Politisk institutionalisering : organisering av lokalt arbetsmiljöarbete ; Political institutionalization : organizing local occupational safety and health activities
The ways of organizing political problem solving in society are not static. A pluralistic dynamic society requires a continious reconsideration and adaption of its political institutions, i.e. political institutionalization. Institutionalization demands prior organizing activities among actors for political aims. Organizing activities can be seen both internally, externally or between existing organisations and institutions . The degree of institutionalization reflects the organizing activities' survival capacity. The higher the degree of institutionalization the more likely it is that the organizing activity will become a formally based organisation or institution, or will change the dominating values of organisations or institutions. The degree of institutionalization is discussed using the concepts of adaptability, complexity, autonomy and flexibility. The thesis represents a problem-oriented implementation approach where individuals' joint ways of organizing problem- solving are the basis for analysis of both policy-realization and political institutionalization. Policy is defined as ideas and the ways of creating institutional arrangements in order to realize them. A "policy-problem", defined as the empirical question answered by examining the process of institutionalization, is used to study the policy-processes in the field of occupational safety and health. The ways in which individuals collectively organize in order to create a good working environment are studied using the concept of implementation structures. These are defined as phenomenological administrative units of analysis, i.e. groups of individuals empirically judged to take part in solving the policy problem. ; digitalisering@umu

E-government em portais públicos de municípios: do visível para o invisível ; E-government in local governments' websites: from visible to invisible
As plataformas digitais de governos são percebidas pela literatura como uma ferramenta eficaz para aumentar a entrega de informações, interação com usuários e prestação de serviços de governos, sendo um dos aspectos mais visíveis dos cidadãos em relação à gestão pública. No entanto, a interação dos cidadãos com os governos ainda não está clara. Os efeitos práticos para a condução de um governo eletrônico, capazes de ampliar essa relação, ainda são invisíveis. Este artigo tem o objetivo de fornecer uma compreensão sobre como os portais públicos são utilizados como ferramenta de governo eletrônico em governos locais, destacando como os conceitos relacionados ao governo eletrônico têm sido empregados empiricamente. O estudo adota uma abordagem qualitativa, analisando cinco municípios de uma microrregião do estado da Bahia. As informações foram obtidas por meio de uma triangulação que envolveu entrevistas semiestruturadas, análise dos portais e aplicação de questionários de opinião aos cidadãos. As análises indicam uma ausência de ações de convencimento e de processos internos alinhados dos governos, que acabam gerando um descolamento entre a prática e as políticas de governança digital, o que resulta em baixa participação dos cidadãos e desconhecimento dos canais de comunicação governamentais. O estudo contribui para a literatura de governo eletrônico e dá mais informações sobre como pessoas e organizações afetam o uso de tecnologias, fornecendo elementos que podem guiar gestores públicos motivados a aumentar a relação e a comunicação com a sociedade. Destaca-se a necessidade de investigar, no nível organizacional, os fenômenos de transformação digital em governos. ; The literature perceives governments' websites as an effective tool for increasing information delivery, user interaction, and the government services' supply, being the most visible aspects of citizens concerning public management. However, the interaction of citizens with governments is still unclear. The practical implications of conducting e-government, capable of expanding this relationship, are still invisible. This study aims to provide an understanding of how governments' websites are used as an e-government tool in local governments, highlighting how e-government concepts have been empirically employed. The study takes a qualitative approach, examining five municipalities in a microregion in the Brazilian state of Bahia. We gathered the data using a triangulation process that included semi-structured interviews, analysis of the websites, and opinion questionnaires to the citizens. Our research shows that governments lack compelling actions and coordinated internal procedures, resulting in a gap between practice and digital governance policies, resulting in low citizens' participation, and unfamiliarity with government communication channels. The study contributes to the e-government literature by offering further insight into how people and organizations influence technology use, providing elements that can guide motivated public managers to increase relationships and communication with society. We highlight the need to investigate the phenomenon of digital transformation in governments at the organizational level.

O QUE É "CENTRAL" NA EUROPA CENTRAL? ; WHAT IS "CENTRAL" IN CENTRAL EUROPE?
This article seeks links between contemporary Europe and its historical state-nation experiences, above all when regarding "Reading the Other". Discussing – and challenging – the main three European dimensions – geographical, political and cultural, the article points out Europe's mission/task/meta-art - still to be fully fulfilled – to develop its remarkable "capacity to live, permanently and beneficially, with cultural difference: profitably to all sides not despite their differences, but thanks to them", as well as "to acquire and share the art of learning from each other". Tracing such abilities already in the Roman Empire the article focuses in particular on two Modern Central European states, based on multiculturalism and multinationalism: the Polish-Lithuanian Commonwealth and the Austro-Hungarian Empire. Both are discussed as experiments worthy of becoming essential examples for the today Europe. ; Esta comunicação procura ligações entre a europa contemporânea e as suas experiências históricas de estados-nações, sobretudo no que diz respeito a "Ler o Outro". Discutindo – e desafiando – as três principais dimensões europeias – geográfica, política e cultural – o autor salienta a missão/tarefa/meta-arte da Europa – ainda por concretizar por completo – de desenvolver a sua notável "capacidade de viver, permanente e beneficamente, com a diferença cultural: proveitosamente para todos lados, não apesar das suas diferenças, mas graças a elas", bem como de "adquirir e partilhar a arte de aprender com os outros". Encontrando já tais capacidades no Império Romano, esta comunicação centra-se particularmente em dois estados europeus modernos, baseados no multiculturalismo e no multinacionalismo: a commomwealth polaco-lituana e o império austro-húngaro. Ambos são discutidos como experiências que devem tornar-se exemplos essenciais para a europa dos nossos dias.

Cost Stickiness nos governos locais de Santa Catarina ; Cost Stickiness in the local governments of Santa Catarina
Asymmetric cost behavior took a new approach, starting in 2003, with the emergence of the Cost Stickiness Theory (CST) and, since it is something recent, there are still doubts regarding its application in the public sector. In this sense, this study aims to analyze the behavior of costs in local governments in Santa Catarina, from the cost stickiness perspective. This is an empirical, quantitative, and documentary study that uses the population of 295 municipalities in Santa Catarina during the 20-year period, whose transposition of the analysis model was adapted for the public sector. We grouped the costs in blocks, with the proposition of nine regression models with panel data, of which, eight corroborate the cost stickiness phenomenon. Still, the results indicate similarity with the flypaper phenomenon, typical of the public sector, which uses part of the recipe to calculate the asymmetry, in which of the three types of analyzes performed, the use of the recipe is linked to the one that resulted in the highest sticky. Finally, it offers subsidies for the application of CST to the public sector, even in the case of a typical phenomenon of for-profit entities, and concludes that, with the use of fractional revenue (as well as in the phenomenal flypaper) for local governments of Santa Catarina, the behavior of costs appears to be stickier. ; O comportamento assimétrico dos custos teve nova abordagem, a partir de 2003, com o surgimento da Teoria dos Cost Stickiness (TCS) e, por ser algo recente, ainda restam dúvidas sobre sua aplicação no setor público. Neste sentido, o presente estudo tem como objetivo analisar o comportamento dos custos nos governos locais de Santa Catarina, na perspectiva dos cost stickiness. Trata-se de uma pesquisa empírica, quantitativa e documental, que utilizou como população os 295 municípios catarinenses, durante o lapso temporal de 20 anos, cuja transposição do modelo de análise foi adaptada para o setor público. Os custos foram agrupados em blocos, com a proposição de nove modelos de regressão com dados em painel, dos quais oito corroboram o fenômeno cost stickiness. Ainda, os resultados indicam similaridade com o fenômeno flypaper, típico do setor público, que utiliza parte da receita para o cálculo da assimetria, em que, dos três tipos de análises realizadas, a utilização da receita vinculada é a que resultou em maior sticky. Por fim, oferece subsídios para a aplicação da TCS ao setor público, mesmo se tratando de um fenômeno típico de entidades com fins lucrativos, e conclui que, com a utilização da receita fracionada (assim como no fênomeno flypaper) para os governos locais de Santa Catarina, o comportamento dos custos aparenta maior grudência.

The author notes that to speak of democracy in the countries of Central Asia would seem to be a futile effort. The republics that emerged after the collapse of the Soviet Union are known for their authoritarian, repressive, & centralized regimes. Following a review of the history & sociopolitical context of the Central Asian countries, the author describes being in Bishkek in Jan 2010, when Kyrgyzstan was between revolutions & popular revolts, & discusses the country's internal dynamics as well as foreign relations with the US, Russia, & other Western nations. While a ray of hope was apparent at that time -- with the establishment of a new legitimate government & a new social contract -- it was soon extinguished. Once again, the future of Kyrgyzstan, like that of the other Central Asian countries, appears unlikely to change anytime soon. S. Stanton
Stakeholder influence and local government performance: a systematic literature review ; Influencias de los stakeholders y desempeño de lo gobierno local: una revisión sistemática de la literatura ; Influências dos stakeholders e desempenho do governo local: uma revisão sistemática da literatura
Although stakeholder theory has been on the academic agenda for more than 30 years, empirical evidence is still scant about stakeholders' influence as determinant factors of local governments' performance. Evidence from 82 empirical studies on stakeholder influence as a source of local government effectiveness is assessed in this article. The choice of studies was based in a systematic literature review, encompassing articles published in the period from 2007 to 2017 in which stakeholder influences are considered determinant factors of local government performance. This research contributes to this field of knowledge by synthesizing the pertinent publications and pointing out an agenda for future studies. ; Si bien la teoría de los stakeholders ha estado en la agenda académica desde hace más de 30 años, las evidencias empíricas son escasas acerca de la influencia de los stakeholders como factores determinantes del desempeño de los gobiernos locales. Las evidencias de 82 estudios empíricos sobre las influencias de los stakeholders como fuentes de la efectividad del gobierno local se evalúan aquí. La elección de los documentos se basó en una revisión sistemática de la literatura, que abarca artículos publicados en el período de 2007 a 2017 en los que las influencias de los stakeholders se consideran factores determinantes del desempeño del gobierno local. Este trabajo contribuye a este campo de conocimiento sintetizando las publicaciones pertinentes y señalando una agenda para futuros estudios. ; Embora a teoria dos stakeholders esteja na agenda acadêmica nos últimos 30 anos, até o momento, existe pouca evidência sobre influência de stakeholders como fator determinante do desempenho de governos locais. A investigação examina os fatores determinantes do desempenho de governos locais através de artigos publicados em periódicos ranqueados no Journal of Citation Report. A escolha dos artigos foi embasada em revisão sistemática de literatura em publicações do período de 2007 a 2017 nas quais influências de stakeholders tenha sido usada como variável explanatória de desempenho de governos locais. Este artigo contribui para o campo de conhecimento sintetizando as publicações mais relevantes, apontando lacunas na literatura e propondo uma agenda para estudos futuros.

Model and determinants of state-local governments' relations in Nigeria ; Modelo y determinantes de las relaciones entre los gobiernos de los estados y los gobiernos municipales en Nigeria ; Modelo e determinantes das relações entre governos estaduais e locais na Nigéria
Nigeria struggles to establish and sustain cooperative, interdependent state-local intergovernmental relations (IGR) by providing for the powers and rights of local governments in the federal constitution. Despite the provisions, the practice of state-local IGR has remained inclusive, hierarchical, dependent and competitive. This paper investigates the extent to which constitutional provisions determine state-local relations as against the macrostructure of intergovernmental relations between the federal government and states. The authors argue that it is difficult to expect a cooperative, interdependent, state-local IGR through constitutional provisions of the powers and rights of local governments, if the federal-state relations, which should be the determining framework of IGR is inclusive, hierarchical and dependent. The paper suggests that the lower forms of IGR in a federation (e.g. the state-local IGR), largely depend on the super-structure, which is that between the federal government and the lower tiers. The implication is that the level of autonomy enjoyed by local governments largely depends on the level of autonomy the states themselves enjoy. ; Nigeria tiene dificultades para establecer y mantener relaciones intergubernamentales (RIG), cooperativas e interdependientes entre los gobiernos de sus estados y los gobiernos locales (municipales), según lo dispuesto en su constitución federal, que establece poderes y derechos para estos últimos, llamados consejos de gobiernos locales (LGCs). A pesar de las disposiciones constitucionales, las RIG entre estados y LGCs siguen siendo inclusivas, jerárquicas, dependientes y competitivas. Este artículo discute hasta qué punto las disposiciones constitucionales determinan las relaciones entre esos dos niveles de gobierno en comparación con la macroestructura de RIG entre los gobiernos federal y de los estados. El estudio indica que es difícil esperar RIG cooperativas e independientes entre estados y las LGCs (como resultado de disposiciones constitucionales que otorgan poderes y derechos a los gobiernos locales), si la RIG entre la federación y los estados (que debería servir como estructura modelo) sigue siendo inclusiva, jerárquica y dependiente. Los hallazgos sugieren que las relaciones entre los niveles de gobierno locales y de los estados en una federación dependen en gran medida de cómo se coloca la superestructura, que es la que involucra al gobierno federal en su interacción con los demás niveles. Esta condición muestra que el nivel de autonomía de los gobiernos locales depende, en gran parte, del nivel de autonomía de los estados federados. ; A Nigéria encontra dificuldades em estabelecer e sustentar relações intergovernamentais (RIG), cooperativas e interdependentes, entre governos estaduais e locais, como previsto em sua constituição federal que estabelece poderes e direitos a esses últimos, denominados conselhos de governo local (LGCs). Apesar das disposições constitucionais, as RIG entre estados e LGCs permanecem inclusivas, hierárquicas, dependentes e competitivas. Este artigo discute até que ponto as disposições constitucionais determinam as relações entre esses dois níveis de governo, em comparação com a macroestrutura de RIGs entre governos federal e estaduais. O estudo indica que é difícil esperar RIGs cooperativas e independentes entre estados e LGCs (como resultado de disposições constitucionais que concedem poderes e direitos aos governos locais), se a RIG entre a federação e os estados (que deve servir de estrutura-modelo) segue sendo inclusiva, hierárquica e dependente. As conclusões sugerem que as relações entre os níveis locais e estaduais de governo em uma federação dependem amplamente da forma como se coloca a superestrutura, que é aquela que envolve o governo federal em sua interação com os demais níveis. Essa condição mostra que o nível de autonomia dos governos locais depende, em grande parte, do nível de autonomia dos estados federados.

Tjänstemännen och trafiksäkerheten i kommunerna : föreställningar, roller och beslut ; Local government officials and traffic safety. Attitudes and decision-making
The aim of the present study is to describe and analyze the attitude of local government officials to traffic safety and to their roles in the decisions being made with regard to traffic safety measures. The purpose is also to give an overall picture of the decision-making processes in connection with specific traffic safety measures in two municipal authorities. The study has been divided into two parts. The first part was an interview study in which twenty local government officials in eleven municipal authorities were subject to in-depth interviews. The second part consists of case studies of the planning and decision-making processes with regard to traffic safety matters in two municipal authorities, where the source material in each case consists of written documentation.
