Directe buitenlandse investeringen (FDI) zijn van bijzonder belang voor ontwikkelingslanden, zoals Indonesië, aangezien de binnenlandse besparingen niet voldoende zijn ontwikkeling te financieren. Evenwel, de daadwerkelijke invloed van FDI op de ontvangende landen en hun economie is kwestieus. Daarbij komt nog dat bestaande studies zich voornamelijk gericht hebben op de bijdrage van directe buitenlandse investeringen aan economische groei. Het slechts richten op economische groei ten einde de invloed van FDI te bepalen, is een te beperkte benadering, aangezien empirisch bewijs aantoont dat economische groei vaak niet vergezeld gaat met een vermindering van inkomensongelijkheid en niveaus van armoede. Dientengevolge wordt in deze dissertatie voorgesteld een breder begrip van economische groei te hanteren, het zogeheten concept van inclusieve groei, bedoeld de bijdrage en de kwaliteit van economische politiek en zakelijke inbreng te bepalen, inclusief FDI. Het concept van inclusieve groei behelst groei die ten goede komt aan alle mensen in de maatschappij, ongeacht de situatie waarin zij zich bevinden. Door middel van een kwalitatieve methode en via het beschouwen van drie regio's in Indonesië (de districten Badung, Mojokerto en Tangerang), is in deze dissertatie vastgesteld dat de invloed van FDI op inclusieve groei per regio verschilt. Bovendien wordt in deze dissertatie onderstreept dat zogeheten inclusieve instituties een belangrijke rol spelen in het bevorderen van FDI voor inclusieve groei. Inclusieve instituties verzekeren dat alle mensen in een maatschappij profiteren van FDI-gerelateerde activiteiten; ook betrekken deze instituties alle mensen in beleid en programma's inzake FDI. Daarbovenop, in een gelaagd bestuurssysteem zijn inclusieve instituties een teken van betrokkenheid van lokale bestuursorganen bij openbare beleidsprocessen inzake het beheren van FDI ten gunste van inclusieve groei op het nationale niveau. Tenslotte, het bestaan van inclusieve instituties wordt ten zeerste beïnvloed door maatschappelijke waarden, waarden van de overheid èn die van buitenlandse maatschappijen. ; Foreign Direct Investment (FDI) is highly important for developing countries like Indonesia, since the domestic savings are insufficient to finance the development. However, the impacts of FDI on host countries' economies are still debatable. In addition, the existing studies have focused only on the contribution of FDI to economic growth. Focusing only on economic growth in assessing the impact of FDI is indeed too narrow an approach, as empirical evidences indicate that economic growth is often not accompanied by a reduction of income inequality and poverty rates. Therefore, this dissertation proposes to consider a broader perspective of economic growth, the so-called inclusive growth concept in assessing the contribution and the quality of economic policies and business, including FDI. Inclusive growth is growth which benefits all members of society regardless their circumstances. By employing a qualitative method and by observing three regions in Indonesia (Badung, Mojokerto, and Tangerang Districts), this dissertation has found that the impact of FDI on inclusive growth varies among regions. Moreover, this dissertation has found the significant role of inclusive institutions in promoting FDI for inclusive growth. Inclusive institutions ensure that all members of society gain benefits from FDI activities and involve them in FDI-related policies and programs. In addition, in a multilevel government system, inclusive institutions are indicated by the involvement of local governments in public policy process of managing FDI for inclusive growth at the national level. Lastly, the existence of inclusive institutions is highly influenced by the values of society, government and also foreign companies.
