This article reviews the importance of national interest in the context of democratic transformations. The Republic of Moldova has to define its national interests as an opportunity to demonstrate that it has committed itself to respecting the values of freedom and tolerance, to demonstrate that it is open to bilateral and multilateral dialogue and cooperation and it tends to become a reliable security partner also by that gaining more audience and credibility. Even if the national interests of the Republic of Moldova are of a regional character, because its political and economic potential is limited, so it can not claim global roles in the world arena, the national interests synthesize the trajectories on the basis of which the Republic of Moldova conceives its present and the future. In democratic transformations, the role of state power in contemporary conditions does not diminish, but vice versa complicates and increases. Regardless of the social model that our society develops on, the state is the most important instrument for increasing people's well-being, building civical and political activity as well as strengthening the sense of citizenship. Thus, the course and results of democratic transformations are to a large extent determined by the quality of state leadership. The national interest is a well known determinant of political behaviour which motivates and stimulates different actors to develop political goals, to take actions that address both the political sphere as well as other social spheres. Starting from the premise that we are still doomed to governments formed by coalition, we consider absolutely necessary for all political formations to place on the first place the national interest, democratic transformation, sovereignty, human dignity, rights and freedoms, and not the narrow interests of the party or group.

Mediation is first and foremost an alternative to the justice that solves amicably a conflict between the parties to the conflict. Mediation has its origin in antiquity. It is found in the Justinian Codification. Our ancestors have preserved the institution of mediation in feudalism, and in modern times only in rural areas. At the present stage, the mediation procedure has grown in most European countries. The advantages of out-of-court mediation are: shorter duration, flexibility of the mediation procedure, parties can identify and adopt their own solutions. Among the disadvantages we mention: the non-binding character of the decisions, the inaccurate decisions, there is no guarantee of a successful solution. Specifically, the disadvantages of mediation have served as grounds for some states, including Moldova, to regulate the mandatory mediation for some categories of cases. This is how Italy and Romania went.

Since justice is carried out through the judiciary, composed of judges, this means that the judicial power is exercised only by the court în the person of the judge, the sole bearer of that power. The judge is the one empowered to investigate a case în order to clarify it, thus proceeding to a trial and then pronouncing a judgment, thus making an act of justice. But we can speak of a power (a system of organs that have the power to do justice, including by constraint) and not just authority, unless organically the independence of the members of the judiciary is guaranteed and the exercise of the power to judge is sovereign. Therefore, not only justice per se, as a branch of government must be independent of the executive and the Parliament, but also individual judges have the right to enjoy independence în the performance of their professional duties.

The main objectives of the paper are to review the development of productivity indicators of the agricultural sectors in Lithuania and Germany and to discuss the role and potential contributions of the support measures in the Rural Development Programs. The paper will focus on sectorial productivity and profitability indicators included in the Common Monitoring and Evaluation Framework (CMEF) of rural development policy in the EU and carry out a comparative statistical analysis with policy support indicators over the period 2000 to 2011. The results of the analysis indicate that the impact of RDP funding on sectorial economic development is rather limited and other intervening factors play a much bigger role. Further case study analysis is required to examine the specific causal relationships between the main determinants of competitiveness and RDPs at regional level. This would create a better understanding of how specific regional factors can hinder or foster positive economic impacts of rural development measures on agricultural sectors in the EU.

PECULIARITIES OF STRATEGIC COMMUNICATION IN THE CONTEXT OF INFORMATION SPACE FROM THE REPUBLIC OF MOLDOVA In the Republic of Moldova, the notion of strategic communication, in the security field, has become more and more frequently attested in studies and scientific approaches, related to the systemic functioning of our country. However, now, we find that the Republic of Moldova does not have neither political, nor sociolinguistic or media full favorable conditions; thus, the good conditioning of a strategic communication does not exist yet. The all-encompassing normative framework, regarding the coordination of institutional communication, has no chance of success in such cases, because the strategic communication represents a situation conditioned by the political, informational, social, economic, cultural environment, etc. The political and sociolinguistic situation brings a lot of difficulties for institutional communication. The exercise of strategic communication functions, at national level, can be considered fruitful only through ensuring favorable conditions for state institutions, in order to support a strategic communication, which should concentrate the efforts to consolidate and orient the conditions on national interests and national policies. The current financial and economic crisis has highlighted the inadequacy of existing institutional and policy arrangements at the EU level. Even before this crisis, the EU economic growth was low, by international standards, revealing deep structural problems across EU countries, especially in the Southern flank. Macroeconomic imbalances have been building up, exposing a stratified EU with divergences in productivity and competitiveness, with rigidity of labour markets, impeding efficient market responses to shocks. The Monetary Union does not have adequate institutional arrangements, which may help it manage a major crisis, such as that of a last-call borrower, depreciation and burden-sharing mechanisms of asymmetric shocks, etc; various sui generis formulas are now being tested. Fiscal reactions vary depending on the level of the debts and on the speed these accumulate; at the same time, these are linked to the size of the budgetary expenditure and fiscal revenues as percentage in the GDP. The sooner the growth picks up, the more acceptable is the downsizing of the certain expenditure and/or the rise of some taxes, so that the ratio between the public debt and the GDP stabilizes (reduces, when it is the case).
