Tranzicni spravedlnost a proces narodniho usmireni v Bosne a Hercegovine

This article examines the relationship between transitional justice and reconciliation in Bosnia and Herzegovina. The author aims to answer the question how, to what extent and on the basis of what mechanisms transitional justice contributes to reconciliation. In the first, descriptive part of the article she introduces the term and the mechanisms of transitional justice, and in the second, analytical part she examines their concrete form in Bosnia and Herzegovina and their contribution to the process of reconciliation, which is understood here as a renewal of relationships between individuals and a recognition of one's own responsibility for past wrongs. The author concludes that transitional justice contributes to the reconciliation process only in a limited way because of its low trustworthiness, its low visibility and the overly small investments in its measures. To bring about a societal change transitional justice needs to be implemented better, in a more thorough and sensitive way and especially visibly, above all in terms of restorative justice and truth telling. This article aspires to overcome the barriers to a dialogue between the problem-solving and critical approaches to international peacebuilding. From the perspective of modern constructivism hypotheses are formulated concerning the influence of international peacebuilding on the development of sustainable democratic self-governance in the target countries. The hypotheses are tested on two cases of international initiatives in the post-Dayton Bosnia and Herzegovina -- the cases of the defense and the police sector reforms. The empirical analysis then validates the hypotheses, and the results are presented in charts. The main idea of the article is that adherence to the principles of liberal governance in the course of international peacebuilding is considerably vital for the build-up of liberal peace in the target country in itself. The breakup of Yugoslavia & especially the war in Bosnia & Herzegovina made many people ask a simple question: Why did this happen? The main goal of this article is to give an answer to this question. More specifically, the article asks: Why did the "eastern" concept of nationalism prove to be more successful than the "western" one during the time of social & political changes in Yugoslavia? Although the article focuses on the end of the 1980s & the beginning of the 1990s, it also touches on some aspects of the historical background. Before explaining the ideological fragmentation in Yugoslavia & Bosnia & Herzegovina, the article defines the term nationalism with a special focus on the differentiation between "eastern" & "western" versions of this ideology/doctrine. Non-governmental organizations participate more than two decades on post-conflict reconstruction & peace-building. They participated on reconstruction of Bosnia & Herzegovina, Angola & Haiti. Existing experiences with post-conflict reconstruction shows that NGOs play a positive roles in the process. On the basis of analysis of post-conflict reconstruction in various countries the author thinks that the positive relationship between NGOs & governments by the post-conflict reconstruction & peace-building is weakening. Why after more than decade of successful evolution of relationship between NGOs & governments in the process of post-conflict reconstruction the skepticism about this relationship emerges? On the case study of post-conflict reconstruction of Afghanistan the possible answer will be offered. Adapted from the source document.
