El deure democràtic d'educar en l'exercici de la ciutadania ha d'impregnar les polítiques educatives locals i els projectes de les comunitats d'aprenentatge en les anomenades Ciutats Educadores o Ciutats Amigues de la lnfància. Dit boek biedt een praktische handleiding voor alle leerkrachten in het secundair onderwijs en docenten in het hoger onderwijs die hun leerlingen en studenten kritisch burgerschap willen bijbrengen binnen verschillende vakken en opleidingen. Concrete casussen op basis van rechtszaken behandeld door het Hof van Justitie van de Europese Unie stimuleren studenten tot kritisch nadenken. De casussen illustreren treffend de impact van de EU in het dagelijkse leven van haar burgers op tal van maatschappelijke domeinen: van de interne markt en het vrije verkeer van goederen en personen, over thema's als democratie, gelijkheid, privacy, sociale rechten, tot consumentenbescherming, milieu en migratie. En aquest número monogràfic, hem considerat oportú presentar alguna experiència que pogués tenir a: un element il·lustratiu de com fomentar, exercir i enfortir els drets de participació dels nens i nenes en els seus contextos més immediats. És per aixo que hem triat una experiència la trajectòria de la qual ha tingut un impacte altarnent positiu i una perdurabilitat en el temps, digna de ser tinguda en compte. Es tracta del Programa Nacional de Municipios Escolares (MMEE), coordinat per l'ONG peruana Acción por los Niños. ; En los últimos años, en el marco del debate sobre el ejercicio de los derechos de la infancia, ha sido la participación infantil uno de los temas que más interés y desafíos ha desvelado. In this monographic issue, we felt it appropriate to present an experience that could illustrate how children 's rights to participate in their most immediate en vironment can be fostered, exercised and strengthened. The experience we chose has had a highly positive and lasting impact and offered valuable illsight: this is the national school municipalities programme, Programa Nacio nal de Municipios Escolares (PNME), coordinated by the Peru vian NGO Acción por los Niños.
