Blockchain is considered one of the most disruptive technologies of our time. Numerous cities around the world are launching blockchain initiatives as part of the overall efforts toward shaping the urban future. However, the infancy stage of the blockchain industry leads to a severe gap between the knowledge we have and the actions urban policy makers are taking. This paper is an effort to narrow this rift. We provide a systematic literature review on concrete blockchain use cases proposed by the research community. At the macro-level, we discuss and organize use cases from 159 selected papers into nine sectors recognized as crucial for sustainable and smart urban future. At the micro-level, we identify a component-based framework and analyze the design and prototypes of blockchain systems studied in a subset of 71 papers. The high-level use case review allows us to illustrate the relationship between them and the four pillars of urban sustainability: social, economic, environmental, and governmental. The system level analysis helps us highlight interesting inconsistencies between well-known blockchain applicability decision rules and the approaches taken by the literature. We also offer two classification methodologies for blockchain use cases and elaborate on how they can be applied to stimulate cross-sector insights in the blockchain knowledge domain.

Blockchain technology enables the creation of decentralized currencies, decentralized applications powered by smart contracts, self-executing digital agreements, and intelligent assets that can be controlled over the Internet. Blockchains also enable the development of new governance systems with more democratic or participatory decision-making, and decentralized (autonomous) organizations that can operate over a network of computers without any human intervention. These applications have led many to compare the blockchain to the Internet, with accompanying predictions that this technology will shift the balance of power away from centralized authorities in the field of communications, business, and even politics or law. Blockchain and the Law explores the benefits and drawbacks of this emerging decentralized technology and argues that its widespread deployment will lead to expansion of what we term lex cryptographia: rules administered through self-executing smart contracts.--

This book investigates how the Blockchain Technology (BCT) for Supply Chain Finance (SCF) programs allows businesses to come together in partnerships and accelerate cash flows throughout the supply chain. BCT promises to change the way individuals and corporations exchange value and information over the Internet, and is perfectly positioned to enable new levels of collaboration among the supply chain actors. The book reveals new opportunities stemming from the application of BCT to SCF financing solutions, particularly reverse factoring - or approved payables financing. To do so, it first identifies the principal barriers and pain points in delivering financing solutions. Then, a possible blockchain-driven supply chain model is defined. Using this framework, the book subsequently discusses relevant use cases for the technology, which could open up new opportunities in the SCF space. It demonstrates that blockchain and distributed ledgers technologies could deliver substantial benefits for all parties involved in SCF transactions, promising to expedite the processes and lower the overall costs of financing programs. Industry giants such as IBM, Maersk, China-based Dianrong and FnConn (a Foxconn subsidiary) are currently working to digitize the global, cross-border supply chain using blockchain technology, and will likely soon create blockchain platforms for supply chain finance. The article is devoted to the coverage of the use of Blockchain technology in the field of public administration. The foreign experience of using Blockchain technology (Estonia, USA, Japan, Brazil, Ghana, Honduras, Georgia, UAE, the Netherlands and Sweden) has been analyzed, as well as prospects for its introduction in Ukraine. Examples of the implementation of Blockchain technology in Ukraine in providing public and public services to legal entities and individuals are presented. The main advantages and disadvantages of this technology are defined, the main principles of work of the Blocckhain are formulated. In addition, the main problems with which the Ukrainian government can meet, when using the distribution register (Blockchain) in public administration is indicated. Particular attention is paid to Blockchain technology as a means of bureaucracy and corruption in public authorities.

The paper analyzes the specific nature of high-tech systems in IT area in terms of the transition to the digital economy (Digital Economy of the Russian Federation program). The research identifies the characteristics of legal regulation of databases, distributed ledgers, and blockchain technology. The author determines that the legal regime of databases is admissible with regard to the above-mentioned systems. The study reveals the aspects of special sectoral laws and regulations applied to databases in order to introduce distributed ledgers and blockchain technology. The research considers the dual nature of database laws governing blockchain technology in different ways. The author concludes that laws and regulations concerning databases can be implemented to introduce distributed ledgers and blockchain technology considering their specific legal nature for particular legal relations.

Стаття присвячена висвітленню використання блокчейн-технології в сфері публічного управління. Проаналізовано зарубіжний досвід використання блокчейн-технології (Естонія, США, Японія, Бразилія, Гана, Гондурас, Грузія, ОАЕ, Нідерланди і Швеція), а також перспективи її впровадження в Україні. Представлені приклади використання блокчейнтехнології в Україні при наданні державних і суспільних послуг юридичним і фізичним особам. Визначено основні переваги та недоліки цієї технології, сформульовано головні принципи роботи блокчейна. Крім цього, вказані основні проблеми, з якими може зіткнутися український уряд, при використанні розподіленого реєстру (блокчейна) в публічному управлінні. The article is dedicated to investigate the problem of influence of cutting edge digital technology on the virtual and real legal relations, related to the movement and the turnover of intellectual property. Using the method of analyzing modern definitions of blockchain, and relying on the political-economic theory of social redistribution of wealth, authors define the term blockchain and its principles as a technological paradigm. Authors conclude the fact that blockchain can be used to guarantee intellectual property rights and it should be accepted at the national level. As a mechanism of a trusted environment, blockchain allows to reduce transaction costs and increase the level of commercialization of intellectual property. ; peer-reviewed
