香港在主流革命史學的敘述中一般被認為是推動辛亥革命的「搖籃」,但在革命黨人之外的社會大眾,對「革命」究竟有怎樣的取態?《香港華字日報》是這段時期香港銷量最大的華文報紙,仔細考察該報創辦的歷史及其1909-1913年的政治取態,可見該報是華商陳氏家族的一份現代產業,並無黨派認同,報紙內容與宗旨也頗具現代傳媒的新聞專業主義色彩,強調「中立」而較少傳統「文人論政」情懷。 ; 本文選取1909-1913年的《香港華字日報》,剖析這五年的報紙中與「革命」相關的內容細節,認為這份報紙對「革命」並非積極推動,取態反而偏於保守,並順應時勢而調整:辛亥前報紙展現的「革命」介於傳統和現代之間,既是「犯上作亂」的傳統造反,又是謀求民族獨立、政治改良的現代革命;而辛亥之後,報紙不滿意革命黨建立的地方政府,轉而支持中央而強烈反對革命黨的「二次革命」。這樣的取態既反映了部份以往未得到充分審視的社會輿論,也與報紙自身的立場及處境有關。 ; Hong Kong is understood as the "birthplace" of the 1911 Revolution in mainstream studies of the Chinese Revolution. But besides the revolutionaries, how did ordinary people understand "revolution"? Wah Tsz Yat Po was the most widely circulated Chinese language newspaper in Hong Kong during the period concerned. The thesis is an in-depth study of the newspaper's founding history and its political stance during 1909-1913. It is found that the newspaper was a modernised property owned by the Chan family in Hong Kong. It did not have political affiliations. Its content and objectives showed the newspaper's emphasis on journalistic professionalism that was similar to that held by modern day mass media, preferring "neutrality" over the tradition of providing political comments. ; The thesis closely examines the content of Wah Tsz Yat Po that was related to revolution during 1909-1913. It proposes that the newspaper did not play an active role in promoting revolution. Its stance was rather conservative instead and changed in accordance with political developments. Before the revolution of 1911, the newspaper regarded "revolution" as something between tradition and modernity. It was understood as a "rebellion against the authorities" in the traditional sense and also as a way to attain national independence and political reform in the modern sense. The study argues that forms of land expropriation, information gained through petitioning and outcomes of petitioning have influences on trust in the center. Specifically, there are three main arguments. Firstly, compared with land expropriation for public use, in participatory manners, and without negative influences on living security, land expropriation for commercial use, in imperative manners, and with negative influences on living security is more likely to cause petitioning. In the three forms of land expropriation, claims are hardly satisfied by local governments since they have surpassed the state rules. Secondly, during petitioning trust in the center changes in three phases: at the beginning, resisters distinguish the center from lower-level governments and retain high-level trust in the center. Secondly, activists gain increasing information about the center during times of petitioning to Beijing. They realize that the center has known their grievances, which are also worth its attention. Finally, failure of resistances results in decline of trust in the center's capacity as well as trust in its commitment. Thirdly, the declined trust in the center does not necessarily imply the demand for popular elections. Despite three decades of legal development, China has not truly made professionalism central to its reform agenda. Among many others, one noteworthy but understudied aspect is the widespread use of non-lawyers in the legal services system. ; This dissertation aims to examine the role of the state in the making of professional and non-professional mechanisms in China. In addition to a holistic evaluation of non-professional legal services, the dissertation includes empirical studies and comparative analyses of the two most important groups of non-lawyers the government-sponsored basic-level legal workers and the non-lawyer staff of non-governmental organizations. ; These perspectives reveal a number of important facts. First, the development of non-professional legal institutions mainly serves the purpose of state control. Second, non-professional groups are able to survive only by satisfying the bureaucratic interests of specific state agencies. Third, the staff of non-governmental organizations observed in this study appeared to perform more effectively than basic-level legal workers. This study explores a significant and little studied aspect of the pioneering doctrinal work of the Fajia tradition, the Book of Lord Shang 商君書 (ca. 260 B.C. -‐233 B.C.): its system of rewards. In contrast with previous scholarship that has questioned the existence of a coherent Legalist political vision and even its idea of law fa 法 or that has focused strictly on penalty, this study considers Fajia law and discipline not only viable categories for analysis, but also important conceptual products of the intensely competitive, bellicose political climate of the Warring States period. The central concern is with the character fa 法 in Fajia texts. Beginning with an analysis of the Book of Lord Shang's system of rewards, the study then examines how the use of the character fa 法 in this text distinguished itself from earlier usages and, hence, represents an important distinctly shared characteristic across Fajia texts generally. This shows that the Fajia system of rewards includes an important pedagogical aspect that requires the ruler's subjects to develop themselves for the sake of state development. Therefore, this study also evaluates the pedagogical value of Fajia rewards based on social scientific research on organismic learning. The anxiety concerns the tension that is immanent to a receding belief in the emancipatory potential of Maoist Communism and a growing recognition of the failure of the liberatory potential of a turn to individualism. For Chan, this anxiety is written in terms of a "Good Hell" and a "False Paradise." The Good Hell refers to the egalitarian revolutionary spirit, which nonetheless powered the terror of the Cultural Revolution; while the False Paradise refers to the miscarried promises of the turn to capitalism. What Chan presents the reader with, then, is not a simple choice between a Good Hell and a False Paradise, but a confusing or "sticky" world in which China's middle class hesitate to devote themselves to either paradigm. Of course, such indecision does not benefit the State, and so Chan shows how the Central Government ultimately attempts to position the middle class. It does so by monumentalizing the past, which is to say creating an abrupt rupture between "now" and "then," and therein disconnecting history from the present. In this way, the world of confusion turns into an unbearable one where individual will is only permitted if one first surrenders to Government ideology. Chan's wager is that China's middle class should once again embrace the sense of confusion that comes from the complicated psychological state of the unreconciled ideas embedded in the "Good Hell and False Paradise" complex. Erdbeben können bis heute nicht exakt vorhergesagt werden und treffen moderne Gesellschaften genauso unerwartet wie historische Zivilisationen. Sie stellen deshalb eine besondere Herausforderung für jede betroffene Gesellschaft dar. Zur Wiederherstellung der Normalität müssen die Erdstöße und ihre sozialen, wirtschaflichen und politischen Folgen mental und praktisch bewältigt werden. Die dazu ergriffenen Strategien unterschieden sich in verschiedenen Kulturkreisen und verschiedenen Epochen jedoch zum Teil erheblich voneinander. Die Dissertation untersucht mittels einer historischen Diskursanalyse die in griechischen, lateinischen und frühchinesischen Quellen aufgezeichneten Wahrnehmungen, Interpretationen und praktischen Maßnahmen zur Bewältigung von Erdbeben im antiken Mittelmeerraum und im frühen China. That is why, just like in the distant past, earthquakes present a special challenge for any society that is struck by them. In order to return to normality, it is necessary to develop mental and practical ways of coping with the events and their effects. It can be observed that these strategies differ substantially between different cultures and different historical periods. This dissertation investigates the perceptions and interpretations of, as well as the practical measures of coping with earthquakes that are recorded in Greek, Latin and early Chinese sources by using the method of historical discourse analysis. 動員是否可以作為一種解決公共問題的治理手段?本文基於改變他人行為的三種基本要素:交換、強制、動員,重新界定了中文語境中的動員概念,進而提出了一套新的關於解決公共問題治理風格的分析框架。在不同的條件下,三種基本要素不同程度的混合運用產生了動員式治理、科層制管理、市場化處理三種治國理政風格理想類型,它們在行為動機的理性化程度、組織機構的科層化程度、解決公共問題的分工與專業化程度三個維度上相互區別開來。 ; 運用這一理論分析框架,作者比較了中國共產黨在革命、建政、改革三個歷史時期治理風格的變化及其原因。中國共產黨政治地位的轉變改變了其自身組織結構特性,這一核心因素與黨在不同歷史時期中心任務的調整及指導思想的變化,決定了其對動員、強制、交換等不同手段的取捨與搭配。革命年代訓練出來的群眾動員技巧與工作方法在中國共產黨取得執政地位後,仍舊是行之有效的治理手段,並且它與群眾路線構成了中國共產黨執政合法性的重要來源。但是,隨著執政黨所能動用的強制能力與物質資源的增長,以及黨組織自身的日益科層化,在改革開放時期,動員逐漸被有意識的弱化,由此也造成了中國共產黨在日常群眾工作和社會控制方面的衰退。 ; Can mobilization be adopted as a means of governing to address the public issues? This thesis reconceptualizes the term 'mobilization' in the Chinese context based on three basic factors that alter human behaviors, namely, exchange, coercion, and mobilization. It puts forward a novel analytic framework of governing styles to solve the public issues. Under different circumstances, the configuration of the three basic factors adopted to different degrees will generate three ideal governing styles, that is, mobilized governance, bureaucratic management, and market-based settlement. These three ideal governing styles can be differentiated in three dimensions: the rationality of the behavior's motives, the hierarchy of the organization, and the specialized division of labor in solving the public issues. ; Using this theoretical framework for analysis, the author compared the changes of the governing styles of the Communist Party of China in three historical periods - revolution era, Maoist era, and reform era, and explored the reasons of the changes. The change of the party's political status altered the characteristics of its organizational structures. This core factor, together with the adjustment of the central tasks and the changes of the guiding thoughts in the party during different historical periods, determined how these means such as mobilization, coercion and exchange were selected and combined. 作為古代東亞文化圈其中一部最具影響力的著作─《論語》,其在漢代的重要性一直長期被忽視。直至近年隨着學界的「翻案風」興起,對《論語》及《論語》學的研究才開始起步,但對唐以前的研究仍是寥寥無幾。此外,迄今為止這些研究仍離不開就《論語》的版本及詮釋本進行文本式研究,卻忽視了《論語》作為一部重要的儒家經典,對政治、社會等各方面的實際影響,本研究希望為此填補一點空白。本文認為《論語》所以沒有在西漢時期被列入成為《五經》之一,主因在於不同版本之間存有篇數差異及未經「孔子删削」而成為「權威定本」,是以不符合西漢「大一統」的政治需要。而且,在漢人眼裡「《論語》」的概念其實有「廣義」和「狹義」之分,這亦是前人研究時常常忽略的。至於,《論語》作為一種官學在兩漢之間如何形成及發展,以至最終成為部分知識人心目中的「第六經」亦是本文嘗試回答的問題。正如本文強調研究《論語》與社會及政治之間的關係,是以我們亦將探討西漢末至東漢時期的讖緯思潮如何導致孔子由一個人變成一個神的問題,因為《論語》作為孔子的言行記錄,其地位亦隨着孔子的地位改變而有所升降,而《七緯》中包含《論語緯》正是其中一種地位上升的表現。最後,有關《論語》在兩漢的政治影響力的問題,文中亦嘗試透過分析幾部政書及一些皇帝的詔書、朝議,指出朝臣及皇帝如何據《論》而言。當然,本研究所以以「五經以外」為題,並不是要否定《五經》在漢代的影響力,相反本研究嘗試從一個嶄新的角度分析兩漢的政治問題,從而希望能得出一些新的看法。 ; This research aims at studying the political authority of a long-neglected classic in Han Dynasty ─Lun Yuor the Analects of the Confucius. To date, the majority of scholars in the intellectual history field are operating on the assumption that, be-cause of the establishment of the "Experts of Five Classics (The Book of History, the Book of Odes, the Book of Change, the Book of Ritualsand the Spring and Autumn Annals)" in the central government academy (Tai Xue) and an government officer recruitment examination based on the "Five Classics," the intellectual history of Han was basically the history about the conservation, transmission and interpretation of "Five Classics." Most sholarship on the Analects either studies the textual genesis or the literary character of this source material about Confucius. As a result, not many scholars have studied how the Analects interact with Han political, social, and material contexts. ; But should we accept this common wisdom that the intellectual history of Han was just the history about the "Five Classics"? Or was there something beyond the "Five Classics" that was of equal importance? This dissertation explores how lala (lesbian) activists successfully constructed a movement from sparse lala activities only identifiable in Beijing in the 1990s to the flowering lala organizing all over China in the present. This study situates the lala movement within such Chinese contexts: the authoritarian conditions that civil-political rights and democratic processes are limited, the media's censorship towards homosexual issues, and a lack of localized knowledge on LGBT movement in China, and aims to investigate how lala activists interact with such contexts and work towards social changes. ; The concept of pragmatic resistance is the central theme for analyzing such a process and shows how lala activists have innovated strategy and tactics to achieve social changes under such contexts. Due to geopolitical structure of the Cold War, unlike other East Asian countries, before 1980s China had developed its independent computer industry for more than 30 years. This development was not just under the rubric of techno-nationalism, which mainly helps to fulfill military and national defense aims, but also embedded into proletariat political debates. 現代信息技術,以其多元、快速的優勢使人們對中國的民主抱以樂觀的態度。公民參與是一個健康的民主制度的核心要素,如何促進公民的政治參與一直是政治參與研究領域的焦點問題。在互聯網時代,尤其是社交媒體的出現,其廉價、方便、互動性的技術優勢大大增加了政治參與的可行性。大學學生是"互聯網一代"和中國知識分子的代表。因此,了解他們的社會媒體使用行為如何影響其政治知識、政治感知和政治行為、對於認識未來中國的政治變革是重要的。本研究提出"社交媒體使用"及"在線新聞使用"兩個概念,並以此視作政治參與和民主實踐研究範疇下的新討論焦點。 ; 本研究主要探討以下問題:(1)大學生通過何種渠道在線獲取新聞;(2)大學生使用不同的媒體平台獲取新聞的情況如何;(3)在線新聞使用同傳統新聞媒體使用之間的關係如何;(4)計算機能力,互聯網自我效能感,在線和離線新聞使用,社交媒體使用,政治知識,政治效能,政治信任和政治參與等核心變量之間的關係; 以及(5)計算機能力,互聯網自我效能感,在線和離線新聞使用,社交媒體使用之於政治知識、政治感知和政治參與的相對重要性。 ; 本研究採用定量的研究方法。研究的主體是對中國大陸在校大學本科及研究生進行問卷調查;調查前,焦點小組輔助研究結構建立與問卷設計。問卷調查採用多階層整群抽樣的方法,在北京抽取了兩所"elite工程"大學,在長春及杭州各抽取一所非"elite工程"大學的學生參與,樣本數量為624人。研究結果顯示,當中97.4% 的受訪者均使用互聯網獲取新聞。因子分析結果顯示,中國內地大學生主要經由三種信息渠道在線獲取新聞,分別是海外新聞渠道、社交媒體渠道,以及官方新聞渠道。不同信息渠道的使用者其政治常識、政治效能和政治信任亦有所區別。同時,本研究還發現傳統新聞同網絡新聞的使用之間存在互補的關係。 ; 研究結果顯示,人口學變量超越社交媒體和在線新聞使用兩個變量對中國內地大學生的政治認知及政治知識的形成發揮最重要的作用。研究還發現社交媒體和在線新聞在促進線上和線下政治參與方面具有很大潛力。結論部分將詳述本研究的貢獻與實踐意義。 ; Citizen participation is a core element of a healthy democracy, and what facilitates citizens' political activities has long been a central interest in political participation research. 本論文的撰寫基於一個前設:緯書之出現,本非為釋經而生;並以此為基礎,析論經、緯關係,及其衍生之政治相關議題。傳統見解中,認為緯書的出現乃經學之附生產品,緯書的內容,係為釋經、而附以其政治任務而生。本文並無意挑戰緯書乃政治鬥爭產物之觀點,只是要說緯書乃因釋經而生,則不符西漢的儒學發展演變。 ; 儒學世界中,真正為經學附庸者,乃章句而非緯學。任何事物的出現,必然有其偶然與必然性,撇除難以探討的偶然性問題,若說緯學乃出自釋經所需,則其將缺乏形成的必然性;因為自宣帝、元帝間始,儒學各經派對自身經書的章句之學已進入高速發展期,以萬字釋一言乃師法之內的家常之事,緯學若然是釋經之作,則其出現實屬多餘。 ; 本文認為,緯學係作為博士經學、古學以外出現的第三道政治學術主流。經學上的博士經學體系,雖然系出董仲舒,難免沾染災異之說,但五經之中,除了後成的《禮記》,大體上仍然保持其「純潔」,緯學的出現,乃為對政治混局預占之所需,配合董氏以來齊學的災異傳統而發展起來的獨立學派,此即張禹口中的「新學」。必須重新評估新學的獨立性,方能掌握白虎觀後,緯學、博士經學、古學三川並流的學術「定局」。 ; 所以,本文將主要分為兩大部分,第一部分包含第一及第二章,主要探討形成博士經學體系、古學體系與緯學體系的學術歷史環境;因為經學史的演進部分,研究已汗牛充棟,本文集中討論的是形成這個政治學術環境的背境因素。 ; 第二部分包含第三及第四章,主要探討緯學在兩漢之際的儒學體系中的角色。東漢中前期形成三學並立的局面,源起成帝對新學的提拔,此新學本文稱為成哀新學,其除對齊學傳統的災異之說有所繼承外,更係對西漢一代可資運用的「一切資源」加以包納,形成一個「百科全書」式的學派綱目。基於王莽與劉秀對新學的「神化」,令其成為「儒教」在兩漢之際實踐神道設教的核心,地位更凌駕於博士經系之上。本部分即對此現象之形成加以綜述。 ; 簡單而言,本文將視「博士經學」「古學經學」「緯學」為漢代儒學中的三個重要組成部分,而儒學思想,則作為三者溝通、乃至相互影響的橋樑;不過,此橋樑本身,亦係三者之體系形成過程中,方始形成的觀念;換言之,本文旨在透過理解此體系之形成,以釐清漢代儒學發展中的部分關鍵。 ; To exmaine the development of Ru learning in early Han Dynasty through the study of its formation process has so far received relatively less attention, as scholars mostly took it for granted that Ru classics were mostly formed during the Warring States. However, the Ru classics as we know today had simply not yet been compiled in early Han, but fragmented pieces of allegedly writings of ancient authors, with ample rooms for further and necessary intreptation. In other words, without the deconstruction, and reconstruction, of the Han Confucians, the concept of Classics (jing) would only remain empty. 一九七六年,隨著毛澤東逝世和「四人幫」倒台,中國共産黨在一九七七年宣布歷時十年的「文化大革命」正式結束,標誌了中華人民共和國後毛澤東時期開始。政治上,中國共產黨中央委員會放棄了過去以階級鬥爭和群衆運動爲主導的治國方針,將工作重點放在經濟建設上。對於向來和政治關係密切的中國文學界而言,「文革」的結束意味著官方意識形態高度干預文學創作的時期正式告終,「新時期文學」的發生乃二十世紀中國文學繼五四運動以後的另一次重大轉折。 ; 後毛澤東時期的中國文學主題紛陳多樣,絶非三言兩語所能概括。不過,對共和國歷史進程的重現及反思可謂始終貫串於當代小說的主題。按照馬克思唯物史觀之觀點和毛澤東的詮釋,中國在革命成功後將會由「一窮二白」的國家,逐步邁向「各盡所能,按需分配」的「共産主義烏托邦」;然而爲了儘早實現共産主義而發動的各種「烏托邦運動」卻導致動亂與災難。歷史在「應該如何發生」與「實際如何發生」之間産生了巨大的落差,既吞噬了無數擁抱革命的生靈,亦叫生者留下難以磨滅的傷痛。在各種以歷史進程爲反思對象的小說中,有一個面向經常被文學史家忽略。這些小說以烏托邦書寫的文學形式,透過文字來虛構各種烏托邦(更多時候是惡托邦),表達了作家對晚清以來中國追求理想社會的歷史回顧,對烏托邦運動的本質深入省思,甚或設想中國歷史發展的另類可能出路;此類作品在後毛澤東時期的小說版圖中別樹一幟。本文旨在深入考察具有烏托邦書寫特徵的中國大陸當代小說,讓這個面向重新進入文學史家的視野。 ; 本文共分六章。第一章緒論部分,介紹本文的研究背景及烏托邦的意涵,簡述其在中西方的歷程,然後解說烏托邦書寫的定義;進而回顧前人研究,闡釋本文研究目的、意義、範圍及方法。第二章至第五章爲本文核心部分,引入相關文學及文化理論,探討後毛澤東時期中國大陸小說烏托邦書寫的各種表現。第二章討論莫應豐《桃源夢》的惡托邦書寫,分析小說怎樣敷演一場從烏托邦追求而起,以惡托邦告終的悲劇,考察它如何達成批判儒家「大同」社會烏托邦及「文革」烏托邦運動的雙重目的,並如何回應了一九八零年代中國小說所關懷的主題。第三章分析李佩甫《羊的門》,探討李佩甫如何在文學主題多元的一九九零年代,以烏托邦書寫思考在共和國的歷史進程中,農村的烏托邦之路應該怎樣走;以及他對中國前途存在的困惑。第四章探討閻連科《受活》,這部在新世紀備受關注的小說不單呈現了烏托邦和樂園之間的角力,同時展示了閻連科的反烏托邦立場,批評了在後毛澤東時期仍然深具影響力的革命意識形態。第五章對格非在新世紀推出的「烏托邦三部曲」進行整體性探討,分析當中的反烏托邦書寫策略,以及小說如何呈現後毛澤東時期那種充斥虛無主義和享樂主義的「後烏托邦狀態」,亦會兼及格非如何看待各種烏托邦運動下的個體聲音。第六章為總結,綜合前文所論,指出後毛澤東時期中國大陸小說如何以烏托邦書寫來反思歷史,同時在烏托邦追求與反烏托邦立場之間擺盪。最後,本文藉香港作家陳冠中《盛世》為例,說明關心中國社會何去何從的作家早已不限於中國大陸作家。由此可見,關於中國的烏托邦書寫將會是一個持續進行的文學議題。 ; In 1976, Mao Zedong died and the 'Gang of Four' went down. These events brought down the curtain on the Cultural Revolution, which had spanned 10 years from 1966 to 1976, as declared officially by the Communist Party of China in 1977, and inaugurated the Post-Mao era of the People's Republic of China. 作為社會主義國家中央計劃的遺產,國民經濟和社會發展五年計劃/規劃是調節中國經濟社會與空間發展的重要工具。隨著中國政治經濟的轉型,五年計劃/規劃也經歷了多次顯著的轉變。尤其在"十一五"時期,五年規劃體系分別在三個地理尺度上加強了其中的空間規劃元素和地位。這包括在國家層面提出主體功能區劃,在區域層面加強區域空間規劃功能,在市縣層面進行規劃體制改革。 ; 目前,學術界還未有對五年計劃/規劃在中國轉型中所扮演的角色展開深入研究,特別是空間規劃如何轉變和行使空間管治功能。基於此,本論文採用管治的視角,構建一個基於過程的概念分析框架,以揭示五年計劃/規劃體系中的空間規劃元素轉變的基本原理和機制,也即在於探討各利益主體、制度、規劃管理和機制如何作用於五年規劃中空間規劃的發展,以及空間規劃在地方具體管治事務上的成效。具體而言,論文試圖回答以下三個相關研究問題。第一,五年規劃為何要植入新的空間規劃方法?第二,"十一五"期間,將空間規劃植入五年規劃體系的機制是什麼?第三,植入的空間規劃是否能有效的進行空間管治?通過分析空間規劃內容在國家五年計劃/規劃體系中的演變特點,以及結合江蘇省"十一五"期間的兩個案例(區域和城市兩個尺度)的研究,論文得出以下結論: ; 隨著市場化改革和經濟權力下放,中國空間發展的政治經濟環境發生了重要變化。這在客觀上需要五年計劃/規劃體系中的空間規劃內容做出相應的調整。初期,空間規劃的形式體現在以部委主導的發展項目;改革開放到"十五"計畫期間,空間規劃的形式主要體現在劃定特殊的政策區域;"十一五"規劃以來,空間規劃則以空間分類引導與約束並舉的空間發展政策框架形式出現。"十一五"以來轉變的目的是使經濟規劃與空間規劃的結合更加緊密,以克服中國當前空間管治的各種困境。但是,這種在空間規劃方法上的創新也受到了來自地方層級政府和不同規劃部門的挑戰,為其實施帶來了一些不確定因素。 ; 在區域尺度上,論文選取了江蘇省五年規劃體系中的沿江規劃作為案例。研究發現,作為省政府自上而下引導區域協調發展和區域經濟整合,約束空間無序開發的手段,沿江規劃的發展高度依賴於地方的政治經濟環境,反應了省內複雜的空間管治機制。沿江規劃稍早於省"十一五"規劃出臺。隨後,省政府將沿江規劃進行調整並植入五年規劃體系。其主要目的是為了加強沿江規劃的政治地位,以克服其早期實施時出現的危機。調整後的沿江規劃進一步突出了空間管治、區域協調發展和可持續性的目標。但是,在規劃實際實施中,沿江規劃戰略成為區內城市政府為資本積累推動新的發展項目的工具,而區域協調發展和空間可持續性問題反而被一再忽略。 ; 在城市尺度上,論文選取了國家發改委主導的蘇州"十一五"市縣規劃改革作為案例。其改革的目的主要是加強規劃協調和發展控制。然而,蘇州"十一五"時期的發展表明,市"十一五"規劃中所植入的空間規劃框架儘管加強了空間發展約束和引導的內容,但實際上其無力調整市域部門分割的空間管治關係。這主要是因為,地方的空間規劃受到來自中央規劃部門的條例、法規和指標控制等垂直管理體系的約束。另外,為了創造土地財政和刺激地方發展,城市政府試圖突破自上而下的規劃控制指標和操縱地方規劃的資料,尤其是土地開發。為此,蘇州"十一五"規劃中的空間規劃處於一個嵌套的規劃管理環境。空間規劃進而成為中央和地方在空間管治理念上博弈的犧牲品。這種空間規劃的創新,不但無法融合部門割裂的規劃功能,更不能觸動地方政府對土地財政依賴,因此無法建立空間管制的機制。 ; 總體上,經濟增長仍然是地方最為重要的規劃管治問題,進而決定了空間規劃中政治的走向。目前的空間規劃理念還主要是緩解經濟增長的限制性因素,如土地供應緊張和環境門檻提升等,而非為了建立有效的空間管治機制。 ; As a legacy of the socialist state with central planning, Five-Year Planning (FYP) is very important in regulating socio-economic and spatial development even in post-reform China.
