Les divergences de conceptions entre les États membres de l'UE en matière de recours à la force militaire peuvent être considérées comme une des principales raisons de la capacité d'action limitée de la PSDC. En particulier, l'écart entre ce que l'on appelle la "culture de retenue" allemande, d'une part, et les États membres plus disposés à recourir à la force militaire, d'autre part, a provoqué des frictions internes au cours des dernières années. Dans ce contexte, le présent article analyse si les convictions et traditions allemandes en matière de sécurité et de défense sont compatibles avec les récentes initiatives de réforme de la PSDC, telles que la Coopération structurée permanente (PESCO) et l'Initiative européenne d'intervention. in response to the new security challenges, and in particular the migration crisis, the European Union is focusing on a comprehensive approach to security characterised by the interdependence between internal and external security. Strengthening its operational approach, the European Union has deployed Common Security and Defence Policy (CSDP) and Area of Freedom and Justice (AFSJ) tools to combat the various forms of organised crime developed in the context of the migration crisis. While the CSDP and AFSJ are legally distinct, operational coordination has naturally developed in practice between CSDP crisis management operations on the one hand and Europol and Frontex agencies under the ESLJ on the other hand. Cet article examine la façon dont les politiciens suédois et finlandais encadrent l'approfondissement de la coopération en matière de défense dans l'Union européenne, et plus particulièrement la Coopération Structurée Permanente (PESCO) pour la défense. Les données empiriques sont constituées de documents politiques et de comptes rendus de débats parlementaires de 2016 à fin 2019. En recourant à l'analyse des cadres, l'étude montre que ces deux États militairement non alignés encadrent la PESCO de manières très différentes. Le gouvernement suédois considère la PESCO comme un instrument de coopération économiquement rationnelle dans le domaine des marchés publics de défense, tandis que les opposants politiques y voient une menace pour le non-alignement militaire de la Suède. Le gouvernement finlandais, en revanche, conçoit la PESCO comme un pas vers une communauté européenne de sécurité, que les factions adverses considèrent comme un pas vers le fédéralisme. Les politiciens suédois définissent donc l'intégration européenne du point de vue des intérêts nationaux, alors que les dirigeants finlandais abordent la problématique du processus de l'intégration européenne.

The end of the Cold War modified the fragile security equilibrium established for over fifty years, bringing frozen conflicts to the forefront of the international security environment. Confronted with this new reality, EU member states seized the necessity of developing a common political and strategic framework (CFSP), in order to help maintain peace and international security. The establishment of the CFSP and of an operational dimension to its external action (CSDP), illustrate the EU's ambition to becoming a key strategic player in crisis management. By developing civilian capabilities within its CSDP, destined for post-conflict reconstruction activities, the EU aims at providing a real added value to modern crisis management. Despite the insufficiencies of its newly created CSDP, the EU positively contributes to cooperative security alongside other security actors. Current security challenges nevertheless require an updating of its strategy. ; L'apaisement de l'antagonisme Est-Ouest suite à la chute du Mur de Berlin, modifie l'équilibre stratégique mondial et suscite le réveil de conflits dits « gelés ». Dans ce contexte, les Etats européens saisissent la nécessité de se doter d'un cadre politico-stratégique commun (PESC) afin de contribuer au maintien de la paix et de la sécurité internationales. Avec la mise en place de la PESC, puis d'une dimension opérationnelle à son action extérieure (PSDC), l'UE ambitionne à devenir un acteur stratégique majeur pour la gestion des crises. Le développement de capacités « non-militaires » – civiles – de la PSDC, dédiées à la conduite d'activités de reconstruction post-conflit, constitue une véritable valeur ajoutée. Malgré la jeunesse de sa PSDC, l'UE représente indéniablement une force positive pour la sécurité coopérative aux côtés des autres acteurs de la sécurité. Les défis actuels appellent néanmoins à une réactualisation de la stratégie sécuritaire européenne.

Differentiated integration, which brings some member states together on common means and strategies, appears to be the only route possible to circumvent obstructions to a Common Security and Defense Policy (CSDP) for the 28 member states. On an institutional level, it is possible. But its power to create a political domino effect and its ability to bolster existing means of action, remain rather unconvincing. The return of partial integration frameworks into the CSDP as a whole is the only way that will allow the entire process to move pass a juxtaposition of national interests. The Western European Union is on its way out. It has played a decisive role in several episodes of the construction of Europe and its common destiny, maintaining a firm approach to questions of security and defence. The WEU's heritage is seen today in the CSDP and the discussion that surrounds it, but has left aside European parliamentary aspects.

In the context of a deadlock in the European Common Security and Defense Policy (CSDP), diverse bi- or trilateral initiatives have attempted to revive defense cooperation since 2010: the Franco-British accord, the Franco-German-Polish letter, the German-Swedish letter, etc. These partial axes of cooperation will certainly be useful, but they will not be able to replace the global political will, which alone could permit the carrying out of operations anticipated by the Treaty of Lisbon.
