Für den Zeitraum von 1960 bis 1982 werden die Erfahrungen und Hintergründe von 35 afrikanischen Staaten südlich der Sahara im Hinblick auf erfolgreiche und versuchte Staatsstreiche analysiert. Auf dieser Basis wird ein Modell entwickelt, das die Neigung zu Umsturzversuchen angibt und damit der Vorhersage bestimmter Entwicklungen in den als besonders gefährdet erscheinenden Ländern dienen kann. Test dieses Modells am Beispiel der Jahre 1983 und 1984, deren tatsächliche Staatsstreiche und Umsturzversuche schon bekannt sind, und Vorhersage entsprechender Entwicklungen für 1985. (DÜI-Hlb)

Comparative political analysts seek empirical generalizations which will hold water across systems and over a period of time. Yet, modeling important political phenomena over more than a handful of countries is still rather unusual. One focus for substantial comparative research has been the coup d'état—an irregular change of governmental leadership by force—in African countries. Scholars who have engaged in this research find they have various conceptual and methodological differences of opinion. In thisControversy, Robert Jackman and Rosemary O'Kane raise the issues in dispute. Their contentions are answered by Thomas Johnson, Pat McGowan, and Robert Slater. The exchange highlights important research issues without necessarily resolving them.

A coup d'état is an illegal attempt by military or civilian officials to replace the incumbent leadership by force. However, it is sometimes difficult to define a "coup d'état. The term has been used by many analysts to refer to violent political actions in fact (e.g., the invasion of the Capitol in Washington) or in public expressions of the military to change domestic security policy in order to safeguard national unity. In many countries, often developing and African, "Coups d'Etats" are more frequent, notably because on the one hand the institutions are not yet sufficiently strong and on the other hand the economic and social conditions of these countries do not fail to raise problems of daily life that produce popular discontent. The national economy of the countries concerned suffers more or less strong consequences at the end of a coup d'état, depending on the damping power exercised by multinational firms, the inertia of national economic actors or the appearance of internal conflicts (civil war) or economic sanctions by the international community. ; Un Coup d'Etat exprime une tentative illégale de militaires ou de responsables civils de remplacer aux dirigeants en place par utilisant la force. Cependant, il est parfois difficile de définir un « Coup d'Etat ». Ce qualificatif a été utilisé par de nombreux analystes concernant des actions politiques violentes dans les faits (envahissement du Capitole à Washington) ou dans les expressions publiques des militaires pour changer la politique intérieure de sécurité en vue de sauvegarder l'unité nationale. Some descriptive evidence on the frequency of military coups d'etat mainly after World War II is given. The data are taken from the literature (Thompson, W. R. 'The Grievances of Military Coup-Makers,' Beverly Hills, Calif: Sage Publications, 1973; Janowitz, M., Military Institutions and Coercion in the Developing Nations, Chicago: University of Chicago Press, 1977; & Finer, S. E., The Man on Horseback: The Role of the Military in Politics, Baltimore: Penguin Books, 1976). Two tables are presented on the occurrence of the military coups d'etat & Thompson's data are rearranged & compared with those presented by Finer for the period of 1958-1973 (including Europe) & Janowitz for the period of 1945-1975 (excluding Europe). Certain variables are analyzed that might explain the occurrence of military coups d'etat. A causal model of military coups d'etat is presented in a diagram. Some possible dependent variables in the analysis of military coups d'etat are given. Different data sources & different periods of survey were used for tabulation. 3 Tables, 1 Figure. G. Briskin.
