Mit dem dargestellten Arbeitsangebotsmodul wird das Steuer-, Abgaben- und Transfer-Mikrosimulationsmodell des IW Köln um eine tragende Komponente erweitert, die die Simulation von Zweitrundeneffekten in Folge von Änderungen des deutschen Steuer- und Transfersystems auf unterschiedliche Zielgrößen ermöglicht. Am Beispiel einer (exogenen) Erhöhung der Bruttostundenlöhne von Männern und Frauen um jeweils 10 Prozent ließ sich zeigen, wie sich das Arbeitsangebot von unterschiedlichen Haushaltstypen anpasst. Die geschätzten unkompensierten Arbeitsangebotselastizitäten liegen dabei zwischen 0,02 und 0,08. Die Arbeitsangebotseffekte sind dabei für Single-Haushalte tendenziell größer als für Paarhaushalte und für Frauen größer als für Männer. Dabei sind dem Modell jedoch auch Grenzen gesetzt: So bezieht sich die Simulation von Arbeitsangebotseffekten ausschließlich auf abhängig Beschäftigte im erwerbsfähigen Alter zwischen 20 und 65 Jahren, die auf veränderte Arbeitsanreize auf dem Arbeitsmarkt reagieren können. Das Verhalten von Beamten, Rentnern oder Selbständigen wird aufgrund von andersartigen Arbeitsmarkt- und Beschäftigungsbedingungen in der derzeitigen Modellversion nicht abgebildet. Dies steht ebenfalls in Zusammenhang mit unterschiedlichen Präferenzen dieser Gruppen, die nicht oder nur schwer beobachtet werden können. Zudem unterliegt die Modellschätzung zum Teil strikten Annahme bezüglich des nutzenoptimalen Verhaltens der Haushalte und der darin lebenden Individuen: So kann beispielsweise die Annahme diskutiert werden, ob Paarhaushalte stets eine gemeinsame Nutzenfunktion maximieren - wie es angenommen wird - oder ob die Individuen nicht ihren eigenen Nutzen unter Berücksichtigung der Entscheidungen des Partners optimieren. Trotz dieser Einschränkungen stellen diskrete Arbeitsangebotsmodule bisweilen die beste und flexibelste Möglichkeit zur Modellierung von Arbeitsangebotsentscheidungen dar und sind ein wertvolles Instrument zur Evaluierung unterschiedlicher sozialpolitischer Reformvorhaben.
Die Corona-Pandemie hat das Jahr 2020 maßgeblich bestimmt und zumindest in jüngerer Zeit ungekannte (negative) Auswirkungen auf Gesellschaft und Wirtschaft ausgeübt. Im Kern dieser Simulationsstudie steht deshalb die Frage, wie sich die Corona-Pandemie auf die Einkommenssituation und die soziale Ungleichheit in Deutschland ausgewirkt hat, und in welchem Umfang automatische Stabilisatoren des sozialen Sicherungssystems sowie zusätzliche Hilfsmaßnamen Verwerfungen durch die Krise abfedern konnten. Dazu werden Haushaltsbefragungsdaten des Sozio-oekonomischen Panels (SOEP) aus dem Jahr 2018, die bis zum aktuellen Rand fortgeschrieben werden, mittels eines statistischen Matching-Verfahrens mit Umfragedaten des IW zu den finanziellen Folgen und subjektiven Einschätzungen der Corona-Krise aus dem August 2020 kombiniert. Mithilfe des Mikrosimulationsmodells IW-STATS werden aufgrund der sich ergebenden Einkommens- und Statusveränderungen in der Corona-Krise zu zahlende Steuern und Abgaben und erhaltene staatliche Transfers der Haushalte simuliert. Zudem werden bei der Analyse der Verteilungswirkungen die bedarfsgewichteten Haushaltsnettoeinkommen zugrunde gelegt, da aus der IW-Befragung hervorgeht, dass die Verteilung der Verluste bei individuellen Erwerbseinkommen bereits stark moderiert wird, wenn der Haushaltskontext berücksichtigt wird. Änderungen beim Kurzarbeitergeld, der einmalige Kinderbonus und andere Krisenhilfen werden dabei bestmöglich berücksichtigt. In einem ersten Schritt kann so gezeigt werden, dass sich die Markteinkommen breiter Bevölkerungsschichten im Krisenjahr deutlich reduziert haben, wobei insbesondere Geringverdiener und Selbstständige verhältnismäßig stark betroffen sind. In einem zweiten Schritt zeigt sich die stabilisierende Wirkung der sozialstaatlichen Sicherungssysteme, die maßgeblich dazu beitragen, dass die Veränderungen in den verfügbaren Haushaltseinkommen deutlich geringer ausfallen. Der Effekt ist insbesondere in der unteren Einkommenshälfte ausgeprägt. Die Simulationsanalyse zeigt, dass die Ungleichheit in den Markteinkommen in der Krise zunimmt, aber nicht die Ungleichheit in den verfügbaren Haushaltseinkommen. Gleichzeitig zeigt der Vergleich zwischen 2019 und 2020 - wenn für beide Jahre dieselben krisenbedingten Einkommensverluste, aber nur im Jahr 2020 die Hilfsmaßnahmen modelliert werden -, dass die getroffenen Maßnah-men sowie unter anderem Reformen beim Kinderzuschlag (KIZ) und dem Wohngeld effektiv einem Anstieg der sozialen Ungleichheit im Krisenjahr entgegengewirkt haben. Welche langfristigen Folgen von der Corona-Pandemie auf die Verteilung der Einkommen vor und nach Steuern und Transferzahlungen ausgehen werden, ist zum gegenwärtigen Zeitpunkt jedoch nicht vorhersagbar. Die Auswertung der bis zum Zeitpunkt der Analyse bekannten Verteilungseffekte legt jedoch nahe, dass das soziale Sicherungssystem - mit seinen bestehenden Elementen und durch das beherzte Eingreifen der Politik - einen wesentlichen Teil der Einkommensverluste abfedern konnte. ; The corona pandemic has had a decisive impact on the year 2020 and, at least in recent times, has had an unprecedented (negative) impact on society and the economy. At the core of this simulation study is therefore the question of how the corona pandemic has affected income levels and social inequality in Germany, and to what extent automatic stabilizers of the social security system and additional financial aid measures have been able to cushion distortions caused by the crisis. To this end, household survey data from the Socio-Economic Panel (SOEP) from 2018, which have been updated to the current year, will be combined with survey data from the IW on the financial consequences and subjective assessments of the corona crisis from August 2020 using a statistical matching procedure. With the help of the microsimulation model IW-STATS, household taxes and social contributions to be paid and public transfers received are simulated on the basis of the resulting changes in income and in status during the corona crisis. In addition, the equivalence-weighted net household incomes are used as a basis for the analysis of the distributional effects, since the IW survey shows that the distribution of losses in individual labour incomes is already considerably moderated when the household context is taken into account. Changes in short-time work benefits (Kurzarbeitergeld), the one-time child bonus (Kinderbonus) and other financial crisis assistance are considered as precisely as possible. In a first step, it can be shown that the market incomes of large parts of the population have been significantly reduced in the crisis year, with low-income earners and the self-employed being particularly hard hit. In a second step, the stabilizing effect of the welfare state's social security system can be seen, which have contributed significantly to the fact that the changes in disposable household incomes have been significantly smaller. This effect is particularly pronounced in the lower half of the income distribution. The simulation analysis shows that inequality in market incomes has been increasing during the crisis, but not inequality in disposable household incomes. At the same time, the comparison between 2019 and 2020 - when the same crisis-related income losses are modelled for both years, but only in 2020 the financial aid measures - shows that the measures taken, including reforms of the child benefit supplement (Kinderzuschlag) and the housing allowance (Wohngeld), have effectively counteracted an increase in social inequality in the crisis year. However, the long-term consequences of the corona pandemic on the distribution of income before and after taxes and transfers are not clear so far. However, the evaluation of the distributional effects known up to the time of the analysis suggests that the social security system - with its existing elements and the courageous intervention of policymakers - was able to cushion a substantial portion of the loss of income.
Auf der UN-Klimakonferenz in Paris 2015 wurde beschloßsen, in der zweiten Hälfte des 21. Jahrhunderts das Stadium der Klimaneutralität zu erreichen. Dies ist aber nur dann möglich, wenn Maßnahmen für den Klimaschutz nicht auf einzelne Länder konzentriert bleiben. Um die nationale Ebene zu verlassen und sicherzustellen, dass die Emission von Treibhausgasen global reduziert wird, bietet sich der Emissionshandel als ein effizientes Instrument an. Allerdings müsste der CO2-Preis global vereinheitlicht werden, damit es nicht zu Wettbewerbsverzerrungen und die Verlagerung von CO2-Emissionen (Carbon Leakage) kommt. In diesem Zusammenhang wird die Einführung von CO2-Steuern gefordert. Deutschland wird seine klimapolitischen Ziele für 2020 verfehlen. Wenn es für die folgenden Jahrzehnte gelingen soll, die erforderlichen deutlichen Rückgänge bei den Treibhausgasemissionen zu erreichen, muss es hier zu einem politischen und gesellschaftliche Umdenken kommen. Wie hoch die Anforderungen sind, zeigt ein Vergleich zwischen den in der Vergangenheit erreichten und den zukünftig notwendigen Anstrengungen.
This paper analyzes hybrid emissions trading systems (ETS) under partitioned environmental regulation when firms' abatement costs and future emissions are uncertain. We show that hybrid policies that introduce bounds on the price or the quantity of abatement provide a way to hedge against differences in marginal abatement costs across partitions. Price bounds are more efficient than abatement bounds as they also use information on firms' abatement technologies while abatement bounds can only address emissions uncertainty. Using a numerical stochastic optimization model with equilibrium constraints for the European carbon market, we find that introducing hybrid policies in EU ETS reduces expected excess abatement costs of achieving targeted emissions reductions under EU climate policy by up to 89 percent. We also find that under partitioned regulation there is a high likelihood for hybrid policies to yield sizeable ex-post cost reductions.
The EU member states have declared to strongly increase the share of Renewable Energy Sources in the next decades. Given a large deployment of wind and solar capacities as well as limited cost-efficient storage technologies, this has two major impacts on electricity systems. First, the electricity system has to be flexible enough to cope with the volatile RES-E generation i.e. ramp up supply or ramp down demand on short notice. Second, sufficient back-up capacities are needed for times with low feed-in from wind and solar capacities. The provision of both back-up capacity has been intensively discussed in the previous literature of recent years (for instance Cramton and Stoft, 2008 and Joskow, 2008). In addition, Lamadrid et al (2011) argue that with increasing volatility, incentives to invest in flexible resources should be implemented in market design. However, they did not have a look at the dynamic view in an integrated analysis necessary to to answer the questions of how an electricity system can adapt to an increasing share of renewables. This paper therefore analyses the flexibility requirements of the future European electricity system and the policy implications for market design with a system-economic dynamic approach. For this purpose, we simulate the development of the European electricity markets up to 2050 by using a linear investment and dispatch optimization model. Flexibility requirements are implemented in the model via constraints for ramping and provision of balancing power. We find that although an increase of fluctuating renewables has a tremendous impact on volatility and therefore flexibility requirements, the main trigger for investments into flexible conventional capacity are the achievable full load hours rather than ramping capabilities. Therefore any market design with investment incentives of achievable full load hours does not need additional incentives for flexibility.
This paper studies decision-making with rules of thumb in the context of dynamic decision problems and compares it to dynamic programming. A rule is a fixed mapping from a subset of states into actions. Rules are compared by averaging over past experiences. This can lead to favoring rules which are only applicable in good states. Correcting this good state bias requires solving the dynamic program. We provide a general framework and characterize the asymptotic properties. We apply it to provide a candidate explanation for the sensitivity of consumption to transitory income. (JEL E00, C63, C61, E21)
This papers uses natural language processing to create the first machine-coded democracy index, which I call Automated Democracy Scores (ADS). The ADS is based on 42 million news articles from 6,043 different sources and cover all indepen- dent countries in the 1993-2012 period. Unlike the democracy indices we have today the ADS is replicable and has standard errors small enough to actually distinguish between cases.
This paper develops a wavelet-based control system model that can be used to simulate fiscal and monetary strategies in an open economy context in the time-frequency domain. As the emphasis on real exchange rate stability is increased, the model simulates the effects on both the aggregate and decomposed trade balance under both constant and depreciating real exchange rate targets, and also the effects on the real GDP expenditure components. This paper adds to recent research in this area by incorporating an external sector via the use of a real effective exchange rate as a driver of output. The research is also the first to analyze exchange rate effects within a time-frequency model with integrated fiscal and monetary policies in an open-economy applied wavelet-based optimal control setting. To demonstrate the usefulness of this model, we use post-apartheid South African macro data under a political targeting design for the frequency range weights, where we simulate jointly optimal fiscal and monetary policy under varying preferences for real exchange rate stability.
This paper uses wavelet-based optimal control to simulate fiscal and monetary strategies under different levels of policy restrictions. The model applies the Maximal Overlap Discrete Wavelet Transform (MODWT) to United States quarterly GDP data, and then uses the decomposed variables to build a large 80 dimensional state-space linear-quadratic tracking model. Using a political targeting design for the frequency range weights, we simulate jointly optimal fiscal and monetary policy where: (1) both fiscal and monetary policy are dually emphasized, (2) fiscal policy is unrestricted while monetary policy is restricted to achieving a steady increase in the market interest rate, and (3) only monetary policy is relatively active, while fiscal spending is restricted to achieving a target growth rate. The results show that fiscal policy must be more aggressive when the monetary authorities are not accommodating the fiscal expansion, and that the dual-emphasis policy leads a series of interest rate increases that are balanced between a steadily increasing target and a low, fixed rate. This research is the first to construct integrated fiscal and monetary policies in an applied wavelet-based optimal control setting using U.S. data.
This paper first applies the MODWT (Maximal Overlap Discrete Wavelet Transform) to Euro Area quarterly GDP data from 1995 – 2014 to obtain the underlying cyclical structure of the GDP components. We then design optimal fiscal and monetary policy within a large state-space LQ-tracking wavelet decomposition model. Our study builds a MATLAB program that simulates optimal policy thrusts at each frequency range where: (1) both fiscal and monetary policy are emphasized, (2) only fiscal policy is relatively active, and (3) when only monetary policy is relatively active. The results show that the monetary authorities should utilize a strategy that influences the short-term market interest rate to undulate based on the cyclical wavelet decomposition in order to compute the optimal timing and levels for the aggregate interest rate adjustments. We also find that modest emphasis on active interest rate movements can alleviate much of the volatility in optimal government spending, while rendering similarly favorable levels of aggregate consumption and investment. This research is the first to construct joint fiscal and monetary policies in an applied optimal control model based on the short and long cyclical lag structures obtained from wavelet analysis.

Asteroseismology has been able to provide insights on rotation for the Sun, solar-like stars, and compact objects like white dwarfs. However, this is still very difficult for intermediate-mass stars. These stars are moderate-to-rapid rotators. Rotation splits and shifts the oscillation modes, which makes the oscillation spectrum more complex and harder to interpret. Here we study the oscillation patterns of a sample of benchmark delta Sct stars belonging to eclipsing binary systems with the objective of finding the frequency spacing related to the rotational splitting (delta r). For this task, we combine three techniques: the Fourier transform, the autocorrelation function, and the histogram of frequency differences. The last two showed a similar behaviour. For most of the stars, it was necessary to determine the large separation (Delta nu) prior to spot delta r. This is the first time we may clearly state that one of the periodicities present in the p modes oscillation spectra of delta Sct stars corresponds to the rotational splitting. This is true independent of the stellar rotation rate. Cet article estime l'impact d'une réforme d'allocation unique familialisée visant à fusionner les aides à destination des ménages modestes sur la pauvreté et l'incitation à l'activité. Les résultats montrent qu'il est possible de simplifier ces aides sans surcoût pour les finances publiques tout en diminuant de manière significative la pauvreté et les inégalités. La décomposition de ces indicateurs montre cependant que certaines catégories fragiles de la population sont défavorisées par ce type de dispositif, notamment les familles monoparentales, les bénéficiaires de l'AAH et de l'ASPA. Par ailleurs, en termes d'incitations à l'activité, les scénarios étudiés ne permettent pas de lisser et d'homogénéiser les taux marginaux d'imposition. Classification JEL : D31, H31, I32, C63.
