Ab'nin Karadeniz Sinerjisi ; The Eu'S Black Sea Synergy
DergiPark: 326386 ; trakyasobed ; Today the European Union is a Black Sea power, because of full membership of Bulgaria and Romania, accession negotiations with Turkey, close relations with Russia, Ukraine, Belarus and Moldova. In the meantime the region is strategically so important fort he EU's interests, due to the frozen conflicts, oil and gas transportation, and economic and commercial advantages. For that reason, the Union adopted a Black Sea Snergy. In that approach, the EU desires to develop its relations with the regional organizations, such as BSEC, as well as to provide additional technical and financial assistance to the regional states ; Bulgaristan ve Romanya'nın tam üye olması, Türkiye ile tam üyelik müzakerelerini yürütmesi ve Rusya, Ukrayna, Beyaz Rusya ve Moldova ile yürüttüğü yakın ilişkilerden ötürü, Avrupa Birliği, günümüzde Karadeniz bölgesinde etkin bir güç haline gelmiştir. Dondurulmuş çatışmalar, petrol ve doğal gaz taşımacılığı ve ekonomik ve ticari avantajlarından dolayı, bölge, Avrupa Birliği'nin çıkarları için hayati önem arz etmektedir. Bu sebepten ötürü, Birlik, Karadeniz Sinerjisi yaklaşımını üretmiştir. Bu yaklaşıma göre, Birlik, Karadeniz Ekonomik İşbirliği Örgütü gibi bölgesel örgütler ile ilişkilerini geliştirmeyi ve bölge devletlerine teknik ve mali yardımda bulunmayı arzu etmektedir

Türkiye'nin Afrika açılımı Siyahi Afrika ülkeleriyle ilişkileri ; Turkey's Africa expansion relations with Black African countries
Dünyanın en geri kalmış kıtası olarak Afrika'nın dünya ülkeleriyle ilişkileri köle ticareti ve sömürgecilikle başlamıştır. II. Dünya Savaşı sonrasında özgürlüklerine kavuşan Afrika ülkeleri sahip oldukları hammadde ve doğal kaynaklar nedeniyle sürekli büyük güçlerin ilgi odağında olmuştur. Gelişen teknoloji ile hammaddeye duyulan ihtiyacın artması hem gelişmiş hem de gelişen ülkelerin Afrika ile yakın ekonomik, ticari ve kültürel ilişki içine girmesine yol açmıştır. Türkiye de günümüzde dünya ile bütünleşme çabasında olan Afrika ile çok yönlü ilişki kurma amacına yönelmiştir. 1998 Afrika Açılım Planı ile başlayan süreç büyük bir ivme ile geliştirilerek, işbirliği ve stratejik ortaklık aşamalarına ulaşmıştır. Gelişen Türkiye Afrika ilişkileri artık Türkiye Afrika Ortaklığı hedefini gerçekleştirmeye yönelmiştir. ; As the most underdevelopment continental, Africa's relations with the other countries had begun with the slave trading and colonization. The African countries, which had regained their freedom after the Worl War II, have been in the spotlight of the big Powers, because of the raw materials and the natural sources that they have. The rise of requirement to the raw materials owing to the improving technology causes that both the developed and the developing countries has established close economic, commercial and cultural relations with the African countries. Turkey has also leaned to establish multiletaral relations with the Africa which has been trying to be integrated to the world nowadays. The process beginning with the 1998 Action Plan of Turkey's Opening Policy to Africa has been improved by a great momentum and come up to cooperation and the strategic partnership phases. The relations between developing Turkey and Africa are heading towards to fulfill the aim of "Turkey Africa Partnership".

Mısır Fātimī Devletinde Siyahi Hadımlar, Cariyeler ve Köle Askerler; Black Eunuchs, Concubines, and Slave Soldiers in the Fātimid Egypt

Although slavery was a common practice in medieval Muslim societies, this subject had not been studied enough. Yet, scholars recently have begun to focus on the subject of slavery in the Muslim world, and produced new academic monographs about it. As a part of this fashion, in my paper, I will try to answer how slavery was perceived and practiced in Fātimid Egypt. Particularly, I will argue that the position of African black slaves in the Fātimid Empire goes beyond the simple dichotomy of free and un-free and of black slaves and white masters. Also, I will argue that even though African black slaves were subordinated and marginalized in the Fātimid Empire, they created new opportunities for themselves and advanced into the highest positions in the Fātimid state structure. Besides, I will argue that African black slaves (eunuchs, commanders, and concubines) were not a marginal group but a dominant one that played important roles in the Fātimid political life throughout its history.
Soğuk savaş sonrası Karadeniz Bölgesi'nde güvenlik ve işbirliğine yönelik politikalar ; After cold war in The Black Sea regionpolicies on security and cooperation
Geçmiş dönemlerden itibaren uluslararası alanda Karadeniz Bölgesi, önemini koruyan bir bölge olmuştur. Stratejik, ekonomik ve politik alanda her zaman önemini koruyan Karadeniz Bölgesi, soğuk savaş sonrası dönemde politikaların çatıştığı bir alan olmuştur. Bu durumun ortaya çıkmasının nedeni ise Sovyetler Birliği'nin dağılması ile birlikte yeni devletlerin ortaya çıkmasıdır. Bu yeni oluşan devletler ya kendileri ya da kendileri üzerinden Rusya ve Amerika Birleşik Devletleri (ABD), Karadeniz'deki çıkarlarını kollama yoluna gitmiştir. Böylece Karadeniz, yeni bir çatışma alanı olmuştur. Her çatışmanın ve savaşın karşılıklı işbirliği ve güvenlik doğuracağı gerçeği, Karadeniz'de yeni işbirliklerini ve güvenlik anlayışını doğurmuştur. Hem ABD hem de Rusya bu anlayışı farklı aktörler, farklı araçlar ve niyetlerle sürdürmüştür. Bu çerçevede soğuk savaş döneminde Karadeniz'e komşu olan ülkeler, Karadeniz üzerinden kendi güvenliklerini sağlamak amacıyla Karadeniz Ekonomik İşbirliği Örgütü (KEİÖ)'nün temellerini atmış ve gelebilecek tehditlere karşı birlik içerisinde hareket etmeyi amaçlamıştır. Bu ve buna benzer işbirlikleri, Karadeniz'in, soğuk savaş sonrası oluşan dünyanın yeni odağı, olduğunu göstermektedir. Ayrıca Karadeniz'in, dünyanın yeni odağı haline gelmesiyle birlikte gelişen olaylar sonucu, işbirliğinin kaçınılmaz olmasının temel nedeni ise güvenlik kaygısının ortaya çıkmasıdır. Karadeniz'e kıyısı olan ülkeler ise bu durumun önemini kavrayarak daha çok Batı Bloku'ndan gelebilecek tehditlere karşı işbirliği ve güvenlik politikaları geliştirmiştir. ; Black sea region maintains its importance in the international area since previous periods(ya da throughout the history). The black sea region that has been always maintaining its importance with regard to the field of strategical and political economy has been a region where policies conflict with each other post-Cold war. The reason for this shown up situation arises from the emergence of new states with the disintegration of the soviets. These newly formed states have chosen to protect their interests in the Black Sea either by themselves or Russia or the Us. Thus black sea has been a new region for the conflicts. The fact that each conflict and war will lead to mutual cooperation and security paves the way for the new sense of security and cooperation in the region. Both the us and russia have put forward this sense with different actors, tools and intentions. In this framework, the states that are adjacent to the Black sea in the Cold war period have established the basis of Black Sea Economic Cooperation in order to provide their own security over the region (Black Sea) and aimed to act jointly against any threats. This and similar collaborations show that Black Sea is the new focus of the world after the cold war. Furthermore, the fact that black sea is the new focus of the world and events caused by the cooperations has caused security concerns. The states that have coasts of Black sea have developed the cooperation and security policies against any threats coming from the Western Bloc by comprehending the importance of this situation.
