The United States-Mexico Borderlands are indispensably associated with organized crime, drug trafficking and illegal migration from Central America to the U.S. Corruption is a factor facilitating functioning of these activities from many years, prevalent among local authorities, companies or law enforcement bodies. This paper is concerned with the way corruption maintains nowadays at the United States-Mexico Borderlands, and through which activities it reveals. The author especially focuses on the analysis of the corruption of law enforcement bodies responsible for maintaining security along the U.SMexico border, and emphasizes inveteracy of corruption in borderland culture and in awareness of its inhabitants. ; Pogranicze amerykańsko-meksykańskie jest nieodzownie kojarzone z przestępczością zorganizowaną, handlem narkotykami oraz nielegalnymi migracjami ludności z Ameryki Centralnej do USA. Korupcja stanowi czynnik od lat ułatwiający funkcjonowanie tych procederów, obecna wśród lokalnych władz, podmiotów gospodarczych czy instytucji stojących na straży prawa. Artykuł traktuje o tym, w jaki sposób współcześnie kształtuje się korupcja na terenie pogranicza amerykańsko-meksykańskiego oraz poprzez jakie działania się objawia. Autorka koncentruje się w szczególności na analizie skorumpowanych organów ścigania odpowiedzialnych za utrzymywanie bezpieczeństwa wzdłuż granicy USA-Meksyk, a także wskazuje na zakorzenienie korupcji w kulturze pogranicza i świadomości jego mieszkańców.
This article is an attempt to address a question of significance of the borderland as a research category in the Polish political science. The authors use information collected in the survey conducted among 223 polish political scientists, who were asked about the importance and explanatory potential of the borderland concept in the political analysis. Since the response rate was low it is impossible to make any generalizations concerning the whole academia of the Polish political science, thus the text is merely a synthesis of the opinions of those who have responded. According to this data, the category of borderland is an important and useful tool in the political analysis, due to its close connection with the changes of the contemporary world like globalization, deteritorialization and regionalization. The borderland category is especially significant in the reflection on the changing status of nation-states and functions of state borders. The article also outlines the basic research themes within which the concept of borderland is employed by the political scientists. The authors conclude with a few methodological and theoretical postulates on applying the category of borderland in political science. ; Artykuł jest próbą odpowiedzi na pytanie o rolę kategorii pogranicza w polskiej politologii. Opiera się na informacjach uzyskanych w ankiecie skierowanej do 223 polskich politologów, w której zapytano ich o wagę oraz eksplanacyjny potencjał kategorii pogranicza w analizie politologicznej. Niski poziom responsywności uniemożliwia dokonanie generalizacji na całe środowisko politologiczne, dlatego tekst niniejszy jest jedynie syntezą opinii politologów, którzy odpowiedzieli na naszą ankietę. Kategoria pogranicza przedstawiona jest jako ważna i przydatna w analizie politologicznej, przede wszystkim ze względu na jej integralny związek ze współcześnie zachodzącymi zmianami, takimi jak globalizacja, deterytorializacja i regionalizacja. Pogranicze jest szczególnie istotną kategorią w politologicznej refleksji nad zmianą statusu państw narodowych oraz zmieniającą się funkcją granic państwowych. W tekście wyodrębniono również podstawowe konteksty badawcze, w jakich politolodzy wykorzystują pojęcie pogranicza. W końcowej części artykułu autorzy formułują postulaty teoretyczno-metodologiczne dotyczące stosowania kategorii pogranicza w analizie politologicznej.
The aim of this article is to look at the political reality of the United Kingdom of Great Britain and Northern Ireland from the perspective of borderlands understood as a result of political action, an area in which they are expressed, but at the same time are the driving force of these processes. Identities of borderlands play a significant role in shaping political reality in the UK. Their diversity, the strength of their interests' articulation, participation in political rivalry, although it was not the only factor, have determined the current political system of the state to a large extent. At the same time the impact of political transformations on changes in the identities is noticeable. More and more of them, in addition to their own national/regional identification, also indicates the relationship with the United Kingdom as a whole, which suggests that devolution rather strengthens the state, than leads towards disintegration, although such a risk exists in reality. ; Celem artykułu jest spojrzenie na rzeczywistość polityczną Zjednoczonego Królestwa Wielkiej Brytanii i Irlandii Północnej z perspektywy pogranicza. Jest ono rezultatem działań politycznych, obszarem, w którym znajdują one swój wyraz, ale i na zasadzie sprzężenia zwrotnego są siłą napędową tych procesów. Tożsamości pogranicza w Wielkiej Brytanii odgrywają znaczącą rolę w kształtowaniu rzeczywistości politycznej. Ich zróżnicowanie, siła artykulacji interesów, uczestnictwo w rywalizacji politycznej, w dużej mierze, choć nie był to czynnik jedyny, przesądziły o obecnym kształcie ustrojowym państwa. Jednocześnie zauważalny jest, subtelny na razie, wpływ przeobrażeń ustrojowych na zmiany tożsamości. Coraz więcej mieszkańców, obok identyfikacji narodowej /regionalnej, wskazuje także na związki z Wielką Brytanią jako całością, co świadczy o tym, że Zjednoczone Królestwo, dzieląc się władzą raczej umacnia państwo niż prowadzi je ku rozpadowi, choć takie ryzyko przy dewolucji w brytyjskich warunkach istnieje.

Memorial sites are a material proof of the Poland-Ukraine military conflict in the Podkarpacie Region, which took place in the years 1944-50. It is here, on the Poland-Ukraine borderland that there is a permanent conflict of interests of the local community of different historical identity. In order to commemorate bloody incidents and numerous victims on both sides memorial sites are erected both in Poland and in Ukraine causing conflicts in the past and present. In the article I have shown thesignificance of the dependence between the memory of the ethnical community and the specifics of the language of the group, which while aiming at the commemoration of events and memorial sites important for them, do not obey the regulations of Polish law. The analysis of the legal basis for erecting these commemorations shows that there is a need to update the law. The importance of the mental layer in context of the intangible value of the cultural heritage of individual ethnic groups, which is often underestimated, can lead to conflicts that reach beyond the border area becoming conflicts of nationwide or even international concern. ; Miejsca pamięci są materialnym dowodem zbrojnego konfliktu polsko-ukraińskiego na Podkarpaciu, który rozegrał się w latach 1944-50. To właśnie tutaj, na południowo-wschodnim pograniczu dochodzi do permanentnego konfliktu interesów społeczności lokalnych o różnej tożsamości historycznej. W celu upamiętnienia krwawych zajść i licznych ofiar po obu stronach, wznoszone są upamiętnienia na ziemiach polskich i ukraińskich, stanowiąc zarzewie konfliktów, zarówno w przeszłości, jak i obecnie. W artykule wykazałam wagę zależności pomiędzy pamięcią społeczności etnicznej, a specyfiką języka grupy, która dążąc do upamiętnienia ważnych dla siebie wydarzeń i miejsc pamięci, nie przestrzega istniejących przepisów prawa państwa Polskiego. Analiza podstaw prawnych wznoszenia upamiętnień pokazuje, że wymagana jest aktualizacja przepisów prawa. Powszechnie niedoceniana wartość warstwy mentalnej w kontekście wartości niematerialnej dziedzictwa kulturowego poszczególnych grup etnicznych doprowadza do sytuacji konfliktogennych, które wykraczają poza teren pogranicza, stając się konfliktami o zasięgu ogólnopolskim, a coraz częściej nawet międzynarodowym.

Central Europe is part of the continent with its historical and cultural identity and a unique geopolitical role (geopolitical wedge between Germany and Russia). Central Europe includes the Ukrainian and Belarusian lands, which for centuries have been the subject of rivalry between Poland and Russia and the area of influence of powers neighboring this region. Depending on the results of this rivalry, the status of Ukrainian-Belarusian territories varied between the "great borderland" and the periphery of various powers, most often the Republic of Poland or the Russian Empire. However, their role was different for both countries. For the Commonwealth, they constituted a necessary resource for maintaining its subjectivity, sovereignty and, consequently, independence. However, for Russia they were a route to master Central Europe and to influence Western Europe. In the history of the Ukrainian-Belarusian lands, three alternative variants of concentration and political rivalry were possible. The first – the formation in this subregion of Central Europe of the countries with high political subjectivity, based on significant demographic, geopolitical and economic resources. The second – the occupation of the Ukrainian-Belarusian border entirely by one of the neighboring powers as a result of military actions or EU agreements, which made them a "great borderland", strengthening the potential of the country of its belonging. The third – the division of Ukrainian-Belarusian lands between state organisms with high subjectivity (the loss of the status of "great borderland" in favor of being peripheries), actually preventing internal political consolidation, but deepening the diversity of the subregion in terms of religion, religion, ethnicity, culture and language, mental, and consequently also socio-economic. In the historical process, all three scenarios were implemented, which contributed to giving the Ukrainian-Belarusian lands as a constitutive feature of the "Central European syndrome", however questioned in the international environment, primarily by Russia recognizing this area as part of its own civilization and cultural circle. ; Europa Środkowa jest częścią kontynentu z własną tożsamością historyczną i kulturową oraz unikatową rolą geopolityczną (geopolitycznego klina między Niemcami i Rosją). Do Europy Środkowej należy zaliczyć ziemie ukraińskie i białoruskie, które przez wieki były przedmiotem rywalizacji między Polską i Rosją oraz obszarem wpływów mocarstw niesąsiadujących z tym regionem. W zależności od wyników tej rywalizacji status ziem ukraińsko-białoruskich wahał się między "wielkim pograniczem" a peryferiami różnych mocarstw, najczęściej Rzeczypospolitej lub Imperium Rosyjskiego. Jednak dla obu tych państw ich rola była odmienna. Dla Rzeczypospolitej stanowiły one konieczny zasób dla utrzymania jej podmiotowości, suwerenności, a w konsekwencji – niepodległości. Natomiast dla Rosji były szlakiem do opanowania Europy Środkowej oraz oddziaływania na Europę Zachodnią.W dziejach ziem ukraińsko-białoruskich były możliwe trzy alternatywne warianty koncentracji i rywalizacji politycznej. Pierwszy – ukształtowanie w tym subregionie Europy Środkowej państw o wysokiej podmiotowości politycznej, opartej na znacznych zasobach demograficznych, geopolitycznych i gospodarczych. Drugi – zajęcie ukraińsko-białoruskiego pogranicza w całości przez jedno z sąsiednich mocarstw w wyniku działań militarnych lub układów unijnych, co czyniło z nich "wielkie pogranicze", wzmacniające potencjał państwa swojej przynależności. Trzeci – podział ziem ukraińsko-białoruskich między organizmy państwowe o wysokiej podmiotowości (utrata statusu "wielkiego pogranicza" na rzecz bycia peryferiami), faktycznie uniemożliwiający wewnętrzną konsolidację polityczną, lecz pogłębiający zróżnicowanie subregionu pod względem religijno-wyznaniowym, etnicznym, kulturowo-językowym, mentalnym, a w konsekwencji również społeczno-gospodarczym. W procesie historycznym były realizowane wszystkie trzy scenariusze, co przyczyniło się do nadania ziemiom ukraińsko-białoruskim jako cechy konstytutywnej "syndromu środkowoeuropejskiego", jednak kwestionowanego w środowisku międzynarodowym, przede wszystkim przez Rosję uznającą ten obszar za część własnego kręgu cywilizacyjno-kulturowego. ; Центральная Европа является частью континента с его исторической и культурной самобытностью и уникальной геополитической ролью (геополитический клин между Германией и Россией). Центральная Европа включает в себя украинские и белорусские земли, которые на протяжении веков были предметом соперничества между Польшей и Россией и зоной влияния держав, граничащих с этим регионом. В зависимости от результатов этого соперничества, статус украинско-белорусских территорий варьировался между «великой границей» и периферией различных держав, чаще всего Речи Посполитой или Российской империи. Однако их роль была разной для обеих стран. Для Речи Посполитой они являлись необходимым ресурсом для поддержания ее субъективности, суверенитета и, следовательно, независимости. Однако для России это был путь к овладению Центральной Европой и влиянию на Западную Европу.В истории украинско-белорусских земель были возможны три альтернативных варианта концентрации и политического соперничества. Первый – формирование в этом субрегионе Центральной Европы стран с высокой политической субъектностью, основанных на значительных демографических, геополитических и экономических ресурсах. Второй – оккупация украинско-белорусской границы целиком одной из соседних держав в результате военных действий или союзных соглашений, которые сделали их «великой границей», усиливая потенциал страны своей принадлежности. Третий – разделение украинско-белорусских земель между государственными организмами с высокой субъектностью (утрата статуса «великих пограничных территорий» в пользу периферии), фактически предотвращающее внутриполитическую консолидацию, но углубляющее разнообразие субрегиона с точки зрения религии, этнической принадлежности, культуры и языка, менталитета, а следовательно, и социально-экономической дифференциации. В историческом процессе были реализованы все три сценария, которые способствовали тому, что украинско-белорусские земли стали характерной чертой «центральноевропейского синдрома», хотя и подвергались сомнению в международной среде, в первую очередь в связи с тем, что Россия признала этот район частью своего цивилизационно-культурного круга.
Polish-German mutual relations after 1990 underwent permanent changes. Gradually, good neighborly relations were started to be built across borders. The aim of the article is to present the activity of institutions from the area of the Police poviat in shaping good relations with the neighboring border areas on the German side. The relations mainly took on a cultural, tourist and educational dimension, they also concerned the combination of road infrastructure and joint activities for local safety and ecology. We can assume that such cooperation contributes to a better mutual understanding and development of joint projects and determination of possible mutual expectations. The Polish-German borderland in this area is also characterized by an increase in Polish settlement in the German borderland communes, which is accompanied by the participation of Poles living in Germany in local self-government elections. Important elements favoring the activation of activities on the border are, among others EU assistance programs, e.g. INTERREG III (2000-2006), INTERREG IV (2007-2013), INTERREG V (2014-2020) covered by the concept of European Territorial Cooperation (European Regional Development Fund). Joint programs and projects created are conducive to cross-border integration and rapprochement of societies, as well as changing mutual assessments and breaking stereotypes. ; Wzajemne relacje polsko-niemieckie po 1990 r. ulegały trwałym przemianom. Stopniowo przystąpiono do budowania dobrosąsiedzkich stosunków w wymiarze transgranicznym. Celem prezentowanego artykułu jest przedstawienie aktywności instytucji z obszaru powiatu polickiego w kształtowaniu dobrych stosunków z sąsiednimi obszarami pogranicza po stronie niemieckiej. Relacje przybierały głównie wymiar kulturalny, turystyczny, oświatowy, dotyczyły także łączenia infrastruktury drogowej i wspólnych działań na rzecz bezpieczeństwa lokalnego i ekologii. Możemy przyjąć, że taka współpraca przyczynia się do lepszego wzajemnego zrozumienia oraz wypracowania wspólnych projektów i określenia możliwych wzajemnych oczekiwań. Pogranicze polsko-niemieckie na tym obszarze charakteryzuje także wzrost osadnictwa polskiego w niemieckich gminach pogranicznych, czemu towarzyszy udział Polaków zamieszkujących na obszarze Niemiec w lokalnych wyborach samorządowych. Ważnymi elementami sprzyjającymi aktywizacji działań na pograniczu są m.in. programy pomocowe UE, np. INTERREG III (2000-2006), INTERREG IV (2007-2013), INTERREG V (2014-2020) objęte koncepcją Europejskiej Współpracy Terytorialnej (Europejski Fundusz Rozwoju Regionalnego). Tworzone wspólne programy i przedsięwzięcia sprzyjają ponadgranicznej integracji i zbliżeniu społeczeństw, oraz zmianie wzajemnych ocen i przełamywaniu stereotypów.

Władysław E. Sikorski was born on May 20, 1881 in Tuszów Narodowe near Mielec. He graduated from the Lviv Polytechnic. Until 1918 he was active in the Independence Movement, he was a co-founder of the Polish Legions and the Supreme National Committee. In 1915 he fell into conflict with Józef Piłsudski as to the ways of rebuilding Polish statehood alongside Austro-Hungary and recruitment to the Polish Legions. From October 12, 1918 he served in the Polish Army. During the Polish-Bolshevik war (1919/1920) in the Warsaw battle in August 1920 he successfully commanded the 5th Army. Immediately after the murder of President Narutowicz on December 16, 1922 he was appointed the President of the Council of Ministers of the Republic of Poland and Minister of the Interior. In this difficult and dangerous for Poland time, contrary to appearances, it was not the function of Prime Minister but the post of Minister of the Interior that gave Gen. Władysław Sikorski real power and the possibility of direct influence on the internal situation in the country, and especially on its internal security. Gen. Sikorski made personnel changes in the structure of the Ministry, removing the people responsible, as politicians and civil servants, for the December 1922 incidents. He implemented the administrative policy of the Ministry, whose main purpose was to maintain peace and public safety by fighting the political fractions and parties that directly and openly aimed at overthrowing the current political and social order. Much attention was paid by the Minister of the Interior to the affairs of national minorities, especially the Ukrainian and Belarusian ones, as well as to the socio-political situation in the Eastern Borderlands. He prepared a comprehensive policy of the State towards national minorities, the basis of which was the concept of political (state) assimilation. The Cabinet of Gen. W. Sikorski was dismsissed on May 26, 1923, but did not resign until May 28, 1923. In the years 1923–1943 General W. Sikorski served, among others, as the Minister of Military Affairs (1924/1925) and after the defeat of September 1939, in exile (in France and England), he was the Prime Minister of the National Defense and Supreme Commander. Władysław E. Sikorski was born on May 20, 1881 in Tuszów Narodowe near Mielec. He graduated from the Lviv Polytechnic. Until 1918 he was active in the Independence Movement, he was a co-founder of the Polish Legions and the Supreme National Committee. In 1915 he fell into conflict with Józef Piłsudski as to the ways of rebuilding Polish statehood alongside Austro-Hungary and recruitment to the Polish Legions. From October 12, 1918 he served in the Polish Army. During the Polish-Bolshevik war (1919/1920) in the Warsaw battle in August 1920 he successfully commanded the 5th Army. Immediately after the murder of President Narutowicz on December 16, 1922 he was appointed the President of the Council of Ministers of the Republic of Poland and Minister of the Interior. In this difficult and dangerous for Poland time, contrary to appearances, it was not the function of Prime Minister but the post of Minister of the Interior that gave Gen. Władysław Sikorski real power and the possibility of direct influence on the internal situation in the country, and especially on its internal security. Gen. Sikorski made personnel changes in the structure of the Ministry, removing the people responsible, as politicians and civil servants, for the December 1922 incidents. He implemented the administrative policy of the Ministry, whose main purpose was to maintain peace and public safety by fighting the political fractions and parties that directly and openly aimed at overthrowing the current political and social order. Much attention was paid by the Minister of the Interior to the affairs of national minorities, especially the Ukrainian and Belarusian ones, as well as to the socio-political situation in the Eastern Borderlands. He prepared a comprehensive policy of the State towards national minorities, the basis of which was the concept of political (state) assimilation. The Cabinet of Gen. W. Sikorski was dismsissed on May 26, 1923, but did not resign until May 28, 1923. In the years 1923–1943 General W. Sikorski served, among others, as the Minister of Military Affairs (1924/1925) and after the defeat of September 1939, in exile (in France and England), he was the Prime Minister of the National Defense and Supreme Commander. Zygmunt Hübner was the minister of internal affairs in a very important period in the history of Poland (March 21 – November 17, 1924). It was during his term in office that a great economic and currency reform began in Poland; the currency was changed from the Polish mark to the Polish zloty. At that time, there were major organizational changes in the Ministry of Internal Affairs, improving the activities of the State Police. Well, in April 1924, a specialized service called Political Police, which significantly contributed to the effective fight against the so-called subversive groups (KPRP) directly threatening public order and peace in the state. The services subordinate to Minister Z. Hübner also fought against anti-state attacks by national minorities, especially Slavic (Ukrainian, Belarusian) minorities. However, the forms of fighting these protests so far, especially their partisans supported by the communist partisans, have not been successful. Consequently, a decision was made that a special formation organized in the form of a military model, i.e. the Border Protection Corps, would be created within the Ministry of Internal Affairs. As a result of his actions, at the end of 1924 order and peace began to return to the Eastern Borderlands. Minister Z. The aim of the paper was to compare the situation of the Polish minority in the three bordering countries: Lithuania, Latvia and Belarus. Despite similar historical circumstances contemporary groups of Polish minority in the lands of former Grand Duchy of Lithuania and Polish Livonia living in the different socio-economic and political conditioning. This situation affecting their relations with other ethnic groups and state authorities. All of the researched areas – Vilnius region in Lithuania, Latgale region in Latvia, Hrodna region in Belarus – are multicultural. In all, owing to special circumstances of Eastern Slavic-Baltic ethnic borderland, a compact Polish ethnic area was formed. Despite the deportation and postwar emigration of Poles and despite that areas inhabited by them belong to three different states, the Polish population still represents a significant proportion of the population, affecting the local socio-cultural and political life. The analysis of census data and maps indicates the progressive decrease of the Polish population and retreat of Polish ethnic area. However, recent censuses show the vary – depending on the region – processes. In Lithuania the stabilization of the ethnical structure of the population is observed. Despite the hostile attitude of Lithuanian nationalists and state authorities that often remain under their influence, Polish population takes advantage of the civil rule of law to consolidate its assets. In Belarus further melting of Polish ethnic area is observed, associated with a decrease in the number of Poles, both in absolute and relative terms. This can be combined with both the difficult situation of the Polish population in the Soviet period (no schools and other Polish institutions), and the current socio-political situation in Belarus. Under Lukashenka's dictatorial rule the Polish minority action is merely tolerated. Government support the policy of the tsarist and Soviet authorities, under which local Poles were considered as regional (Catholic) branch of the Belarusian people. Paradoxically, the relatively best situation concern the Polish population in Latvia, where Polish community is the least numerous, both in absolute and relative terms. The clear revival of Polish socio-cultural, and even increasing participation of Poles in some areas, can be observed. The Latvian authorities are positively oriented to the Polish socio-cultural initiatives, seeing the Polish movement as a counterweight to the demographic dominance of East Slavic population (Russians, Belarusians, and Ukrainians) in the south-eastern part of the country. ; Pomimo podobnych uwarunkowań historycznych mniejszość polska, zamieszkująca tereny dawnego Wielkiego Księstwa Litewskiego i Inflant Polskich, w zależności od miejsca zamieszkania (Litwa, Łotwa, Białoruś) znajduje się w odmiennej sytuacji społeczno-gospodarczej i polityczno- -ustrojowej. Odciska się to na relacjach mniejszości polskiej z innymi grupami etnicznymi oraz władzami państwowymi. Analiza sytuacji sugeruje, iż pod wieloma względami najlepsze warunki dla pielęgnowania swojej odrębności (pomimo niewielkiej liczebności) ma mniejszość polska na Łotwie. Na przeciwległym krańcu, choć najliczniejsza, znajduje się mniejszość polska na Białorusi.
Since condemnation of operation Vistula by the Senate, we have conducted a "strategic partnership" policy towards Ukraine, expecting at most symbols, not calling for the memory of thousands of victims murdered in Volyn and Cherven Cities. Driven mainly by Russophobia, we supported the Orange Revolution and Euromaidan. On the latter, our politicians didn't hesitate to join banderite shouts in front of portraits of Bandera and Shukhevych. We should not be surprised then that two hours after the address of the President of Poland Bronislaw Komorowski, The Verkhovna Rada of Ukraine adopted without discussion four Acts, which aim were: the recognition of the OUN and the UPA as fi ghters for Samostijna Ukraine, erasing from the collective memory shared 70-year history of the Ukrainian nation and increase of divisions in Ukrainian society. In Poland, the Acts have been passed over by the mass media (except for "Przegląd" and "Nie"). Neither the issue have been raised by the Prime Minister Ewa Kopacz in talks with the chairman of the Verkhovna Rada Volodymyr Groysman, nor by the Interior Minister Grezgorz Schetyna during his parliamentary speech on Polish foreign policy and it is even quite carefully sidestepped in the presidential campaign by all parties. Answering the question posed by "Przegląd" – "How Poland should react to the decisions of the authorities of Ukraine regarding members of the OUN and the UPA?" – advisor to the President of Poland, Professor Tomasz Nałęcz, stated, among others, "Let us remember that Ukraine is our neighbour and friend, therefore we should talk to it. I do not think the best way of conversation with a friend is to send a note of protest". In 2010, we had the courage to raise the question of granting a title of Hero of Ukraine to Bandera and Shukhevych by W. Yushchenko and to persuade the European Parliament to express deep indignation (initiator: Paweł Zalewski from PO) and withdraw this Act. Now, all indications are that we lack this courage. It is very diffi cult to speak now about the future of Ukraine and Polish – Ukrainian relations. There are only very few groups, which speak now about the need to change of our eastern policy. The borderland communities haven't obtained in our country organizations which would have an impact on foreign or even economic policy. It can therefore be assumed that regardless of who wins the presidential and parliamentary elections, Poland will continue to pursue a realistic and pragmatic policy, although resulting from Russophobia of Polish political elites and conducted by them historical policy. Previous actions of the Ukrainian authorities suggest that there may occur a scenario known to us from the period after the Orange Revolution. The current Ukrainian authorities do not seek to unite his people for a common goal, but they increase divisions in society. Ukrainian nation needs an agreement and consensus, not creation of new barriers. Polish experience shows that the actual legal, economic and political transformation needs a national consensus rather than replacing it with settlements with the past and nationalism. It seems that Poland irretrievably lost its positions of expert on East. As correctly pointed out Professor Andrzej Walicki "the prestige of Poland asa supposed export on Russia ceased to exist, because our position in Russian affairs is predictable and does not help to solve real problems". Poland should act in order to end the conflict in Ukraine, at the same time attempting to understand both sides of the conflict. Different economic and geopolitic interests causes that the positions of various countries on the events in Ukraine are and will remain diverse. Louis Stomma wrote that "the sudden and incredible love of Poles for modern Ukraine is a sad love without reciprocity". In the interest of Poland is striving for consensus and sensible mediation rather than setting up as a front-line state. A compromise is always possible, but if interest is not mixed with morals and national resentments. Preventing from compromise would reflect on the fate of the whole region and Ukraine would be harmed the most.
