A review of the growth of the Parti Democratique de Cote d'Ivoire indicates that the pattern of development of the Ivory Coast does not deviate signif'ly from that of West Africa as a whole. However, the consequences of the activities of the PDCI are not all on the credit side, for they have helped to design a structure which has reinforced some of the obstacles to integration. It might be said that some elements of party structure have even become additional obstacles to the achievements of the goals specified by party leaders after they assumed responsibility for gov of the new state. To achieve a balanced appraisal of the contributions of a pol'al org to the process of soc change, one must specify the sphere in which its effects are studied, & must be aware of the gap between politicians' wishes & pol'al realities. It is also imperative to analyse the org'alstructure in action as opposed to analysing constitutional documents & ideological statements. The accumulation of empirical process-oriented case studies in little-explored areas is a task of high priority for pol'al sci'ts lest general theories of pol'al development be erected on a base of fragile hyp's.
