How do national ethics committees establish themselves as a solution to medicinal and technological controversies? A provocative study on the genealogy of ethics policies.
Nach der Russischen Revolution von 1905 wurde das Konzept der Hygiene in eine staatliche Präventionspraxis übersetzt: Es entstanden mobile Hygieneausstellungen, Gesundheitsfürsorgen in den Dörfern, Gesundheitsstatistiken und die Amtsperson des Sanitätsarztes wurde eingeführt. Angelika Strobel analysiert die Auswirkungen dieser gesundheitspräventiven Maßnahmen auf die Verwaltungsapparate und die Bevölkerung. Am Beispiel der ländlichen Selbstverwaltung und der Eisenbahnbetriebe verdeutlicht sie die Praxis von Public Health in der Verwaltung des russischen Imperiums und leistet damit einen Beitrag zur Geschichte von Verwaltungspraxis und Staatlichkeit in der europäischen Moderne.

The article departs from the contradiction that the importance of care for society was publicly acknowledged during the COVID-19 pandemic, but the pandemic response of the Austrian government did not challenge the structurally devalued status of care. In order to sustain the hegemonic patriarchal-capitalist governance of care and social reproduction in the pandemic government actors had to reframe care. We investigate government discourses that normalised its careless crisis management and interrogate the role political masculinity and affects played therein. Based on our analysis of a set of selected press conferences held in March 2020, we find that a new mode of rational-affective political masculinity was constitutive of the political management of COVID-19 crisis. With help of this hybrid mode of masculinity, political actors reinterpreted care first and foremost as healthcare and caring for the economy, and as caring for the population in terms of biopolitics. At the same time, caring tasks in the 'private' sphere were left to the personal responsibility of individuals and families. In order to generate consent, political actors frequently invoked affects that pertained to risk and danger on the one hand and solidarity and responsibility on the other.

PrEP (Pre-Exposure Prophylaxis) is a relatively new drug-based HIV prevention technique and an important means to lower the HIV risk of gay men who are especially vulnerable to HIV. From the perspective of biopolitics, PrEP inscribes itself in a larger trend of medicalization and the rise of pharmapower. This article reconstructs and evaluates contemporary literature on biopolitical theory as it applies to PrEP, by bringing it in a dialogue with a mapping of the political debate on PrEP. As PrEP changes sexual norms and subjectification, for example condom use and its meaning for gay subjectivity, it is highly contested. The article shows that the debate on PrEP can be best described with the concepts 'sexual-somatic ethics' and 'democratic biopolitics', which I develop based on the biopolitical approach of Nikolas Rose and Paul Rabinow. In contrast, interpretations of PrEP which are following governmentality studies or Italian Theory amount to either farfetched or trivial positions on PrEP, when seen in light of the political debate. Furthermore, the article is a contribution to the scholarship on gay subjectivity, highlighting how homophobia and homonormativity haunts gay sex even in liberal environments, and how PrEP can serve as an entry point for the destigmatization of gay sexuality and transformation of gay subjectivity. 'Biopolitical democratization' entails making explicit how medical technology and health care relates to sexual subjectification and ethics, to strengthen the voice of (potential) PrEP users in health politics, and to renegotiate the profit and power of Big Pharma.
O presente artigo resgata a noção de quiasmo, conceitualizada por Judith Butler, já que através de dito conceito é impossível evadir o caráter corporal da performatividade. A partir do quiasmo, realizamos uma ressignificação da performatividade mais atinada frente a seu caráter corporal e a suas implicâncias políticas. Concentramos em duas destas: uma, respeito à produção de conhecimento em ciências sociais; outra, respeito à participação na vida sociopolítica. Conclui-se que ambas convergem em uma linha positiva da biopolítica. ; This article recovers the idea of chiasmus, as conceptualized by Judith Butler; through said concept it is impossible to ignore the corporal character of performativity. Through the chiasmus, we achieve a more accurate reinterpretation of performativity in terms of its corporal character, and politic implications. Two main focuses are exposed: first, the production of knowledge in the social sciences; and second, the involvement in sociopolitical life. The paper concludes that both converge in a positive line of biopolitics. ; El presente artículo rescata la noción de quiasmo, conceptualizada por Judith Butler, ya que a través de dicho concepto resulta imposible evadir el carácter corporal de la performatividad. A partir del quiasmo, realizamos una resignificación de la performatividad más atinada frente a su carácter corporal y a sus implicancias políticas. Doch während Plattformen und Algorithmen zunehmend in der Kritik stehen, wird die befremdliche Allgegenwart der Kommunikation als Segnung des technischen Fortschritts gefeiert. Ein großer Fehler: Denn unter der harmlosen Idee der Kommunikation schlummert eine ganze politische Programmatik. Die Analyse dieser Programmatik führt von der Frage, wie der moderne Mensch überhaupt zu einem kommunizierenden Wesen geworden ist, über Kommunikation als Mittel der Herrschaft bis zu den Möglichkeiten des Widerstands heute.
An article, published in the English original this April, at the time of the global peak of the coronavirus pandemic, takes stock of the challenges that COVID-19 has brought to society and in particular to sociologists. Draws attention to the process of de-globalisation, which has temporarily affected social sciences, and supports a more global sociology. According to the author, this does not mean limiting it to macro-analysis and methodological globalism. Stresses, on the contrary, the importance of empirical and analytical knowledge from different regions. It then commented on four major themes that social sciences have so far reflected the impact of the coronavirus pandemic, highlighting also important policy aspects. Expresses concern, inter alia, that the pandemic could reinforce authoritarian tendencies using biopolitics based on new technologies and artificial intelligence. ; Článek, publikovaný v anglickém originále letos v dubnu, tedy v době globálně vrcholící koronavirové pandemie, se zamýšlí nad výzvami, které onemocnění covid-19 přineslo pro společnost a zejména pro sociology. Poukazuje na proces deglobalizace, který dočasně zasáhl i sociální vědy, a pléduje pro globálnější sociologii. Podle autora to neznamená omezování se na makroanalýzy a metodologický globalismus. Naopak zdůrazňuje význam empirických a analytických poznatků z různých regionů. Následně komentuje čtyři významné tematické okruhy, jimiž sociální vědy zatím reflektovaly dopady koronavirové pandemie, a zdůrazňuje při tom i významné politické aspekty. Vyslovuje mj. obavu, že by pandemie mohla posílit autoritářské tendence využívající biopolitiku založenou na nových technologiích a umělé inteligenci.

Bevölkerungspolitik hat sich seit der UN-Bevölkerungs-Konferenz in Kairo 1994 grundlegend verändert. Allerdings sind auch die hier zugrunde liegenden Konzepte nicht frei von normativen Prämissen in Bezug auf Geschlecht, Sexualität, Ethnie und Gesundheit. Franziska Schutzbach stellt in ihrer Untersuchung - in deren Zentrum die Adaption der UN-Agenda im europäischen Kontext steht - heraus, dass die gegenwärtige Essenzialisierung der Generativität im Rahmen einer heteronormativen Zweigeschlechtlichkeit zentral für die Reproduktion der herrschenden Gesellschafts- und Geschlechterverhältnisse ist.

Auf Basis der elektronischen Tierkennzeichnung operiert das "Smart Farming" gleichermaßen mit Tierdaten und Datentieren. Neben der intendierten Identifikation und Verfolgbarkeit geraten hierbei vermehrt Formen der Überwachung und Kontrolle in den Blick - und schließlich auch Verhaltensänderungen bei den Tieren selbst. Aus der Verbindung von Lebewesen und technischem Artefakt resultieren zunehmend Fragen nach dem Status des Tieres in unserer Kultur. Unter dem Aspekt der "anonymen Individualisierung" analysiert Ina Bolinski aus medienwissenschaftlicher Perspektive die aktuellen Aushandlungen um den veränderten Akteurstatus von Tier, Technik und Mensch.

Gay men have been severely affected by the AIDS crisis, and gay subjectivity, sexual ethics, and politics continue to be deeply influenced by HIV to this day. PrEP (Pre-Exposure Prophylaxis) is a new, drug-based HIV prevention technique, that allows disentangling gay sex from its widespread, 40 yearlong association with illness and death. This article explores PrEP's fundamental impact on gay subjectivity, sexual ethics, and politics. It traces the genealogy of gay politics regarding homophobia and HIV stigma, suggesting a new biopolitical and body political framework that accounts for the agency of activists as well as pharmapower, and proposing that PrEP is an example of democratic biopolitics. Highlighting the entanglement of medical technology, sexual ethics, and politics, the article shows how conservative and homonormative gay politics developed as a reaction to HIV stigma and how, by overcoming this stigma, PrEP enables a new era of intersectional queer politics and solidarities. It thereby develops a Foucauldian account of sexual liberation beyond the repression hypothesis that accounts for the ambivalence of sexual subjectification and the political potential of sexuality.
