Razvoj karierne poti gostujočih obrambnih atašejev ; Career Development Path of Roving Deference Attaches

V sodobni obrambnodiplomatski praksi vse pogosteje zasledimo gostujoče obrambne atašeje. Države so jih začele vpeljevati zaradi pritiskov po racionalizaciji obrambnodiplomatske dejavnosti, ki so se okrepili z začetkom zadnje finančne krize in gospodarske recesije. Z nalogo proučujemo funkcionalnost gostujočih obrambnih atašejev ter njihove prednosti in slabosti v primerjavi z rezidenčnimi diplomati. Posamezne slabosti poizkušamo relativizirati z vidika razvoja sodobnih informacijskih in komunikacijskih tehnologij ter okrepljenega zaupanja in spremenjene miselnosti mednarodnih odnosov, zaradi katerih se spreminjajo tudi naloge in funkcije obrambne diplomacije. Na podlagi mednarodne primerjave oblikujemo priporočila za organizacijo dela in izvajanje diplomatske dejavnosti gostujočih atašejev, med prednostmi pa podrobneje razdelamo njihovo vlogo v funkciji razvoja karierne poti. Slednja bi lahko še posebej koristila državam z omejenim diplomatskim aparatom, ki nimajo vzpostavljenih inštrumentov kadrovske selekcije ter inštitucij za izobraževanje in usposabljanje bodočih diplomatov. Hkrati proučujemo prevladujoče čine v obrambni diplomaciji ter obseg obrambnodiplomatskega delovanja, tako na strani držav pošiljateljic kot držav sprejemnic. Na splošno so čini obrambnih diplomatov bolj kot od značilnosti držav in oboroženih sil odvisni od različnih političnih, gospodarskih in kadrovskih dejavnikov, vključno z načelom recipročnosti, politično propagando, izzivi vojaškega kariernega razvoja ter promocijo vojaško-industrijskega kompleksa. Z vidika držav sprejemnic pa najštevilčnejše obrambnodiplomatske aparate ter diplomate z najvišjimi čini najdemo v vodilnih vojaških in političnih velesilah, s čimer jim države pošiljateljice izkazujejo posebno priznanje, pozornost in čast. Čini obrambnih predstavnikov pri mednarodnih organizacijah pa odražajo predvsem obseg prevzetih obveznosti posamezne države do konkretne mednarodne inštitucije. Kot zanimivost velja izpostaviti še izjemno nizek delež žensk v obrambni diplomaciji. Poglavitne ugotovitve obeh raziskav apliciramo na slovenski obrambnodiplomatski sistem. ; Contemporary defence diplomacy is earmarked by Roving Defence Attachés. Countries started to introduce them under the pressure to rationalize defence diplomacy, culminating in the last financial crisis and economic recession. Master's Thesis examines the functionality of Roving Defence Attachés, and their advantages and disadvantages compared to Resident Defence Attachés. Particular disadvantages are relativized and diminished in the light of modern information and communication technologies, increased mutual trust and mind-set shift in international relations, resulting in changes of tasks and functions of defence diplomacy. Based on international comparative analysis we put forward recommendations for work organization and activities management of Roving Defence Attachés. Among the advantages of Roving Attachés we elaborate in more detail the function of career development. The latter could be especially beneficial for countries with limited diplomatic apparatus, lacking human resource selection tools along with the education and training institutions for future diplomats. At the same time we examine prevailing military ranks in defence diplomacy and the scope of defence diplomacy engagement, from both perspectives of sending and receiving states. The military ranks of defence diplomats depend more political, economic and human resource factors, including reciprocity principle, political propaganda, the challenges of military career development and the promotion of military industrial complex, than the characteristics of states and their armed forces. From the viewpoint of receiving states the largest defence diplomacy corps and the diplomats with the highest military ranks can be found in leading military and political superpowers, as the sending states try to express special recognition, attention and honour to them. The military ranks of defence representatives in international organizations by-and-large reflect the assumed responsibilities of a country towards respective international entity. You may find interesting the extremely low proportion of women in defence diplomacy. Main research findings are applied to Slovenian defence diplomacy system.

EMPLOYMENT IN SOCIAL ENTERPRISES WITHIN THE TYPOLOGY OF EMPLOYMENT MODELS FOR PEOPLE WITH DISABILITIES

On the basis of a systematic review of the literature, this article addresses the issue of employment of people with disabilities and analyzes current trends in disability employment to classify employment in social enterprises in the typology of employment models for people with disabilities. For the purpose of classification, the article also identifies individual models of disability which coincide with the characteristics of employment in social enterprises. The upgraded typology is the main contribution of the article; it could serve as an important classification tool for individual approaches to this issue, and thus help to develop appropriate policies for the employment of people with disabilities through a comparative analysis of individual countries. Razširjenost in pojavnost sindroma krhkosti pri starejših odraslih v Sloveniji v primerjavi z ostalimi evropskimi državami ; Prevalence and incidence of frailty in older Slovenian adults compared to other European countries
Uvod: Demografsko staranje predstavlja v zadnjem času velik izziv, s katerim se sooča večina evropskih držav, tudi Slovenija. Ob daljšanju življenjske dobe se mnogi starejši soočajo z eno ali več kroničnimi boleznimi, odvisnostjo od drugih, oslabljenostjo in krhkostjo. A stanje krhkosti ni nepovratna posledica staranja ; izziv, s katerim se soočamo ob podaljševanju življenjske dobe je doseganje čvrste, nekrhke, zdrave in samostojne starosti. Namen: Namen dela je proučiti razširjenost in pojavnost sindroma krhkosti pri starejših odraslih (starih 65 let in več) v Sloveniji in ovrednotiti razlike v primerjavi z Evropo. Metode: Izvedli smo retrospektivno raziskavo razširjenosti in pojavnosti sindroma krhkosti v Sloveniji in Evropi na podlagi podatkov iz raziskave o zdravju, procesu staranja in upokojevanju v Evropi - SHARE. Uporabili smo podatke za leto 2011 (val 4), 2013 (val 5) in 2015 (val 6), pri čemer smo krhkost ovrednotili na podlagi validirane metode SHARE fenotip krhkosti. Analizirali smo razširjenost in pojavnost sindroma krhkosti v Sloveniji in Evropi, ter izvedli primerjavo razširjenosti med Slovenijo in Evropo, in sicer po spolu, starostnih skupinah, izobrazbi, samooceni zdravja, polifarmakoterapiji, geografskih regijah (v Sloveniji) in državah (v Evropi). Rezultati: Razširjenost sindroma krhkosti med starejšimi odraslimi v letu 2015 je bila v Sloveniji 14,2% (95% CI: 12,7-15,6%), v Evropi pa 15,4% ; 95% CI: 14,8-15,9%). Razširjenost predkrhkosti v Sloveniji je bila 41,8% (v Evropi: 44,4%). Med leti 2011 (18,1%), 2013 (17,0%) in 2015 (14,2%) je razširjenost krhkosti v Sloveniji padala. Štiriletna pojavnost (2011-2015) sindroma krhkosti je bila v Sloveniji 4,4 % (95% CI: 2,1-6,7%), v Evropi 5,4 % (95% CI: 4,9-5,9%). Večja razširjenost in pojavnosti krhkosti je pri ženskah, narašča s starostjo, večja je pri nižje izobraženih ljudeh ter osebah s polifarmakoterapijo. Več kot 45% krhkih posameznikov v Sloveniji in Evropi svoje zdravje ocenjuje kot slabo. Najmanjša razširjenost krhkosti je na gorenjskem (8,5%), največja v pomurski regiji (22,2%), v Evropi pa v splošnem narašča od severne proti južni Evropi. Statistično značilen vpliv na krhkost ima spol (v Evropi), starost, izobrazba (v Evropi), samoocena zdravja, polifarmakoterapija ter tudi nekatere regije v severovzhodni Sloveniji in države v Evropi. Zaključki: V prihodnosti bi bilo smiselno poenotiti metodologijo določanja krhkosti ter poenotiti definicijo pojavnosti krhkosti in predkrhkosti, da bi bili rezultati raziskav v različnih državah lažje primerljivi. ; Introduction: Demographic ageing affects most of the European countries, including Slovenia. Increased life expectancy is associated with higher prevalence of chronic diseases, disability, weakness and frailty. Nevertheless, frailty is not an irreversible one-way process. Current challenge for modern healthcare systems is providing non-frail, healthy and independent aging. Aim: The aim of this master's thesis is to evaluate prevalence and incidence of frailty syndrome in older adults (⡥ 65 years) in Slovenia and examine differences compared to other European countries. Methods: Retrospective study of prevalence and incidence of frailty syndrome in Slovenia and Europe was conducted, using the data from Survey of Health, Ageing & Retirement in Europe (SHARE). We used data collected in 2011 (wave 4), 2013 (wave 5) and 2015 (wave 6). Frailty was defined according to validated SHARE Frailty Phenotype method. Prevalence and incidence of frailty in Slovenia and Europe was analyzed, including comparison between Slovenia and Europe, using variables: sex, age categories, education, self-rated health, polypharmacy, statistical regions (Slovenia) and countries (Europe). Results: The overall prevalence of frailty in Slovenia (2015) was 14.2% (95% CI: 12.7-15.6 %), in Europe 15.4% (95% CI: 14.8-15.9%). Prevalence of pre-frailty was 41.8% (Europe: 44.4%). Prevalence in Slovenia was decreasing throughout years: 2011 (18.1%), 2013 (17.0%) and 2015 (14.2%). Four-year incidence of frailty syndrome (2011-2015) was 4.4% (95% CI: 2.1-6.7%) in Slovenia and 5.4% (95% CI: 4.9-5.9%) in Europe. Frailty prevalence and incidence increased with age, and were more frequent among women and participants with lower education and older adults with polypharmacy. More than 45% of older adults in Slovenia and Europe self-assessed their health as bad. Frailty prevalence varies across statistical regions in Slovenia. The proportion of frailty or prefrailty was in general higher in southern than in northern Europe. The variables that are significantly related to prevalence of frailty are gender (female, Europe), age, education (Europe), self-rated health, polypharmacy, some statistical regions in Slovenia and countries in Europe. Conclusions: Unified methodology for evaluating frailty is necessary for easier comparison of results between countries. Moreover, a harmonized definition of measuring frailty incidence may be useful.

The financial crisis and its consequences in European societies show the weaknesses of the current economic system. Especially in the so-called peripheral countries we can notice a dramatic increasing in unemployment, reduced public spending and security, poverty, evictions, etc. The neoliberal policy followed by most European governments offers little chance for a solution to this problem. ; Finančna kriza in njene posledice v evropskih družbah kažejo na pomanjkljivosti sedanjega gospodarskega sistema. Še posebej v t. i. obrobnih državah se dramatično povečujejo brezposelnost, nižanje porabe, občasnost del, prisilno preseljevanje delovne sile, revščina, deložacije itd. Neoliberalna politika, ki ji sledi večina evropskih vlad, ponuja malo možnosti za rešitev nastale situacije.

Impact of Covid-19 epidemic on the lives of residents of homes for old people
The year 2020 was marked by the Covid-19 epidemic, which had the greatest impact on socially vulnerable groups, especially old people. Based on qualitative research, the article explains the impact of measures to curb the Covid-19 epidemic on the lives of old people in the Ajdovščina Home for the Old People. During this period, social work found itself in a difficult situation and was forced to respond. In institutions for old people, it found itself in an unenviable position, as it had to adapt very quickly to new challenges - to maintain contact in a time that severely limited physical contact, and to enable communication between residents and their loved ones. The article connects homes for old people with the concept of a total institution and shows how social work in the home for old people coped with challenges during the Covid-19 epidemic. The impact of epidemiological measures and social isolation on people's mental health and everyday life is shown. The fundamental tasks of social workers in crisis situations are listed.

Responses of social work to measures for containing the Covid-19 epidemic in homes for old people
The first part of the article shows how the covid-19 epidemic revived ideas about the development of social work with old people. More frequent violations of human rights, increasing discrimination of old people, and searching for answers to the increasingly severe hardships of the social isolation of the old people – these are topics that call for the establishment of specialization for social work with old people. The development of specialized knowledge also benefits the development of social work in homes for old people. Some key practices for the development of new areas of social work in homes are shown. In the central part of the paper, research with social workers in Slovenian homes is described and the results of the epidemic's impact on social work are presented. The article presents the key challenges for social work, how social work maintains its role at organizing institutional care and what are the most pressing ethical dilemmas of social work. Both the shortcomings and advantages of social work are shown in order to recognize the existing risks for social work as an opportunity for further development of the profession.

Old people living alone: consequences and prevention
Important findings in the field of solitary life in old age and the problem of loneliness are presented. Difficulties experienced by old people due to loneliness should not be neglected and their impact on their physical and mental health and general wellbeing needs to be addressed. Therefore some interventions are described that proved to be effective in preventing negative consequences of loneliness among the elderly. As the social network is very important for the health of the old, the most successful interventions are those based on strengthening the social support of old people (for example cooperation within associations, providing support to others, multigenerational households).

The specific characteristics of life course and past experiences of LGBT+ old people require knowledge and awareness on the part of carers. In this paper, an international perspective to shed light on key issues in the field of inclusive care for LGBT+ older people is used, with a particular focus on the Slovenian context, drawing extensively on the findings of the European project "Being me" (2018–2020). In the project, we aimed to explore best practice in the area of education and to develop online learning materials and tools for social and health care workers. Among the principles and approaches that guided our research, the focus was put on intersectionality, resilience, strengths perspective, life stories, and collaboration with LGBT+ old people in all phases of the project.
Navigating LGBT+ ageing inequalities during challenging times: A case study of UK LGBT+ community organisations

The COVID-19 pandemic has had a significant impact on older people's lives on a global scale but for some marginalised communities have seen a marked exacerbation of health and other inequalities. Research has highlighted the impact of the pandemic on lesbian, gay, bisexual and trans (LGBT+) people's lives, but less has been documented about the experiences of LGBT+ older communities and how their specific needs have been mediated. Community-based advocacy organisations are central to promoting LGBT+ human rights in the UK through its social movements, and this paper explores their role and significance during a distinct period of the UK mandatory isolation. Drawing on a case study approach based on qualitative interviews with six key LGBT+ community organisations in the UK, we captured their insights into how they navigated support for older people when faced with limited resources and the challenges posed by mandatory physical and social distancing. We position these events in current discourse about structural and health inequalities for LGBT+ ageing in the UK.
