The end of the Cold produced migratory flows of an economic type in the direction East-West Although the exchange and movement of populations in Europe is nothing new, what was new was the change in the underlying philosophy. The change of paradigm from a world with two opposing poles to one with an hegemonic power, shattered all the schemes that until then were taken for granted. Since the fall of the Berlin wall the issue was no longer to take in political refugies coming from the soviet block, butrather to regulate the flows coming from those countries in more and more numbers. In this paper we try to reconstruct the history of the development of control of the migratory flows coming from Central and Easter Europe towards the European Union before,during and after the enlowgement processes which have taken place in 2004 and 2007. ; Desde el fin de la Guerra Fría se produjo un flujo migratorio de tipo económico con dirección Este-Oeste. A pesar de que el intercambio y movimiento de poblaciones en Europa no es nada nuevo, lo que sí representaba una novedad era el cambio de filosofía que subyacía. El cambio de paradigma, el paso de un mundo bipolar a uno de potencia hegemónica, rompía con todos los esquemas que hasta esa fecha de 1989 se daban por supuestos.Desde la caída del muro ya no se trataba de acoger a los exiliados políticos que procedían del bloque soviético, sino que había que comenzar a regular los flujos, cada vez más numerosos, procedentes de esos países. The objective is to explore differences in these patterns between two categories of migrants and their determinants. Statistical analysis based on OLS regression models shows that migrant groups from countries that are members of the EU and belong to the area of free movement of labour force do not have significantly higher rates of out-migration. Instead, the rate of regularity significantly affects the intensity of exits from Spain. La capacidad de adaptación de los países a las circunstancias distintas, tendrá como uno de sus ejes la identificación de espacios geográficos que, por su dinamismo y el éxito de sus transformaciones, puedan ser un motor de recuperación económica. En el caso de México, los anclajes de posicionamiento internacional son claros, pero también deben revisarse desde otra mirada. El Tratado entre México, Estados Unidos y Canadá (conocido como T-MEC) fue una opción oportuna y afortunada cuyos beneficios ya se han percibido en momentos críticos derivado de la pandemia del coronavirus. El Tratado de Integración Progresista de Asociación Transpacífico (TIPAT o CPTPP) y la llamada modernización del acuerdo global entre México y la Unión Europea definen en Asia y Europa a dos regiones en donde, bien aprovechadas, convergerán enormes opciones futuras para México. No obstante, tal vez se requerirá de nuevos enfoques post coronavirus que examinen y clarifiquen esas opciones y sus desafíos. En el caso de la región Asia-Pacífico es cierto que ahí se ubican en la actualidad algunos de los más importantes socios comerciales de México (como son los casos de China, República de Corea, Japón, India, Malasia y Viet nam) y que uno de cada cinco dólares que comerciamos en 2018 fue con esa región (Martínez, 2019), pero también es cierto que desde hace al menos una década se registra un déficit enorme en nuestra balanza comercial con esas naciones y, en algunos casos, dificultades de empresas mexicanas de algunos sectores para competir con sus pares asiáticas en un entorno de apertura y plena competencia. La región europea, por su parte, fue reconocida por largo tiempo como la principal opción de diversificación para México (Ruano, 2013). Sin embargo, por un lado, no se distinguen diferencias en un mosaico en el que caben lo mismo desde las 27 naciones de la UE hasta potencias como Rusia y Turquía ni, por otro lado, se matizan los alcances y las posibilidades en las propias subregiones que conforman la Unión Europea. En ese contexto, uno de nuestros déficits de análisis se ubica en las naciones europeas que, hasta la guerra fría, conformaron el antiguo bloque comunista. Por ello, luego de más de 5 años como diplomáticos en Varsovia, recibimos con gratitud el interés de "Política, Globalidad y Ciudadanía" de dedicar este número monográfico a las relaciones de México con región de Europa Central -o bien de Europa del Centro/Este- y, en particular, con las naciones que conforman el llamado Grupo Visegrado que se formó hace 30 años (en 1991) bajo la inspiración principal de los dos grandes líderes de Europa Central en aquella época: el presidente de Polonia, Lech Walesa, y el presidente de la entonces Checoslovaquia, Vaclav Havel. Lo integraban originalmente Checoslovaquia, Polonia y Hungría. Luego de su nacimiento en 1993, la República Eslovaca se mantuvo también como parte de este grupo informal. Hoy día, resulta extendido el concepto de que el Grupo Visegrado es la expresión política más consistente de Europa Central y prácticamente todos los documentos del Grupo Visegrado aluden constantemente a ellos mismos como Europa Central, si bien es claro que esta subregión, en su conjunto, es bastante más amplia y podría incluir a todo el espacio geográfico ubicado entre los mares Báltico, Adriático y Negro. En nuestra opinión, es de gran pertinencia entender a profundidad en lo particular y como bloque a las naciones del grupo Visegrado. Los objetivos y grandes logros de este grupo en un primer periodo de su existencia se asociaron a la construcción de regímenes de democracia parlamentaria y economía de mercado; a su ingreso a la Unión Europea en el 2004; y, a su ingreso a la OTAN. En algunos círculos en México hay una visión estática y de hace 30 años sobre la realidad de los países de este grupo. En realidad, hoy son naciones muy prosperas, educadas, de crecimiento económico constante y desarrollos impresionantes de infraestructura. El grupo en su conjunto tiene 65 millones de habitantes y cerca del 15% de los legisladores del Parlamento Europeo. A partir del ingreso a la Unión Europea de estas naciones, en el 2004, el grupo se mantuvo como un grupo de presión política al interior de la Unión Europea y como bloque que ha desplegado un esfuerzo de integración subregional, además de procurar vinculaciones con terceros actores y con otras regiones. Bajo la hipótesis de trabajo de que las relaciones de México con Polonia, República Checa, Eslovaquia y Hungría tienen aún un enorme potencial de crecimiento, el presente número es un heterogéneo crisol de visiones desde ambas orillas del Atlántico, con autorizadas reflexiones de académicos expertos en Europa Central de prestigiadas instituciones como la Universidad de Varsovia; el Instituto Polaco de Asuntos Internacionales; la Universidad Jaguelónica de Cracovia; la Universidad de Adam Mickiewicz en Poznań (todas éstas de Polonia); la Universidad Palacký de Olomou (República Checa); la Universidad Nacional de Servicio Público; la Universidad Károli Gáspár de la Iglesia Reformada; la Universidad Corvinus de Budapest (éstas 3 últimas de Hungría); y la Universidad Michoacana de San Nicolás de Hidalgo. En lo que respecta a las relaciones con Polonia, Bartłomiej Znojekrevisa comenta sobre la presencia de México en la política exterior de Polonia desde 2004, en que, como se ha dicho, se registró la ampliación de la Unión Europea con el ingreso de Hungría, República Checa y Eslovaquia y la propia Polonia, entre otros países bálticos y de Europa Oriental. De 2004 a la fecha, dice Znojek, México se ha convertido en un socio latinoamericano clave para Polonia. En opinión de Znojek, "el desarrollo del diálogo político polaco-mexicano debe servir principalmente para crear condiciones favorables para las actividades en las esferas de comercio e inversión mutuas" Por su parte, en su texto "Distancias a vencer y mitos a romper: el establecimiento de las relaciones diplomáticas mexicano-polacas", Edyta Kwiatkowska se aboca a explorar los momentos históricos clave, a partir de la Primera Guerra Mundial, que marcaron el periodo formativo de las relaciones diplomáticas bilaterales. En el mismo contexto, Joanna Gocłowska-Bolek analiza las economías de México y Polonia con énfasis en su complementariedad y enorme potencial. Lejos del Vístula y aproximándonos al Danubio, Mónika Szente-Varga -historiadora con especialización en las relaciones entre México y Hungría- y Agustín Sánchez Andrés nos presentan una investigación binacional en la que se explican las relaciones entre México y Hungría desde 1990 a la fecha, destacando también, como punto de inflexión, la adhesión de Hungría a la Unión Europea en la multicitada ampliación del 2004. Por su parte, Attila Kovács y Sándor Nagy nos presentan una interesante visión integral de la relación mexicano húngara – desde las relaciones políticas y diplomáticas hasta los lazos económicos y culturales- y dan cuenta de la intensificación de nuestros intercambios en las últimas décadas Lukasz Czarnecki revisa el impacto del Reglamento de control de Inversiones Extranjeras Directas de la Unión Europea en las relaciones económicas de México con los países de Europa Central e identifica nuevas perspectivas del desarrollo, así como potenciales campos estratégicos, en los cuales se pueden desarrollar nuevos intercambios económicos desde una perspectiva post pandémica. Por nuestra parte, los suscritos presentamos una nota sobre Europa Central desde la perspectiva de la creación del Grupo Visegrado, que tiene como punto de partida un diálogo que sostuvimos en la ciudad de Gdansk con el célebre líder obrero y expresidente polaco Lech Walesa, artífice del propio Grupo Visegrado y actor central del fin del comunismo en Europa y la transformación de Polonia. Este número se enriqueció considerablemente con dos trabajos desde una perspectiva cultural, sobre aspectos muy poco conocidos de los vínculos de México con esa subregión europea. Pavel Štěpánek nos invita a un viaje imaginario por el trabajo del grabador checo-eslovaco Koloman Sokol, quien vivió en México de 1937 a 1941 e, incluso, tuvo una exposición individual en el Palacio de Bellas Artes en 1938. Por su parte, el gran escritor Juan Villoro generosamente contribuye con el texto "Sergio Pitol y Polonia: la magia de la traducción", en donde, a partir del libro Sergio Pitol: el Bristol y Polonia (Negrín, Salazar y Pawelczik, 2020) reflexiona sobre la fecunda y perecedera relación que ese célebre escritor mexicano tuvo con Polonia y con otras naciones centro europeas en su vida personal y diplomática. Se ha dicho que entre 2021 y 2030 será "el decenio de Europa Central" por su estabilidad, niveles de crecimiento económico y fortaleza democrática (Timo, s.f.). Este número de Política, Globalidad y Ciudadanía propone una aproximación a esa subregión que es indispensable conocer ya que cuenta con todo el potencial para convertirse en socio estratégico de nuestro país en todos los ámbitos.

The objective of the article was to analyze the legal regulation of the decentralization reform in Eastern Europe and its impact on the unemployment rate. Methodologically, statistical analysis, hypothetical-deductive method and correlation were used. It was found that the first stage of the reform of the New Civil Service in Poland, Ukraine, Romania, the Czech Republic, Slovenia, Latvia, and Bulgaria began in 1990, but can be called an informal preparatory stage. It is determined that the process of implementation of administrative reforms is influenced by a series of factors: historical, economic, geographical. It is concluded that there is no positive correlation between the effectiveness of public administration and the effectiveness of local self-government in all the countries studied. The reform of decentralization has been shown to have a negative impact on employment. In addition, it found that Poland is the most stable country among those studied, with a high level of efficiency of local self-government. La more negative correlation between the efficiency index of local self-government and employment, and the most positive correlation between local and unemployment rate.
This article examines the real convergence hypothesis for the period 1950-2008 in some Central and Eastern European countries using time series techniques and allowing for structural breaks. We find convergence within the countries when applying unit root tests on per capita GNP differences, but not when per capita GNP differences are defined with respect to Germany, the point of reference for the EU. However, when we allow for the existence of structural breaks in the convergence process, we find evidence of some countries (Albania, Bulgaria, former Czechoslovakia) catching-up with the German economy since the nineties. This suggests that the changes taking place since then in those countries have had a positive impact on convergence. ; Este trabajo contrasta la hipótesis de convergencia en PIB per capita durante el período 1950-2008 para una muestra de países de Europa Central y del Este, utilizando técnicas de series temporales. La aplicación de los contrastes de raíces unitarias indica que ha habido convergencia real entre los países de la región, aunque no cuando definimos la convergencia respecto a Alemania, país de referencia de la Unión Europea. Sin embargo, cuando permitimos la existencia de cambios estructurales, se observa un proceso de acercamiento de algunos países (Albania, Bulgaria y la antigua Checoslovaquia) respecto a Alemania desde los años 90, sugiriendo que los cambios ocurridos en estos países desde esa década han afectado positivamente a la convergencia.
The modern world community is concerned about the search for humane, non-forceful methods for solving hybrid conflicts that characterize the system of international relations of the 21st century. That is why the concept of preventive diplomacy has become popular and in demand. The conflict in the East of Ukraine has shown that this concept has some flaws in terms of its implementation in practice. Using the historical method, the key means of implementing preventive diplomacy are revealed. The article analyzes examples of the use of preventive diplomacy methods for solving conflicts in Europe by the Organization for Security and Cooperation in Europe. The authors used the method of comparative analysis to compare examples of implementation of the principles of preventive diplomacy by different international players. Attention is drawn to the fact that excessive caution of the OSCE and unwillingness to call Russia a participant in the conflict and even more, so an aggressor country led to skepticism about the organization itself in Ukraine.
The article studies the current changes taking place in the civil society sector of Eastern European countries under the impact of intensifying radical action on the political environment. One of the key areas of progress of modern states is a further development of democratic values, which depends largely on the activity of the civil society sector. In this regard, the aim of the study was to examine the main problems and areas of change in the development of the civil society sector during the period of intensification of political radicalism in some Eastern European democracies. Methodologically, they used the empirical results of a survey of citizens of Eastern European countries to determine areas of development and key issues of civil society. In conclusion, a comparative analysis of the level of development of the civil sector and the degree of radicalization in Eastern European countries revealed the correlation between the development of civil society and radical policy frameworks.
ABSTRACT The migration crisis of 2015 in Europe had a huge impact on the political field of the European Union. The migration crisis has caused an increase in xenophobia in countries receiving migrants, while at the same time giving a powerful impetus to the revival of nationalism. The Visegrád group countries – the Czech Republic, Slovakia, Poland and Hungary – took a particularly harsh position on migration flows and the EU migration regulations. Among these countries, Hungary stands out for its consistent political position, which is resistant to criticism from outside, including from the structures of official Brussels.RESUMEN La crisis migratoria de 2015 en Europa tuvo un gran impacto en el ámbito político de la Unión Europea. La crisis migratoria ha provocado un aumento de la xenofobia en los países receptores de migrantes, al mismo tiempo que ha dado un poderoso impulso al resurgimiento del nacionalismo. Los países del grupo Visegrád (República Checa, Eslovaquia, Polonia y Hungría) adoptaron una posición particularmente dura sobre los flujos migratorios y las regulaciones migratorias de la UE. Entre estos países, Hungría se destaca por su posición política consistente, que es resistente a las críticas del exterior, incluso de las estructuras oficiales de Bruselas.
The general objective of this article is to analyze protectionist practices in relation to Foreign Direct Investment introduced in recent years in Central Europe, as well as their implications for Mexico. To protect the European market from abusive practices, the European Union created the screening mechanism based on the European Union Regulation No. 2019/452 of 2019. The Central European countries implemented these provisions in their legal frameworks. What are the implications of these legal frameworks for the economic relationship with Mexico? The comparative method was applied with regard to legal frameworks, as well as the analysis of empirical data. With the research technique of documentary review, the type of research is qualitative. Among the main findings, it is considered that the post-pandemic perspective of economic recovery cooperation will be a challenge due to protectionist practices, including a challenge for Mexico to strengthen ties with Central Europe. Therefore, the development of strategic fields of mutual benefit is considered in the areas of renewable energy, sustainable urban transport, and joint projects at the municipal level. ; El objetivo general del presente artículo es analizar las prácticas proteccionistas en lo referente a la Inversión Extranjera Directa introducidas en los últimos años en Europa Central, así como las implicaciones para México. Para proteger el mercado europeo de las prácticas abusivas la Unión Europea creó el mecanismo de screening a partir del Reglamento de la Unión Europea No. 2019/452 de 2019. Los países de la Europa Central implementaron en sus marcos legales dichas provisiones. ¿Cuáles son las implicaciones de esos marcos legales para la relación económica con México? Se aplicó el método comparativo en lo referente a los marcos legales, así como el análisis de los datos empíricos. Con la técnica de investigación de la revisión documental el tipo de investigación es cualitativo. En la conclusión se observa que los países de la Europa Central presentan una heterogeneidad en lo referente a la implementación de las medidas proteccionistas de la UE. Además, se considera que la perspectiva post-pandemica de la recuperación económica la cooperación será un desafío por las prácticas proteccionistas, incluyendo un desafío para México para estrechar los lazos con Europa Central. Por ende, se considera el desarrollo de campos estratégicos de mutuo beneficio en los temas de energías renovables, transporte sustentable urbano, y proyectos conjuntos a nivel municipal.
The purpose of this dissertation is to study literary representations of Eastern Europe in the works of celebrated and less-known American authors, who visited and narrated the region between the mid-1960s and early 2000s. The main critical body focuses on Eastern Europe before 1989 and encompasses three major voices of American literature: John Updike, Joyce Carol Oates, and Philip Roth. However, in the last chapter I also explore American literary perceptions of the area following the collapse of communism. Importantly, the term "Eastern Europe" as used in this dissertation is charged with significance. I approach it not only as a space on the map or the geopolitical construct which emerged in the aftermath of the Second World War, but rather as a conceptual category and a repository of meanings built out of fact and fantasy: specific historical, political and cultural realities interlaced with subjective worldviews, preconceptions, and mental images. The critical framework of this dissertation is twofold. I reach for the concept of liminality to elucidate the indeterminacy and malleability which lies at the heart of the object of study—the idea, image, and experience of Eastern Europe. Bearing in mind the nature of the works under analysis, all of which were inspired by actual visits behind the Iron Curtain, I propose to interpret these transatlantic literary journeys in terms of generative experience, where Eastern Europe is mapped as a liminal space of possibility; a contact zone between cultures and, potentially, the locus of self-discovery and individual transformation. If liminality is the metaphor or a lens that I employ in order to account for the nature of the analyzed works and the complex terrain they map, imagology, whose purpose is to study the processes of constructing selfhood and otherness in literature, provides me with the method and the critical vocabulary for analyzing selected literary representations. The aim of the article was to identify the current state of the process of civil society transformation in the context of political radicalism in Eastern Europe. Comparative law and statistical analysis were the main methodological tools. The research showed that the development of political radicalism in Eastern Europe leads to the transformation of civil society. A more persistent and contentious public makes new demands on the political process. It also creates multidimensional tensions and conflicts. Representatives of radicalism gain strong positions in the political environment of society by supporting illiberalism, ethno-nationalism, culture wars and alternative knowledge. The process of merging militant and violent radicalism with family ethnonationalism is ongoing in the countries of Eastern Europe. It is concluded that this phenomenon requires constant implementation of political, legal and security strategies to prevent manifestations of political radicalism. The appropriateness and prospects of the activities of the Radicalization Awareness Network, developed by the European Union, were established.
