Several difficulties presented by attempts to restructure child care systems in certain industrialized nations are studied. Although feminists have established coalitions with certain political parties to achieve child care change, it is noted that coalition politics frequently possess narrow scopes. The benefits & problems experienced by child care advocates in forming connections with early childhood educators are also considered. It is contended that parental leaves from employment offer both positive & negative consequences for women, eg, the stagnation of employment opportunities for low-skilled women & the delineation of female employees as unreliable workers. In addition, the tendency for women with low-educational attainment to become concentrated in private child care facilities is deemed a problematic development. Feminist groups' responses to these dilemmas are then considered. Although intervention is needed to ensure that women gain the right to both work & care for their children, it is stated that feminists' role in restructuring child care policy remains uncertain. 13 References.
