In this paper we discuss the minimal elements that determine whether a public issue is part of the systematic agenda or the governmental agenda. If the conformation of the agenda constitutes a complex process, with many interests & actors, such as in controversial issues like euthanasia or abortion, this process becomes more complex. A clear definition of such an issue & the identification of different publics with regard to it are necessary to build the theoretical-scientific arguments needed to place the issue on the governmental agenda. 8 páginas ; This work explores a comprehensive view of the many-sided streams of thought in Bioethics, with an analysis on discernment necessary to take a right direction, which depends on affirmation or denial of access to human being and transcendence. Humanizing medicine practice should be a first concern endeavor, including patient-physician relations. Acceptance of diverse challenging lines of thought, of good bind to truth and both bound to liberty, or otherwise simply agreeing with utilitarian notion leading to absolute autonomy, relativism, and moral nihilism, are examined here. Next to this overview, author outlines several final controversial issues to decide a right pathway in a complex crossroad of conflicting conceptions. Perspective of author statements born from personalistic, ontological based view of bioethics, Supported hence by a moderate realism. ; Se presenta una breve panorámica de las diversas corrientes en Bioética que están más en boga, y se discute cuál va a ser el criterio para seguir un camino que sea propositivo: todo depende de si se afirma o niega el acceso al ser y a la trascendencia. Urge rehumanizar la medicina: a los médicos y pacientes. Aceptar los retos ideológicos que se presentan. Aceptar el bien, ligado a la verdad y ambos a la libertad o quedarse en el concepto de lo útil, que deja paso a la autonomía absoluta, al relativismo o nihilismo moral. Después de presentar el panorama, el autor termina haciendo unos cuestionamientos finales, para elegir el camino que se va a seguir, porque la Bioética se encuentra en una encrucijada de voces muy distantes entre sí y, por ello, es importante aclarar el punto de partida y el fin que se busca. This work is a review of the philosophical analisys surrounding the concept of "humanism" and what it means to be a human being, in relationship to daily life, education and medicine. The authors establish a direct relationship between humanism and bioethics as they relate to the new trends acquired through the development of institutional medicine and the increasing application of technological innovations in the health field. Both of these conditions tend to depersonalize the practice of medicine, and transform an ill person into a clinical file. Reflections are made about current topics, such as the knowledge and manipulation of human genoma, assisted reproduction, abortion, survival of premature infants, organ transplants, technological innovation, euthanasia and disthanasia. Concepts and ideas are reviewed in relation to medical institutions and the sick, the physician and the community, and the physician and the government. ; En este trabajo se revisan conceptos filosóficos acerca del humanismo y de las implicaciones del ser humano, de su vínculo con la vida cotidiana, con la educación y con la medicina. Se establece aquí una relación directa entre el humanismo y la bioética en lo que respecta a los nuevos aires que imponen el auge de la medicina institucional y la creciente aplicación de innovaciones tecnológicas en el campo de la salud, situaciones que tienden a despersonalizar la práctica médica y a convertir al paciente en un simple expediente clínico. Se hacen reflexiones sobre el conocimiento y la manipulación del genoma humano, la reproducción asistida, el aborto, la supervivencia de los niños prematuros, el trasplante de órganos, la innovación tecnológica, la eutanasia y la distanasia. Se examinan conceptos e ideas relativas a la relación entre las instituciones de atención médica y el enfermo; entre el médico y la colectividad; y entre el médico y el gobierno.
En el presente trabajo se analizan los aspectos éticos del trasplante de órganos en el actual marco social de globalización tecnológica e integración regional. Para ello estudiaremos primeramente las legislaciones nacionales de trasplante de Brasil (Nro.9.434/97), Uruguay (Nro.14.005/71), Chile (Nro.19.451/96) y Argentina (Nro.24.193/93), estableciendo las asimetrías y puntos comunes entre las mismas, y aplicando a dicho análisis una teoría ética que nos permita justificar los criterios morales aceptables públicamente por toda persona racional imparcial en el tema del trasplante de órganos. Finalmente, en base a la irreversibilidad del proceso de integración llevado a cabo por nuestros países -MERCOSUR-, se propone la creación de una Comisión Supranacional de Bioética y Trasplante de Organos. Esta entidad estaría llamada a establecer criterios éticos comunes armonizando nuestras legislaciones y elaborando convenios y protocolos destinados a fomentar el incremento en la procuración, el intercambio regional de órganos y el acceso igualitario al trasplante. ; In this article the ethical aspects of organ transplants analyzed in the current social framework of technological globalization and regional integration. For this purpose we studied the transplant national legislation of Brazil, Uruguay, Chile and Argentina. The Asymmetries and common pints among them were established by applying to the above mentioned analysis an ethical theory that allow justify the publicly acceptable moral criteria of every rational and impartial person in the topic of organ transplants. Finally, considering the irreversibility of the integration process carried out by our countries -MERCOSUR- the establishment of Supranational Commission on Bioethics and Organ Transplants is proposed. This entity would be called to establish common ethical criteria, harmonizing our legislations and preparing agreements and protocols in order to promote the availability, the regional interchange of organs and the equal access to trasplants. ; Fil: De Ortúzar, María Graciela.
