In: Starzenie się i starość w dynamicznie zmieniającym się świecie, S. 11-24
Wśród kluczowych wyzwań rozwojowych Polski na początku XXI wieku znajdują ograniczanie negatywnych efektów procesu starzenia się społeczeństwa oraz wzrost kapitału społecznego obywateli, ich umiejętności współpracy przy rozwiązywaniu problemów w różnych sferach życia społecznego i gospodarczego. Artykuł przybliża łączną analizę tych zagadnień w odniesieniu do kształtowania kapitału społecznego ludzi starych. Kolejno omówione zostają podstawowe pojęcia wykorzystywane w dyskursie o aktywizacji społecznej osób starszych, założenia kształtowania współczesnych wielopoziomowych polityk publicznych w tym zakresie oraz typologie przykładowych rozwiązań na rzecz budowy zasobów kapitału społecznego.
Celem niniejszej monografii jest zaprezentowanie aktualnego kształtu sieci bezpieczeństwa finansowego w Polsce. Punktem odniesienia, a zarazem tłem prowadzonych rozważań będą rozwiązania przyjęte na poziomie Unii Europejskiej. Monografia składa się z wprowadzenia, 7 rozdziałów, podsumowania i bibliografii. Rozdział pierwszy zawiera krytyczny przegląd definicji oraz wyznaczników stabilności i niestabilności systemu finansowego. W kolejnym rozdziale zaprezentowano zagadnienia teoretyczne dotyczące konstrukcji sieci bezpieczeństwa finansowego jako kluczowego mechanizmu zapewniania stabilności finansowej. Wskazano także na konkretne instytucje tworzące sieć bezpieczeństwa finansowego w strefie euro oraz w Polsce. W kolejnych pięciu rozdziałach zostały zaprezentowane poszczególne instytucje sieci bezpieczeństwa finansowego w Polsce, przez pryzmat ich celów i zadań oraz instrumentów oddziaływania na stabilność finansową. W rozdziale trzecim został przedstawiony organ nadzoru makroostrożnościowego w Polsce - Komitet Stabilności Finansowej. W rozdziale czwartym została przybliżona rola i zadania Ministerstwa Finansów w kontekście budowania stabilności finansowej. Rozdział piąty zawiera rozważania na temat znaczenia Narodowego Banku Polskiego jako wiodącej instytucji, czuwającej nad zapewnianiem stabilności systemu bankowego. W rozdziale szóstym została omówiona rola Komisji Nadzoru Finansowego jako instytucji sprawującej nadzór mikroostrożnościowy nad podmiotami rynku finansowego. Rozdział siódmy zawiera analizę funkcjonowania Bankowego Funduszu Gwarancyjnego, jako instytucji gwarantowania depozytów bankowych i podmiotu odpowiedzialnego za przeprowadzanie procesu resolution (restrukturyzacji problemowych banków). ; The purpose of this monograph is to present current shape of the financial security network in Poland. The reference point and, at the same time, the background to the deliberations under consideration will be solutions adopted at the level of the European Union. The monograph consists of an introduction, 7 chapters, a summary and a bibliography. The first chapter contains critical overview of the definitions and determinants of both stability and instability of the financial system. In the next chapter theoretical issues concerning the construction of the financial security network as a key mechanism for ensuring financial stability are presented. Specific institutions forming financial security network in the European Union and Poland are also indicated. In next five chapters, individual institutions of the financial safety network in Poland are presented, through the prism of their goals and tasks as well as instruments of impact on financial stability. Third chapter presents the macro-prudential supervision authority in Poland - the Financial Stability Committee. Fourth chapter presents the role and tasks of the Ministry of Finance in the context of building financial stability. Fifth chapter contains reflections on the significance of the National Bank of Poland as the leading institution supervising the stability of the banking system. Sixth chapter discusses the role of the Polish Financial Supervision Authority as an institution supervising micro-prudential supervision of financial market entities. Seventh chapter contains the analysis of Bank Guarantee Fund functioning, as the bank deposit guarantee institution and the entity responsible for carrying out the resolution process (restructuring of problem banks).

Rozwiązywanie konfliktów i dążenie do ustanowienia trwałego pokoju jest jednym z nadrzędnych celów Organizacji Narodów Zjednoczonych. Przez lata angażowała się ona w działalność na rzecz budowania pokoju. Do chwili powstania Komisji Budowania Pokoju w 2006 r. żadna część systemu ONZ nie była bezpośrednio odpowiedzialna za pomoc krajom w okresie pokonfliktowym i w dążeniach do budowania trwałego pokoju. Komisja Budowania Pokoju pozwoliła wypełnić tę lukę przez zapewnienie instytucjonalnego i systematycznego połączenia między utrzymywaniem pokoju, operacjami pokonfliktowymi oraz międzynarodową siecią pomocy i działaniami darczyńców, w tym Banku Światowego. Celem artykułu jest przedstawienie funkcjonowania Komisji Budowania Pokoju: zasady jej działania, skład oraz zadania jej postawione. Po przedstawieniu strony normatywnej pokrótce opisano konkretne przypadki zaangażowania Komisji. Podjęto też próbę odpowiedzi na tytułowe pytanie – czy działalność Komisji to sukces czy porażka oraz jakie czynniki mają wpływ na sprawne i skuteczne działanie Komisji Budowania Pokoju. ; Resolving conflicts and achieving durable peace is one of the main goals of the United Nations (UN). For many years the UN has been engaged in peace building efforts. Until the creation of the Peace Building Commission in 2006, however, no part of the UN system had been directly responsible for assistance to States in the post-conflict reality or in the efforts aimed at achieving durable peace. The Peace Building Commission managed to fill in this vacuum through systematic and institutional links between peace keeping, post-conflict operations and international network of assistance as well as activities undertaken by donors, including the World Bank. The aim of this article is to present the functioning of the UN Peace Building Commission: its rules of procedure, composition and the tasks is has been given. First, the normative aspect will be delineated, followed by brief characteristics of concrete cases in which the Commission has been engaged. Based on that analysis, the question whether the work of the Commission has been a success of a failure will be examined and an attempt will be made to determine factors that condition effective work of the Peace Building Commission.

Civil society is an indispensable component of a functional democratic state. The development of civil society is dependent on a number of factors, including the work of the education system. Education is the crucial space for shaping civic attitudes and acquiring competences necessary for a society that is aware of its rights and active in the public sphere. A significant majority of educational institutions is administratively supervised by local government units. The purpose of this paper is to indicate how local authorities can play a role in the shaping of civil society by performing tasks (both obligatory and additional, non-compulsory ones) related to education.

This article (part I) presents the activities of artistic circles - architects - and their impact on the ways of using and arrangement of the living area. The way of using apartment is understood as:1) The way of arranging basic living functions by inhabitants (sleeping, resting, preparing and eating meals, receiving guests, studying, personal hygiene);2) The relationships between inhabitants and an apartment dependent on education, occupational structure, origin, life style, inherited cultural patterns, fashion as well as a group of physical characteristics and apartment attributes);3) The rights of family members to use the apartment space, including the right to intimacy and having own private space, as well as the representative needs.The aim of this article is to show the evolution of design thinking in the field of functional and spatial layouts of apartments and indicating the main trends of these changes. The selected functional layouts of apartments (including the remarks of the author of the design), representative of the given period of time, have been analyzed with respect to social and political conditions. In summary, the most important tendencies, which may be observed in respect of discussed changes, have been indicated. These include: expanding the living-room area of the apartment by designing a kitchen closer to the living-room or even combining a kitchen with a living -room; the differentiated approach to the issues of creating sleeping areas due to the understanding of children's individual needs to have their own living space; the concern to upgrade the quality of hygiene in an apartment - by creating separate restrooms and designing bathrooms with a space for a washing machine. ; Niniejszy artykuł (część I) przedstawia działalność środowisk twórczych – architektów – i jej wpływ na sposoby użytkowania i aranżacji przestrzeni mieszkalnej. Sposób użytkowania mieszkania rozumiany jest jako:1) Sposób organizacji przez użytkowników podstawowych funkcji życiowych (snu, wypoczynku, przygotowania i spożywania posiłków, przyjmowania gości, nauki, zabawy, czynności higienicznych);2) Relacje między użytkownikami a mieszkaniem zależne od wykształcenia, struktury zawodowej, pochodzenia, stylu życia, dziedziczonych wzorców kulturowych, mody oraz od zespołu fizycznych cech i atrybutów mieszkania;3) Uprawnienia członków rodziny do korzystania z przestrzeni mieszkania, w tym do realizacji potrzeby intymności i posiadania własnej, prywatnej przestrzeni oraz potrzeb reprezentacyjnych.Celem artykułu jest przedstawienie ewolucji myśli projektowej w obszarze kształtowania się układów funkcjonalno-przestrzennych mieszkań i wskazanie głównych tendencji tych zmian. Jako metodę przyjęto analizę wybranych – charakterystycznych dla danego okresu – układów funkcjonalnych mieszkań (z uwzględnieniem uwag autorów tych projektów) na tle uwarunkowań społeczno-politycznych. W podsumowaniu wskazano najważniejsze tendencje, jakie można zaobserwować w zakresie omawianych zmian. Należą do nich: powiększanie przestrzeni strefy dziennej mieszkania poprzez zbliżanie kuchni do pokoju dziennego lub nawet łączenie jej z salonem; zróżnicowane podejście do zagadnienia lokowania miejsc snu wskutek zrozumienia indywidualnych potrzeb dzieci do posiadania własnej przestrzeni mieszkalnej; troska o podniesienie jakości higieny w mieszkaniu – wydzielanie osobnych WC i projektowanie łazienek z uwzględnieniem miejsca na pralkę.

The objective of this paper is to analyze the factors responsible for the delegitimization process of the Third Polish Republic, in particular in the period from 2001 to 2005, when power was in the hands of the coalition of the Democratic Left Alliance (SLD) and the Polish People's Party (PSL). The analysis applies the concept of discursive structures of possibilities which identifies which properties of the political context made the delegitimization efforts of the right wing credible. The aim of the article is to analyze the relationship between NATO and the Russian Federation. Deliberations are conducted within the institutional and historical-problematic approach. The author characterizes the institutional framework for cooperation between NATO and Russia, as well as discusses the factors which are barriers to this cooperation. Therefore focuses on the most important issues of common interest of partners, such as the problem of stabilizing the security environment, the fight against international terrorism, the use of the armed forces in foreign policy, the process of NATO enlargement and the maintaining of strategic balance between parties. The Author is skeptical about the possibility of establishing a lasting partnership between NATO and Russia. He indicates the difference between the period of the 90s of the twentieth century, when was evident weakness and submission of Russia to NATO and the beginning of the twenty-first century, when is an attempt of rebuilding Russia's superpower in a manner unacceptable by NATO. ; Celem artykułu jest analiza stosunków między NATO a Federacją Rosyjską. Rozważania prowadzone są w ujęciu instytucjonalnym i historyczno-problemowym. Autor charakteryzuje proces tworzenia ram instytucjonalnych dla współpracy między NATO i Rosją, jak również omawia czynniki stanowiące bariery tej współpracy. W związku z tym koncentruje się na najważniejszych kwestiach wspólnego zainteresowania partnerów, takich jak problematyka stabilizowania środowiska bezpieczeństwa, zwalczania terroryzmu międzynarodowego, wykorzystania sił zbrojnych w polityce zagranicznej, procesu rozszerzenia NATO i utrzymania równowagi strategicznej między stronami. Autor sceptycznie podchodzi do możliwości nawiązania trwałego partnerstwa między NATO i Rosją. Wskazuje on różnicę między okresem lat 90. XX w., kiedy widoczna była słabość i uległość Rosji wobec NATO, a początkiem XXI w., kiedy następuje próba odbudowy mocarstwowości Rosji w sposób nieakceptowany przez NATO.

Zdaniem instytucji Unii Europejskiej – co wykazuje niniejszy tekst – konieczność wzajemnie uzupełniających się interwencji w obszarach bezpieczeństwa i rozwoju jest efektem nowych zagrożeń dla Europy. UE konsekwentnie podkreśla, że "bezpieczeństwo jest niezbędnym warunkiem rozwoju" i że "trwały pokój nie jest możliwy bez rozwoju i eliminacji ubóstwa". Tworzenie i wzmacnianie warunków politycznych, społecznych i gospodarczych dla stabilności ma zasadnicze znaczenie dla bezpieczeństwa i jest warunkiem wstępnym rozwoju. Ta współzależność między bezpieczeństwem i rozwojem odgrywa kluczową rolę w zwiększaniu skuteczności działań zewnętrznych UE. Każde państwo, które dąży do zapewnienia bezpieczeństwa i rozwoju, musi posiadać lub nabyć odpowiednie zdolności we wszystkich istotnych obszarach, w tym w obszarze bezpieczeństwa i obrony. Umożliwi to nie tylko ustabilizowanie sytuacji w danym kraju, ale również przyczyni się w sposób konstruktywny do zaprowadzenia pokoju, uzyskania stabilizacji i zapobiegania kryzysom w jego regionie. Na przestrzeni ostatnich lat UE w coraz większym zakresie wspierała tę współzależność między bezpieczeństwem i rozwojem, prowadząc interwencje w różnych obszarach polityki unijnej i korzystając z różnych instrumentów. Bieżące działania na rzecz budowania zdolności w zakresie bezpieczeństwa w państwach partnerskich obejmują szereg obszarów polityki. W trakcie ich realizacji wykorzystywane są różne instrumenty i kładzie się nacisk na budowanie skutecznych, legalnych i trwałych instytucji, w tym na wydajny system sprawiedliwości i bezpieczeństwa, kontrolę granic oraz straż przybrzeżną. Działania te obejmują m.in. dostęp do instrumentów międzynarodowych, dialog polityczny, współpracę techniczną (w tym wspólne badania naukowe i innowacje), szkolenia (transfer wiedzy oraz rozwój umiejętności) oraz dostarczanie podstawowego sprzętu i materiałów. ; The link between security and development is a key underlying principle of the EU's comprehensive approach to external conflicts and crises and complementary to the internal security policies. As stated in the treaties, the EU's external action objectives are to preserve peace, prevent conflicts and strengthen international security and also to foster the sustainable economic, social and environmental development of developing countries, with the primary aim of eradicating poverty. The primary objective of the EU's development policy is the reduction and, in the long term, the eradication of poverty, but development policy also addresses sustainable development, inequalities, social injustice and human rights violations. This is essential in addressing the root causes of insecurity and conflict.The EU may use the Common Foreign and Security Policy and the Common Security and Defence Policy missions outside its territory for peacekeeping, conflict prevention and strengthening international security. The need for mutually reinforcing interventions in the areas of security and development is clear. The EU has consistently underlined that security is a precondition for development and that without development and poverty eradication there will be no sustainable peace. Creating and fostering the political, social and economic conditions for stability is essential for a country's security and a prerequisite for its development. This security-development nexus is central to maximising the effectiveness of the EU's external action.Current security capacity building efforts in partner countries span across a number of policy areas. They call on different instruments and focus on building effective, legitimate and sustainable institutions, including effective justice and security sectors, border control and coast guards. Capacity building activities include access to international instruments, political dialogue, technical cooperation (including joint research and innovation), training (knowledge transfer and skills development) and the provision of essential equipment and material. Training in the security sector seeks to improve a partner's ability to ensure stability and the protection of citizens.
