Political boundaries have been shown to have a major influence on both language use and language perception. The present work analyzes for the Bavarian language area, which spans Germany, Austria and Italy, how speakers / listeners structure it spatially (horizontal-areal) and with regard to its behavioral spectrum (vertical-social). The perceptions of linguistic and extra-linguistic features and attitudes to them are examined more closely. With the help of a pluridimensional survey setting, consisting of an in-depth interview, online questionnaire, mental map survey and listener judgment test, it can be shown that extralinguistic barriers, such as political borders, correlate strongly with attitudinal-perceptual borders. In the consciousness of the respondents, the state border between Germany and Austria also represents a language border.
Ö-Cert ist ein bundesweit einheitlicher Qualitätsrahmen für Anbieter der Erwachsenenbildung in Österreich. Erwachsenenbildungsorganisationen können sich für Ö-Cert seit Ende 2011 im Rahmen eines Akkreditierungsverfahrens bewerben. In der Akkreditierungsarbeit selbst kristallisierten sich von Anfang an Abgrenzungsprobleme zwischen den Angeboten aus Therapie/Freizeit/Gesundheit/Esoterik und Erwachsenenbildung heraus. Welche Angebote entsprechen dem Bildungsverständnis von Ö-Cert und welche nicht? Aus einer Innensicht beschreibt dieser Beitrag den langen, partizipativ angelegten Entwicklungs- und Aushandlungsprozess zwischen Verantwortlichen aus Politik, Verwaltung, Wissenschaft und Praxis der Erwachsenenbildung, um ein diesbezügliches Beurteilungsraster zu entwickeln. Dieser Ö-Cert-Beurteilungsraster wird vorliegend erstmals öffentlich vorgestellt. Er präzisiert Kriterien im Bestreben, eine objektive Einschätzung und Abgrenzung vornehmen zu können. Nun kommt es, wie die AutorInnen abschließend ausführen, darauf an, den Ö-Cert-Beurteilungsraster in der konkreten Akkreditierungsarbeit zu erproben. (DIPF/Orig.) ; Ö-Cert is a federally standardized quality framework for courses in adult education offered in Austria. Adult education organizations have been able to apply to Ö-Cert as part of an accreditation process since the end of 2011. From the very start of accreditation work, problems have arisen in distinguishing between offerings in the areas of therapy/ leisure/health/esotericism and in those of adult education. What course offerings correspond to Ö-Cert's understanding of education and which do not? This article describes the long participatory development and negotiation process leading to the evaluation questionnaire from an insider's perspective. Its developers come from the spheres of politics, administration, and science and include practitioners of adult education. This Ö-Cert evaluation questionnaire is made available to the public for the first time. It states the criteria precisely in the hope of providing an objective assessment and definition. The Ö-Cert evaluation questionnaire must now be tested in actual accreditation work. (DIPF/Orig.)

Der Beitrag diskutiert die Reichweite und Bezugnahme der durch Normen und Vorgaben gesetzten Grenzen im Arbeits- und Gesundheitsschutz. Dafür werden zum einen Grenzverschiebungen um den Standard des Arbeitsschutzes im Rahmen arbeitspolitischer Aushandlungen in seiner historischen Entwicklung aufgezeigt. Zum anderen werden Grenzziehungen zwischen verschiedenen Beschäftigtengruppen identifiziert. Wie am Beispiel der stationären und häuslichen Pflege gezeigt wird, kommen diese durch den Ausschluss von Leiharbeitskräften und Werkvertragsnehmern von etablierten Arbeitsschutzstandards zustande. Ein Kennzeichen der Entgrenzung von Organisationen und Arbeit besteht demnach darin, dass prekär Beschäftigten mit geringen Sekundärmachtpotentialen vielerorts nur ein begrenztes Arbeits- und Gesundheitsschutzniveau zuteil wird. ; The article discusses the scope and reference of occupational health and safety as set by legal standards and specifications. Firstly, we discuss the shifting boundaries of occupational health standards with special regard to the historical development of labour related negotiations. Secondly, we identify the boundaries separating different groups of employees. Through the examples of in-patient and home care, we show that these boundaries are established through the exclusion of temporary staff and contract workers from established safety standards. As a consequence, the article argues that many precarious workers with individual diminished power resources are subject to limited levels of occupational health and safety.

In seinem beeindruckenden Buch "Frieden durch Recht?" über den Friedensschluss nach dem ersten Weltkrieg zeigt Marcus M.
