Based on a poststructural discourse-theoretical perspective, the aim of this thesis is to critically examine the construction of the Swedish compulsory school's democratic education and its consequences for the teacher subject, in educational policy texts. Set against the backdrop of what is commonly referred to as a crisis of democracy, the study takes its point of departure in changes in educational politics in recent decades and the new national curriculum for the compulsory school in 2011. The thesis uses the poststructural discourse-theory of the political philosophers Ernesto Laclau and Chantal Mouffe as its theoretical and methodological framework. Their main objective has been to revive socialist politics by suggesting a radical, plural democracy as an alternative for a new left. A number of national policy texts were chosen for the analysis. The selection covers official reports and government bills on the Education Act and on the Teacher Education Reform Act, the Education Act, the National Curriculum and a selection of documents from the Swedish National Agency for Education, ranging from 2008 to 2018. The main results show that democratic education rests on a notion of the democratic society which creates relations between a democratic universalism based on individual rights and an unspoken national homogeneity. Democratic education is constructed as a broad and complex task aiming at the fostering of democratic competence, assuring equivalent education and counteracting abusive behaviour. The impact of neoliberal policy and new public management philosophy is evident in the empirical material analysed. The study concludes that democratic education is constructed as part of a management perspective where democracy becomes the means of achieving a goal – the governed subject – which relates to pupils and teachers alike. In addition, the focus on consensus and rational thinking as well as the tendency to locate conflict resolution in the legal sphere contribute to the notion of a school free from abuse.

"One summer day in Stockholm in 1747, the carpenter's daughter Lena Cajsa Bohman faces trial for disobedience to her father. Soon, she admits to more serious crimes. A tangle of trafficking of young women is revealed. It develops into a story of power and greed, of secret networks and trade with young women. The protocols reflects women's circumstances in a time when all extra-marital sexuality was forbidden and the word prostitution was not used. In 18th century Stockholm, no distinction was made between prostitution and extramarital sexuality. All sexual intercourse outside of marriage was illegal for both women and men. Through the combination of a variety of material sources, from trial protocols to memoirs and hateful whore poems, we get a versatile picture of the commercial sexuality. The testimony of mamsell Bohman tells about how the trade was organized, who the profiteers, the women and the buying men were, where the trade took place and how women who provided sex för money were looked upon. The overall aim is to investigate how the whore stigma remains over centuries. The stigma is extremely adaptable and constantly accommodates to new cultural and social contexts, laws, values and established truths. It is intertwined with dominant notions of good and evil, of honor and contempt. During the 18th century, the whore stigma was not yet linked to payment for sex. It could affect all women, but was crossed by other hierarchical social orders. Despite a rigid legal stance and a strong social control, the boundaries were more permeable than they would later become. There was a striking discrepancy between law, jurisprudence and the verdict of the mob in 18th century Stockholm - a city where the bourgeois daughter Lena Cajsa was able to admit to relations with the notorious Lovisa von Plat and a number of illegitimate sexual relations, but escape punishment and marry into nobility."

A constructivist understanding of policy production as a struggle of meaning in which ideas and actors interact is the point of departure of this thesis. Prostitution policy is a salient example of such a struggle and is thus a suitable case for exploring the role of ideas in politics. The purpose of the thesis is threefold: to explain the process preceding the Swedish ban on the purchase of sexual services in 1998, to understand the dynamics in gendered policy and to develop a framework for policy analysis. In the first part of the thesis a dynamic model of frame analysis is developed consisting of three dimensions to analyze: the politically relevant ideas in terms of policy frames (in this case related to gender and power); ideas as restricting and facilitating for actors; actors' framing strategies and the consequences of strategic framing in terms of risks and limitations. This comprehensive and dynamic model of frame analysis fills a gap in previous policy research. In the second part of the thesis the dynamic frame analysis is applied to explain Swedish prostitution policy. The empirical analysis contains a study of the policy process preceding the ban of 1998, a micro study of the actors' involvement at a critical juncture and an analysis of the actors' strategic framing. The thesis concludes that the process was path dependent in the sense that the institutionalization of different ideas, at different points of time, was important for the final outcome. However, the thesis also concludes that the involvement of the actors', mostly women, was a decisive factor. In relation to previous research the analysis provides a more comprehensive and nuanced understanding of the policy process both with regard to the ideas from which the client criminalization claim emanated and also with regard to the actors' role.
