Filmwork stopped after the coup of July 1980 — except in exile or in secret

Nowadays, Bolivian cinema is living a period of great activity in a unstable identitarian landscape, wherein negotiations and conflicts between the different national subjectivities are no longer able to be represented within antagonistic patterns producing uniformity. Firstly, this article deals with Jorge Sanjinés' Filmography in order to offer an explanatory hypothesis to answer why his last productions seem to have been less engaging for national identitarian dynamics. Secondly, an analysis of a series of short films by the Socavón Cine Collective will take place, so as to underline the most important political gestures displayed by their novel audiovisual rhetoric, which have managed to devise a language capable of a more acute examination of the identitarian plurality present in Bolivia. ; Actualmente, el cine boliviano atraviesa un periodo de gran actividad que coincide con un escenario identitario inestable, en el cual las negociaciones y conflictos entre las distintas subjetividades nacionales ya no pueden representarse con esquemas antagónicos homogeneizantes. En primer lugar, el presente artículo parte de la filmografía de Jorge Sanjinés y plantea algunas hipótesis sobre el porqué sus últimas producciones no han sabido interpelar a las dinámicas identitarias nacionales. En segundo lugar, analiza algunos cortometrajes del Colectivo Socavón poniendo de relieve los gestos políticos de estas nuevas retóricas audiovisuales, las cuales han logrado configurar un lenguaje que interroga de forma menos esquemática a la pluralidad identitaria boliviana.

In the Bolivian contemporary film production film type that stands out is the Road-movie (road movie), a genre in which the story takes place during a journey. The serious and committed subject to political cause of Bolivian film is being displaced by ironic, romantic, teasing and / or tragicomic by the new generation of filmmakers issues. Striking as in a country divided by geographical locations and economic issues, where each of the 36 ethnic groups that form to fight each other afirmaren as identities, cinema just walk to the counter to that. Using the concepts of mestizaje, mediated oral traditions, and the theoretical framework of semiotics of culture for the film and literary analysis, the paper intends to discuss the relationship between cinema and the real object put on display as a sign. Also, to show how the Bolivian Road-movie is set, evoking imaginary Bolivia (Latin America), as complementary disgruntled with eigenmodes that differentiate it from hollywoodino genre. ; En la producción cinematográfica boliviana contemporánea el tipo de película que más se destaca es la Road-movie (película de carretera), un género en el que la historia se desarrolla durante un viaje. La temática seria y comprometida con las causa políticas del cine boliviano viene siendo desplazada por temas irónicos, románticos, burlones y/o tragicómicos por la nueva generación de cineastas. Llama la atención como en un país subdividido por situaciones geográficas y cuestiones económicas, en donde cada una de las 36 etnias que lo forman luchan entre sí para afirmaren como identidades, el cine camine justamente a la contramano de eso. Empleando los conceptos de mestizaje, oralidades mediatizadas, y el marco teórico de la semiótica de la cultura para el análisis fílmico y literario, el trabajo pretende discutir esa relación del cine con el objeto real, puesto en pantalla en forma de signo. Además, enseñar como la Road-movie boliviana se configura, evocando el imaginario boliviano (latinoamericano), en su contrariedad complementaria, con modos propios que lo diferencian del género hollywoodino.

This article is an exercise in cultural history that explores the conflictive relationship between the cinematographic work by Bolivian director Jorge Sanjinés involving the Ukamau group developed in the 70's and the Andean novel that showcased the Indigenous cause written several decades before concerning issues of indigenous representation and its place in the local community. From this perspective, this article analyzes the complex interaction between learned culture, film-making and local construction in Bolivia. This study considers modernizing historical context undertaken by the Revolution of 1952 and the subsequent happenings that occurred during this political and social process essential to that Andean country situating the aesthetic and political challenges that Jorge Sanjinés' work had to have faced. ; El artículo es un ejercicio de historia cultural que explora la conflictiva relación entre la obra cinematográfica del realizador boliviano Jorge Sanjinés y del grupo Ukamau, desarrollada en los años setenta, y la novela indigenista andina escrita variasdécadas antes, en relación a la problemática de la representación del indígena y de su lugar en la comunidad nacional. En esta perspectiva, el trabajo analiza la compleja interacción entre cultura letrada, cinematografía y construcción nacional en Bolivia. El estudio considera el contexto histórico modernizador emprendido por la revolución de 1952 y los ulteriores momentos de este proceso político y social fundamental de ese país andino, situando los desafíos estéticos y políticos que la obra de Jorge Sanjinés debió enfrentar.

La razón por este interés no es difícil de adivinar: son los espacios en donde se ha jugado gran parte de la historia política de Bolivia. Siendo un cine con características muy políticas es claro que los cineastas bolivianos debían instalar sus cámaras en dichos espacios. El texto presente va a analizar el cine boliviano desde el punto de vista del espacio. The films of Jorge Sanjinés and the Ukamau Group occupy the central pages of the history and criticism of Bolivian cinema, as a proposal identified with popular struggles, using a language that would express the cosmovision of the indigenous peoples. The activity of the group has emerged from a scenario marked by the National Revolution of 1952, the Cuban revolution and the emergence of national liberation movements, strongly inspired by the campaign of Che in Bolivia; but also by the Cold War, the military dictatorships and their developmentalist projects, promoted by the United States to counteract the communist «threat». This kind of cinema expresses the views of a progressive sector, but in a society of colonial heritage, it represents a privileged group representing indigenous peoples, ideologically constructed as the problematic subject of the nation, the «Indian». This article, from a situated perspective, proposes to make visible from the production practices the development of asymmetric relations between urban filmmakers and subaltern subjects that could challenge the supposedly collective character of a cinema done with the people. ; Las películas de Jorge Sanjinés y el Grupo Ukamau ocupan las páginas centrales de la historia y crítica sobre cine boliviano, como una propuesta identificada con las luchas populares, desde un lenguaje que expresaría la cosmovisión de los pueblos indígenas. La actividad del grupo ha surgido de un escenario marcado por la Revolución Nacional de 1952, la Revolución Cubana y los movimientos de liberación nacional, inspirados fuertemente por la campaña del Che en Bolivia; pero también por la Guerra Fría y las dictaduras militares y sus proyectos desarrollistas, impulsados por los Estados Unidos para contrarrestar la «amenaza» comunista. Este cine expresa los planteamientos de un sector progresista, pero que, en una sociedad de herencia colonial, representa un grupo privilegiado de un sistema donde los pueblos indígenas son representados como el sujeto problemático de la nación, el «indio». Este artículo, desde una perspectiva situada, se propone visibilizar a partir de las prácticas de producción el desenvolvimiento de relaciones asimétricas entre cineastas urbanos y sujetos subalternos representados, que podrían poner en cuestión el pretendido carácter colectivo de un «cine junto al pueblo».

This article analyses the work carried out in promoting, historizing, producing and exhibiting cinema in early 1960s Bolivia by the group of filmmakers who would go on to establish the Ukamau Group towards the end of that decade. Firstly, it discusses the implications of the use of the term «Ukamau Group» by the filmmakers themselves and by the scholarly community as a way of historicizing and periodising a crucial episode in Bolivian film history. Subsequently, it proposes a reading of the film activities of Jorge Sanjinés and his collaborators that demonstrates the cultural, political, and aesthetic linkages between the film culture of early-1960s Bolivia and broader national and transnational forms of conceiving cinema. Finally, the article argues for the development of new, de-centred approaches to the study of such material that transcends canonical or auteur-centred versions of film history. ; Este artículo analiza la labor de promoción, teorización, producción y exhibición del cine en Bolivia a principios de la década de 1960 por parte del grupo de cineastas que posteriormente establecerían el Grupo Ukamau hacia finales de ese decenio. En primer lugar, el artículo debate las implicaciones del uso del término «Ukamau» por los propios realizadores y por la comunidad crítica y académica, para historizar y periodizar un episodio clave de la historia del cine boliviano. A continuación, el texto propone una interpretación de las actividades fílmicas de Jorge Sanjinés y de sus colaboradores que demuestra los vínculos culturales, políticos y estéticos entre la cultura cinematográfica en Bolivia a inicios de los años sesenta y otros modos nacionales y transnacionales de concebir el cine. Por último, el artículo insta al desarrollo de nuevos enfoques descentrados del estudio de tales materiales que trasciendan una historia del cine centrada en películas canónicas o en la figura del autor.

[spa] A pesar de ser relativamente poco conocido, estudiado y difundido, el cine boliviano ha sido esencial para el desarrollo del cine indigenista y para la constitución del cine latinoamericano desde la segunda mitad del siglo XX. Pero su gran aporte también ha sido su gran estigma, pues con frecuencia se ha relacionado al cine boliviano únicamente con su vertiente indigenista, ignorando sus otras expresiones. Esta tesis tiene como objetivo principal realizar una lectura transversal del cine boliviano, que permita identificar como este ha registrado y observado a su país, a sus procesos políticos, sociales y culturales. Tomando como elemento temático recurrente al viaje, a la migración interna y externa, este trabajo se concentra en lo que se puede denominar como las road movies bolivianas, las películas de carretera bolivianas. La investigación pretende contribuir, desde una perspectiva nueva, al estudio, a la comprensión y a la reflexión sobre el cine boliviano, sobre su rol, sobre sus posibilidades y sobre sus pretensiones. También quiere demostrar de qué manera el registro cinematográfico de la migración puede ser un elemento fundamental a la hora de estudiar la historia política, social y cultural de Bolivia. Reflexionando sobre el género cinematográfico y sobre su adaptación local, sobre los caminos que ha tomado el cine boliviano, sobre las películas de carretera de amigos, sobre las películas de persecución, sobre la anti-road movies, sobre las películas sobre procesos migratorios nacionales e internacionales, sobre las historias de retorno al lugar de origen y sobre los filmes dedicados a la figura de Evo Morales, esta tesis trata temas importantes para la historia de Bolivia, como el racismo, el clasismo, el machismo, la construcción de identidades y la relación del individuo con el Estado. Se propone al cine como un elemento esencial para el estudio de la historia boliviana y para la construcción de sus discursos dominantes. ; [eng] Bolivian cinema stand among the least studied film traditions in the world. In spite of this, its importance in the development of indigenist cinema, and the configuration of Latin American cinema in the second half of the 20th century, is out of question. Yet, this great contribution is also a stigma Bolivian cinema has to bear; for Bolivian films are usually (and often restrictively) associated with indigenism and its cinematic representation, ignoring any other manifestations it contains. The main objective of this thesis is to read Bolivian cinema transversally, attempting to identify how it has recorded and observed its country through some major political, sociological and cultural events that took place through the past century. Exploring the idea of travel as a recurring narrative device, this thesis focuses in Bolivian road movies as a path into such an inquiry. The goal of this thesis is to provide a new perspective on the understanding of Bolivian cinema, to illuminate new ways of thinking about its role as a national artform, its limitations, possibilities and projections. In a wider sense, the main contribution of this project is the confirmation of a hypothesis holding that, as it is the case with many other countries and traditions, cinema is a key element in the study of Bolivian History. We thus seeks to show how the cinematographic recording of migration is essential for the study of Bolivia's political, social and cultural history. This thesis revisits questions concerning the road movie as a genre (naturally, focusing on the Bolivian version of the genre), Bolivian cinema's representation of roads and pathways, and the prevalence of buddy movies', chase films' and anti-road movies' tropes in Bolivian road movies; but also analyzes the relationship between movies as a representation of internal and external migration in Bolivia, self-discovery trips characters undertake (usually on their way back home), and finally looks at films portraying the different aspects of Evo Morales' public image. In such a path it is that our research deals with crucial subjects for Bolivian history: racism, classism, sexism, the construction of identities and the relationship between the individual and the State.

Abstract. Awarded in Europe but censored in Bolivia during thirteen years, The Courage of the People (Jorge Sanjinés, Bolivia, 1971) is an outstanding example of Latin American collaborative political cinema. The film is an account of the massacre of St John's eve in the Bolivian mining settlement of Siglo XX in 1967. But it also situates its background, through the mise-en-scène of representative community members' life stories. Domitila Chungara was one of the characters selected to represent the collective; in her case, the organized housewives.This article analyses the range of testimonial bodily expressions captured in Domitila Chungara's participation in the film: her fighting, maternal and suffering bodies. This performance constitutes her first public testimony that, remarkably, is a play-acting testimonio as opposed to the more common transcribed oral accounts that constitute this genre. The self-representation of Chungara and her comrades in the film breaks down the wall of silence that surrounded women's body-based political practices in the public sphere and gives value to their body-based political culture, instrumental in understanding Bolivian politics in the last century.

This article contextualizes and characterizes production practices in political cinema in Bolivia and Peru between the 1960s and 1990s, reading them as a communitarian endeavor that included many more women than official history acknowledges. It also documents the work of two overshadowed filmmakers—the Bolivian Beatriz Palacios and the Peruvian María Barea—mainly in their roles as film producers and managers of small producing companies, but also as directors. In order to effectively incorporate women into Andean cinema history, I advocate for a nonhierarchical historiographical methodology and the academic consideration of personal relationships as one of the driving factors in artisanal political production cultures. A non-auteurist approach to unearthing Andean women filmmakers is central to this revisionist project that aims to shed light on an entire range of women's labor in collaborative film production, not only directorial work.

El cine en Bolivia ha sido una de las áreas de producción cultural que más éxito y reconocimiento has logrado en el extranjero. Sin embargo, la época de mayor interés para el espectador europeo o norteamericano ha sido la de los años 60 y 70, auge del ´Tercer Cine´ y de las tendencias contestatarias generalmente visibles en toda América Latina. La democracia formal volvió en los años 80 y 90 y se impuso un modelo neoliberal en lo que se podría ver como un periodo de transición. En el cine se vio un cambio de enfoque hacia la ciudad y el individualismo, pero con la elección del Movimiento al Socialismo de Evo Morales en diciembre del 2006, el país entra a otra fase. Todavía no se ha visto una plena respuesta en términos fílmicos al reto histórico que plantea esta nueva realidad. No obstante es posible, y hasta realista, anticipar un cambio radical en las relaciones entre estado y gremio cinematográfi co con miras a una producción fílmica que retrate el país tanto para el espectador nacional como para un público extranjero que, más que nunca, está a la expectativa de imágenes bolivianas. Film has been one of the areas of Bolivian cultural production that has enjoyed most success and recognition abroad. However, the era of greatest interest for the European and North American spectator has been the 1960s and 70s, the height of ´Third Cinema´ and the radical tendencies common to Latin America in general. Formal democracy returned in the 80s and 90s and the imposition of a neoliberal model was imposed during what might be seen as a tran- sitional period. At the same time the fi lmmaker's focus shifted towards urban and individualist themes. With the election in December 2006 of the Movement to Socialism of Evo Morales, the country enters another phase. We have not yet seen a full response, in fi lmic terms, to the historic challenge presented by this new reality. But it is possible, and not unrealistic, to anticipate a radical change in the relationship between state and fi lmmaking community with a view to a new form of fi lm production which portrays the country for the benefi t both of the national spectator and for an international audience which, perhaps more than ever, eagerly awaits images from Bolivia.

Aceptando la necesidad del plano simbólico para la articulación y renovación del sentido sobre el pasado, es decir, reconociendo su importancia en los trabajos de la memoria, nos proponemos reflexionar sobre cómo el cine del Grupo Ukamau (GU) dirigido por Jorge Sanjinés (1963-actualidad) y la producción de Teatro de los Andes (TA) fundado por César Brie (1991-2009), han aportando a procesos sociales de reconfiguración del sentido de la historia local boliviana. La recuperación de cultura local (memoria de tradiciones vernáculas, cuentos, leyendas, mitos, formas de relación) y la problematización de temas de significación política a través de imágenes y discursos, produce "recuerdos compartidos", representaciones de experiencias acaecidas y la amplificación del pasado y sus voces en un presente que reaprende a ver y escuchar, leer e interpretar lo pretérito. Este trabajo da cuenta del andamiaje teórico desde el cuál pensamos la memoria como problema; para luego avanzar sobre su pertinencia específica en los colectivos culturales observando regularidades en común y particularidades. ; We accept the need for symbolic level for the joint and renewed sense of the past, that is, recognize its importance in the work of memory. Therefore, we intend to reflect on how cinema Ukamau Group (GU) led by Jorge Sanjinés (1963-present) and production of Teatro de los Andes (TA) founded by César Brie (1991-2009), have been contributing to processes social reconfiguration of the meaning of the Bolivian local history. The recovery of local culture (memory vernacular traditions, stories, legends, myths, forms of relationship) and problematize issues of political significance through images and speeches, it produces "shared memories" re-presentations of experiences and occurred amplification of voices past and a present that relearn to see, hear, read and interpret the past. En su vuelta del exilio el Grupo Ukamau (GU) produce Las banderas del amanecer (1983), un film singular con dos rasgos hasta ese momento inéditos y que no volverán a repetirse en la trayectoria del grupo: ser realizado en codirección –entre Jorge Sanjinés y Beatriz Palacios–, y responder enteramente a los caracteres del documental. De forma cronológica y a través de distintas formas de testimonio, entrevistas, registros in situ y material de archivo, la película recupera variadas experiencias de resistencia y oposición durante las dictaduras bolivianas y las democracias frágiles que marcaron la transición. De esa forma configura una cartografía diagnóstica que describe y explica la Bolivia golpeada pero en ebullición de fines de los setenta y principios de los ochenta, protagonizada por un sujeto colectivo heterogéneo. El film, que se presentó en el V Festival Internacional del Nuevo Cine Latinoamericano donde ganó el Gran Premio Coral en la Sección Documental, continúa con la inconfundible perspectiva de intervención política que cultivara el colectivo desde los 60, incorporando interrogantes ligados a los derechos humanos y la democracia, elementos que se desarrollarán en el período inmediatamente posterior. Tras la ubicación del film en la obra del grupo y la descripción de sus condiciones de posibilidad, este trabajo analiza las formas de representación del dolor y el duelo, y las modalidades de denuncia impugnadora del ejercicio de la fuerza dictatorial. Nos proponemos reconstruir y caracterizar el trabajo de memoria que el documental plantea: una memoria tejida –como la wiphala– de voces heterogéneas que hacen visible y audible el recuerdo de masacres e injusticias, pero también la capacidad de organización, lucha, compromiso y solidaridad de los sectores populares. ; On his return from exile, the Ukamau Group (GU) produces The Flags of the Dawn (1983), a unique film with two previously uncharted features that will never be repeated in the group's history: to be performed in a co-direction –between Jorge Sanjinés and Beatriz Palacios–, and to respond entirely to the characters of the documentary. Chronologically, through different forms of testimony, interviews, on-site records and archival material, the film recovers varied experiences of resistance and opposition during the Bolivian dictatorships and the fragile democracies that marked the transition. In this way, it presents a diagnostic cartography that describes and explains the battered but boiling Bolivia of the late 1970s and early 1980s, which was carried out by a heterogeneous collective subject. The film, which was presented at the V International Festival of New Latin American Cinema, where it won the Coral Grand Prize in the Documentary Section, continues with the distinct perspective of political intervention that the collective has cultivated since the 1960s, incorporating issues related to the human rights and democracy, elements that will be developed in the immediately following period. After the location of the film in the work of the group and the description of its conditions of possibility, this work analyzes the forms of representation of pain and mourning, and the modalities of denouncing the exercise of the dictatorial force. We propose to reconstruct and characterize the work of memory that the documentary raises: a woven memory –like the wiphala– of heterogeneous voices that make visible and audible the memory of massacres and injustices, but also the capacity for organization, struggle, commitment and solidarity of the popular sectors. ; En la seua tornada de l'exili el Grupo Ukamau (GU) produeix Las banderes del alba (1983), un film singular amb dos trets inèdits fins a aquell moment i que no tornaran a repetir-se en la trajectòria del grup: ser realitzat en codirecció –entre Jorge Sanjinés i Beatriz Palacios– i respondre enterament als caràcters del documental.
