Attached is a sample of the bi-weekly newspaper LA UNION, organization of the alliance of independent parties in Tlaxcala, which published the minute of conformation to the Revolutionary Union of Tlaxcala, a list of its candidates, their government platform. Montero informs Torreblanca that the treasurer, secretary, Chief Clerk and all the chairs of the Central Department resigned from their jobs as well as the resignation of the Executive Director of Welfare. He also informs about President Ortiz Rubio's resignation from office. Montero informs Fernando Torreblanca of the changes in the president's cabinet having been appointed Vasconcelos and Qurioga acting undersecretaries of the Interior and War respectively; Portes Gil as Attorney General of Mexico, Bojórquez in charge of Statistics; Melo in Public Health; Gen. Azcárate, Head of the Presidential Guard; Xavier Gaxiola, Personal Secretary of the Executive; Guillermo Palma Police Commissioner, and Juan Cabral; Chief of the Central Department. Fernando Torreblanca informs Montero that he canceled his trip to London, because he is not fully recovered to travel. Letter from Gen. Plutarco Elías Calles to whom it may concern in which he authorizes Mr. William G. Cayce to write an article mentioning him about the true situation in Mexico. It is included an article in English by Mr. William G. Cayce about reliable statements of General Plutarco Elías Calles in relation to the situation of Mexico under the government of President Cárdenas. It begins by telling the moment when Gen. PEC was apprehended in the farm Santa Bárbara by Gen. Rafael Navarro Cortina on the evening of April 9, 1936. It also tells about his journey to exile in the United States accompanied by his friends also exiled, Luis N. Morones, Luis L. Léon and Melchor Ortega and his arrival to Brownsville, Texas. In the second part of the article, he includes discouraging opinions of General Plutarco Elías Calles regarding the situation in the country. The first and second part of the article are reproduced in English in independent articles. It includes two translations of the article. Gen. Plutarco Elías Calles denounces President Cárdenas of trying to impose a communist system that threats against small land property and that has caused violence for land tenure. PEC states that Cárdenas administration works against economy progress because it encourages workers to make strikes and promotes the elimination of independent worker unions to give the control of the worker movement to a central union. Article titled "The Law of the Pendulum. From Radical Impulsiveness to Reactionary Intransigence". It comprises statements by Gen. Plutarco Elías Calles made in San Diego, CA on August 7, 1936 concerning the situation in Mexico and Europe. It includes two translations in Spanish. / Carta del Gral.
