; Changes in the international community after the end of the Cold War have led international institutions working in the field of peace and security to face new challenges that have highlighted the disadvantage of existing norms, mechanisms and conceptual apparatus for addressing new security threats. International institutions are struggling to deal with modern security threats, including ethnic conflicts, while the process of identifying security threats is complex. The master's thesis examines how the concept of security of international institutions influences the management of (ethnic) conflicts through a study of the functioning of the Security Council and the Organization for Security and Co-operation in Europe in the Ukrainian conflict. Thesis demonstrates that modern concept surpasses the perception of the state as the only relevant referent object of security and that security is an intersubjective category that raises the issue of the process of identifying (new) security threats. As a consequence the concept of security affects the discourse and the functioning of the actors. In the case of the Security Council, we can see that Member States are aware of the importance of the established practice, which stems from the concept of security of the institution, and its impact on decision-making in the Security Council. Despite the recognition of violations of certain elements of security in practice, the OSCE has difficulty addressing this violation. The thesis also shows how the specialized knowledge of individual institutions influences the discourse of states in these institutions, and that the concept of security in individual institutions is not static, but the result of continuous (re)interpretations.
Prek analize sem ugotovil povezanost med stanjem okolja in varnostnimi grožnjami. Najvišjo stopnjo ogrožanja zaradi stanja okolja sta po indikatorjih imeli BiH in Črna gora, medtem ko sta najnižjo stopnjo ogrožanja zaradi stanja okolja imeli Severna Makedonija in Albanija. ; We are currently facing numerous security threats, including natural disasters, diseases, hunger, and thirst. Some of the influence for the manifestation of these threats can be ascribed, either directly or indirectly, to the condition of our environment. In Europe, the region of the Western Balkans stands out as being in one of the worst environmental conditions and having some of the worst levels of environmental degradation, when compared to other regions. In this Master's thesis I studied the condition of the environment in the states of the Western Balkans and its connection with the security paradigm. I utilised the following research methods: primary and secondary source analysis, descriptive method, comparative analysis, and statistical analysis. Through this analysis I established the connection between the condition of the environment and security threats. According to the indicators, the two states with the highest security risk due to environmental conditions were Bosnia and Herzegovina and Montenegro, while the two states which had the lowest risk were North Macedonia and Albania. The positive parts of the environmental security paradigm of the Western Balkans, when compared to the past, are the increase in the quality of water sources, the construction of sanitation and water treatment infrastructure, the construction of environmentally friendly energy infrastructure, and the improvement of legal and regulatory frameworks for the protection of the environment. Despite this progress, the Western Balkans are still facing problems such as poor air quality, inadequate waste management, and poor implementation of environmental strategies and legal acts. The states of the Western Balkans, therefore, still have a long way to go in order to improve the condition of their environment, which would also lower the security threat to the people who live in the region.
; During the refugee crisis in 2015 a new approach of swift migration management developed in Italy and Greece, the so called hotspot approach. The basis of the approach is swift identification, registration and fingerprinting of the incoming migrants for the purpose of redirecting them either to the asylum procedure, returns procedure or relocation procedure. Although designed as a temporary measure, used only until the emergency situation settles down, the approach is implemented as a permanent mechanism for identification and registration of migrants which helped the European union (hereinafter: the EU) achieve compliance from Italy and Greece, already the most burdened states, with their obligation to identify all incoming migrants. Serious human rights violations, obstruction of access to the asylum procedure and discrimination based on nationality occur during the identification process depriving certain groups of migrants of their right to asylum. Violations of the principle of non-refoulment and prohibition of collective expulsions occur during the returns procedures, while relocation procedures are not carried out in the hotspots. The use of the hotspot approach did not relieve the pressure on Italy and Greece nor improve the position of migrants coming to Europe. Systematic problems are largely the result of lack of legal framework and political will and should therefore be addressed with a unified regulation and the end of controversial practices. Since the emergency situation, on which the approach is based, can be largely predicted by observing the current social and political trends the main focus of the approach should be providing international protection instead of control of the EU external borders.
; The essays of the German writer and professor of Middle East Studies, Navid Kermani, focus on current political and social issues, such as migration, terrorism and the problems of multicultural societies. The article offers an analysis of selected essays and gives a brief overview of their context, including a discussion about the relation between literature and politics as it evolved after World War II in Germany. The analysis makes it possible to see Kermani's essays in the tradition of open dialogical essays that goes back to the writings of Michel de Montaigne, as shown in the theories of Peter V. Zima. The processes of fictionalization that are used by Kermani in his political essays are compared with those used in so called "post-truth" political discourse. Although these processes are comparable and their effects unpredictable, it is possible to locate some basic differences in their narrative structures that can either suggest that the narrator is all-knowing, which reinforces his position of power, or can stress the narrator's tentativeness, which opens the possibility for the reader to enter into a dialogue with him, thus leading to the kind of constructive dialogue that is of fundamental importance for democratic societies. It is the raising of questions and articulation of doubt that Kermani sees as his main task when writing his essays.
Na koncu dodaja pregled stanja v Sloveniji v povezavi z ustanovitvijo pokrajin, določitvijo njihovih pristojnosti, njihovo ureditvijo v ustavi in trenutni predlagani zakonodaji. ; In Slovenia, discussion about the establishment of the secondary level of local self-government have been going on for years, but despite numerous attempts and a constitutional order, we still do not have provinces. Regional and local self-government are regularities in the majority of States of the European Union (EU), but one of the crucial and most important aspects of the establishment of such an authority is for sure a careful and goal-oriented determination of competences. In the main part of this thesis, we present framework regulations of the tasks of provinces in EU States by the following content sets: healthcare, regional development, economy and tourism, education and culture, infrastructure, environmental protection and agriculture. The thesis also briefly presents the contribution of the Council of Europe and EU to the development of local self-government at this intermediate level, but for better understanding, it tries to set a clear boundary between the federal and unitary regulation and the regional and wider local self-government. Finally, it adds an overview of the state in Slovenia in relation to the establishment of provinces, the determination of their competences, their regulation in the constitution and current proposed legislation. The 1991 Constitution of the Republic of Slovenia namely assumes three types of competences ; tasks of wider local importance, matters of regional importance and tasks within the State competence. In this manner, we will have to be careful to not assign to many State competences to provinces and thus complicate or even prevent provinces from effectively execute their original competences. Appropriate determination of competences is namely crucial and in this matter knowledge about good practices of other States can be of great help to us, but we have to be always aware that we have to understand them in the light of their social reality and not expect their perfect reflection in our case.
Visoka kakovost upravljanja storitev v posamezni občini pomeni zagotavljanje kakovostnega življenjskega okolja za bivanje. Namen naloge je obravnavati kakovost upravljanja v slovenskih občinah in s pomočjo statistične analize ugotoviti morebitno povezanost z indikatorji uspešnosti občin. V okviru raziskovalne naloge sem opravila anketno raziskavo o kakovosti upravljanja v 31 občinah v Sloveniji. Preverjala sem tri javne storitve: izobraževanje, zdravstvo in redarstvo v primerjavi s kakovostjo, nepristranostjo in korupcijo teh storitev. ; High quality of service governance in single municipality means providing a quality living environment. The purpose of the research study is to address the quality of governance in slovenian municipalities and to identify, through statistical analysis, a possible connection with the performance indicators of municipalities. As part of the research study, I conducted a survey on the quality of governance in 31 municipalities in Slovenia. I checked three public services: education, health and city constabulary in comparision with the quality, impartiality and corruption of these services. I made an analysis of the correlation between the quality of governance in municipalities with the performance indicators of municipalities. I used as a statistical method for data processing standardization, ranking method and Pearson coefficient of correlation. The most important finding of the research paper is that municipalities from the central slovenian region have achieved the best results in the quality of the services explored, and also that the quality of governance is related to the indicators of the performance of municipalities. The results obtained show that there are big differences in the quality of governance within the country. More than half of the municipalities discussed have the quality of governance in the fields of education, health and city constabulary, below average. The analysis of the connection between the quality of governance and the performance indicators of municipalities showed that municipalities that had high quality governance also had the best values of performance indicators. My analysis can serve every municipality to review the situation of the quality of services in the fields of education, health and city constabulary, and an explanation of where to find the reasons for such results.
; The purpose of my master's thesis is to examine what is happening with the modern national state and the concept of sovereignty and self-determination. In Europe, and globally, there is an historic trend of nations seeking independence or secession, either from the states in which they live, or from the "super-states" of which they are part of. The most recent example is the exit of the United Kingdom of Great Britain and Northern Ireland from the European Union (brexit ). This will be the first exit from the EU, since the launch of the Treaty of Lisbon in 2009 and will set out clear direction on how a member state can leave the EU. After the introduction of the exit clause, a route to exit EU was made available to member states who wanted to reconsider their membership. This master's thesis will take a closer look at the consequences of triggering Article 50 of the Treaty on European Union (TEU) and the process through which the UK will pursue its withdrawal from the EU. It will focus on future relations between the UK and the EU and present various possible forms of cooperation between the UK and the EU after the exit. Master's thesis will also present an argumentation-based approach to assess the Brexit's impact on the nations leaving in the UK ; the future of the UK as a federal state, and the Scottish re-efforts for statehood and independence and the possible unification of Northern Ireland with its southern neighbour Ireland. Last but not least, will identify parallels between Britain's "independence" and the secession of Slovenia from the former Socialist Federal Republic of Yugoslavia and the departure of the Danish autonomous province of Greenland from the EU. By comparing their use of the right to self-determination, we will see whether Britain can learn anything from Greenland and Slovenia. The master's thesis therefore focuses on dealing with one of the most important issues of our time which will impact development of many nations.
; Master's thesis is focused on the area of security of energy supply, which is next to sustainability and competitiveness one of the key objectives of the European energy policy. It specifies the economic importance of the objectives of security of supply, and the risks associated with the supply, as well as the EU Energy Security and Solidarity Action Plan. As already stated, the security of supply is one of the key objectives of EU energy policy, therefore, special attention is also given to the creation of the European energy policy, its objectives and potential actions, as well as the current situation and challenges of the energy sector in the EU. Today the EU is facing with number of challenges, among which the biggest challenge is the high import dependency, so it is essential for Europe to take action now and work together to ensure a competitive, sustainable and above all, reliable energy supply. To this end, the EU accelerated its efforts to develop a common energy policy. Because Slovenia is also a member of the EU, master's thesis also presents origins and objectives of the Slovenian energy policy, security of supply in Slovenia and its objectives and importance. In its practical part master's thesis focuses on the analysis of the energy import dependence of the EU and the Republic of Slovenia and the role of renewable energy sources (RES) to ensure security of supply. With the help of statistical comparisons, enriched with tabular and graphic representations are presented production and consumption of energy in the EU and Slovenia, which is the basis for further analysis, i.e. analysis of import dependence, as the main indicator of security of supply. It is also presented the role of RES in providing security of energy supply, and analyzed the factors that cause differences between the EU Member States on the exploitation of RES. Special attention is also given to the predictions for the future, both at EU level as well as in Slovenia. At EU level two scenarios to analyse the Europe's energy trends by 2030 are presented, the so-called reference scenario and baseline 2009 scenario. To predict the energy future of Slovenia long-term energy balances by 2030, designed for more scenarios, are presented and analyzed. Special emphasis is placed on the projected indicators for monitoring the security of supply in Slovenia. For a better understanding of master's thesis is at the beginning also presented the formation and development of the EU as well as Slovenia, as an EU member.
; The outbreak of the First World War Apart presented Austria-Hungary not only with military questions but also with major political issues. The very existence of the state now crucially rested on the attitude of civilian population, with any possible unrest in the rear threatening the stability of the entire country. In this regard, the onset of the war ushered in the period of the so-called "war absolutism", with which the state boosted its surveillance of what it considered "dangerous" individuals and groups. The state surveillance apparatus incorporated numerous state and provincial bodies, including military structures. This article aims to analyze a special study that the Austro-Hungarian Command of the Southwestern Front issued in 1916, with a particular focus on analyzing the political attitude among the Italian and Croatian population of Istria, and the activities of the Southern Slav Committee. The said command also prepared similar studies evaluating the disposition of the Slovenian and Italian inhabitants of Southern Tyrol. The study of the developments in Istria is titled Staatsfeindliche Bewegungen in Fiume und Kroatien sowie auf den Inseln im Quarnero (Anti-State Movements in Rijeka, Croatia, and the Kvarner Islands). In the first part, the Austro-Hungarian Command of the Southwestern Front analyzed local irredentism and provided a detailed description of organizations and individuals at the heart of the movement. Surveillance of irredentist cells grew in its importance especially after the Kingdom of Italy declared war on Austria-Hungary in May 1915. The empire and its army began to perceive irredentism as a serious threat, deeming that organized resistance, diversion operations, and political disobedience in the rear might aggravate the military situation on the front. The second part of the study, more interesting from the Croatian point of view, centers on activities of the Southern Slav Committee and the Southern Slav movement on Krk Island. Regarding the latter, it is especially noteworthy that the Austro-Hungarian Command of the Southwestern Front declared Anton Mahnič, Bishop of Krk, as its central figure. Although most views presented are based on the analysis of various newspaper articles and individual reports, the booklet offers an interesting insight into the dimensions of state surveillance both at home and abroad. More specifically, an association of the Southern Slav emigration, the Southern Slav Committee was regarded by the Austro-Hungarian Command of the Southwestern Front and the state leadership as a dangerous organization embodying, through its desire to unify the Austro-Hungarian Southern Slavs with the Kingdom of Serbia, a destabilizing force undermining the Habsburg unity. Accordingly, the study focused more closely on the prominent members of the Southern Slav Committee, such as its president Ante Trumbić, as well as Franjo Supilo, and Bogumil Vošnjak. Although the study clearly established that many data contained therein were of questionable credibility, its authors nevertheless maintained that this did not diminish its significance or the significance of the views regarding all "dangerous" individuals and associations within and beyond the state borders. The study presented in the article offers an extremely interesting insight into the dimensions of the Austro-Hungarian state and military surveillance during the First World War. Such examples not only further substantiate the existing knowledge about "war absolutism" but above all testify to the diligence with which the state addressed the threat of war by exerting surveillance of all "dangerous" structures. In the event of an unrest, the state and the army could use detailed inventories, many also listing names, to persecute and imprison individuals and associations. Moreover, in light of the events that unfolded towards the end of the First World War, both in relation to the Southern Slav integrations and Italian territorial aspirations in Istria and the Bay of Kvarner, it is safe to conclude that the study conducted by the Austro-Hungarian Command of the Southwestern Front accurately evaluated individual "dangerous" cells, which in late October and early November 1918 played a notable role in the destruction of the Habsburg state and the creation of new political entities.

Doktorska disertacija preučuje specifično usmeritev mednarodne ekonomije, in sicer področje politik razvojne pomoči. ; This PhD dissertation studies a specific direction of international economics — the field of development aid policies, and focuses on its efficiency, mainly due to the relevance of the issue, since it is associated with numerous global challenges. Development aid, as the central theme of this dissertation presents the underlying concept, with which countries attempt to resolve developmental differences around the world. Studying the efficiency of development aid in terms of economic sciences is a very promising concept, mainly due to the fact that the gap between the developed countries of the global South and the global North is larger than ever, and current studies, nor resolution models, offered any effective solutions for changing or improving the current state. All of the above was studied on the African, Caribbean and Pacific Group of States (ACP) for two main reasons: Firstly, because the vast majority of these countries is a long-term beneficiary of development aid and secondly, because this provides us with a sound foundation for studying, including both the poorest Sub-Saharan countries and island states, which experienced rapid economic development in recent years. Thus the structure of this dissertation relies on both theory and application. The first part presents the fundamental theoretical terms from developmental economics, North-South relations, the history of cooperation among ACP countries with various international players and theoretical determination of development aid and its efficiency. The second part is intended for applied research of the efficiency of development aid policies. ACP countries were divided into two groups, group A with those receiving the most development aid and groups B with those receiving the least. We presumed that countries that received the most development aid made the most progress. Their progress was studied according top five economic and social indicators of development: GDP per capita, exports of goods and services, mortality of children under five years of age, growth in life expectancy and the number of migrations. Based on data retrieved for specific fields, we generally presumed whether development aid policies had achieved its purpose – if they were efficient. From the substantive aspect, this dissertation is an original contribution to the science of economics in its study of the problems in the existing system for distributing development aid and consequently its efficiency, to research of development problems in ACP countries and to proposals for meeting the modern challenges of international development. It also fills the gap in the study of the concept of international development through qualitative research methods, since existing research is extensively quantified. Since this dissertation is originally in Slovenian, it also adds to the scarce literature in this field and to future research of international developmental issues and the global challenges they bring.
Združeno kraljestvo in Rusija sta državi, ki v zadnjih letih močno kljubujeta avtoriteti ESČP in zavračata izvršitev nekaterih sodb tega sodišča. Če hočejo ohraniti učinkovit sistem varstva človekovih pravic, si morajo Svet Evrope in njegove članice odločneje prizadevati za dosledno uresničevanje sodb ESČP. ; A judgment of the European Court of Human Rights (abbreviated as ECtHR) must be properly implemented on a national level. For that reason, supervisory mechanisms of the Council of Europe will be used. When the ECtHR delivers a judgment against a state, it is passed on to the Committee of Ministers, which is entrusted with a task of supervising enforcement of a final judgment. The Committee of Ministers finds whether the State has taken all necessary measures to comply with obligations imposed by a final judgment. If the State has fulfilled all obligations, the Committee of Ministers shall adopt a final resolution. The UK and Russia are countries that have strongly defined authority of the ECtHR in the recent years. In several occasions, both states refused to enforce judgments. In Russia, they adopted controversial Federal Constitutional Law of 14 December 2015 no. 7-FKZ that has enabled the Constitutional Court to assess compliance of judgments of the ECtHR with the Constitution of the Russian Federation. If the Constitutional Court finds that a judgment of the ECtHR is not in compliance with the Constitution of the Russian Federation, it may prevent execution of a judgment. For many years, the UK has defied execution of a judgment in the case of Hirst v. the UK by delaying adoption of legislative changes that were required by the ECtHR. Failure to enforce judgments is a common point in both countries. In the UK, resentment against the ECtHR remains at political level. While in Russia, they implemented legislative changes with clear intention not to implement unconstitutional judgments of the ECtHR. If we want an effective system of human rights protection, we must continue to strive toward consistent implementation of judgments of the ECtHR.
Predmet doktorske disertacije je upravljanje zunanjetrgovinske politike države ob upoštevanju delovanja nadnacionalnih entitet, pri čemer je naš osrednji cilj identificirati optimalen način realizacije nacionalnih interesov v okviru nadnacionalne entitete (tj. Evropske unije). ; The doctoral thesis focuses on a country's external trade policy management in relation to the processes witin subnational entities. Our main goal is to identify an optimal approach to realizing national interests in the context of a subnational entity (i.e., the European Union). External trade policy is one of the oldest economic policies. The first discussions on trade issues started among philosophers in Greece 2000 years ago, but global trade as a systematic process emerged in the 15th century. At the beginning of the doctoral thesis, the focus is on the theoretical background ‒ theories of external economic co-operation. We analyse the role of the state and economic diplomacy in different historical periods (mercantilism, liberalism, protectionism, interventionism, liberalisation and globalisation). The most important theoretical finding is (discovered by David Ricardo and confirmed in subsequent theories) that all states, engaged in external trade, gain (we talk about the so called positive sum). Although countries led different external trade policies during various historical periods (liberal or protectionist), theory and experience show that the liberal external trade policy increases competitiveness of an economy. Studies of several economists (Sachs and Warner 1995, 35 ; Frey 1984 ; Pruslecki 2008, 5 ; Krueger 1980, 289) also confirm, that countries with a liberal external trade policy record higher growth rates than those in favour of protectionism. Emerging economies (the so called BRIICS countries ‒ Brasil, Russia, India, Indonesia, China, and South Africa) record higher growth rates in the last twenty years – after liberalising their markets. We analyse the European Union (EU) external trade policy measures, the role of national and subnational (state and non-state) actors, and the interconnectedness of the external trade policy and other national policies. The key actors in the formal process of creating EU external trade policy are: European Commission (Directorate General for Trade), Council of the EU (Trade Policy Committee – formerly 133 Committee ; Coreper, Foreign Affairs Council), European Parliament, non-state actors (associations, non-governmental organisations (NGOs)) as well as actors in the member states (state and non state actors: ministries, diplomatic network, business associations, chambers of commerce, NGOs, etc.). The priority of the EU external trade policy is multilateral trade – successful conclusion of the WTO Doha Development Agenda. In parallel, EU is negotiating preferential trade agreements with several countries and regions. One of the most important trade policy measures is also Market Access Partnership, where active involvement of member states and the business sector is expected. Globalisation has changed the patterns of global economic co-operation and global trade. External trade has become more complex (linked to the competition, energy, environment and sustainable development policies) and the number of actors (state and non-state) involved in the policy has increased significantly. The boundaries between external and internal policies disappear as well. We show the interactions between different actors, negotiating levels, and policies on the World Trade Organisation Doha Development Agenda case, where the positions of the negotiations have to be agreed on at different levels: national, bilateral, regional, and multilateral. External trade policy is an important part of the EU strategic documents (Global Europe: competing in the world, EU 2020), and therefore an important element of the competitiveness policy. The thesis also confirms that the role of economic diplomacy in trade issues has gained importance during the last twenty years. Saner and Yiu (2003) argue that the main function of the post-modern economic diplomacy is representation in the international organisations and influence on other countries' policies.
Občine so investicije financirale predvsem z lastnimi viri (55 odstotkov), s sredstvi EU (24 odstotkov) in z zadolževanjem (5 odstotkov), s sredstvi države pa 16 odstotkov investicij. ; The right of citizens to participate in the conduct of public affairs is one of those democratic principles which should be common to all countries of the modern world. And this right is also enshrined in the introduction of the European Charter of Local Self-Government (MELLS). This principle can be most directly exercised at local level, through democratically elected local authorities. The transfer of powers, responsibilities and financial resources from the state to local authorities (local communities) is the democratic process of (fiscal) decentralization. The exercise of MELLS affect the financial relationships between the central and local authorities, since it is necessary to provide such funding of local communities that these will be effective and sufficiently independent in satisfying the public needs of the local population and increasing prosperity of society as a whole. Municipalities in Slovenia are basic units of local self-government. The thesis checks compliance of the current system of funding local communities (municipalities) in Slovenia with the basic guidelines of the theory of (fiscal) decentralization and the MELLS principles. The area of covering the costs of municipal tasks is being discussed, their structure and the degree of interconnection between the allocations in the framework of the mechanism of statutory spending and the data collected on the costs of the municipalities. Based on the results we can conclude that the MELLS principles are satisfactorily integrated into the legal system of the country. However, deviation is observed in the financial sector, where the principle of proportionality is not observed. In the period from 2010 to 2014 the municipalities had not been adequately funded according to their tasks. The average cost per capita in this period is by 1.8% more than the resources on the basis of statutory spending. Municipalities depend mainly on income tax and the rate of autonomy regarding their own taxes and their rates is low. In the observed period, expenditure of municipalities on average decreased by 6%, worrying is the fact that the main cause of the decrease is in the reduction of capital expenditures by -17.2% and capital transfers by - 21.8%, the current expenditure decreased by -1% while the transfer expenses increased by + 4.6%. Together, the running costs that are taken into account when calculating the lump sum in proportion 2014/2010 increased by + 1%, and the lump sum itself decreased by 2.5%. This demonstrates that the investment capacity of municipalities significantly worsened and this is the most important element of the implementation of the development tasks of the municipality. The volume of statutory spending of the municipality dropped by 1.14%, and lagged behind the actual municipal budget. The total indebtedness of municipalities is acceptable and amounts to 899.2 million euros which represents 2.41% of GDP, and 2.8% in the total debt of the country. The share of municipal investments in total GDP has increased to 2.4% of GDP. The municipalities financed the investments from its own resources (55%), EU funds (24%) and debt (5%), with funds from the state 16% investment. According to the provisions of the new EU financial perspective for 2014-2020, the opportunities and funding for co-financing municipal investments is significantly reducing, which will have implications on the reduction of municipal investments. If these resources will not be possible to replace, we can expect a negative impact on the country's GDP and developmental differences between municipalities. In comparison with the period 2007 to 2009, an increase in the trend of negative gap has been noticed between the statutory spending and the cost for carrying out the tasks of municipalities. This shows the need to improve the existing model of financing.
V magistrskem delu obravnavamo različne politike internacionalizacije visokega šolstva v Sloveniji in na Nizozemskem. Glavni temelj naloge predstavlja analiza in primerjava strateških dokumentov internacionalizacije visokega šolstva obeh izbranih držav. V teoretičnem delu izpostavimo internacionalizacijo v zgodovinski perspektivi. Zaradi svoje izrazite mednarodne usmerjenosti Univerza v Amsterdamu izvaja pouk v t. i. mednarodni predavalnici. Nizozemska in njene univerze so že – gledano z zgodovinske perspektive – veliko bolj mednarodno odprte. Bolonjski cilji so izraženi v obeh državnih in obeh institucionalnih strategijah internacionalizacije. ; Internationalisation of Higher Education in Slovenia and the Netherlands After the Implementation of the Bologna Process In this thesis, we discuss the different internationalisation policies of higher education in Slovenia and the Netherlands. Analysing and comparing the strategic documents about the internationalisation of higher education in the chosen countries is the basis of the following thesis. In the theoretical part, we put internationalisation in a historical perspective. We concisely describe the socioeconomic context of the development of Dutch universities and analyse the origins and development of Slovene and Dutch universities. Furthermore, we focus on the mission of universities and their related position of language in research and teaching. We also define internationalisation and present its different definitions. Additionally, we introduce the forms of internationalisation: internationalisation at home, internationalisation of the curriculum, and internationalisation abroad. In the context of the development of the Bologna Process, we present the emergence of the European Economic Community, the beginnings of the process itself, and a critique of its neo-liberal concept. Moreover, we also explore the transfer of educational policies. We conclude by presenting the language issues, i.e., the growing role of English in teaching and research in higher education, and the position of national languages. In the empirical part, we first identify similarities and differences between national policies on the internationalisation of higher education in Slovenia and the Netherlands. Then we examine the policies at the institutional level by comparing the University of Ljubljana and the University of Amsterdam. Analysis of national strategy documents shows that both Slovenian and Dutch higher education pursue similar internationalisation objectives. However, the first significant difference is the Dutch tendency to connect higher education institutions with the economy. Consequently, economic motives for internationalisation prevail. In contrast, the internationalisation of Slovenian higher education is driven primarily by political motives, as the country wants to consolidate a recognisable national higher education. Nonetheless, there is another important difference. The Dutch strategy documents emphasise the intention to make the country competitive and visible on a global level, while the Slovenian strategy documents focus on the need to establish a regional identity. The Netherlands is therefore moving towards a more global internationalisation, whereas Slovenia moves towards a regional one. At the same time, they both perceive internationalisation as the crucial factor in developing higher education. Particularly, in the context of increasing its quality. The two countries are similar in the way they see internationalisation – as the major factor in the development of their higher education and as means to enhance its quality. An analysis of the internationalisation policies of the two central universities in both countries shows that, due to its status as an international and bilingual university, internationalisation is a leading feature of the University of Amsterdam. On the contrary, the University of Ljubljana is somewhat limited in its internationalisation. Due to its strong international orientation, the University of Amsterdam holds its classes in a so-called "international classroom." Historically viewed, The Netherlands and its universities have been much more internationally opened. This has contributed to the Netherlands being one of the wealthiest countries in the world. The advantage of rich countries is not only having sufficient financial resources to implement optimal internationalisation, but also the "privilege" of setting trends in the area of internationalisation. We also look at the coherence between the strategic documents in each country and how the objectives of the Bologna Process are reflected in the objectives of the strategic documents. We have found out that there is a significantly higher congruence in the key objectives in the Dutch strategic document compared to the Slovenian ones. The reason for that could be the active involvement of Dutch universities in policymaking. The Bologna objectives are reflected in both national and both institutional internationalisation strategies. We aim to highlight the objective of promoting mobility, which appears in all four strategies. Lastly, we explore the way of how countries are addressing the issue of the language of higher education. We have discovered that the laws governing higher education emphasise care for the mother tongue in both countries. The University of Amsterdam has constructed a language strategy that explains how the instruction language is chosen and determined. By doing so, the decision for the instruction language is less complicated. At the moment, the University of Ljubljana still does not have the same approach. By comparing different higher education documents and strategies, we have shown that contemporary changes (specifically the Bologna Process) and various historical factors have influenced internationalisation today. The same internationalisation policies are therefore implemented differently in various contexts. This also confirms the observation made by de Wit and F. Hunter (2015, p. 2) that there is "no one model that fits all".
