The article is devoted to the peculiarities of legal status and leading directions of activity of honorary consulates of foreign states in Ukraine. The specifics of the procedure for their appointment, admission and grounds for the release of honorary consulates of foreign states in Ukraine are characterized. It has been proved that the current scientific discourse gives a proper place to such issues as the peculiarities of the legal status and the specifics of the activity of honorary consulates of foreign states in Ukraine. Particular attention is paid to considering the requirements imposed by the national legislation of Ukraine on persons intending to be honorary consuls of foreign states. An important place in the article is given to the analysis of privileges and immunities which honorary consuls enjoy while in office. The grounds for the release of honorary consulates of foreign states in Ukraine are analyzed. It is noted that the decision to terminate the powers of the Honorary Consul of a foreign state in Ukraine is made by the Minister for Foreign Affairs of Ukraine and communicated to the accrediting State. The characteristic of the process of organizing the work of honorary consulates of foreign states in Ukraine is provided. In particular, honorary consuls of foreign states in Ukraine have the right to appoint employees of their institution at their own discretion and should take care of creating the proper conditions for the functioning of the honorary consulate. In this context, a certain amount of attention is paid to the consideration of the means necessary for the honorary consul of foreign states to perform the functions entrusted to them. As a matter of priority, the Honorary Consuls should have appropriate premises at their disposal which they may purchase or lease to exercise their powers. The peculiarities and leading directions of activity of the honorary consulates of foreign states in Ukraine at the present stage are characterized. Characterization of the general functions performed by honorary consulates of foreign countries in Ukraine is given. It is established that it is the Honorable Consulates that can effectively perform the functions of the link between the states in the absence of permanent diplomatic and consular establishments (on the example of the Honorary Consulate of Bosnia and Herzegovina in Ukraine). The complex of functions, the implementation of which is entrusted to honorary consulates in Ukraine such states as Israel, Bosnia and Herzegovina, Lithuania, Slovakia, the Federative Republic of Brazil, is described. In particular, the functions of the Honorary Consulate of Bosnia and Herzegovina, located in Kyiv, are as follows: Assistance to officials of Bosnia and Herzegovina during their visit to Ukraine; taking care of and assistance to the citizens of Bosnia and Herzegovina living on the territory of Ukraine; promotion of tourism to Bosnia and Herzegovina; informing the relevant institutions of Bosnia and Herzegovina about the developments and events in various spheres in the host country (especially on trade and economic opportunities); providing objective and comprehensive information on the state of Bosnia and Herzegovina upon requests in the host country. The leading directions of functioning of the Honorary Consulate of the State of Israel on the territory of Western Ukraine are considered. It is established that at the present stage, its employees are focused on the following tasks: restoration of investment attractiveness of the specified region, assistance to Ukrainian businessmen entering the market of Israel, implementation of joint projects in the field of security, intensification of cooperation in the field of information technologies, cooperation in the sphere of energy saving. The role of honorary consulates in the process of developing transfrontier co-operation and supporting the national minorities that are compactly residing in the border areas is emphasized. Exactly for this purpose the Honorary Consulate of Slovakia was opened in a village Great Berezne, located near the Ukrainian-Slovak border, whose powers extend to the Transcarpathian and Ivano-Frankivsk regions. A significant place in the article is given to the description of the implementation of the information function by the honorary consulates of foreign states and the function of maintaining and developing relations in the cultural sphere, as far as honorary consulates are also subjects of the implementation of cultural diplomacy. In particular, in March 2018 an exhibition of paintings by the members of the National Union of Artists of Ukraine with the symbolic name "Bridges" was opened at the premises of the Honorary Consulate of the Czech Republic in Uzhgorod, which should demonstrate the prospect of Ukraine's unification with the European Union. ; Статья посвящена исследованию особенностей правового статуса и ведущих направлений деятельности почетных консульств иностранных государств в Украине. Охарактеризована специфика процедуры назначения, допуска и основания для увольнения почетных консулов в Украине. Особое внимание уделено практике функционирования почетных консульств таких государств как Израиль, Литовская Республика, Босния и Герцеговина на территории Украины на современном этапе. Present article deals with the problem of the evolution of relations between the European Union and Bosnia and Herzegovina since 1995. Main guidelines, upon which the policy of the EU towards third countries is based are examined. Drawing on the provisions of the Europeanization theory, the author provides analyses of the concrete results which were achieved by the EU in Bosnia. Giving his assessment of the results of the state-building process in Bosnia which lasted for more than 15 years and which was accompanied by the EU presence, the author concludes that they are unsatisfactory. In his opinion, internal social, political and economic difficulties of the postwar period together with the inconsistency of the EU policy represent principal reasons of the general inefficiency of the external political mechanisms used by the EU in Bosnia. ; Статья посвящена проблеме развития отношений Европейского Союза и Боснии и Герцеговины в период с 1995 года. В ней рассмотрены основные положения, на которых базируется политика ЕС по отношению к третьим странам. Опираясь на положения теории европеизации, автор анализирует конкретные результаты, которых ЕС достиг в Боснии. Оценивая результаты государственного строительства, за более чем 15 лет присутствия ЕС в Боснии и Герцеговине, автор приходит к выводу, что они являются неудовлетворительными. The article comprises analysis of party system, formed after the fi rst multiparty elections in Yugoslavia in 1990. Characterization of party systems in Croatia, Serbia and Bosnia and Herzegovina not only help better understand reasons for the collapse of the Yugoslav federation, but also to reveal causes of inter-ethnic violence on its territory. The main thesis is that the victory of ethnic parties in the fi rst democratic elections determined the development of the Yugoslav nation. ; В статье проанализированы партийные системы, сложившиеся в результате первых многопартийных выборов в СФРЮ в 1990 году. Характеристика партийных систем в Хорватии, Сербии, Боснии и Герцоговине позволяет не только глубже понять причины распада югославской федерации, но и раскрыть предпосылки вспышки межэтнического насилия на ее территории. Обоснован тезис о том, что именно победа этнических партий на первых демократических выборах определила траекторию развития югославских стран. ; У статті проаналізовано партійні системи, що склались в результаті перших багатопартійних виборів у СФРЮ у 1990 році. Характеристика партійних систему Хорватії, Сербії та Боснії і Герцеговини дозволяє не лише глибшезрозуміти причини розпаду югославської федерації, а й розкрити передумови спалаху міжетнічного насильства на її території. The article firstly identifies and reveales the essence of national and international political mechanisms of suppression of separatism that have been applied in the Balkan states, in particular, in Serbia, Croatia and Bosnia and Herzegovina. The national mechanisms of suppression of separatism include legal, financial, administrative, information mechanisms, and among the international political mechanisms are international legal mechanisms, the mechanism of recognition or non-recognition of the independence of new states, international financial and economic instruments. The study showed the dynamics of the most important events that took place in the Balkans after the collapse of the Socialist Federal Republic of Yugoslavia, in particular during the Croatian War of Independence in 1991-1995, the Bosnian War in 1992–1995, and during Kosovo's struggle for independence from Serbia. The revival of separatist movements in the Balkan Peninsula began as a result of the overthrow of the communist regimes and the strengthening of centrifugal tendencies in Central and Eastern Europe in the 90's of the twentieth century. The interethnic distrust and constant tension became one of the reasons for the beginning of the civil wars in Croatia and Bosnia and Herzegovina after the collapse of the Socialist Federal Republic of Yugoslavia. Moreover, the article characterized the concept of «Great Albania», which involves the reunification of all the territories where the Albanian ethnic group lives. Several regions of Macedonia, Montenegro, the Epirus region in Greece and Kosovo should be part of the «Greater Albania». Furthermore, the study considers the experience of suppression of separatism of Serbia, Croatia and Bosnia and Herzegovina, the possibility of its use in Ukraine and other countries where separatist tendencies dominate, in order to avoid human victims, preserve territorial integrity and inviolability of borders. Consequently, separatism is a dangerous phenomenon that contains an enormous threat to the national security and territorial integrity, since it is related to the change of borders of the existing states and creation of the new countries on the political map of the world. ; В статье впервые определена и раскрыта суть национальных и международно-политических механизмов противодействия сепаратизму, которые были применены в Балканских государствах, в частности в Сербии, Хорватии и Боснии и Герцеговине. К национальным механизмам противодействия принадлежат правовые, финансовые, административные, информационные механизмы, а к международно-политическим – международно-правовые механизмы, механизм признания или непризнания независимости новых государств, международные финансово-экономические инструменты. Проанализирована динамика важнейших событий, которые происходили на Балканах после распада Социалистической Федеративной Республики Югославия, в частности во время войны за независимость Хорватии 1991–1995 гг., войны в Боснии и Герцеговине 1992–1995 гг. и в течение борьбы Косово за независимость от Сербии. Отметим, что возрождение сепаратистских настроений и движений на Балканском полуострове началось в результате свержения коммунистических режимов и усиления центробежных тенденций в Центрально-Восточной Европе в 90-х гг. ХХ в. Процесс распада СФРЮ сопровождался напряжением и межэтническим недоверием, которые стали одной из причин начала гражданских войн в Хорватии и Боснии и Герцеговине. Также проанализирована концепция «Великой Албании», которая предусматривает воссоединение всех территорий, где проживает албанский этнос. В состав «Великой Албании» должны войти отдельные регионы Македонии, Черногории, область Эпир в Греции и Косово. Рассмотрен опыт противодействия сепаратизму Сербии, Хорватии и Боснии и Герцеговины, возможности его использования в Украине и других странах, где господствуют сепаратистские настроения, во избежание человеческих жертв, сохранение территориальной целостности и нерушимости границ. ; У статті вперше визначено та розкрито суть національних і міжнародно-політичних механізмів протидії сепаратизму, що були застосовані у Балканських державах, зокрема у Сербії, Хорватії та Боснії і Герцеговині. До національних механізмів протидії належать правові, фінансові, адміністративні, інформаційні механізми, а до міжнародно-політичних – міжнародно-правові механізми, механізм визнання або невизнання незалежності нових держав, міжнародні фінансово-економічні інструменти. Проаналізовано динаміку найважливіших подій, які відбувалися на Балканах після розпаду Соціалістичної Федеративної Республіки Югославія, зокрема під час війни за незалежність Хорватії 1991–1995 рр., війни у Боснії і Герцеговині 1992–1995 рр. та впродовж боротьби Косово за незалежність від Сербії. Зазначимо, що відродження сепаратистських настроїв і рухів на Балканському півострові розпочалося внаслідок повалення комуністичних режимів та посилення відцентрових тенденцій у Центрально-Східній Європі у 90-х рр. ХХ ст. Процес розпаду СФРЮ супроводжувався напруженням та міжетнічною недовірою, які стали однією з причин початку громадянських війн у Хорватії та Боснії і Герцеговині. Також проаналізовано концепцію «Великої Албанії», яка передбачає возз'єднання усіх територій, де проживає албанський етнос. До складу «Великої Албанії» має бути приєднано окремі регіони Македонії, Чорногорії, область Епір в Греції та Косово. Розглянуто досвід протидії сепаратизму Сербії, Хорватії та Боснії і Герцеговини, можливості його використання в Україні та інших країнах, де панують сепаратистські настрої, для уникнення людських жертв, збереження територіальної цілісності та непорушності кордонів.

Thereasons and prerequisites of creationof anti-corruption courts, peculiaritiesof organizational models, expectedand obtained results of their activityare considered. It is determined thatthe activities of anti-corruption courtsare a guarantee of the prosecution ofpersons who committed corruptionoffenses, can fundamentally increasethe effectiveness of corruption casesand ensure the adoption of highqualityand consistent court decisions.Based on the analysis of the experienceof anti-corruption bodies in foreigncountries, it has been found thatthe Republic of Slovakia is the firststate in Europe where anti-corruptioncourts and prosecutors have beenestablished as special institutionsand key elements of the entire anticorruptioninfrastructure. In addition,a specialized anti-corruption courthas been established in the Republicof Croatia, and the Anti-Corruptionand Organized Crime Office is thebasis of the anti-corruption systemin that country. It is determined thatthe institutionalization of the fightagainst corruption in the Republicof Bulgaria is marked by reformstowards the formation of effectivemeans of combating corruption andcreation of an appropriate systemof specialized bodies. In addition,taking into account the creationof the Special Court for CombatingCorruption and Organized Crime, theRepublic of Albania is included in thelist of countries in which specializedanti-corruption institutions operate. Itis noted that other Balkan countriesare going through the creation ofspecialized anti-corruption bodies.In Bosnia and Herzegovina, withinthe Criminal Division of the Courtof Bosnia and Herzegovina a sectionspecializing in organized crime,economic crime and corruption hasbeen established, and in the Republicof Serbia, North Macedonia and theRepublic of Montenegro there arespecial departments whose powersinclude the investigation of corruptionoffences. It has been determined thatthe process of establishing a system ofanti-corruption bodies is also ongoingin the Republic of Armenia and theRepublic of Moldova. ; Статтю присвячено дослі-дженню законодавчого та практич-ного впровадження спеціалізованихантикорупційних судових інститу-цій у низці європейських країн. До того ж допереліку країн, в яких функціону-ють спеціалізовані антикорупційніустанови, віднесено й РеспублікуАлбанія з огляду на створенняв ній Спеціального суду з проти-дії корупції та організованій зло-чинності. Відзначено, що шляхомстворення спеціалізованих анти-корупційних органів прямують йінші балканські країни. The article analyzes the current achievements of professional development of teachers in European countries. The relevance of studying and generalizing foreign experience in teacher training in Ukraine is substantiated. The study highlights Eurydice data on national legislation and the International Teaching and Learning International Survey (TALIS) in the 2018 report, which provides an understanding of the impact of national policies on teacher behavior and provides a basis for effective reforms. The report focuses on the professional development of secondary school teachers in Europe and covers all 27 EU Member States, as well as the United Kingdom, Albania, Bosnia and Herzegovina, Switzerland, Iceland, Liechtenstein, Montenegro, Northern Macedonia, Norway, Serbia and Turkey. The main trends in the professional development of teachers in such areas as working conditions, teaching careers, initial teacher education and induction are identified. There is an increased interest in teacher appraisal which is regulated by educational regulations. The importance of continuing professional development of teachers through the implementation of various in-service training programs is focused on. The effectiveness of factors of teachers' mobility and well-being is indicated. The main aspects for most European countries regarding effective reforms and new policies are identified. The professional crisis in teaching poses major challenges to the governments of the Council of Europe. National education systems are facing a crisis in the teaching profession, demanding effective measures that can restore the attractiveness of teaching as a choice for the future profession of youth. An analysis of current achievements in teacher professional development for secondary schools identifies key aspects for most European countries of effective reforms and new policies in areas such as primary teacher education, continuing professional development, working conditions, careers, mobility, teacher evaluation and their well-being. The professional crisis in teaching poses major challenges to the governments of the Council of Europe. National education systems are facing a crisis in the teaching profession, demanding effective measures that can restore the attractiveness of teaching as a choice for the future profession of youth. Effective reforms are aimed at improving primary teacher education, improving the working conditions of teachers, reforming career paths and modernizing continuing professional development. ; У статті проаналізовано сучасні досягнення професійного розвитку вчителів у країнах Європи. Обґрунтовано актуальність вивчення та узагальнення зарубіжного досвіду у підготовці вчителів в Україні. У дослідженні висвітлені дані Eurydice щодо національного законодавства та Міжнародного опитування щодо викладання та навчання (TALIS) у звіті 2018 року, що дозволяє зрозуміти вплив національної політики на поведінку вчителів та забезпечує основу для проведення ефективних реформ.
Based on a multivariate analysis of the involvement of post-Soviet republics in UN and NATO peacekeeping operations, the author explores the integration of New Independent States into UN and NATO international organizations. Chronology of some peace-support and peace-enforcement operations is given. Of special focus is participation of special units of armed forces in such operations. Logical sequence of intrastate agreement on engagement of the military of independent Ukraine in international operations under the mandate of the United Nations Security Council is traced. A respective decision-making process of the Lithuanian Parliament is examined for comparison purposes. Specific laws of Ukraine, which regulate such decisions, are indicated. The author offers concrete examples and describes the role of the North Atlantic Treaty Organization in implementation of the UN peace-support mission. The paper cites Russian legislation governing cooperation with the UN and NATO in peacekeeping operations. By the example of formation of interstate military units between Ukraine, Poland and Lithuania ('Ukrpolitbat'), the Baltic Republics (the 'Baltic Battalion') and Central Asian Republics ('Kazbat'), the author shows the initiative of post-Communism republics in preservation of peace and stability in the world. Specific examples of involvement of the armed units of such post-Soviet republics as Ukraine, Lithuania, Latvia, Estonia, Georgia, Kazakhstan, Uzbekistan and Kirgizia in UN international operations are given. The paper describes the operations in Kosovo (1999), the Mediterranean Sea (2001), Turkey (2003), Iraq (2004), Bosnia and Herzegovina (1996-2004) as well as Sudan (2005). Attention is drawn to reorientation of the NATO from the collective defence strategy to that of common security and execution of mostly international operations with domination of police functions, technical assistance in the postwar period and coping with technogenic catastrophes. ; В статье проанализировано участие постсоветских республик в миротворческих операциях НАТО по мандату Совета Безопасности ООН. Хронологически изложены факты непосредственного участия военных подразделений бывших советских республик в сохранении мира и стабильности. Рассмотрено украинское законодательство в сфере использования национальной армии за пределами собственной территории. Акцентировано внимание на решающей роли НАТО как основного механизма реализации миротворческих функций ООН. Подчеркнуто изменение стратегии Альянса с коллективной обороны на коллективную безопасность. ; У статті проаналізовано участь пострадянських республік у миротворчих операціях НАТО за мандатом Ради Безпеки ООН. Подана хронологія фактів безпосередньої участі військових підрозділів більшості нових країн, - колишніх радянських республік, - у збереженні миру й стабільності. Розглянуто українське законодавство у сфері використання національної армії за межами власної території. Акцентовано увагу на важливій ролі НАТО як основного механізму реалізації миротворчих функцій ООН. Підкреслено зміну стратегії Альянсу з колективної оборони на колективну безпеку.
The transformation processes of the Central and Eastern European countries, the financial liberalization, the privatization, the import substitution policy of Poland, the Czech Republic and Hungary are investigated. The European integration processes peculiarities of the CEE countries and Ukraine are highlighted. The macroeconomic indicators of the CEE countries and their compliance with the Maastricht Treaty, which requires achieving macroeconomic stability, adherence to rigorous criteria of the inflation, the state budget deficit, the government debt, the interest rates, and the exchange rate in the applicant countries for accession to the EU are analyzed. It is established the CEE countries in the process of the European integration only partially met Maastricht criteria. It has been determined the common feature of the transition period of Estonia, Latvia, Lithuania, Czech Republic, Slovakia, Hungary, Poland, Romania, Bulgaria, Slovenia and Croatia which was focused on the socio-economic convergence with EU member states. It is established that Ukraine macroeconomic indicators do not correspond to the Maastricht criteria generally at the present stage, however, the indicators stabilization is observed. Particularly there is a steady tendency to reduce the budget deficit and bring it closer to the level of other CEE countries. It is determined that the necessary condition for Ukraine integration into the EU is to reduce the rate of inflation –13% and approaching the group level of Albania, Montenegro, Bosnia and Herzegovina and Macedonia with inflation rates within the range of 1–2%. The necessity of accelerating structural reforms and Ukraine European economic integration by system adaptation of the CEE countries experience which successfully completed this process is emphasized.Key words: transitive (transitional) economy; liberalization; privatization; import substitution; CEE countries; Maastricht Treaty; Maastricht criteria; Еurointegration. ; Досліджено трансформаційні процеси в країнах Центрально-Східної Європи, фінансову лібералізацію, приватизацію, політику імпортозаміщення в Польщі, Угорщині та Чеській Республіці. Висвітлено особливості євроінтеграційних процесів країн ЦСЄ та України. Проаналізовано макроекономічні показники країн ЦСЄ та їхню відповідність Маастрихтському договору, який вимагає досягнення макроекономічної стабільності, дотримання жорстких критеріїв інфляції, дефіциту державного бюджету, державного боргу, відсоткових ставок, обмінного курсу у країнах-претендентах на вступ до ЄС. З'ясовано, що країни ЦСЄ у процесі євроінтеграції лише частково відповідали Маастрихтським критеріям. Визначено спільну рису перехідного періоду Естонії, Латвії, Литви, Чеської Республіки, Словаччини, Угорщини, Польщі, Румунії, Болгарії, Словенії та Хорватії – їхнє спрямування на соціально-економічну конвергенцію з країнами-членами ЄС. Встановлено, що макроекономічні показники України на сучасному етапі в цілому не відповідають Маастрихтським критеріям, разом з тим простежується їх стабілізація. Зокрема, спостерігається стійка тенденція до зниження дефіциту бюджету та наближення до рівня інших країн ЦСЄ. Визначено, що необхідною умовою інтеграції України до ЄС є зниження темпів інфляції з 13 % та наближення до групи рівня Албанії, Чорногорії, Боснії і Герцеговини та Македонії з темпами інфляції в межах 1–2 %. Наголошено на необхідності пришвидшення структурних реформ та європейської економічної інтеграції України шляхом системної адаптації досвіду країн ЦСЄ, які успішно завершили цей процес.Ключові слова: транзитивна (перехідна) економіка; лібералізація; приватизація; імпортозаміщення; країни ЦСЄ; Маастрихтський договір; Маастрихтські критерії; євроінтеграція
У статті визначено конкурентоспроможність України на європейському ринку туристичних послуг. Досліджено позиції України у рейтингу Індексу конкурентоспроможності сектора подорожей та туризму країн світу за 2013 і 2017 роки порівняно із європейськими країнами. З'ясовано, що в Україні в достатній мірі не використовуються сприятливі передумови для належного розвитку в'їзного туризму, до яких відносяться її вигідне геополітичне положення, природно-рекреаційні та культурно-історичні ресурси. Визначено проблеми, які знижують конкурентоспроможність туристичного продукту України на європейському ринку. Проаналізовано позиції України за складовими Індексу конкурентоспроможності у сфері туризму, які об'єднані в чотири групи (субіндекси), за 14 укрупненими показниками, пов'язаними із в'їздом туристів. З'ясовано, що конкурентними перевагами України є охорона здоров'я та гігієна, людські ресурси та ринок праці, цінова конкурентоспроможність туристичної індустрії, культурні ресурси та ділові поїздки. Найгірші показники спостерігались за такими складовими Індексу конкурентоспроможності як рівень безпеки в країні та бізнес-середовище. Обґрунтовано шляхи підвищення конкурентоспроможності України на європейському ринку туристичних послуг. ; The article defines Ukraine's competitiveness in the European tourist services market as an opportunity to ensure production of such a tourist product that will be able to compete in the established environment of the European market, that is, more than comparing to competitors meet the needs and expectations of tourists, reflect the optimal price–quality ratio.The position of Ukraine in the rating of the World Travel and Tourism Competitiveness Index for 2013 and 2017 in comparison with the European countries is researched. Ukraine is disclosed to be ranked after all the EU countries and is only ahead of Macedonia, Serbia, Albania, Bosnia and Herzegovina and Moldova in this regard. It is revealed that Ukraine does not make sufficient use of favorable preconditions for proper development of inbound tourism, which includes its favorable geopolitical position, natural, recreational, cultural and historical resources.The problems reducing competitiveness of tourist products of Ukraine in the European market are identified, namely: significant physical and moral depreciation of the material base of tourism; insufficient number of hotels and other means of placing with modern level of comfort, meeting the international standards; unsatisfactory safety conditions; low quality of roads; insufficient advertising and information support or even lack of information in European countries on the various places of Ukraine; weak management culture of tourism, etc., which testifies to ineffectiveness of the marketing policy for promotion of Ukrainian tourist product to the European market.The position of Ukraine is analyzed with respect to the components of the Tourism Competitiveness Index, which are united into four groups (subindexes) characterizing the favorable environment in the country for tourism development, the state policy and the creation of favorable conditions in travel and tourism area, infrastructure, natural and cultural resources under 14 aggregate indicators related to inflow of tourists. It is revealed that Ukraine's competitive advantages are health and hygiene, human resources and labour market, price competitiveness of the tourism industry, cultural resources and business travel. The worst indicators were observed for such components of the Competitiveness Index as the level of security in the country and the business environment.The ways of increase of competitiveness of Ukraine in the European market of tourist services are substantiated.
The aim of the study. Research of self-regulation institutional frameworks for pharmaceutical practice (SR PP) in the international aspect.Materials and Methods. Scientic publications, related with self-regulation, ofcial websites of international pharmaceutical associations and methodology of institutional dimension.Results and Discussion. According to the references the historical background of the formation of the SR PP is revealed. By studying institutional frameworks of SR PP in the international aspect, it is founded that almost one third of countries, professional organizations of which are members of the International Pharmaceutical Federation (FIP), represented Europe. It is shown that just over half of the UN members by trade unions are member states of FIP, while two-thirds of European UN member states are members of the FIP. Based on a comparative study of the members' structure of the IPF, Pharmaceutical Group of the European Union (PGEU) and the European association of hospital pharmacists (EAHP). In a total it is found that in three investigated associations are presented 94 pharmaceutical organizations from 39 European countries. Herewith, in each pharmaceutical association the members are pharmaceutical societies of two third countries. Only four professional organizations are members of three pharmaceutical associations simultaneously, namely: Pharmaceutical Chamber of Macedonia, Croatian Pharmaceutical Society, Pharmaceutical Society of Bosnia and Herzegovina Federation and Turkish Pharmacists Association. Data for institutional dimension show signi cantly low participation activity of Ukrainian pharmaceutical societies' in the international associations. Herein, on condition of statutory documents' bringing to the requirements of a specic association, is opened their access not only to the FIP (Ukraine is a member of UN and WHO), but also yet PGEU (our state is a member of the European Free Trade Association) and EAHP (Ukraine is a member of the Council of Europe).Conclusions. The obtained results show different levels of membership in the three international pharmaceutical associations (FIP, PGEU and EAHP) as states, and as well as separate pharmaceutical societies, and extremely low Ukrainian pharmaceutical societies' participation in SR PP in the international aspect. ; Мета роботи. Дослідження інституційних засад саморегулювання фармацевтичної практики (СР ФП) у міжнародному аспекті.Матеріали і методи. Наукові публікації, що стосуються саморегулювання, офіційні сайти міжнародних фармацевтичних асоціацій та методологія інституційного виміру. Результати й обговорення. За даними літературних джерел виявлено історичні передумови становлення СР ФП. Шляхом вивчення інституційних засад СР ФП у міжнародному аспекті встановлено, що майже третина країн, професійні організації яких є членами Міжнародної фармацевтичної федерації (МФФ), представляла Європу. Показано, що трохи більше половини членів ООН через професійні спілки є країнами-членами МФФ, при тому дві третіх європейських країн-членів ООН є членами МФФ. На підставі порівняльного дослідження структури членів МФФ, Фармацевтичної групи Європейського Союзу (ФГЄС) і Європейської асоціації лікарняних фармацевтів (ЄАЛФ) виявлено, що загалом у трьох досліджуваних асоціаціях присутні 94 фармацевтичні організації із 39 держав Європи. Поряд з цим у кожній фармацевтичній асоціації членами є фармацевтичні товариства двох третіх країн і лише чотири професійні організації є членами водночас трьох фармацевтичних асоціацій, а саме: Фармацевтична палата Македонії, Хорватське фармацевтичне товариство, Фармацевтичне товариство Федерації Боснії і Герцеговини та Турецька асоціація фармацевтів. Дані інституційного виміру показують суттєво низьку участь у діяльності міжнародних асоціацій українських фармацевтичних товариств. При цьому, за умови приведення статутних документів до вимог конкретної асоціації, відкрито їх доступ не лише до МФФ (Україна – член ООН і ВООЗ), а й до ФГЄС (наша держава – член Європейської асоціації вільної торгівлі) та ЄАЛФ (Україна – член Ради Європи).Висновки. Отримані результати показують різний рівень членства в трьох міжнародних фармацевтичних асоціаціях (МФФ, ФГЄС і ЄАЛФ) як держав, так й окремих фармацевтичних товариств, а також надзвичайно низьку участь українських фармацевтичних товариств у СР ФП у міжнародному аспекті.

The Croatian language is the native language for about 5.5 million speakers living in Croatia (almost 4 million), as well as abroad: in Bosnia and Herzegovina, Montenegro (BokaKotorska), Serbia (Voivodina ), Austria (Gradische), Hungary, Slovakia, Romania, Italy (Molise), in the Croatian Diaspora in the USA, Canada, Australia, New Zealand). Graphics - Latin with diacritical marks. The language belongs to the South Slavic group. Until 1991, it was defined as the Zagreb Western version of the Serbian-Croatian language (up to 1991, the official language in the SFR of Yugoslavia for Serbs, Croats, Bosnian Muslims, and Montenegrins). The Croatian status of a particular language it turned back in the early 90's of the twentieth century with the formation of the Republic of Croatia as independent state. Croats, like Ukrainians, for a long time have been in a dependent political situation. Only in the early 90's of the twentieth century their states have finally gained independence, and language shave become state-owned. Ukraine has entered a number of countries that first officially recognize the independence of the Republic of Croatia. During the whole period of development Croatian language whose under the influence of different factors, in particular extralinguistic and sociolinguistic, which often became determining in this functioning. Their influence interrupted spontaneous process of the development of language, changed dialectal basis, changed traditional way of development, the language whose united under one name – Serbian-Croatian with Serbian language – and had to exist for a certain period of time within one Serbian-Croatian standard as its variant or variety. And it is under the influence of these factors that it has lately become separate language. The disappearance of Serbian-Croatian language in the late 20th century was caused by the influence of different factors among which the most important are proper extralinguistic and sociolinguistic ones. The factors, which played decisive role for the re-appearance of the four languages, were the following: different ways of the formation of the Croatia language in the past, unifying policy of governments of two Yugoslavias (and now of the third Yugoslavia), the disintegration of Yugoslavian community and strong homonization of peoples connected with the latter, return to national traditions and to the language which reaches national sources, a religious factor: besides the fact that one of the determining factors of the identification of each of the mentioned peoples again became its religion – for Croats that was Catholicism, Serbs – Orthodoxy.Key words: Croatian language, shtokavian, chakavian, kaikavian dialect, literary language, regional languages. ; Хорватська мова є рідною для близько 5,5 млн. мовців, що мешкають у Хорватії (майже 4 млн.), а також за її межами: в Боснії і Герцеговині, Чорногорії (р-н Боки Которської), Сербії (р-н Воєводини), Австрії (Градішче), Угорщині, Словаччині, Румунії, Італії (Моліза), у хорватській діаспорі в США, Канаді, Австралії, Новій Зеландії). Графіка – латинська з діакритичними знаками. Мова належить до південнослов'янської групи. До 1991 р. її визначали як загребський/західний варіант сербсько-хорватської мови (до 1991 р. офіційної мови в СФР Югославії для сербів, хорватів, мусульман-босняків та чорногорців). Статус окремої мови хорватська повернула собі на початку 90-х рр. ХХ ст. з утворенням незалежної держави Республіка Хорватія. Хорвати, як і українці, тривалий час перебували в залежному політичному становищі. Лише на початку 90-х рр. ХХ ст. їхні держави нарешті здобули незалежність, а мови набули статусу державних. Україна ввійшла до низки країн, які першими офіційно визнали незалежність Республіки Хорватія. The article proves that the modern task of state regulation of the food industry investment support is to create a free and competitive national market in which the rights of investors are reliably protected by an independent branch of government, which determines the relevance of this work. It is noted that investment attractiveness is a relative indicator. Yes, when choosing an investment object, not only its condition is important, but also the competitive environment with which it interacts. That is, to assess the position of Ukraine on the basis of international ratings in this case is insufficient. The investment attractiveness of those countries that surround it on a geographical basis also plays a significant role. Therefore, for comparison, countries were selected which meet the following criteria: territorially close countries of Western and Eastern Europe, for which all the above international ratings are calculated. For example, the Republic of Belarus is not part of them; a large number of European Union countries are members of the Organization for Economic Community and Development (OECD). This international organization unites only the countries of the world with the most developed market economy and democracy and automatically, on qualitative grounds, has significant advantages over Ukraine. We believe that the comparison is appropriate only with those countries that have closer conditions of socio-economic development. As we can see, the method of medians and weighted averages gives different results, however, the general trends are completely the same. In terms of investment attractiveness, Ukraine in 2019 ranked 11th among neighboring developing countries. Only Albania and Bosnia and Herzegovina performed worse. According to almost all global rankings, except for the Global Competitiveness Index, Ukraine ranked penultimate. This indicates a lack of prospects for increasing foreign investment not only in the food industry but also in the economy as a whole. The scientific originality of this work is the development of technologies for foreign investment management based on interstate rating analysis, which, unlike existing ones, uses modern methods of generalization of decision theory and allows to determine the priority factors of investment attractiveness. ; У статті доведено, що сучасним завданням державного регулювання інвестиційної підтримки харчової промисловості є створення вільного та конкурентоспроможного національного ринку, на якому права інвесторів надійно захищені незалежною гілкою влади. Сформовано поняття та мету технології управління зовнішніми інвестиціями харчової промисловості. Запропоновано використання сучасних методів узагальнення теорії прийняття рішень, що дозволяє визначати пріоритетні чинники інвестиційної привабливості на основі міждержавного рейтингового аналізу. Зазначається, що інвестиційна привабливість є відносним показником. Так, при виборі об'єкта інвестування важливий не тільки його стан, а й конкурентне середовище, з яким він взаємодіє. Доведено, що чималу роль відіграє й інвестиційна привабливість тих країн, які її оточують Україну за географічним принципом. Тому для порівняння було відібрано країни, які відповідають таким критеріям: територіально близькі країни Західної та Східної Європи, для яких розраховані всі вищенаведені міжнародні рейтинги. Наприклад, Республіка Білорусь до них не входить; велика кількість країн Європейського Союзу є членами Організації економічного співтовариства та розвитку (ОЕСР). Ця міжнародна організація об'єднує лише країни світу з найбільш розвиненою ринковою економікою та демократією і автоматично, за якісними ознаками, має значні переваги перед Україною. Вважаємо, що порівняння доцільне лише з тими країнами, які мають більш близькі умови соціально-економічного розвитку. Як бачимо, метод медіан і середньозважених дає дещо інші результати, однак загальні тенденції абсолютно однакові. За інвестиційною привабливістю харчова промисловість в Україні у 2019 році посіла 11 місце серед сусідніх країн, що розвиваються. Гірше показали лише себе Албанія та Боснія та Герцеговина. Майже за всіма світовими рейтингами, окрім індексу глобальної конкурентоспроможності, харчова промисловість України посіла передостаннє місце. Це свідчить про відсутність перспектив збільшення іноземних інвестицій не тільки в харчову промисловість, а й в економіку в цілому.
