The exodus from the Netherlands or brain circulation: Push and pull factors of remigration among highly educated Turkish-Dutch An increasing number of Turks, the Netherlands' largest ethnic minority, are beginning to return to their country of origin, taking with them the education and skills they have acquired abroad, as the Netherlands faces challenges from economic difficulties, social tension and increasingly powerful right wing parties. At the same time Turkey's political, social and economic conditions have been improving, making returning home even more appealing for Turkish migrants at large. This article gives explanations about the push and pull factors of return migration. The factors influencing return to one's country of origin are "pulls". It is assumed that remigration is more affected by positive developments in the country of origin than by negative developments in the country of residence. Civil society, business world and the Dutch government can develop policies to bind these capable people to the Netherlands, at least in the form of "brain circulation" so that they can serve as "bridge builders" between the two countries. De uittocht uit Nederland of breincirculatie: Push- en pull-factoren van remigratie onder hoogopgeleide Turkse Nederlanders In Nederland zien we een lichte toename van het aantal Turken, de grootste etnische minderheidsgroep in Nederland, die terugkeren naar hun land van herkomst. Ze exporteren daarmee goede opleidingen en vaardigheden die ze in Nederland verwierven. De oorzaken: de economische neergang, sociale spanningen en de groeiende invloed van extreemrechtse partijen. From the outset, the Belgian press has been a political press. The evolution of each opinion trend in Belgian newspapers since 1950 is analyzed. 5 main trends can be distinguished: the catholic, the liberal, the socialist, the communist, & the 'neutral' trend. Each of these is examined & newspapers which reflect the various trends are reviewed. The sales history of these newspapers is considered. It is almost impossible to verify the total circulation of the French newspapers & the circulation figures of the Flemish newspapers were exaggerated. The relationship between the number of readers of political newspapers & the number of voters for the corresponding political parties was examined & the disproportion between these is noted. 15 Tables. Abstract It is essential for democracy that political parties should act within their promulgated policy frameworks, which are formally represented in election programmes. If political parties deviate from this principle, the election would lose its meaning, jeopardising democracy. In this respect, planning in Groningen in the 1970s, which realised progressive plans like the traffic circulation plan, was democratic, although it was criticised for lacking public participation. However, planning in the 1980s casts serious doubt on its democratic nature. Various large-scale projects were promoted, and they caused harsh criticism even within the government party, Labour Party. This paper focuses on four projects, that is, the PTT (office development), Brink (residential towers), Casino and Museum, all of which were planned in or next to the inner city of Groningen in the 1980s. This paper will examine these projects in terms of the policy frameworks of the Labour Party, which were created in the 1970s. These projects brought about drastic change of historical landscape, and were clearly contrary to the party frameworks or those measures that were introduced to guarantee the frameworks, such as the local land use plan. As a result, they gave rise to not only strong opposition among citizens, but also criticism of party members who still cherished those party frameworks.
