This paper analyzes the creative city policy for Istanbul, which has recently become a popular throughout the world. Cities are expected to be creative milieus that foster free circulation of people, ideas, and interactions for economic growth, global competitiveness, and social development. Drawing on Foucault and governmentality studies, this paper first argues that the creative city policy is a neoliberal political rationality that seeks to stimulate individuals' creative capacities through structuring urban space. Neoliberalism includes the de-governmentalization of state and the active participation of non-state actors in the governing processes. Second, using examples from street gentrification, industrial heritage re-functioning, and co-working spaces in Istanbul, this paper dissects how creativity, freedom, and economic growth intersect in urban space and how a broad coalition of political parties, state agencies, local authorities, non-governmental organizations, small-scale cultural entrepreneurs, and creative professionals have been formed around the creative city. As a result, creative city policy is a form of governmentality that includes official documents as well as spatial strategies of a heterogeneous coalition of state and non-state actors.

The Lusignan dynasty ruled in Cyprus for about three hundred dec from the XIII to the XV centuries. The Lusignan family administrative structure was similar to that of the Crusader states. In order to facilitate the administration, the Kings have appointed people they trust at the state level. In this article, the seneschals who served during the Lusignan period in Cyprus have been identified and examined in chronological order. Seneschals were important civil servants who occupied the first place in the hierarchy. In the early periods of the Kingdom of Lusignan of Cyprus, the people who served as seneschals were chosen from the Lusignans or Ibelins, who were from prominent families. Towards the end of the kingdom, other people from families of Catalan and Spanish origin also became seneschals. Although it is difficult to determine the names of seneschals in the early periods of the kingdom, the appointments made by the Kings in recent periods have been more clearly included in the sources. The duties of the seneschals were determined by examining the documents in the sources. Seneschals are appointed in cases of marriage of the royal family. It was also seen that they took part as representatives of the King when the expedition was to be launched. Besides, they were with the King and supported him.

Participation in employment, education and social life is a critical challenge for people with disabilities. In order to identify the difficulties that disabled people face throughout the day, it is necessary to understand their characteristics and problems realistically. In this study, the obstacles experienced by disabled passengers who prefer bus transportation to meet their transportation needs, especially in physically accessing the transportation system and obtaining information, were examined and focused on how these obstacles took shape during the pandemic period. In the study, within the framework of a semi-structured survey, 43 disabled passengers were asked to describe the entire process of bus services, from the stage of obtaining information about the journey to reaching the final destination. It was focused on what kind of additional obstacles were created to the experiences and difficulties experienced by disabled passengers during the pandemic precaution measures implemented in Istanbul. It has been determined that the pandemic period and subsequent measures have revealed many additional obstacles, such as psychological distress, for disabled passengers, and that the society should be made aware of the unique characteristics of disabled people (for example, disability is not just a physical issue) and other concerns. One of the results of the study is that service providers and decision makers should consider a more detailed approach depending on the type of disability in the decision-making process.

Since there is no state structure in the Jahiliyyah Period, political situation is highly uncertain and mysterious. However, the political situation reached its peak with the Umayyad dynasty while still being present during the Jahiliyyah Period. It is a known fact that the civilizations of The Jahiliyyah Period are quite different from the other civilizations in the past times. Due to geographic hardships, it is impossible to survive in the Arabian Peninsula with a nuclear family. Thus, the people of the age were forced to live with groups of people who are gathered by kindred ship. These group created the concept of tribe as a social structure. A tribe is a small state in the desert who has a socio-politic structure more than just kindred ship. Tribe members live in the tribe they are born into and obey to its rules. In addition, the tribe members join battles, get their revenge, and internalize the honour and reputation of their tribe as their own. Each tribe has a leader, and the tribes are governed by their leaders. The term "tribe" also states the political organization inside the tribe. The spirit that leads the members of a tribe to take action against the hazards and act together is called Asabiyyah. The motto of Asabiyyah is "help your brother, tyrant or oppressed". The people of the period were forced to comply with the rules and the politics that are created by the formation of tribes. Tribe life affected the literary works of the period. The poets of the period wrote many political praise poems to help their tribe dominate the politics, and many political satiric poems to criticize their enemies. In this article, political poems written in the Jahiliyyah period will be exemplified.
