Bogotá sin indiferencia, Bogotá positiva, Bogotá humana: evaluación en temas de desempleo, salud y educación
Tesis de maestría ; Este trabajo de grado es presentado para obtener el título de Magister en Ciencia Política de la Universidad Católica de Colombia en convenio con la Universidad de Salerno (Italia), a su vez resulta ser útil en la medida que permite ver las falencias y fortalezas de los tres planes de gobierno que estuvieron al frente de la administración de la Alcaldía Mayor de Bogotá, entre los años 2002 al 2016; Bogotá Sin Indiferencia, Bogotá Positiva y Bogotá Humana, evaluar estas administraciones en temas de desempleo, salud y educación, permite dar claridad al lector cuales planes cumplieron sus expectativas y que tanto afectaron o contribuyeron a la ciudad. ; 1. Unfinished projects in Bogotá (Colombia) ; Obras inconclusas en Bogotá (Colombia)
The central theme of the article is the problem of unfinished works in the city of Bogota (Colombia). The most common causes and consequences are discussed, as well as the great negative impact this generates within the inhabitants, who are the most affected. Half-finished roads and abandoned buildings are the most common scenario for citizens, this occurs especially in projects where the government is the financier of the work. In these cases, improper handling of money is one of the most common causes. ; El tema central del artículo es la problemática de obras inconclusas en la cuidad de Bogotá (Colombia). Se plantean las causas y consecuencias mas comunes, así como el gran impacto negativo que esto genera dentro de los habitantes, quienes son los mas afectados. Vías a medio terminar y edificaciones abandonadas son el panorama mas común para los ciudadanos, esto ocurre sobre todo en los proyectos donde el gobierno es el financiador de la obra. En estos casos, los malos manejos de dinero son una de las causas mas comunes.

¿Cómo va "Bogotá sin hambre"? ; How "Bogotá sin hambre" is going?
Este estudio presenta un análisis del programa distrital "Bogotá sin Hambre" (BSH). Los resultados indican que, con excepción del proyecto comedores comunitarios, BSH no es otra cosa que una mayor coordinación institucional y un aumento de los recursos en los proyectos que tradicionalmente ha realizado el Distrito para contrarrestar los problemas de pobreza, vulnerabilidad y marginalidad. En general, el balance de esta intervención es muy positivo. BSH ha incrementado significativamente la población beneficiaria de subsidios alimentarios en el Distrito, y después de dos años de ejecución, ya había alcanzado un cumplimiento de 85% de la meta de cobertura del Plan de Desarrollo. La principal debilidad del programa radica en la focalización de sus beneficiarios. Una encuesta realizada a los beneficiarios de comedores comunitarios indica que el 20% de los usuarios de este proyecto son no pobres y que sólo el 45% está clasificado en el nivel 1 del SISBEN. El estudio sugiere estandarizar la estrategia de focalización de los proyectos similares de BSH para reducir los errores de inclusión. Así mismo, se enfatiza en la importancia de diseñar y realizar una evaluación de impacto del programa, sin la cuál será imposible atribuir a BSH algún efecto sobre el estado nutricional de los beneficiarios. ; This study analyzes the program "Bogotá sin Hambre". The results show that, taking aside "comedores comunitarios" project, BSH is only different from other traditional programs to fight poverty and social exclusion in Bogotá because of its higher institutional coordination and funding. In general, the findings of this research are positive. BSH have increased the coverage of beneficiaries from nutritional subsidies, and after two years of execution it had reached an 85 percent of the coverage goal established in the government plan of the mayor Luis Eduardo Garzón. The principal weakness found is the targeting of the subsidies. A survey applied to the participants in the project "Comedores Comunitarios" shows that 20 percent of the beneficiaries are non-poor and only 45 percent belong to the first level of SISBEN. This paper suggest standardizing the targeting of social expenditure from similar projects of BSH, in particular "Comedores Comunitarios", with the aim of reducing errors of inclusion (inclusion of non-poor among subsidy recipients). In addition it emphasizes the importance of designing and developing an impact evaluation in order to determine the effects of the program on nutritional condition of the BSH's participants.
