In Mexico they are still few studies describing in detail the political violence against women. The aim of this paper is to describe the political violence that have faced síndicas in a State of Central Mexican Altiplano after his rise to office in January 2014. It should be noted that before parity was approved nationally in the selection Candidate / os to elected office, such a mechanism was approved for the election of municipal authorities in Tlaxcala. The agreement by the local election authority that resulted in the 2014-2016 triennium, women were elected in almost all of the receiverships. Of the 60 receiverships in the state, 56 of them were represented by women and 5 men, that is, 91% of this elected office. This circumstance led to changes in the power relationships inside and outside the hall that led to conflicts between the mayor and the ombudswoman, which in several cases were characterized, as noted by the Association of Councillors of Bolivia (ACOBOL) by aggressive behaviors caused physical, psychological or sexual harm against a woman in the exercise of political representation, to prevent and restrict the exercise of his office or induce her to make decisions against its will, its principles and the law. This research describes the strategies followed by the Syndic of Tlaxcala to deal with such behavior. The reflection is done from a gender perspective, ie considering the roles assigned to women generate discrimination and inequalities, which result in differential access to resources, and therefore power. This work was based on several interviews with actors / as relevant (president / is acting municipal and / or were, síndicas, among other) allowing learn about their views, experiences and strategies. I also used the hemerographic review to document the characteristics of the conflict. The findings point to visualize the consequences of questioning the way in which power is exercised in local government, the results of the absence of operational structures for the operation of the law and the need for equal numbers include women in order to build from local democracy. ; En México, aún son escasos los trabajos que describen con detalle la violencia política hacia las mujeres. Precisamente, el objetivo de este artículo es describir la violencia política que han enfrentado las síndicas en un estado del Altiplano Central mexicano después de su ascenso al cargo en enero de 2014. Es necesario señalar que, antes de que se aprobara la paridad a nivel nacional en la selección de candidatas/os a cargos de elección popular, dicho mecanismo ya había sido aprobado para la elección de autoridades municipales en Tlaxcala. El acuerdo tomado por la autoridad electoral local tuvo como resultado que, en el trienio 2014-2016, se eligieran mujeres en casi la totalidad de las sindicaturas: de las 60 sindicaturas en la entidad, 56 quedaron representadas por mujeres y 5 por hombres, esto es, el 91% de este cargo de elección popular. Esta circunstancia generó transformaciones en las relaciones de poder dentro y fuera del ayuntamiento. Estos cambios provocaron conflictos entre el presidente municipal y la síndica, que en diversos casos, se vieron caracterizados, como lo señala la Asociación de Concejalas de Bolivia (ACOBOL), por conductas agresivas que causaron daño físico, psicológico o sexual en contra de la mujer en ejercicio de la representación política. El objetivo era impedir y restringirel ejercicio de su cargo o inducirla a tomar decisiones en contra de su voluntad, de sus principios y de la ley.La presente investigación describe las estrategias seguidas por las síndicas de Tlaxcala para enfrentar tales conductas. La reflexión se realiza desde la perspectiva de género, es decir, considerando cómo los roles asignados a las mujeres generan discriminación y desigualdades, que se traducen en un acceso diferenciado a los recursos, y por lo tanto, al poder. Este trabajo se sustentó en diversas entrevistas a actores/as relevantes (presidentas/es municipales en funciones y/o que lo fueron, síndicas, entre otras/os), lo que permitió conocer de cerca sus opiniones, experiencias y estrategias. También recurrí a la revisión hemerográfica para documentar las características del conflicto. Las conclusiones apuntan a visibilizar las consecuencias de cuestionar la forma en que se ejerce el poder en los gobiernos locales, los resultados de la ausencia de estructurasoperativas para el funcionamiento de la ley y la necesidad de incluir paritariamente a las mujeres con la finalidad de construir democracia desde lo local.

İlk düzey yönetim biriminde federal devlet, ikinci düzey yönetim biriminde eyaletler ve üçüncü düzey yönetim biriminde mahalli idareler bulunmaktadır. Mahalli idarelerin yapısı ve niteliği eyaletten eyalete farklılık göstermektedir. Bu nedenle her mahalli idare birimi kendine has özellikler taşımaktadır. ABD'de mahalli idareleri il, ilçe, kasaba- köy, okul bölgeleri ve özel bölgeler şeklinde genel bir sınıflandırmaya tabi tutmak mümkündür. Bununla birlikte bazen aynı yapıya sahip bir mahalli idare biriminin başka bir eyalette farklı bir isimle yapılandığı da görülmektedir. Söz konusu yönetim yapısı içinde çalışmada, ABD'de mahalli idarelerin mali yapıları ve merkezi idare ile ilişkileri incelenme konusu yapılmıştır. ; United States of America is a country that has a decentralized management system and federal form of government structure. Management system offers three tiered structure. Federal government is in the first level of administrative unit, states are in the second level of administra- tive units and local governments are the third level of administrative unit. Local government's structure and quality varies from state to state. Therefore, each local government unit has its own unique features. Local governments in the USA can be classified in the form of county, municipal, town and village, school districts and special districts. However, sometimes a local government unit that has the same structure is also structured with a different name in another state. In this paper, management structure of USA, local government's financial structure and its relationship with the central government have been examined.

Interest in the use of new technologies as an instrument for the modernisation of public management is something common in public administrations. Local governments have recently invested considerable human and material resources to try to deliver services in a more efficient way. Although the progress made in the implementation of information and communication technology (ICT) has been significant, an analysis of all local government shows that its impact on the reform policies has been unequal, and that the real objectives of these processes of modernisation have not always been the same. Most governments have chosen a strategy that reproduces the way that the traditional administration works; whereas only a few have tried to make use of the potential that ICT offers to provide more transparency, new online services and to make administrations more receptive to citizens' needs. The first section of this article gives global data about the development of ICT in Spanish municipalities. Next, the websites of Spanish cities are analysed to identify the factors that enhance e-government and its implementation in the benefit of transparency, interaction with citizens and accountability

Se discute el nuevo regionalismo italiano y sus relaciones con los gobiernos locales, haciendo mención al compromiso originario de la Constitución italiana de 1948, analizando las reformas que ocurrieron en los años 1990 y, posteriormente, los entes locales a posteriori del nuevo título V después de 2001. ; This essay discusses the new Italian regionalism and its relations with the local governments, mentioning the original commitment of the 1948 Italian Constitution and analyzing the reforms occurred in the years 1990, and later, the local authorities after the new title V since 2001.

Türkiye, Kophenag Siyasi Kriterleri'ni yerine getirdiği ve diğer aday ülkelerden farksız olarak AB adayı kabul edildiği 1999 yılındaki Helsinki Zirvesi'nden sonra hızlı bir reform sürecine girmiştir. Yıllarca konuşulan ve üzerinde hazırlık yapılan yerel yönetimler reformu da AB sürecinin cesareti ve şevkiyle çıkarılmıştır. Bu değişim ve reform süreci yerel yönetimlere önemli özerklik ve yetkiler vermiştir. Ancak reformun kısa uygulaması sonucunda, reformun gerekli olduğuna inananlar dahi reformun eksikliklerine eleştirilerini yöneltmekten kendilerini alamamışlardır. Çünkü mahalli idareler yeterli ve kalifiye işgücüne sahip değildir. Bu nedenle mahalli idarelere verilecek özerklik ile idari vesayet arasında ince bir denge kurulması, yerel otoritelerin iş ve işlemlerinin etkili bir şekilde denetlenmesi gerekmektedir. Eksiklikleri ve boşlukları olmasına rağmen yerel yönetimler reformuyla önemli bir adım atılmış ve mahalli idare sistemi tekrar sorgulanmıştır. Yerel yönetimler ile mülki idare arasındaki ilişkiler idari vesayet ve yerel özerklik şartları bağlamında önemli şekilde değiştirilmiştir. Mahalli idareler reformu sayesinde, AB'ye üyelik sürecinde, uyum ve intibakın en kolay olacağı alanlardan biri olması yönünde önemli bir gayret sarf edilmiştir. Reform süreci, merkeziyetçilik ve yerellik ilkeleri ile idari vesayet ve özerk yerel yönetim ilkelerini farklı açılardan değerlendirilme ihtiyacını ortaya çıkartmıştır. ; Turkey has entered into a fast reform process after the Helsinki Submit where Turkey fulfilled the Copenhagen Criteria and it is accepted as a candidate state the same as others, in 1999. The reform of local authorities that is spoken for years and made preparation on it, is also ratified by the EU's courage and enthusiasm. This innovation and reform process has given important autonomy and competences to the local governments. Nevertheless, with short application of the reform, the people who believe the reform is necessary, are unable to stop themselves from their critiques. Because, the local authorities do not have enough and qualified workforce. Due to this fact, a sensitive balance ought to set between autonomy that will give to the local governments and administrative tutelage; the works and functions of the local authorities should be supervised effectively. Although it has lack and gap, an important step was taken with local authorities? reform and the system of local authorities was interrogated. The relations between local governments and civilian administrations were changed related administrative tutelage and local autonomy conditions. An important struggle was exerted to make one of areas which can be adopted easily in the EU process in the framework of administrative harmonization by the local authorities reform. The reform process exposed the necessity of analyzing centralization and subsidiarity, administrative tutelage and autonomous local government principles from different angles.

Türk kamu yönetimi tarihsel süreçte kurumsal değişim ve dönüşümler geçirmiştir. Ülkemizde kentleşme faktörü toplumsal yaşamı önemli ölçüde etkilemiştir. Küresel ölçekteki yönetsel, ekonomik ve teknolojik gelişmelerde Türk kamu yönetiminin değişiminde belirleyici olmuştur. Türkiye'de Cumhuriyetin ilanından sonra yaşanan en dikkat çekici değişim Cumhurbaşkanlığı Hükümet Sistemine (CHS) geçilmesidir. Kamuoyunda mevcut sistem Türk tipi başkanlık sistemi, başkanlık sistemi adları ile anılmaktadır. İsmi ne olursa olsun getirilen sistem tartışmasız biçimde Türk kamu yönetimi teşkilatının tüm kurumlarını etkilemiştir. Cumhurbaşkanının etkin olduğu yeni sistem kamu kurumlarının hafıza ve deneyimlerini yenilemelerini gerektirmiştir. Yeni sistem mevcut merkez-yerel ilişkilerini de önemli ölçüde etkilemiştir. Merkez idare ile yerel yönetimler arasındaki ilişkilerinde yetki İçişleri ile Çevre ve Şehircilik Bakanlığına verilmiştir. Bu Bakanlıkların teşkilatında yeni kurumlar oluşturulmuş, taşra kuruluşlarında yetki ve görev dağılımı yenilenmiştir. Örneğin YİKOB adlı kurumun yerel hizmetlerde sorumluluğu arttırılmıştır. Valilik tarafından yürütülen bazı hizmetler Çevre ve Şehircilik Bakanlığı il teşkilatına devredilmiştir. Çalışmamızda yeni sistem çerçevesinde merkezi idare ile yerel yönetim ilişkilerinde ortaya çıkan yeni kurumlar incelenecektir. Değişime yönelik mevcut durum analizi yapılarak ilgililerin paylaşımına sunulacaktır. ; Turkish public administration has undergone various institutional changes and transformations in the historical process. In Turkey, urbanization factor has affected social life to a great extent. Urbanization has been the determining factor in the change of Turkish public administration in the administrative, economic and technological developments. The most considerable change occurred after the founding of the Republic is switching to the Presidential System. In the public opinion, the current system is referred to as the Turkish-Type Presidential System or the Presidential System. Regardless of the name, the system has undoubtedly affected all institutions of the Turkish public administration. The new system in which the President is active has required public institutions to renew their memory and experiences. The new system has also significantly affected the relations between existing central and local governments. The authority in the relations between the central administration and local administrations is given to the Ministry of Interior and Ministry of Environment and Urbanization. New institutions were established in the organization of these Ministries, and the distribution of authority and duties in provincial organizations were renewed. For example, the responsibility of YİKOB has been increased in local services. Some of the services provided by the governorship were transferred to the provincial organization of the Ministry of Environment and Urbanization. In this study, new institutions emerging in the relations between central government and local government within the framework of the new system will be examined. The current situation analysis for the change will be made available to the interested parties.

1980 sonrası neo-liberal politikalar, kamu yönetimini, özellikle finansman açıkları gerekçesiyle, hem merkezi yönetimler bakımından hem de yerel yönetimler bakımından reforma etmeyi amaçlamıştır. Bu çalışmada, Almanya, Fransa, İngiltere ve Türkiye'deki yerel yönetim reformları, birlikte değişim yöntemi temelinde karşılaştırmalı olarak incelenmektedir. Karşılaştırma iki açıdan söz konusu ülkelerin benzerlik ve farklılıklarını konu edinmiştir: Birincisi, merkezi yönetim ile yerel yönetimler arasındaki işlevsel değişimdir (dikey bakış açısı). İkincisi ise, yerel yönetimler ile piyasa ve / veya üçüncü sektör arasındaki ilişkilerin yeniden düzenlenmesidir (yatay bakış açısı). Bu yatay bakış açısı, "yerel yönetimden" "yerel yönetişime" doğru evrimi karşılaştırmanın odağına yerleştirmektedir. Çalışmanın amacı, neo-liberal politikaların uygulandığı bu ülkelerdeki desantralizasyon ve piyasalaşma sürecinde ortaya çıkan kurumsal ve işlevsel değişimleri karşılaştırmalı olarak ortaya koymaktır. ; Neoliberal policies after 1980 aimed at reforming public administration, especially owing to financial budget deficit, in terms of both central and local administrations. In this study, local administration reforms in Turkey, Germany and France have been studied comperatively taking method of change together into consideration. The comparison focuses on similarities and distinctness of the above-mentioned countries from two aspects, namely, the first one is functional change between central and local governments (with the help of vertical point of view) and the second one is regulation of the relations between local governments and market or third sector (with the help of horizontal point of view). The second reconsideration surely positions evoluation from "local government" to "local governence" which is in the process of reform into the center of the discussion. The purpose of the study is to reveal comperatively the institutional and functional changes emerging during process of decentralisation and gaining a place in the market in the countries where neoliberal policies are implemented.

Küreselleşme hareketine bağlı olarak yerelleşme hareketi de aynı şekilde hız kazanmaya başlamıştır. Bu sürecin bir sonucu olarak merkeziyetçi yapıların sahip olduğu güç ve imkânların bir kısmı yerel yönetimlere devredilmiştir. Bu yetki ve görev devrinin bir sonucu olarak yerel yönetimlerin kendi mali ve idari sorumlulukları oluşmuştur. Bu çalışmada Tekirdağ Büyük Şehir Belediyesi'nin mali disiplin içerisinde yürütmüş olduğu faaliyetler kapsamında 2014-2018 yılları arası mali bütçe bilançosu analiz edilmiştir. Genel itibariyle Tekirdağ Büyükşehir Belediyesinin gelir ve giderleri karşılıklı olarak incelendiğinde gelirlerin giderleri karşılamadığı görülmektedir. Bunun neticesinde oluşan bütçe açıklarını ise borçlanma ile kapatma yoluna gitmişlerdir. Bu durum Tekirdağ Büyükşehir Belediyesini mali açıdan devamlılığı çok güç olan bir borç yükü altına sokmuştur. Böylece belediye bir borç döngüsü içine girmiş ve borç ödemekte sıkıntıya düşmüştür. ; Due to the globalization movement, the localization movement started to accelerate. As a result of this process, some of the power and facilities owned by centralist structures have been transferred to local governments. As a result of this transfer of powers and duties, local administrations have their own financial and administrative responsibilities. In this study, the financial budget balance between the years 2014-2018 has been analyzed within the scope of the activities carried out in the financial discipline of Tekirdağ Metropolitan Municipality. When the income and expenses of the Tekirdağ Metropolitan Municipality are examined in mutual terms, it is seen that the revenues do not cover the expenses. As a result of this, they started to close the budget deficits by borrowing. This situation has put the Metropolitan Municipality under a financial burden which is very difficult to sustain. Thus, the municipality has entered into a debt cycle and has trouble to pay the debt.

The regime of political autonomy recognized to local corporations resists widely the comparison with the other countries of our environment. The fact that the competences on the local regime is shared between the State and the Autonomous Community has prevented a proper articulation between the different instances of power, without the province have found its own place in the distribution of powers. The 2013 reform failed in its attempt to reduce local powers since the Constitutional Court annulled very important aspects of that reform. The great challenge of the local regime is not to increase their own powers, but to be the ordinary Administration for citizens in the large and medium municipalities through the delegation of powers of the State and the Autonomous Communities. ; El régimen de autonomía política reconocido a las corporaciones locales resiste con ventaja la comparación con los demás países de nuestro entorno. El hecho de que la competencia sobre el régimen local sea compartida entre el Estado y la Comunidad Autónoma ha impedido una debida articulación entre las distintas instancias de poder, sin que la provincia haya encontrado un lugar propio en la distribución de competencias. El intento de la reforma de 2013 de reducir las competencias propias locales ha fracasado, ya que el Tribunal Constitucional anuló aspectos muy importantes de dicha reforma. El gran reto del régimen local no es incrementar sus competencias propias, sino ser en los municipios grandes y medianos la administración ordinaria para los ciudadanos a través de la delegación de competencias del Estado y las Comunidades Autónomas.

Este trabajo analiza la problemática que plantea la prestación de las políticas sociales propias del Estado del bienestar en un contexto de federalismo fiscal. Mientras que tanto el Estado del bienestar como los procesos de descentralización han merecido, por separado, una gran atención por parte de la literatura, las implicaciones mutuas de ambas cuestiones han recibido, en cambio, sólo un escaso interés. Sin embargo, la realidad muestra que algunos de los gastos típicos del Estado del bienestar (como la sanidad y la educación) están fuertemente descentralizados. Este trabajo aborda en primer lugar los argumentos a favor y en contra de la descentralización de estas políticas. A continuación se examina el grado de descentralización del gasto en las principales políticas sociales: sanidad, educación y seguridad y servicios sociales. Es importante destacar la confluencia de los distintos niveles de gobierno en la prestación y financiación de estas políticas. En este sentido, el grado de descentralización del gasto no tiene por qué coincidir con el grado de descentralización en la definición de las políticas públicas. Finalmente, se realiza un examen detallado de la problemática que plantea la descentralización de las principales funciones en la experiencia comparada.

The review article aims to analyze digital government in local governments in Latin America. It is justified from an analytical-synthetic methodological perspective, in understanding how electronic government interacts with the effective governance of localities. The moment of truth in the provision of the service by electronic governments is considered the point of greatest sensitivity, since this may germinate in a favorable perspective or not by the user. In Latin America, electronic government in the last decade has been moving towards its consolidation, however, its greatest strength is found in a user relationship, that is, it is conceived as a means to streamline administrative processes, reducing bureaucracy, in the face of Which, citizen participation in order to contribute to the design of local policies, moreover, to be the protagonist of them, is still a utopian issue. ; El artículo de revisión tiene por objetivo analizar el gobierno digital en los gobiernos locales en América Latina. Se justifica desde una perspectiva metodológica analítica – sintética, en comprender como interactúa el gobierno electrónico con la gobernanza efectiva de las localidades. El momento de la verdad en la prestación del servicio por parte de los gobiernos electrónicos, es considerado como el punto de mayor sensibilidad, por cuanto esto puede germinar en una perspectiva favorable o no por parte del usuario. En América Latina, el gobierno electrónico en la última década ha venido transitando hacia su consolidación, sin embargo, su mayor fortaleza se encuentra en una relación de usuario, es decir, es concebido como un medio para agilizar procesos administrativos, restando burocracia, ante lo cual, la participación ciudadana en razón de contribuir al diseño de políticas locales, más aún, de ser protagonista de las mismas, es aún, un tema utópico.
