnih politika i strategija te neki obrazovni programi vodstva i njihov utjecaj na razvoj vođa. Na temelju spoznaja dobivenih iz provedenog sekundarnog istraživanja, kreiran je prijedlog kurikuluma za obrazovanje vođa koji nedostaje u Hrvatskoj. Predloženi višeslojni model temelji se na multidisciplinarnom znanju utemeljenom u tradiciji poslovnih škola i humanističkih znanosti, tako da potiče razvoj analitičkih, konceptualnih, međuljudskih i praktičnih vještina. Posebna je važnost dana praksi, coachingu i mentorskom pristupu kao alatima pomoću kojih se studentima omogućava iskustveno učenje. Inovativnim vježbama i praksom studente se priprema da budu transformacijski vođe koji će znati učinkovito komunicirati viziju i misiju svojim suradnicima i sljedbenicima. Posebno je naglašena globalna perspektiva i potreba za integracijom etike i sustava vrijednosti u svaki dio obrazovnog procesa. ; The focus of this study is on leadership education in business schools which is not effective enough. Although the global demand for leaders is growing, it is believed that the inadequate education in business schools contributed to the systemic failure in leadership that led to the current global financial and moral crisis. It is thought that business schools do not pay enough attention to ethics and the system of values. However, in addition to the universal principles of leadership every society and culture has to define their own leadership needs in order to 'discover' the purpose, mode of operation and use of power. Therefore, the aim of this research is to propose an effective curriculum for leadership education in Croatian business schools. A broader social objective is to promote the topic of leadership and education for leadership as the fundamental need of the Croatian society at all its levels. Secondary research of scientific and professional literature by Croatian and other authors was conducted for the theoretical part of the paper. The concept, definitions and characteristics of leadership are explained and a historical overview of various leadership theories and approaches is given. The paper gives a short overview of the research on culture and its impact on leadership education. An account of good practice is given concerning the establishment and monitoring of educational policies and strategies and some educational programmes for leadership and their influence on the development of leaders. A curriculum proposal is formulated for the education of Croatian leaders on the basis of insight gained from the secondary research. The proposed multilevel model is based on the multidisciplinary knowledge founded in the tradition of business schools and humanistic sciences so that it stimulates the development of analytical, conceptual, interpersonal and practical skills. Special importance is placed on practice, coaching and mentoring as the tools for students to learn from experience. By means of innovative assignments and practice students are prepared to become transformational leaders who will be able to effectively communicate the vision and mission to their co-workers and followers. Global perspective is emphasised as well as the need to integrate ethics and the system of values in every aspect of the educational process.
Dobro mentalno zdravlje sastavni je dio općeg zdravlja populacije i dobrobiti te pridonosi kvaliteti funkcioniranja pojedinaca, obitelji i zajednica. U novijim se dokumentima Europske unije na mentalno zdravlje gleda kao na preduvjet socijalnog i ekonomskog razvoja nekog društva. Sukladno tome, uloga je donositelja odluka i odgovornost raznih pomažućih profesija da djeluju na socijalne determinante koje utječu na mentalno zdravlje građana. Cilj je ovoga rada predstaviti suvremeno interdisciplinarno područje promocije mentalnog zdravlja te ponuditi prikaz literature o promociji mentalnog zdravlja, polazeći od povijesnog razvoja područja, temeljnih koncepata pa do preporuka za kreiranje programa. Rad rasvjetljava razlike i preklapanja područja promocije mentalnog zdravlja i prevencije mentalnih poremećaja. Promocija je usmjerena na pozitivno mentalno zdravlje, a njezin je glavni cilj jačanje snaga i kompetencija, dok je prevencija usredotočena na smanjivanje rizičnih čimbenika te specifične poremećaje, a cilj joj je smanjiti učestalost, rasprostranjenost i ozbiljnost određenih problema. S obzirom na recentne međunarodne preporuke koje govore da bi se mentalnim zdravljem trebale baviti svi sektori te razne socijalne politike, a ne samo zdravstveni sustav, rad donosi temeljne modele kako bi se pridonijelo istoznačnom razumijevanju pojmova kod različitih pomažućih profesija. Promocija mentalnog zdravlja, koja je multisektorska, obuhvaća aktivnosti i programe za podršku roditeljstvu, za djecu i mlade u obrazovnom sustavu, za područje socijalne i zdravstvene skrbi, kvalitetu života u zajednici i na radnom mjestu. Kako je riječ o interdisciplinarnom području, radom se želi utjecati na znanstveno-stručnu raspravu srodnih disciplina. ; AbstractGood mental health is an integral part of population's general health and well-being that contributes to the quality of functioning of individuals, families and communities. In newer European Union documents, mental health is perceived as a prerequisite for the social and economic growth of each society. According to that, the role of the decision makers and the responsibility of various helping professions is to act towards social determinants which influence mental health.The aim of this paper is to present modern interdisciplinary area of mental health promotion through the review of the literature, starting from the historical development of the area, basic concepts and guidelines for program development. The paper highlights the differences between mental health promotion and prevention of mental disorders. Promotion is connected with positive mental health, and its main goal is strengthening protective factors and competencies. Prevention, on the other hand, aims to reduce risk factors and specific disorders to diminish incidence, prevalence, and seriousness of problems.Regarding recent international developments, which state that mental health should concern various sectors and social policies, not just health sector, this paper brings basic models to contribute to the mutual understanding of the terminology within different professions. Multi-sectoral mental health promotion involves activities and programs for supporting parenthood, and children and youth in the education system, while the area of social welfare and healthcare concerns with the quality of life in a community and within a work place settings. Regarding the interdisciplinary nature of the area, this paper wants to contribute to the scientific and professional discussion of various disciplines which are included. ; Buena salud mental forma parte de la salud general de una populación y del bienestar. Además, contribuye a la calidad del funcionamiento de individuos, familias y comunidades. En los documentos recientes de la Unión Europea la salud mental se considera un requisito previo del desarrollo social y económico de una sociedad. En consecuencia, el papel del tomador de decisiones y la responsabilidad de diferentes profesiones ayudantes es influir en las determinantes sociales que influyen en la salud mental de los ciudadanos. El objetivo de este artículo de revisión es presentar el área interdisciplinaria contemporánea de la promoción de la salud mental y presentar la bibliografía que abarca dicho tema, partiendo del desarrollo histórico y conceptos básicos, hasta llegar a las recomendaciones para crear un programa. El trabajo aclara las diferencias y puntos comunes de las áreas de la promoción de la salud mental y la prevención de trastornos mentales. La promoción está enfocada en la salud mental positiva, y su objetivo principal es fortalecer el poder y las competencias, mientras que la prevención se enfoca en disminuir los factores de riesgo y trastornos específicos, y su objetivo es disminuir la frecuencia, difusión y severidad de ciertos problemas. Como las recomendaciones internacionales recientes afirman que a la salud mental deberían dedicarse todos los sectores y diferentes políticas sociales, y no sólo el sistema sanitario, el trabajo expone los modeles básicos para contribuir a la comprensión idéntica de los términos usados por diferentes profesiones ayudantes. La promoción de la salud mental es multisectorial y abarca actividades y programas para apoyar a los padres, niños y jóvenes en el sistema educativo, para la asistencia social y sanitaria, calidad de la vida, tanto en la comunidad, como en el puesto de trabajo. Como se trata de un área interdisciplinaria, con este trabajo se quiere influir en el debate científico de disciplinas relacionadas.
Teritorijalna rasprostranjenost samoupravnih lokalnih zajednica od bitnog je značenja za njihovo uspješno djelovanje. Za Sloveniju su tijekom povijesti karakteristična veoma različita rješenja uređenja samoupravnih lokalnih jedinica, a poznavanje tog uređenja može ponuditi značajne podatke pri prosuđivanju rješenja za sadašnjost i budućnost. Najsloženije pitanje budućeg dograđivanja sustava lokalne samouprave u Sloveniji, po mišljenju autora, jest uspostava pokrajina. Autor posebice ističe daje svakoj značajnijoj promjeni potreban kompleksan i konceptualan pristup. ; There is a uniform standpoint that local self-government is an essential element of democratic order, but there are significant differences in its implementation in particular countries which are also evident in the territorial structure of local self-government units. In Slovenia, in different periods in the past (after 1849 when the first legislation in this area was passed within Austria-Hungary) there were great differences with regard to the kind and number of local self-government units. Thus before the First World War there were more than 1,200 municipalities, and in the period between the two world wars in the Slovenian part of the Kingdom of Yugoslavia (particularly after the land consolidation in the Drava Province (Banovina) in 1933) the number of municipalities was considerably reduced - to 362 (after the land consolidation in 1926 and 1927). The number of municipalities which were at that time within the Kingdom of ltaly was also reduced - to 62 municipalities. After the Second World War, the number of municipalities, that is localities which were organized according to the world model of government, was significantly increased. After the establishment of the "socialist community" as a commune, which represented a specific "socio-political and economic community" in the socialist self-management system of that time and whose tasks were primarily to carry out deconcentrated state activities, the number of municipalities was considerably decreased (in 1952 to 370, in 1955 to 130 and in 1965 to 62). After the recognition of the Republic of Slovenia as an independent state (in 1991 ), foundations for the introduction of the system of local self-government comparable to Europe were established by passing the new Constitution and the Local Self-government Act, as well as other regulations (and later also by ratification of the European Charter of Local Self-government). It has been shown that in Slovenia, like in other countries, according to the political (but also the professional) point of view, municipalities have to be large enough in order to perform local activities efficiently and economically and ensure a high standard of public services, but at the same time small enough in order to enable citizens to cooperate more closely in pursuing their interests and offer them a possibility to influence decisions. After new municipalities (147 of them in 1994 and 45 more in 1998) have been established, it can be said that the new System of self-government has started operating properly. The most complex issue of developing the system of local self-government in Slovenia will be the establishment of larger local self-government units - provinces. Among other things, because the Constitution contains a specific provision according to which provinces are established on the basis of independent orientation of municipalities, which voluntarily associate in order to regulate and perform local activities of wider significance
Modernizacijski procesi na svim razinama koji su se odražavali na svakodnevni život i bili glavnim uzrocima reforme života, društvenih, kulturnih i pedagoških pokreta europskog fin de sièclea reflektirali su se i na Hrvatsku, osobito na njezina urbana područja. Europska je reformna pedagogija sa svojim glavnim predstavnicima i koncepcijama, barem na informativnoj razini, dopirala do hrvatskih učitelja. Začetnici reformne pedagogije u Hrvatskoj su zagrebački učitelji Vjekoslav Koščević i Ivan Tomašić. Njihova reformska nastojanja manifestirala su se u istupima protiv herbartovske pedagogije, u prikupljanju iskustava i spoznaja o reformnim pedagoškim pokretima u srednjoeuropskim zemljama i njihovoj implementaciji u vlastitu pedagošku praksu te u pokušajima organiziranog promicanja ideja reformne pedagogije kroz Hrvatsko društvo za unapređenje uzgoja i časopis Preporod. Brojni su učitelji i učiteljice osluškivali puls početka "stoljeća djeteta" i diskretno prilagođavali svoju pedagošku praksu novom duhu. Nakon Prvoga svjetskog rata – u novoj državnoj zajednici Kraljevini Srba, Hrvata i Slovenaca (od 1929. Kraljevini Jugoslaviji) – hrvatski su se učitelji angažirali na području praktične školske reforme odnosno didaktičko-metodičke obnove, koja je značila nastavak procesa započetog prije Prvoga svjetskog rata. Radna škola kao glavni cilj didaktičko-metodičke obnove postala je tridesetih godina 20. stoljeća i službeno pedagoško usmjerenje, pod snažnim uplivom prosvjetne politike i ideologije ondašnje jugoslavenske države. Funkciju učiteljskih ferijalnih tečajeva radne škole, kao modela stručnog usavršavanja učitelja za novu školu, od sredine tridesetih preuzimaju državne ogledne škole. Glavni predstavnici pokreta radne škole u Hrvatskoj bili su: Ante Defrančeski, Josip Demarin, Mate Demarin, Salih Ljubunčić, Marijan Markovac, Zlatko Špoljar, Stjepan Zaninović i drugi. Tijekom dva međuratna desetljeća u Hrvatskoj se profiliraju akademski obrazovani pedagozi, teoretičari koji su se bavili ključnim pitanjima pedagogije kao (duhovno)znanstvene ili filozofijske discipline i istodobno održavali vezu s aktualnom pedagoškom zbiljom i kritički upozoravali na neke negativne pojave u praksi nove škole: Stjepan Matičević, Pavao Vuk-Pavlović, Stjepan Pataki, Vladimir Petz i drugi. Refleksije reformne pedagogije zamjetne su i u ostalim sferama odgojno-obrazovnog rada kao što su: obrazovanje odraslih, zdravstveno prosvjećivanje, socijalna skrb i zaštita djece, organizacije djece i mladih, suradnja roditeljskog doma i škole te različiti oblici kulturnog i umjetničkog rada s djecom i za djecu. Alternativni pedagoški koncepti odškrinuli su 1990-ih vrata pedagoškom i školskom pluralizmu u Hrvatskoj, no on je i nakon dva desetljeća u početnoj fazi razvoja. ; The processes of modernisation evident at all levels, which reflected on everyday life and were the key factors of lifestyle changes and of social, cultural and pedagogical movements at the fin de siècle in Europe, reflected also upon Croatia, particularly its urban areas. European reformist pedagogy, with its key representatives and concepts, reached Croatian teachers as well, at least in the form of general awareness. The reformist pedagogy in Croatia was established by two teachers from Zagreb, Vjekoslav Koščević and Ivan Tomašić. Their reformist attempts were evident in their stands against Herbart's pedagogy, in gathering experience of and insights in the reformist pedagogy movements in Central European countries and the implementation of those insights in their own pedagogical practice, as well as in their attempts of organised promotion of reformist ideas through the Croatian Society for the Improvement of Edification and the Preporod journal. Numerous teachers were waiting to see how the "century of the child" was going to develop, adjusting discretely their pedagogical practice to the new spirit. After the First World War, in the new Kingdom of Serbs, Croats and Slovenes (Kingdom of Yugoslavia after 1929), Croatian teachers were active in the area of practical school reform, or didactical-methodical renewal, which meant a continuation of the pre-World War I process. The working school, as the main goal of the didactical-methodical renewal, became an official pedagogical trend in the 1930s, under the strong influence of educational policy and ideology of Yugoslavia of the time. From the mid-1930s, the state model schools took over the task of working school training courses for teachers as a model of professional development of teachers for the new school. The main representatives of the working school movement in Croatia included Ante Defrančeski, Josip Demarin, Mate Demarin, Salih Ljubunčić, Marijan Markovac, Zlatko Špoljar and Stjepan Zaninović, among others. Academically educated pedagogues and theoretical scholars, who addressed the key issues of pedagogy as a spiritual-scientific or philosophical discipline, appeared in Croatia during the two decades between the two wars: Stjepan Matičević, Pavao Vuk-Pavlović, Stjepan Pataki, Vladimir Petz and others. At the same time, they were also staying in touch with the then current pedagogic reality and critiquing certain negative phenomena in the practice of the new school. The reformist pedagogy was also reflected in other areas of educational work, such as adult education, mass health education, social care and child care, children's and youth organisations, collaboration between parents and schools and various forms of cultural and artistic activities with and for children. The alternative concepts of pedagogy opened the door towards pedagogy and school pluralism in Croatia in the 1990s, but two decades later, it is still in its initial phase of development.
Proces osnivanja i početak rada televizije kao odjela Radija Zagreb i prve godine djelovanja Radiotelevizije Zagreb unutar Jugoslavenske televizije odigrali su se u samo deset godina – od sredine 50-ih do sredine 60-ih godina XX. stoljeća. Obrađivani period analiziran je iz izvornih dokumenata Radija Zagreb i Radiotelevizije Zagreb, djelomično sačuvanih u Arhivu poslovne dokumentacije Hrvatske radiotelevizije, tekstova objavljenih u internim tiskovinama obiju ustanova i radiodifuzije Jugoslavije, kao i zabilježenih sjećanja sudionika tih događaja. Da bi se dobio potpuniji uvid u obrađenu temu, prikazan je i kratki pregled nastanka televizije u svijetu. Većina podataka korištenih u ovom radu nalazi se u radnoj jedinici Arhivi i programsko gradivo Hrvatske radiotelevizije. ; The founding of any television broadcaster demands substantial financial investments because the production of programmes costs the same regardless of whether one is producing a programme for millions or several thousand viewers. Almost all television broadcasters began their development as parts of radio stations (BBC in the United Kingdom, CBS and NBC in the USA). The television broadcaster founded by Radio Zagreb as one of its departments is no exception. The rapid development of television in the technological and programmatic sense after World War II led to it taking away an increasingly large media space from other information and entertainment sources, so that it quickly became independent and grew into the dominant mass medium. Public television in Croatia (Yugoslavia) underwent the same development path as other public television broadcasters in Europe, albeit much later than the broadcasters that served as its role models (BBC and RAI) and in significantly tougher financial and social circumstances. The enthusiasm and professionalism of the people involved in the creation of television in Zagreb were of decisive importance for its later development. All those who joined the project showed a readiness to master something completely unknown and to learn on the go. Many have written about the time and circumstances in which television appeared in Croatia as the time of enthusiasts of Radio Zagreb. As Ivan Šibl said, the enthusiasm and passion of these people for the new medium was not curbed by the eternal lack of money or by the political and social circumstances of the time. Starting from almost nothing, on their on their own initiative, with much ingenuity, professionalism, and, above all, much love, they created the first television broadcaster in Yugoslavia. Sadly, instead of affirmation, this pioneering work of Radio Zagreb caused much envy and obstructions. Still, once they had begun, they became unstoppable. They learned on the go and, learning from their mistakes, created a programme of increasingly higher quality. Even though they planned to make a television network in Croatia in only a few years (1956–1960), the financial and political circumstances did not allow this, so the whole process dragged out for almost two decades. But they managed to create the foundations of modern television from almost nothing. The increasing viewership through the years is a clear indicator of the success of their work. No less important, in the time and in social conditions in which they lived, was their courage to consciously choose to broadcast foreign television programmes, because they could not influence the contents of Italian and Austrian television. Even though these were mostly sports, entertainment, and cultural programmes, they opened a 'window into the world' for their audience. In a way, the beginning of television in Zagreb is linked to football. Everything always began with the broadcasting of football matches, from persuading individuals to attracting viewers at the very beginning. Of course, the sports programme was always the most viewed part of the television programme. However, once they began to produce a television programme, they became unstoppable. Thanks to numerous enthusiasts, starting from just one small, makeshift studio, they created the foundations upon which most public—and private—television broadcasters in today's Croatia rest.
U legitimiranju komunističke vlasti u Hrvatskoj/Jugoslaviji nakon Drugog svjetskog rata važnu ulogu imale su i tradicionalne institucije zakonodavne, izvršne i sudbene vlasti. Njihovo oblikovanje u Federalnoj Državi/Narodnoj Republici Hrvatskoj započelo je 1943. te je nastavljeno do donošenja Ustava NRH 18. siječnja 1947., kojim dobivaju ustavnu potvrdu. U odnosu na njihove ustavne pozicije, u dosadašnjim istraživanjima poslijeratnog političkog sustava u Hrvatskoj zaključeno je da su stvarnu vlast i monopol odlučivanja imala najviša tijela KPJ, tj. KPH. Pri tome stvarni položaj i uloga središnjih državnih tijela u funkcioniranju političkog sustava vlasti u Hrvatskoj nakon 1945. do sada nisu sustavno istraženi te se ovim radom daje doprinos na tom području. Prezentiraju se rezultati istraživanja organizacije i djelovanja Sabora NRH u sustavu vlasti u Hrvatskoj u razdoblju formalnog federalizma i stvarnog centralizma (1945. – 1953.). Postavljeno je više istraživačkih ciljeva: odnos između njegova formalnog ustavnog (de iure) i stvarnog (de facto) položaja u sustavu vlasti, ustroj, sastav, zakonodavna djelatnost i druge funkcije, odnosi s KPH/SKH i republičkim institucijama vlasti, te utjecaj njegova djelovanja na svakodnevni život stanovništva. Njegova organizacija i djelovanje uspoređeni su s organizacijom i djelovanjem Narodne skupštine FNRJ, institucija zakonodavne vlasti drugih jugoslavenskih republika, te drugih država u kojima je bila uspostavljena komunistička vlast, ponajprije Ruske Sovjetske Federativne Socijalističke Republike (RSFSR) i Saveza Sovjetskih Socijalističkih Republika (SSSR). Postavljeno je nekoliko hipoteza koje su istraživanjem i potvrđene: ustavni položaj vrhovnog tijela državne vlasti u Hrvatskoj Sabor NRH nije ostvarivao u praksi; bio je organiziran po uzoru na Narodnu skupštinu FNRJ; njegova zakonodavna djelatnost nije uključivala stvarnu raspravu, već samo formalno normiranje prethodno definiranih političkih ciljeva i ideja KPH/SKH; u Saboru NRH nije bilo pluralizma političkoga mišljenja; građani su se obraćali Saboru NRH prvenstveno s ciljem ostvarivanja osobnih prava, ponajprije socijalnih. Osnovne metode korištene u istraživanju su kritička analiza izvora i komparativna metoda. Rezultati su prezentirani kombinacijom tematskog i kronološkog pristupa, a u pojedinim poglavljima sistematizirani su u obliku grafičkih i tabličnih prikaza. Doktorskim radom daje se doprinos boljem poznavanju institucija i političkog sustava vlasti FD/NRH u razdoblju 1945. – 1953. Istraživanje može biti poticaj sličnim istraživanjima i u drugim bivšim jugoslavenskim republikama. Omogućuje se usporedba s političkim sustavima vlasti u drugim europskim državama u kojima je bila uspostavljena komunistička vlast. ; The important role in legitimising the communist system of government in Croatia/Yugoslavia after the Second World War was played by the traditional institutions of legislative, executive and judicial government. Their organization in Federal State / People's Republic of Croatia began in 1943, and continued until the Constitution of the People's Republic of Croatia adoption on 18th January 1947, which gave them constitutional confirmation. As the supreme state governing institutions were declared People's Republic of Croatia's Parliament and its Presidium; Government of the People's Republic of Croatia was declared as the supreme executive and administrative governing institution, and Supreme Court of the People's Republic of Croatia was declared as the supreme judicial institution. In relation to their constitutional position, in previous researches of post-war political system in Croatia, was concluded that the real authority and decision-making monopoly had the highest body of the Communist Party of Yugoslavia, ie. Communist Party of Croatia. In doing so, the actual position and the role of republic governmental institutions in the communist system of government in Croatia after 1945 haven't been systematically researched, and this doctoral thesis makes a contribution in this scope. The doctoral thesis presents the results of researching the organisation and activity of People's Republic of Croatia's Parliament during the period of formal federalism and actual centralism (1945 – 1953). The aim is to explain the realation between the constitutional and actual position of the Parliament in the communist system of government, its structure, composition, legislative activity, relations with the Communist Party of Croatia/League of Communists of Croatia and republic governmental institutions, as well as the influence of its activities on everyday lives of the population. Parliament's organisation and activity is also compared to the organisation and activity of the National Assembly of Yugoslavia, as well as with legislative institutions of the former Yugoslavian republics and other European states with established communist rule, primarily Russian Soviet Federative Socialist Republic (RSFSR) and Union of Soviet Socialist Republics (USSR). A number of hypotheses are confirmed by research: the constitutional position of the supreme state governing institution, Parliament of the People's Republic of Croatia didn't achieve in practice; it was organized on the model of the National Assembly of Yugoslavia; its legislative activity didn't include the actual debate, but only a formal adoption and promulgation of pre-defined political goals and ideas of the Communist Party of Croatia/League of Communist of Croatia; in People's Republic of Croatia'a Parliament, there wasn't pluralism of political opinion; citizens addressed the Parliament, primarily with the aim of solving personal problems, especially social. Main methods used in research were critical analysis of resources (notably original, unpublished archival documents) and comparative method. The research results are presented by a combination of thematic and chronological approach. In certain chapters, they are systematized in the form of graphical and tabular overviews. Doctoral thesis is structured as follows. In the first, introductory chapter are explained the research topic, main goals, hypotheses and scientific contribution, methodology, as well as literature and resources used in the research. The chapter gives an overview of the previous researches relevant to the topic, and the classification of legislatures in such researches. The second chapter gives an overview of the Yugoslav/Croatian communist system of government and the position of legislatures in this system in theory. There are explained the main characteristics of the then revolutionary ideology of the ruling Communist Party, as well as formal constitutional provision. They are compared with the main characteristics of the Soviet communist system of government. It also gives an overview of the classical Marxist theory about the state, government and legislatures, and demonstrates how it was used in the writings and speeches of Yugoslav theoreticians and politicians. The third and fourth chapter give an overview of the People's Republic of Croatia's Parliament organization and activity in practice, divided into two chronological periods: until the adoption of the People's Republic of Croatia's Constitution in January 1947, and thereafter up in 1953. The fifth, concluding chapter, summarizes the main research results. Chapter six contains several appendixes: the results of parliamentary elections in Croatia 1946, 1947 and 1950; a list of councilors, ie. representatives in State Anti-fascist Council for the National Liberation of Croatia and in People's Republic of Croatia's Parliament 1943 – 1953; a list of members of the Presidium of the Parliament of the People's Republic of Croatia 1945 – 1953; a list of representatives from Croatia in Constituent Assembly of the Democratic Federal Yugoslavia / National Assembly of the Federal People's Republic of Yugoslavia 1945 – 1953; a list of laws adopted by the National Assembly of the Federal People's Republic of Yugoslavia 1946 – 1953; a list of tables and figures used in doctoral thesis). Seventh chapter contains a list of sources and literature used in the research. Doctoral thesis contributes to better understanding of institutions and the political system of government in Croatia in the period 1945 – 1953. Comparative approach in the presentation of research results, gives a contribution to knowledge of the political system of government and central governing institutions in the former Yugoslavia, as well in the other former Yugoslavian republics. At the same time, it can be a impulse for similar researces in those states. It also enables comparation with the political systems of government and legislatures in other European states with established communist rule. Through the analysis of the influence of its activities on everyday lives of the population, it gives contribution to the history of everyday life in communist Croatia and Yugoslavia.
Povijest nastanka i djelovanja građanskih udruga u Lici može se pratiti još od 1835. godine kada je osnovana Narodna čitaonica u Senju. Ipak, tek su krajem 19. stoljeća stvoreni svi preduvjeti za brojnije osnivanje svih vrsta građanskih udruga u Lici te je od tada njihov broj u stalnom povećanju. Iako je nesumnjivo da su razne vrste udruga u Lici svojim djelovanjem pozitivno djelovale na ličko društvo, taj fenomen društvene mikro-povijesti nije bio predmet sveobuhvatnog proučavanja. Ovaj doktorski rad kronološki prati stvaranje prvih građanskih udruga (društava, zaklada, štedionica, klubova i podružnica) u Lici u vrijeme Vojne krajine, njihovo naglo povećanje u vrijeme Ličko-krbavske županije i promjene koje su ih zahvatile u vrijeme Kraljevine Jugoslavije te završava početkom Drugoga svjetskog rata kada su građanske udruge u Lici naglo nestale s povijesne pozornice. U radu je prikazano političko, gospodarsko i kulturno stanje u Lici koje je uvelike utjecalo na brzinu i kvalitetu nastanka novih udruga. Također su obrađene i građanske udruge izvan prostora Like jer je njihova kulturna i ekonomska interakcija bila važan element u razvoju ove regije. Stoga je cilj ovog doktorskog rada po prvi put u našoj historiografiji dati, ne samo sumarni prikaz građanskih udruga, već i razloge, uzroke te posljedice njihovog postojanja na prostoru Like i Senja, a sve u svrhu boljega razumijevanja kompleksnih i nedovoljno razjašnjenih povijesnih procesa u hrvatskoj povijesnoj regiji Lici. ; The beginings of organizations set up in Lika region reaches far into the past, in the time of medieval brotherhoods; however, the first civil organizations in Lika did not arise until the Military Border systems have been abolished and until the break through of the modernization processes that originated in the Civic Croatia. The city of Senj had partially different but also earlier organizations' development. The first known civic organization on the area that has been the subject of this doctoral dissertation was The National Library in the city of Senj, founded in 1835. Withal, this civil organization is the first one in Croatia. In Lika region, the first civil organizations were not founded until the abrogation of the Military Border which, at the same time, has been the starting point for the progression of one of the most important forms of modernization. In the first part of this scientific work, social stratification and differentiation in the everyday life of Lika's residents has been depicted, whereas the usage of an argumented research approach has served to explain complex political, military, economic and other mutual influences between Lika's peasants-soldiers and the authorities that have dominated during that time. Multiple conflicts, unsafe and economically marginalized area, unsettled property laws and so called 'cooperative phenomena' are just a part of the numerous reasons why Lika region has entered Croatian and Habsbourg Monarchy's cultural and social processes relatively late. An emphasis is on the development of education, literacy and culture as basic determinants of future development of the civil organizations. Second major group of the research questions deals with an emersion of the organizations on the Croatian and European area, as a result of new global political processes. This part of the disertation tries to answer the question 'which were the reasons for the organizations' establishment in the first place', so as 'to what extent the organizations have influenced the residents of Wienna, Zagreb and other cities of the Habsbourg Monarchy'? Special emphasis is put on the law regulations, that is, so called 'Imperial Decree' which has helped the organizations to establish and work. Also, this group of the research questions discusses the inherited differences that existed in an administration, mentality and the development itself between the former Military Border and the Civic Croatia. Comparative research has provided an evidence that the development of a new district – Lika-Krbava county – when compared to the other districts, has been minor. Also, the questions that have been the matter of this scientific work were 'which kind of the organizations were there in the first place, 'what is the nature of the organizations' and 'which is the real level on which these organizations have fulfilled their purposes and goals'. This kind of analysis is very important in order to understand Lika's history from the beginning of the 20th century; in this period economic and cultural life of the Lika's residents is highly inflenced by a new regime of the Kingdom of SHS and, later on, the Kingdom of Yugoslavia. This group of questions especially makes an exception of the city of Senj, as a kind of border exception, but also explains which political and economic circumstances and perplexities resulted in prosperity and stagnation of the city beneath the Nehaj Fortress. The third group of the research questions, using the archive sources of the civil organizations' rules, gives an overview of more than one hundred and fifty civil organizations according to the territorial regions (districts) that existed during the Lika-Krbava county and the Kingdom of Yugoslavia. This section reveals the purposes, goals and the activities of administrative councils and assemblies of all major civic organizations (associations, clubs, affiliates, commities, foundations) found in the districts that existed during that time – Brinje, Donji Lapac, Gračac, Gospić, Korenica, Otočac, Perušić, Udbina and the cities Senj and Karlobag. In spite of major illiteracy, political and national antagonism and the fact that Lika was at the periphery in the Austrian-Hungarian Monarchy, until the beginning of the World War I, a great number of the organizations has been established in Lika region. When talking about this in the first place, we must mention some proffesional societies, libraries, 'falcon' organizations, music organizations and economic organizations, although there were also some historical occurences such as the first theatrical group in Otočac, or one of the oldest tennis clubs in Croatia, the one in Gospić. Thereby, in the second half of the 19th and the first half of the 20th century, Lika is the region of the numerous changes, but even more is the region of the extreme contradictions. In the same (research) way, the attention has been dedicated to history of Lika's organizations outside Lika's area. Throughout this group of questions not all civic organizations outside Lika have been elaborated, only those whose members actively participated in the development of the possibilities for the future economic prosperity of Lika region. Therefore, this part of the paper tries to show the connection between Lika region and the other parts of the countries that existed during that time, where the descendants of Lika's residents have lived. This scientific work tries to answer the questions of the real connection of Lika's people outside Lika with the real problems which were perceived by them in a different way than by those who remained living in the homeland. The Society of Lika's people in Zagreb was Lika's major emigrant organization which intensively helped its agile members and offered a solution for a hard life in Lika region. The Society for the preservation of the Plitvice Lakes was one of the best known organizations in Croatia, however, its class and narcissistic behaviour could not have been accepted by most of Lika's residents. In spite of individual interests of a great number of members of Lika's civic organizations, what does remain is a constatation that the organizations, especially those whose members were peasants, have obtained a huge success when it comes to development of cooperatives, crafts, agriculture, but also education and culture. Also, what is notecable is the fact that efficiency of the numerous affiliates of federate economic organizations has increased, what leads to the conclusion that the overall progress in Lika was connected with the political and economic centres outside Lika. A key influence onto the organizations' development in Lika was the one by certain individuals such as Buda Budisavljević, Ivan Devčić, Dragutin Trstenjak, Ante Cividini, Ivan Krajač, Ivan Gojtan, Ante Lončarić, so as many other culturaly and publicly known people. In that way, this doctoral thesis has scientificaly confirmed an actual similarity of the associations and organizations in Lika with those in the rest of Croatia, but also that these similarities were, in fact, quite limited. Civic organizations are an important factor in every community, so as, of course, for Lika's identity which is historically saturated in turbulent ways. This work tries to make a contribution not just to better understanding of the civic organizations in Lika, but to contribute to understand the overall environment, that is, the atmosphere in Lika region. This gives new knowledge regarding micro-historical elements of one culture that has been a carrier of social, cultural, political and economic development of the region between the Kapela mountains in the north and South Velebit and the river Zrmanja stream in the south. This doctoral thesis is the first scientific contribution to better understanding of the civic organizations and their importance in the region under consideration. Although this thesis, through the depiction of work of the civic organizations in Lika, has tried to give an answer regarding broader social, political, economic, cultural and religious life of Lika and Senj's residents in the period of turbulent and modernisation processes, some questions remain only partially answerable. If we take into consideration the broadness, possibilities and influence of the organizations, this observation is logical, too. Also, here we can talk about a vast area which makes a closed whole only in certain segments. That is the reason why this overview of the work of the civic organizations in Lika asks for further research attention, especially when it comes to the analysis of economic changes which have occurred in Lika during the second part of the 19th and the first part of the 20th century. In order to accomplish this, besides the archival research, a potential researcher must pay attention to the statistical analysis. Moreover, this scientific work gives just a model of how to evaluate certain types of the civic organizations and how to compare them with the organizations similar to them. Although this doctoral thesis had to be done within a canonical time frame, it will be praiseworthy if we compare the civic organizations in Lika which exist today to those which have existed during the period of Austrian-Hungarian Monarchy and the Kingdom of Yugoslavia. Of course, this kind of research calls for plenty of time, as well as considerable material assets, hence it can be done sometime in the future. Despite the fact that the tragic events during the World War II lead to the abolition of the civic organizations outside Lika region, the constitution of the Republic of Croatia has created the conditions for the reestablishment of the organizations. Nowadays, more than twenty organizations outside Lika work very actively and responsibly in order to interconnect Lika's emigrants and their descendants with their homeland, from where their ancestors arrived more than one hundred and fifty years ago.
Tijekom druge polovice dvadesetog stoljeća, a posebice tijekom posljednjih nekoliko desetljeća, naša iskustva i razumijevanje obitelji i rodnih uloga znatno su se izmijenili. Pojave nezamislive našim djedovima i bakama danas su znatno vidljivije i društveno prihvatljive: razvod, ponovno sklapanje braka nakon razvoda, izvanbračna zajednica, eksperimentalni odnosi, homoseksualni brakovi ili partnerstva sa ili bez djece, jednoroditeljske obitelji, demokratskiji odnosi između roditelja i djece, zaposlenost žena, očev dopust itd. Osim povećane varijacije u obiteljskim oblicima i promijenjenih odnosa unutar obitelji, znanstvenike u području društvenih znanosti zanimaju i druga pitanja koja utječu na svako društvo na makro-razini, kao što su na primjer broj djece u obitelji ili pitanje stopa fertiliteta i starenja društva. Dok su prije dvadeset ili trideset godina važna pitanja povezana s obiteljskim životom uključivala zaposlenost žena i posljedice zaposlenosti žena za obitelj, danas je žarište premješteno na ravnotežu između posla i privatnog života i usklađivanje posla i obiteljskog života, zajedno s rodnim ulogama u obiteljima i kućanstvima. Još uvijek važno pitanje za obitelji i istraživanja unutar društvenih znanosti, pitanje plaćenog posla žena produbljeno je pitanjima o rodnim ulogama, raspodjeli moći unutar kućanstava u odnosu na plaćeni posao, o neplaćenom kućanskom radu, odgovornosti za skrb i dodatnoj rodnoj jednakosti u obje sfere rada. Složenija analiza ovih promjena, osim što koristi opće procese modernizacije kao okvirni kontekst, trebala bi isto tako uzeti u obzir mjere socijalne politike, politiku zapošljavanja i promjenjive uvjete na tržištu rada. Znanstvenici u području društvenih znanosti posebno su zainteresirani za međukulturalne varijacije kako bi razumjeli i objasnili međusobne poveznice i promjene. Iz tog razloga tema obitelji i izmijenjenih rodnih uloga istraživana je u četiri kruga unutar Međunarodnog programa društvenih istraživanja (International Social Survey Programme - ISSP). Prvi modul pokrenut je 1988. godine, drugi 1994. i treći 2002. godine. Odabrani podatci iz posljednjeg ISSP modula (provedenog u Hrvatskoj 2013. godine) temelj su za analize u radovima koji su uključeni u ovaj tematski broj Revije. International Social Survey Programme (ISSP) International Social Survey Programme - ISSP (Međunarodni program društvenih istraživanja) najstarije je kontinuirano godišnje međunarodno istraživanje u području društvenih znanosti. Članovi istraživačkog programa su istraživačke organizacije diljem svijeta, od kojih svaka predstavlja jednu zemlju. Od 2005. godine Institut za društvena istraživanja predstavlja Republiku Hrvatsku u ovom projektu. ISSP obuhvaća niz tema koje su važne za društvene znanosti (uloga vlade, društvene nejednakosti, nacionalni identiteti, vjera, zdravstvo, radne orijentacije, državljanstvo, okoliš, društvene mreže, slobodno vrijeme i sport) i nameće stroge standarde anketnog istraživanja kako bi se riješile poteškoće koje su svojstvene međunarodnom anketnom istraživanju. Od skromnih početaka 1984. godine, ISSP se razvio te danas uključuje 48 zemalja članica, koje su odgovorne za provođenje ISSP istraživanja na svom području svake godine. Godišnje teme ISSP istraživanja razvijaju se tijekom nekoliko godina, pod nadzorom izabranog pododbora, te se unaprijed testiraju u različitim zemljama članicama. Na godišnjem plenarnom sastanku raspravlja se o upitniku koji se koristi u svim zemljama te se finalizira isti. ISSP istraživanje posebno je usmjereno na razvojna pitanja koja su: 1) smislena i relevantna za sve zemlje i 2) koja se mogu izraziti na ekvivalentan način na svim relevantnim jezicima. ISSP baza podataka, smještena u bazi podataka za društvena istraživanja GESIS Leibniz Institut u Kölnu, priprema paket podataka koji je slobodno dostupan. Mnoge navedene teme ponavljaju se u redovitim razmacima (neke od njih tri ili četiri puta), što omogućuje istraživačima proučavanje međunacionalnih varijacija i promjena tijekom vremena. ISSP označava nekoliko novosti u području međunacionalnog istraživanja. Prvo, suradnja između organizacija je rutinska i kontinuirana. Drugo, trajna suradnja istih institucija čini međunacionalno istraživanje temeljnim dijelom agende nacionalnih istraživanja svake zemlje sudionice. Treće, ISSP načela zahtijevaju da se sve institucije članice uključe u razne faze planiranja i kreiranja modula istraživanja i svaki član ima pravo glasa u odlučivanju. Četvrto, kombinirajući metodologiju ponavljanja u vremenskim razmacima i međunacionalnu perspektivu, koriste se dva moćna istraživačka alata za proučavanje društvenih procesa. Teme modula iz 2012. godine Obitelj i promjenjive rodne uloge uključuje: rodnu ideologiju; stavove prema ženskoj zaposlenosti tijekom životnog ciklusa; stavove prema braku; organizaciju dohotka u partnerskoj zajednici; rodnu podjelu kućanskih poslova; podjelu kućanskih poslova – pravičnost i sukob; moć i odlučivanje u partnerskoj vezi; sukob posao-obitelj; rod, skrb i socijalna politika; stavove prema djeci; model obitelji u vezi s favoriziranom i stvarnom podjelom plaćenog i neplaćenog rada uključujući upravljanje vremenom u kućanstvu; alternativne oblike obitelji. Pregled članaka Odabrani podatci u tri rada u ovom broju (djelomično ili isključivo) bave se četvrtim krugom ISSP istraživanja Obitelj i promjenjive rodne uloge iz 2012. godine. Iako se ne temelji na ISSP podatcima, četvrti rad s jedne strane uklapa se u temu modula i temu ovoga broja, a s druge strane nudi i međugeneracijsku usporedbu i psihosocijalnu perspektivu. Dok tri rada obrađuju nacionalnu (hrvatsku) razinu analize, Ivana Dobrotić i Tanja Vučković Juroš nude međunacionalnu (europsku) perspektivu u radu naslovljenom Tko bi trebao financirati rani predškolski odgoj i obrazovanje? Višerazinska analiza 24 zemlje. Autorice istražuju učinak čimbenika na individualnoj i državnoj razini na stavove o financiranju ranog predškolskog odgoja i obrazovanja, a posebno istražuju utječe li socijalizacija u određenom režimu socijalne države na stavove o odgovornosti države u pogledu predškolskog odgoja i obrazovanja. Autorice isto tako istražuju objašnjava li bolje tipologija socijalnih režima koja je više usmjerena na obiteljsku politiku varijacije u stavovima prema ranom predškolskom odgoju i obrazovanju u različitim državama. Njihovo najvažnije otkriće je da alternativna Leitnerova tipologija "vrsta familijalizma" bolje objašnjava varijacije u stavovima o predškolskom odgoju i obrazovanju u različitim državama nego što to čini klasična Esping-Andersenova tipologija. Stoga naglašavaju važnost programatskog pristupa u analizama stavova socijalne države koji povezuju javnu podršku specifičnim socijalnim programima s njihovim jedinstvenim značajkama. U svojem radu Uvjerenja o rodnoj podjeli roditeljskih dopusta i značajke povezane s njima Ivana Jugović istražuje stavove o roditeljskom/porodiljnom dopustu i čimbenike koji objašnjavaju takve stavove u hrvatskom kontekstu. Kao prediktore tih stavova istražuje rodne razlike, uvjerenja o rodnim ulogama, socio-demografske podatke, pohađanje vjerskih obreda, vrstu radne organizacije i nejednakosti u dohocima partnera. Rezultati pokazuju da su stavovi o rodnim ulogama jedini statistički značajan prediktor. Što manje ispitanici vjeruju da bi rodna podjela poslova trebala biti podijeljena na tradicionalan način, to je veća vjerojatnost da će podržavati ravnomjernu podjelu dopusta između roditelja. Autorica smatra da je teorija rodne ideologije prikladnija za objašnjavanje stavova o rodnoj podjeli roditeljskog dopusta u usporedbi s teorijom vremenske alokacije. Zaključuje da do pomaka prema podržavanju korištenja dopusta na rodno ravnopravniji način vjerojatno neće doći sve dok stavovi o rodnim ulogama općenito ne postanu ravnopravniji. Napisan iz perspektive filozofije roda, treći rad U ime oca: rasprava o (novom) očinstvu, njegovim pretpostavkama i preprekama, autorice Ane Maskalan, spada u pionirske radove o očinstvu u hrvatskom kontekstu. Autorica započinje od temeljnih pojmova otac i očinstvo i njihovih doslovnih i simboličkih značenja, te daje kratki povijesni pregled kombiniran s odabranim teorijama o očinstvu. Autorica pronalazi prikladni kontekst za istraživanje modernog očinstva u povijesnoj povezanosti između očinstva, muškog identiteta i političke moći gdje tradicionalne odrednice muškosti, kao što su agresivnost i emocionalna distanciranost predstavljaju glavne prepreke ispunjavajućem i pozitivnom odnosu otac-dijete. O tom se odnosu djelomično raspravlja u okviru koncepta jednako roditeljsko partnerstvo, što ne ukazuje samo na nove oblike očinstva, nego isto tako i na nove oblike muškog identiteta. Analizirajući podatke o vrijednostima i praksama hrvatskih muškaraca i žena u pogledu skrbi o djeci iz istraživanja ISSP 2012 o obitelji i promjenjivim rodnim ulogama, autorica zaključuje da iako je došlo do brojnih pozitivnih promjena, pred hrvatskim društvom još je dugačak put do ravnopravnog roditeljstva i rodne jednakosti. Isto tako smatra da je važno uočiti da se očinstvo, kao predmet političke i pravne kontroverzije, ne može i ne smije razmatrati neovisno od širih rodnih pitanja povezanih s majčinstvom, socijalnim položajem muškaraca i žena, kao i socio-ekonomskim pretpostavkama očinstva i majčinstva. U svome radu Realizacija participatornih prava djece i psihosocijalna prilagodba djeteta: stavovi djece i roditelja Nina Pećnik, Jelena Matić i Ana Tokić Milaković nude zanimljivu međugeneracijsku perspektivu koristeći reprezentativne uzorke učenika sedmih razreda (trinaestogodišnjaka) i njihovih roditelja. Analizirale su percipiranu realizaciju prava djeteta na skrb, zaštitu i participaciju unutar modernih hrvatskih obitelji, veze između realizacije participatornih prava i dječje percepcije demokratske klime u njihovim obiteljima, kao i neke pokazatelje psihosocijalne prilagodbe djece. Autorice su koristile podatke o mjerenju realizacije prava djeteta unutar obitelji, upravljačkom stilu u obitelji, samopoštovanju, samokontroli, problematičnom ponašanju i djelotvornosti otpora. Oko polovice djece izvješćuje o potpunom poštivanju njihovih prava da slobodno izraze svoja mišljenja i ideje, kao i pravo da utječu na donošenje odluka koje utječu na njih. Procjene »upravljačkog stila« u njihovima obiteljima pokazuju da više od četvrtine djece doživljavaju svoje obitelji kao diktature, anarhije ili post-revolucionarne države. Autorice su povezale veću realizaciju participatornih prava s doživljavanjem vlastite obitelji kao demokracije, s višim samopoštovanjem djeteta i manje problematičnih ponašanja, sa češćim odupiranjem vršnjačkom pritisku da konzumiraju sredstva ovisnosti (cigarete, alkohol), kao i s roditeljskim opažanjem o većoj samokontroli djeteta. Roditelji, u usporedbi sa svojom djecom, pokazuju tendenciju precjenjivanja razine ispunjenja dječjih prava na zaštitu fizičkog integriteta, dostojanstva, sudjelovanja u odlučivanju i primanju brižne skrbi. Naposljetku, željela bih zahvaliti svim autoricama koje su doprinijele ovom tematskom broju i tako proširile naše znanje o promjenama u obitelji i rodnim ulogama u Hrvatskoj, ali i općenito. Isto tako, ovom bih prilikom željela potaknuti istraživače u Hrvatskoj da češće koriste ne samo modul Obitelj i promjenjive rodne uloge, nego i druge ISSP module u svojim analizama. Gošća urednica tematskoga broja: Dinka Marinović Jerolimov ; During the second half of the twentieth century and especially over the past few decades our experience and understanding of family and gender roles has changed remarkably. Phenomena unthinkable to our grandparents nowadays are much more evident and socially acceptable: divorce, remarriage after divorce, cohabitation, experimental relationships, homosexual marriages or partnerships with or without children, single parent families, more democratic relations between parents and children, women's employment, paternity leave etc. Besides the increased variation in family forms and changed relationships inside the families, social scientist are interested in other issues that affect every society at the macro-level such as for instance the number of children in families or the issue of fertility rates and greying societies. While twenty or thirty years ago the important question concerning family life included women's employment and its consequences for the family, today the focus is more on work-life balance and how to reconcile the work and family life, together with gender roles in families and households. Still relevant both for the families and social science research, the question of women's paid job is widened with the gender roles, power distribution within the households with respect to paid work, unpaid household work, care responsibilities and furthermore, gender equality in both spheres of work. More complex analysis of these changes, besides using a general modernization processes as the framing context, should take into account social policies, employment policies and changing labour-market conditions as well. Social scientists are particularly interested in cross-cultural variations in order to understand and explain these interconnectedness and changes. That is the reason why the theme on family and changing gender roles has been researched in four waves within the International Social Survey Programme (ISSP). The first module was run in 1988, the second in 1994 and the third in 2002. Selected data from the last 2012 ISSP module (fielded in Croatia in 2013) are basis for analysis in articles included in this thematic issue of the journal. About the International Social Survey Programme (ISSP) The International Social Survey Programme (ISSP) is the oldest continuing annual cross-national research within the social sciences. Its members are survey organizations from around the world, each representing one nation. Since 2005 the Institute for Social Research in Zagreb has been represented Republic of Croatia in the project. The ISSP covers a range of topics important within the social sciences (the role of government, social inequality, national identities, religion, health, work orientations, citizenship, environment, social networks, leisure time and sports) and implements rigorous standards of survey research in order to address the difficulties inherent in multinational survey research. Since its modest beginning in 1984 ISSP has grown to include 48 members, each of whom are responsible for the ISSP surveys being implemented in their country each year. The annual topics for ISSP surveys are developed over several years, led by an elected sub-committee (drafting group) and pre-tested in various member countries. The annual plenary meeting then discusses and finalize the questionnaire which is fielded in all countries. The ISSP research concentrates especially on developing questions that are: 1) meaningful and relevant to all countries, and 2) can be expressed in an equivalent manner in all relevant languages. The ISSP data archive situated in GESIS Data Archive for the Social Sciences at Leibnitz Institute in Köln prepares a combined dataset that is freely available. Many listed topics are repeated at regular intervals (some of them even three or four times), allowing researchers to examine cross-national variations and changes over time. ISSP marks several new departures in the area of cross-national research. First, the collaboration between organizations is routine and continual. Second, the on-going collaboration of the same institutions makes cross-national research a basic part of the national research agenda of each participating country. Third, ISSP principles require that all member institutions be involved in various phases of planning and designing survey modules, and each member has a say in decision making. Fourth, by combining a cross-time methodology with a cross-national perspective, two powerful research designs are being used to study societal processes. Topics of the 2012 module Family and changing gender roles include: gender ideology; attitudes and behavior on female employment over the life-cycle; attitudes towards marriage; organizing income in a partnership; gendered division of household work; sharing of household work - fairness and conflict; power and decision-making within partnership; work-family conflict; gender, care, and social policy; attitudes towards children; model of families concerning preferred and actual division of paid and unpaid work including time management in household; alternative family forms. Overview of the articles Selected data presented in three articles in this volume (partially or exclusively) deal with the 2012 fourth wave of the ISSP module Family and changing gender roles. Although not based on the ISSP data, the fourth article fits into the theme of the module and the thematic issue as well, offering on the other hand intergenerational comparison and psychosocial perspective. While three articles cover national (Croatian) level of analysis, Ivana Dobrotić and Tanja Vučković Juroš offer the cross-national (European) perspective in their article Who Should Finance Childcare? Multilevel Analysis of 24 Countries. They examine the effect of the individual and country-level factors on the childcare financing attitudes, particularly whether socialization in a particular welfare regime influences attitudes about the state's responsibility related to childcare. The authors also investigate whether a more family-policy-nuanced categorisation of welfare regimes better accounts for the cross-country variations in childcare attitudes. Their most important finding is that the alternative Leitner's "Varieties of Families" typology better accounts for the cross-national variations in childcare attitudes than the classical Esping-Anderson's typology. Therefore they emphasise the importance of a programmatic approach in the welfare state attitudes analysis which links the public support for specific social programs to its unique characteristics. In her article Beliefs about the Gender Division of Parental Leave and Characteristics Associated with Them Ivana Jugović explores attitudes about paternal/maternity leave and factors explaining these attitudes in Croatian context. As predictors of these attitudes she examines gender difference, gender-role beliefs, socio-demographics, church attendance, type of working organization and partners' income disparity. Results show the gender-role attitude as the only statistically significant predictor. The less the respondents believe that the gender division of labour should be traditionally divided, the more likely they are to support equally shared leave between parents. Author finds the gender ideology theory more applicable in the explanation of attitudes about the gender division of parental leave compared to time-allocation theory. She concludes that shifts towards supporting gender egalitarian leave take-up will most likely not occur until attitudes towards gender roles in general become more egalitarian. Written through a philosophy of gender perspective the third article In the Name of the Father: A Discussion on (New)Fatherhood, its Assumptions and Obstacles by Ana Maskalan is among pioneer works on fatherhood in Croatian context. Author starts with the basic concepts of father and fatherhood and their literal and symbolic meanings, together with a short historical overview combined with selected theories of fatherhood. The appropriate context to examine the modern fatherhood author finds in historical interdependence of fatherhood, masculine identity and political power where traditional determinants of masculinity, such as aggressiveness and emotional detachment represent a major obstacle to a fulfilling and positive father-child relationship. That relationship is partially discussed in relation to the concept of equal parental partnership, implying not only the new forms of fatherhood, but the new forms of masculine identity as well. Analysing the data on values and practices of Croatian men and women regarding childcare from ISSP 2012 survey on family and changing gender roles, author concludes that, although many positive changes have been made, Croatian society has got a long way to go to reach both equal parenting and gender equality. Also, she finds important to note that as a subject of political and legal controversy fatherhood cannot and must not be considered independently of the wider gender issues regarding motherhood, social status of men and women, as well as socio-economic assumptions of both fatherhood and motherhood. Ninoslava Pećnik, Jelena Matić and Ana Tokić Milaković in their article Fulfilment of the Child's Participation Rights in the Family and the Child's Psychosocial Adjustment: Children's and Parents' Views offer an interesting intergenerational perspective using the representative samples of seventh grade students (thirteen-year-olds) and their parents. They examined perceived fulfilment of the provision, protection and participation rights of the child within contemporary Croatian families, the links between participation rights fulfilment and children's perception of a democratic climate in their families, as well as some indicators of children's psychosocial adjustment. Authors used data on measures of the child's rights fulfilment in the family, family governing style, self-esteem, self-control, behaviour problem, and resistance efficacy. Approximately half of the children reported full respect of their right to freely express their opinions and ideas, and to influence decision making that affects them. Assessments of the 'governing style' in their families reveal that, over a quarter of children see their families as dictatorships, anarchies, or post-revolutionary states. Higher participation rights fulfilment Pećnik et al. find linked with perceiving own family as a democracy, child's report of higher self-esteem and fewer behaviour problems, more frequently resisting peer pressure to use substances (cigarettes, alcohol), as well as with parent's report of greater child's self-control. Parents, in comparison to their children, tend to overestimate the level of fulfilment of children's rights to protection of physical integrity, dignity, participation in decision-making and to receiving loving care. Finally, I wish to thank all authors who contributed to this thematic issue and widened our knowledge on changes in family and gender roles in Croatia but in general as well. Also, I encourage social scientist in Croatia to use in their analysis not only the module Family and changing gender roles but other ISSP modules as well more frequently. RIJEČ UREDNIŠTVANa svojoj sjednici 17. srpnja 2003. godine Vlada Republike Hrvatske donijela je Nacionalnu šumarsku politiku i strategiju. S obzirom na sve očitije klimatske promjene koje traže novi odnos prema prirodi i okolišu, na manjkavosti važeće Nacinalne šumarske politike i strategije šumarstva, ali i po našoj ocjeni na neadekvatno uključivanje šumarstva u narodno gospodarstvo, je li i vrijeme za promjene u važećoj Nacionalnoj šumarskoj politici i strategiji? Imamo li uzore? Gledajući šumarske politike u relevantnim zemljama u kojima je šumarstvo značajna grana gospodarstva, razvidno je da se one ne mogu doslovno kopirati. U brošuri Šumarska politika Sabadi (1992) nakon analize Šumarske politike u Njemačkoj i Švicarskoj, navodi kako je očito "da svaka zemlja ima svoj oblik šumarske politike koji joj odgovara s obzirom na gospodarski i politički poredak, filozofiju te utjecaj pojedinaca i grupa na državnu vlast". No, nesporno je da je svaka šumarska politika integralni dio narodnog gospodarstva. Najvažnija faza u stvaranju nacionalne šumarske politike je njezino uključivanje i integracija s ostalim narodnim gospodarstvom u jednu inerakcijsku cjelinu. Isti autor kaže kako kod utvrđivanja Šumarske politike "treba prvo utvrditi ciljeve, a potom sredstva i mjere za postizanje postavljenih ciljeva. Posebnu pozornost treba posvetiti malom seljačkom šumoposjedu (oko 25 % šumske površine)" što je kod nas posebice teško, jer su šumoposjedi mali, a šumovlasnici se teško odlučuju na udruživanja putem kojih se jedino može polučiti uspjeh. Otežavajuća je okolnost da je svako ulaganje u šumu dugoročno i za ulagače premalo profitabilno, ponajprije jer šumarstvo ne sagledavaju kao integralni i vrlo utjecajni čimbenik narodnog gospodarstva. Uglavnom šuma se gleda samo kao izvor sirovine za preradu, dok se zaboravlja općekorisna uloga šuma koja traži širu podršku narodnog gospodarstva. No, ako njenu pravu vrijednost ne mogu sagledati privatni šumovlasnici i općenito poduzetnici, kojima je na prvome mjestu trenutna sirovinska vrijednost, to mora Država, posebice kada je ona, kao u našem slučaju većinski vlasnik. Opći interes treba biti ispred svih drugih interesa, a Država mora kontrolirati i privatne šumovlasnike da se ponašaju sukladno Zakonu o šumama, instrumentu Nacionalne šumarske politike i strategije, koji mora biti obvezan za sve šumovlasnike.Analizirajući da li primjenjujemo ono što je propisano u važećoj Nacionalnoj šumarskoj politici i strategiji i što bi još trebalo propisati, možemo postavljati pitanja i sami na njih odgovarati, jer bi tuđe odgovore smatrali kritikom, najčešće neopravdanom. Ponajprije: da li drvne sortimente prodajemo po tržišnim načelima; da li stvarno vjerujemo da ugovorima o isporuci sirovine pomažemo razvoju finalne prerade drva i povećanju zaposlenosti, posebice inženjera i VKV radnika, ili pak punimo privatne džepove izvoznika proizvoda primarne prerade; ako isporuku drvne sirovine ne usmjeravamo na optimalnu finalnu proizvodnju, nije li to rasipanje nacionalnog bogatstva u kojega je uložen prosječno stogodišnji trud; u isto vrijeme projekt Roswood Centra kompetencija za istočnu Europu, čitamo, daje primjere dobre prakse i inovacija koje se mogu implementirati za pametno i održivo korištenje vrijedne šumske sirovine; da li stvarno ili samo deklarativno kontroliramo sječu na privatnom šumoposjedu, posebice u šumama koje su vraćene bivšim šumovlasnicima; kojim instrumentima i koliko uspješno to radimo; osiguravamo li koristi koje bi od šumarstva trebala imati lokalna zajednica i stanovništvo ruralnih područja, što je jedno od glavnih načela Šumarske politike i strategije EU, koju načelno podržavamo; potičemo li i koliko uspješno suvremenu energetsku uporabu drvne sirovine; da li razmišljamo kako riješiti pitanje sukcesije – ruralna područja ostaju bez stanovništva, i šuma se širi čak do vrtova – nestaju pašnjaci pa i livadske površine unutar šume koje su donedavno košene za pašu i prehranu divljači; da li je istina da nam drvoprerađivači ne želeći osigurati zalihu drvne sirovine, a kada njima to pogoduje "diktiraju" izvlačenje drvnih sortimenata i kada to vremenske prilike ograničavaju (mokar teren) pa nastaju velike štete na šumskom tlu; zašto smo za sitan novac prepustili koncesionarima radnička odmarališta, posebice na moru, koja su izgrađena doprinosom radnika, kojega nisu pretočili u plaće, nego upravo u te objekte; da li smo u odnosu na druge zemlje prevelike površine uključili u Natura 2000; da li smo obavili restrukturiranje Hrvatskih šuma d.o.o. ? Sabadi kaže: "Racionalan put glede organizacije je da se svi poslovi obavljaju u šumariji, a na višoj razini samo oni poslovi koje nije moguće riješiti na šumariji ili njihovo rješenje nije racionalno. U Ministarstvu organizirati službe vrhovnog šumarskog nadzora i one za pomoć malim šumoposjednicima". Da li smo postavili sva pitanja – ne, ali čitatelje potičemo da ih i oni postave i daju odgovor na njih. Ponajprije treba odgovoriti na postavljeno pitanje u naslovu.Nadajući se da nam ova razmišljanja neće pokvariti nadolazeće blagdane, svim članovima Hrvatskoga šumarskoga društva i čitateljima Šumarskoga lista, želimo sretan Božić i uspješnu 2020. godinu.Uredništvo ; EDITORIALAt its session on July 17, 2003, the Government of the Republic of Croatia passed the National Forestry Policy and Strategy. In view of the increasingly pronounced climate change, which requires a new approach to nature and the environment, of the deficiencies of the current National Forestry Policy and Forestry Strategy, as well as, in our opinion, of the inadequate inclusion of forestry in the national economy, has the time come to introduce some changes in the valid National Forestry Policy and Strategy? Do we have any models? A review of forestry policies in relevant countries in which forestry is an important branch of economy clearly shows that they cannot be literally copied. In his brochure "Forestry Policy" Sabadi (1992) analyzed forestry policies in Germany and Switzerland and concluded that "every country has its own form of forestry policy which is in line with its economic and political system, philosophy and the influence of individuals and groups on the state government". It is, however, indisputable that every forestry policy is an integral part of the national economy. The most important stage in the creation of a national forestry policy is its inclusion into and integration with other national economies into one interactive unit. The same author goes on to say that in order to develop forestry policy, "its goals should first be determined, followed by means and measures of achieving the set goals. Particular attention should be paid to small private forest estates (about 25 % of the forested area)". This is very difficult in our country because privately owned forests are small and private forest owners are not willing to merge their estates, which is the only way in which success can be achieved. An aggravating circumstance lies in the fact that investments in forests are of long-term nature and are not sufficiently profitable for investors, chiefly because they do not perceive forestry as an integral and highly influential factor in the national economy. Forests are mainly viewed as a source of raw material for processing, while the non-market forest role, which requires a broader support by the national economy, is overlooked. If the real value of forests is not understood by private forest owners and entrepreneurs in general, whose primary goal is the current value of raw material, then it is the State which should understand it, especially when the State is the major owner as in Croatia. Collective interest should be above all other interests. The State should also make sure that private forest owners adhere to the regulations of the Forest Act, the instrument of the National Forestry Policy and Strategy which is binding for all forest owners.In our analysis of whether we apply the regulations set down in the valid National Forestry Policy and Strategy and what additional items should be incorporated, we should ask questions and answer them ourselves, since we would consider answers by other parties as mostly unjustified criticism. These questions involve the following: do we sell wood assortments according to market principles; do we really believe that with contracts on the delivery of raw material we contribute to the development of final wood processing and increased employment of engineers and qualified workers in the first place, or do we fill the pockets of private exporters of primary processing products; if raw wood material is not directed towards optimal final production, does not this mean that we squander the national wealth in which a hundred-year-long effort has been invested; at the same time we find that the Rosewood Competence Centre for Eastern Europe provides examples of good practice and innovations to be implemented into wise and sustainable use of valuable wood material; do we control felling in private forest estates in practice or only declaratively, particularly in forests which have been returned to their original owners; which instruments do we use and how successfully to accomplish this; do we ensure benefits which forestry should provide for the local community and the population of rural areas, which is one of the main principles of the EU Forestry Policy and Strategy, which we support in principle; do we stimulate and to what extent modern energy use of wood material; do we think about how to solve the question of succession - rural areas are increasingly being abandoned and forests are spreading as far as the people's gardens - pastures and grassland areas within forest, which were until recently mowed or grazed by wildlife, are disappearing; is it true that wood processors do not want to ensure stocks of wood material, and when it suits them "dictate" the extraction of wood assortments even when weather conditions are unfavourable (wet terrain), thus inflicting vast damage on forest soil; why did we allow workers' resort centres, especially those at the seaside, to be taken over by concessionaires for petty cash (these resorts were built with the money which workers allocated from their salaries for exactly this purpose); in relation to other countries, did we allocate too large areas to Natura 2000; did we restructure the company "Croatian Forests Ltd"? Sabadi says: " Rational organisation presupposes that all jobs are accomplished in a forest office, and only those jobs which cannot be performed in a forest office or their solution is not rational should be performed at a higher level. Forest monitoring services and services aimed at assisting small forest owners should be set up in the Ministry". Have we covered all the relevant questions? No, we have not, but we urge the readers to ask questions and give the answers themselves. The first question to be answered is the one mentioned in the headline.Hoping that these thoughts will not spoil the upcoming holidays, we wish Merry Christmas and a Very Successful New Year 2020 to all members of the Croatian Forestry Association and readers of the Forestry Journal.Editorial Board
