Los fundamentos teóricos y prácticos del presupuesto como herramienta de planificación y control, tuvieron su origen en el sector gubernamental a finales del siglo XVIII, cuando se presentaban al Parlamento Británico los planes de gastos del Reino y se daban pautas sobre su posible ejecución y control. Desde el punto de vista técnico de la palabra, se deriva del francés antiguo bougette o bolsa. Dicha acepción intentó perfeccionarse posteriormente en el sistema inglés con el término budget de conocimiento común y que recibe en nuestro idioma la denominación de presupuesto Entre 1912 y 1925, y en especial después de la Primera Guerra Mundial, el sector privado notó los beneficios que podía generar la utilización del presupuesto en materia de control de gastos, y destinó recursos en aquellos aspectos necesarios para obtener márgenes de rendimiento adecuados durante un ciclo de operación determinado. From a technical point of view the word is derived from Old French bougette or bag. This meaning was later refined in the English system with the budget term of common knowledge and that receives in our language the denomination budget. Between 1912 and 1925, and especially after the First World War, the private sector noticed the benefits that the use of the budget could generate in terms of control expenses, and allocated resources in those aspects necessary to obtain margins of adequate performance during a given operating cycle. In this period, industries are growing rapidly and planning methods are considered appropriate business. The role played by budgets is highlighted by prestigious writers who point out the vitality of forecasts related to the management of cash.

On November 10, shared the results of the 5th edition of the Latin American Index of Budget Transparency (ILTP). By 2009, the study included the participation of 12 countries in the region. In Mexico, the general perception about the level of budget transparency and citizen participation continues to deteriorate, with 48 points, Colombia went from 38 points in 2007 to 46 points in 2009, an improvement that does not correspond to the multiple corruption scandals, this improvement responds to technical reasons but not the reality, as this article attempts to clarify.

Democratic theory has seen a communication turning point in recent years, which has fostered the organisation of participatory experiences based on certain principles of deliberative theory, in particular those of inclusion and equality of participants, and the development of participatory budgets over the last ten years, an excellent analytical framework to test the extent to which these experiments put the focus of inclusion and equal participation in deliberation. This article seeks to contextualise the analysis of participatory budgets, taking account of the fact that they are carried out in Spain, France and ALlemagne. In particular, it is a question of questioning the opponent about the tension between participation and deliberation in the political theory. It is clear that deliberation requires spaces for reflection that participatory schemes cannot offer. The aim of participatory budgets is to reconcile these two dimensions. The purpose of that paper is thus to understand the differences between those devices according to the political context in which they operate. This paper considers an overlapping generations model in which capital investment is financed in a credit market with adverse selection. Lenders' inability to commit ex-ante not to bailout ex-post, together with a wealthy position of entrepreneurs gives rise to the soft budget constraint syndrome, i.e. the absence of liquidation of poor performing firms on a regular basis. This problem arises endogenously as a result of the interaction between the economic behavior of agents, without relying on political economy explanations. We found the problem more binding along the business cycle, providing an explanation to creditors leniency during booms in some LatinAmerican countries in the late seventies and early nineties.

ABSTRACT This research aims to examine the effect of accountability, transparency, and supervision on-budget performance of the Value for Money concept. The research was conducted on 43 local work units in Special Capital Region (DKI) Jakarta Province. The sample of the research consists of 86 government officials using Structural Equation Modeling (SEM) analysis to test the hypothesis. The result of this research-proven that accountability and supervision have significantly affected the on-budget performance of the Value for Money concept, while transparency showed no effect on the effectiveness on-budget performance of the same concept.RESUMEN Esta investigación tiene como objetivo examinar el efecto de la rendición de cuentas, la transparencia y la supervisión en el rendimiento presupuestario del concepto Value for Money. Investigación realizada en 43 unidades de trabajo locales en la Región de Capital Especial (DKI) Provincia de Yakarta. La muestra de la investigación consta de 86 funcionarios gubernamentales y se utiliza el análisis de modelado de ecuaciones estructurales (SEM) para probar la hipótesis. El resultado de esta investigación demostró que la rendición de cuentas y la supervisión tienen un efecto significativo en el rendimiento presupuestario del concepto Value for Money, mientras que la transparencia no mostró ningún efecto sobre la eficacia en el rendimiento presupuestario del mismo.

Within what the public budget means in the current context, it is mandatory, inorder to understand its theoretical and practical sense, to comprehensively understand everything related to fiscal policy, which explains not only the meaning of taxes (fees) as an exercise that they must lead the different governments, but also reveals because in the administrations it is necessary to think of adequate public spending, which allows, therefore, to generate scenarios of development and social transformation in their environment.Thus, this article aims to approach the concept of public budget, not only to understand its epistemological basis, but to achieve evidence of the anchoring between it and the interests of the administrations, which allow, among other things, to see the budget public double-track, as an income that translates into spending, for the greatest social benefit. In conclusion, the following lines have been thought to understand why the budget, is that tool that contributes to the fulfilment of the objectives that are projected from the administrations in order to do a true social transformation. ; Dentro de lo que significa el presupuesto público en el contexto actual, se haceobligatorio, para comprender su sentido teórico y práctico, entender ampliamente todo lo relacionado a política fiscal, aquella que explica no solamente el sentido de los impuestos (tributos) como ejercicio que deben liderar los diferentes gobiernos, sino que además, devela porque en las administraciones se hace necesario pensar en un adecuado gasto público, quepermita generar en su entorno escenarios de desarrollo y transformación social.El presente artículo, pretende realizar un acercamiento al concepto de presupuesto público, no solo para comprender su fundamento epistemológico, sino para lograr evidenciar el anclaje entre éste y los intereses de las administraciones, que permitan, entre otras cosas, verlo en doble vía, como un ingreso que se traduce en gasto para el mayor beneficio social. The purpose of this study was to justify the role of local budgets in strengthening the financial base of local self-government in modern conditions of social development, oriented to the processes of democratization and decentralization of political power. The research methodology used was an integral approach, which allowed investigating the role of local budgets in strengthening the financial base of local self-government from an economic, organizational and legal point of view. A comprehensive approach allows to systematically address the definition of the role of local budgets and to highlight their specific characteristics. It is concluded that, scientifically identifying the various aspects of the functioning of local budgets allowed to distinguish their essence from the point of view of combining organizational, economic and legal approaches to, at the same time, consider them as a multifunctional system of financial, economic, legal and social relations, which provides for the possibility of redistribution of income due to the creation and use of monetary funds of the authorities of local authorities, to meet the public needs of the population and sustainable development of the territories.

This paper addresses the issue of external control of the State budget and its evolution in Cuba. Aiming to characterize the evolution of the verification of the State budget in Cuba, given that annually Cuba increases the budget allocated to the public sector. The Ministry of Finance and Prices has among its functions to carry out the verifications of the State budget. As part of the process of ordering and controlling the budgetary resources, it put into effect the methodology to carry out the verification process, which is applicable to all organs and agencies of the State Administration. The research carried out is novel as it provides theoretical elements on the evolution of budget verification in Cuba, this contributing to the improvement of control in budget management at the municipal level and at the country level. Scientific methods such as historical-logical analysis were applied and synthesis, induction - deduction, observation, interview, and computational data processing. The evolution of budget verification was stratified into three stages, with the third being the one with the greatest jumps both in verifying bodies and in associated legislation. The purpose of budget verification is to: strengthen budget management, transparency, accountability and fulfillment of the order social, through the recommendations included in the verification report, which allow achieving economy, efficiency, efficacy and effectiveness of the assigned resources. ; El presente trabajo aborda la temática del control externo al presupuesto del Estado y su evolución en Cuba. Teniendo como objetivo caracterizarla evolución de la verificación al presupuesto del Estado en Cuba, dado que anualmente Cuba incrementa el presupuesto destinado al sector público. El Ministerio de Finanzas y Precios tiene entre sus funciones realizar las verificaciones al presupuesto del Estado. Como parte del proceso de ordenamiento y control de los recursos presupuestarios puso en vigor la metodología para realizar el proceso de verificación, la cual es de aplicación para todos los órganos y organismos de la Administración del Estado. La investigación realizada es novedosa al aportar elementos teóricos sobre la evolución de la verificación del presupuesto en Cuba contribuyendo así al perfeccionamiento del control en la gestión presupuestaria a nivel municipal y a su vez del país. Se aplicaron los métodos científicos como el histórico-lógico, análisis y síntesis, inducción – deducción, observación, entrevista y el procesamiento computacional de los datos. La evolución de la verificación presupuestaria fue estratificada en tres etapas destacándose la tercera que es la de mayores saltos tanto en entes verificadores como en legislación asociada. La verificación presupuestaria tiene como finalidad: fortalecer la gestión presupuestaria, transparencia, rendición de cuentas y cumplimiento del encargo social, mediante las recomendaciones incluidas en el informe de verificación, que permitan lograr la economía, la eficiencia, eficacia y efectividad de los recursos asignados.

Este trabajo pretende demostrar la vinculación jurídica que existe entre el presupuesto público y los Derechos Humanos, y como este puede impactar de forma directa en los derechos de toda la población. Public accounts affect women and men differently, i.e. they are not gender neutral. Therefore, some institutionalization processes of gender-sensitive budgets in other parts of the world are analyzed. Subsequently, the context in which legislative initiatives in Argentina arise and the advances linked to the budget process in the national government, the Autonomous City of Buenos Aires and the Municipality of Rosario are described. An analysis is provided of the projects that are under national debate and can become references to support development at provincial or municipal levels, or even in national universities. In order to initiate its implementation in Argentina, the Financial Administration and Public Control Law 24156 and the Manual of Budgetary Classifications of the National Public Sector must be modified, although cultural behavior change still represents the main challenge to the implementation of public policies. ; Las cuentas públicas afectan de forma diferente a mujeres y hombres, es decir que no son neutrales al género, por ello se analizan algunos procesos de institucionalización de los Presupuestos Sensibles al Género en otros lugares del mundo. Posteriormente se describe el contexto en el que surgen iniciativas legislativas en Argentina y los avances vinculados al proceso presupuestario en el Gobierno nacional, en la Ciudad Autónoma de Buenos Aires y en la Municipalidad de Rosario. Se brinda un análisis de los proyectos que se encuentran en debate nacional y que pueden constituirse en referencias para apoyar el desarrollo en ámbitos provinciales, municipales o incluso universidades nacionales. Para iniciar con su implementación en Argentina hay que modificar la Ley de Administración Financiera y Control Público 24156 y el Manual de Clasificaciones Presupuestarias del Sector Público Nacional, aunque el principal desafío sigue siendo el cambio cultural, para la implementación de las políticas públicas.
