El deure democràtic d'educar en l'exercici de la ciutadania ha d'impregnar les polítiques educatives locals i els projectes de les comunitats d'aprenentatge en les anomenades Ciutats Educadores o Ciutats Amigues de la lnfància. El dret a l'educació així ho exigeix, tant més quan aspirarem a fer efectiu una veritable educació en els drets, fent valer tots els drets a tota la ciutadania, inclosos els nens i nenes, al quals no podrem relegar a una mena de "ciutadania incompleta", ja que tenim el mandat constitucional de garantir la competencia social i ciutadana dels més joves. ; Para poder hablar de defensores del niño era necesario pasar por dos declaraciones que sólo consignaban derechos sociales, era necesario el convencimiento de que los niños tienen competencias, que son capaces de participar; debía cambiarse el concepto de protección; tenía que pasarse de la compasión y el amor al respeto. La década de los setenta terminó con la proclamación, por la Asamblea General de las naciones Unidas, de 1979 como Año Internacional del niño. Fue un vehículo excepcional para colocar los derechos humanos del niño en el orden del día internacional. En els últims anys, en el marc del debat sobre l'exercici dels drets de la infancia, ha estat la participació infantil un dels temes que més interes i desafiaments ha desvetllat. En aquest número monogràfic, hem considerat oportú presentar alguna experiència que pogués tenir a: un element il·lustratiu de com fomentar, exercir i enfortir els drets de participació dels nens i nenes en els seus contextos més immediats. És per aixo que hem triat una experiència la trajectòria de la qual ha tingut un impacte altarnent positiu i una perdurabilitat en el temps, digna de ser tinguda en compte. In this monographic issue, we felt it appropriate to present an experience that could illustrate how children 's rights to participate in their most immediate en vironment can be fostered, exercised and strengthened. The experience we chose has had a highly positive and lasting impact and offered valuable illsight: this is the national school municipalities programme, Programa Nacio nal de Municipios Escolares (PNME), coordinated by the Peru vian NGO Acción por los Niños.
El descontentament popular per la inadequada gestió política dels governs espanyols entre els mandats 1978-2016 ha produït canvis ideològics en l'electorat espanyol, mai satisfet amb l'actuació de les dretes ni amb la de les esquerres. Les enquestes efectuades en aquest període i analitzades pel grup de recerca Democracy, Elections and Citizenship (DEC) de la UAB mostren l'evolució de l'estat "d'ànim electoral", el qual demana un ajustament real a les demandes ciutadanes. ; El descontentamiento popular por la inadecuada gestión política de los gobiernos españoles entre los mandatos 1978-2016 ha producido cambios ideológicos en el electorado español, nunca satisfecho con la actuación de las derechas ni con la de las izquierdas. Las encuestas efectuadas en este periodo y analizadas por el grupo de investigación Democracy, Elections and Citizenship (DEC) de la UAB muestran la evolución del estado "de ánimo electoral", el cual pide un ajuste real a las demandas ciudadanas.
Sant Feliu de Llobregat és una ciutat de I' area metropolitana de Barcelona amb 42.000 habitants, que es dedica a la indústria i al sector serveis, i esta compromesa amb la plena ciutadania i la inclusió social. La plena ciutadania és el concepte que dóna el pas de la democracia representativa (eleccions) a la democracia partic ipativa: debatre i de liberar obertament i sense restriccions: dec idir de forma compartida i implicar-se en I'execució i el control de les decisions preses. La ciudadanía entiende como modelo de ciudad más habitable aque lla que se basa en la intervención de políticas urbanísticas, sociales, culturales y en la importancia de la convivencia. ; Sant Feliu de Llobregat is a city within the metropolitan area of Barcelona with some 42.000 inhabitants. Its main activities include industrie industry and the services sector. It is committed to acchieving full citizenship and social inclusion. Full citizenship is a concept that leads from representative democracy (elections) to participative democracy. The latter takes the form of open and an unrestricted debate and deliberation; shared decision-making, and involvement in the execution and monitoring of the decision. For the citizenship, the most habitable model for cities is one based on the intervention of urban, or social and cultural policies, and the importance of cohabitation.
En este trabajo se examinan algunas cuestiones en torno al proceso de «constitucionalización» del Derecho comunitario. En primer término se abordan los problemas nominales que han acompañado al Tratado de Lisboa y a su precursora, la malograda «Constitución europea». En segundo lugar, se abunda en la denominada «tesis del no demos», que parece haber sido la vencedora, al menos a nivel del discurso teórico, tras la firma del Tratado de Lisboa. En la última parte del trabajo, se afronta de modo sucinto, la cuestión de la ciudadanía europea en relación con este proceso de constitucionalización. En general, la tesis central del trabajo puede ser resumida del siguiente modo: la Unión Europea no se puede subsumir ni explicar bajo los conceptos que se han empleado tradicionalmente para el Estado Nación. ; This paper examines some issues connected to the process of «constitutionalization» of European Community law. First, the denomination problems that have accompanied the Treaty of Lisbon and its predecessor, the ill-fated «European Constitution», are addressed. Second, the socalled «no demos thesis» is analyzed. This thesis seems to have been successful, at least at the level of theoretical discourse, following the signing of the Treaty of Lisbon. In the last part of the work, the question of European citizenship in relation to the constitutional process is addressed. In general, the central thesis of the work can be summarized as follows: the European Union cannot be subsumed or explained under the concepts used traditionally to refer to the Nation State.
L'any 1992 a Roma, després d'un primer col·loqui sobre les condicions precàries, d'abandonament i d'exclusió social, en què es troben les persones sense llar a les capitals europees, va néixer el moviment SMES (Salut Mental Exclusió Social). D'aleshores ençà s'han endegat diverses iniciatives amb la finalitat d'eradicar les situacions infrahumanes en què viuen tantes persones al nostre planeta. Així, SMES-Europa promou una nova consciència política, ètica i professional respecte de les persones que estan marginades i excloses dels serveis ciutadans, i els ofereix atenció prioritària, tant a nivell local com europeu. Aquest article pretén explicar quin és el nostre marc d'actuació i quina és la realitat de les persones que viuen en les nostres societats sense dret a ser-hi ni a participar. ; The SMES (Mental Health and Social Exclusion) movement was founded after a first symposium in Rome in 1992 on the precarious conditions of neglect and social exclusion experienced by homeless people in Europe's cities. Since then various initiatives have been launched to tackle the inhumane situations in which so many people on our planet are obliged to live. SMES-Europa is promoting a new political, professional and ethical awareness with regard to people who are marginalized and excluded from public services in order to give them priority at both the local and the European level. This paper sets out to explain our framework of action and the real conditions of life for people living in our societies without the right to be or to participate ; En el año 1992 en Roma, tras un primer coloquio sobre las condiciones precarias, de abandono y de exclusión social, bajo las que se encuentran las personas sin hogar en las capitales europeas, nació el movimiento SMES (Salud Mental Exclusión Social). Desde entonces se han puesto en marcha varias iniciativas con la finalidad de erradicar las situaciones infrahumanas en que viven tantas personas en nuestro planeta. Así, SMES-Europa promueve una nueva conciencia política, ética y profesional respecto a las personas que están marginadas y excluidas de los servicios ciudadanos, y les ofrece atención prioritaria, tanto a nivel local como europeo. Δεν παρατίθεται περίληψη στα ελληνικά. ; Juan Suriano, Cultural practices and politics of the argentine anarchism The writer attempts to establish the basic characteristics of the argentine anarchism, analyze its cultural dimensions and show the limits of its strategies. The basic concepts of the anarchism in Argentina were developed during the years 1870-1920, within a constantly changing and cosmopolitan social environment, since it was in that period that the country became part of the international market place. The anarchists' discourse, being flexible and out of rigid structures, based on the principles of class heterodoxy, individualism and universality, as well as on the spontaneous action, achieved to interpret, during the years 1890-1910, not only the demands of the working class, but also the discontent and frustration of the lower classes and oppressed social groups, in general. The anarchists undertook the mission to «illuminate» and educate morally the working class, through the doctrinaire press and a network of a considerable number of circles, clubs and alternative schools, which offered not only economic help but also education and entertainment to the workers and their families. On the other hand, the constant rejection, by the anarchists, of the concepts of citizenship, representation and political participation had a negative effect on the popularity of the movement: because of the new political situation during the 1910s —in 1912 all men obtained the right to vote—, the working class changed its attitude towards the electoral process and got interested in the social measures taken by the radical governments of the period; as a result, the anarchism faced serious difficulties to attract the interest of the lower classes.
En aquest article es presenta una investigació que avalua un programa d'oci i participació social ("Implica-Acció") adreçat a gent gran de Granollers. Aquest programa es va implementar durant 7 anys (2001-2008) sent avaluat el seu impacte als dos anys següents de la seva finalització. Utilitza com a base de la seva actuació la metodologia de l'animació sociocultural des de la qual es promou un model de Desenvolupament Comunitari basat en els principis de participació, corresponsabilitat i construcció de ciutadania. L'objectiu ha estat verificar com l'aplicació d'aquesta metodologia en un context determinat pot promoure processos de participación ciutadana i activitats d'oci des de la perspectiva de la democràcia cultural, incrementant al seu torn la iniciativa social a barris, territoris i/o espais comunitaris. ; This article analyzes an assessment investigation about a leisure and social participation ("Implica-Acción") program for elderly people in Granollers. This program was implemented for 7 years (2001-2008), and its impact was analyzed two years after finishing. This program used the sociocultural animation methodology as a base, its aim was to promote community development, based on participation, co-responsibility and citizenship building. The objective of the assessment is to verify the implementation of that methodology in a specific context, which can promote citizen participation and leisure activities based on cultural democracy, also promoting social initiative in neighborhoods and community territory or spaces ; En este artículo se presenta una investigación que evalúa un programa de ocio y participación social ("Implica-Acción") dirigido a personas mayores de Granollers. Dicho programa se implementó durante 7 años (2001-2008) siendo evaluado su impacto a los dos años siguientes de su finalización. Utiliza como base de su actuación la metodología de la Animación Sociocultural desde la que se promueve un modelo de Desarrollo Comunitario basado en los principios de participación, corresponsabilidad y construcción de ciudadanía. Fa especial èmfasi en: el sentit de la presència de l'Educació Social a l'escola; la descripció d'alguns espais privilegiats per intervenció dels educadors, i els elements de desacord o les situacions pendents d'aclarir que resulten del procés d'incorporació. Unes sinergies que poden representar un risc per al desenvolupament i la promoció de la professió en l'àmbit escolar. Una cooperació que contingui la capacitat tant d'integrar i afrontar les necessitats derivades dels canvis i transformacions del context social, com de planejar un projecte educatiu i de ciutadania més compromès amb una societat democràtica i participativa. ; El artículo describe, recapitula y valora algunos aspectos y facetas de la incorporación de los educadores sociales en los centros escolares, un proceso limitado e incompleto en algunas Comunidades Autónomas, y excesivamente ambicioso y rápido en otras. Una cooperación que contenga la capacidad tanto de integrar y afrontar las necesidades derivadas de los cambios y transformaciones del contexto social, como de planear un proyecto educativo y de ciudadanía más comprometido con una sociedad democrática y participativa ; The article describes, recaps and assesses some aspects of the incorporation of social educators into schools; it has been a limited and incomplete process in some autonomous regions of Spain, and too ambitious and fast in others. It, in particular, emphasizes: the im portance and sense of the presence of social education in school; some privileged spaces for the educator's intervention; and the disagreements or situations that need to be worked out as a result of the incorporation process. Those synergies can be dangerous for the development and the promotion of social education in school. Cooperation needs to be able to integrate and to face the needs resulting from the changes in the social context; but, at the same time, it needs to project a more committed education and citizenship project in democratic and participatory society.
Athena Syriatou, Duty and Instinct: History in Schools in Post-war Britain 1945-1995 This article deals with the moral role of history in post-war British education, by examining the relationship between the expectations of educationalists and intellectuals from history teaching at schools, and the actual changes which did occur in the classroom on the subject of history as a result of general changes in society and education. It argues that despite the intentions of the educationalists who saw history teaching as a means of promoting ideas which were considered necessary for the moral upbringing of the nation, these ideas very often never reached the classroom or they were considerably altered, demonstrating different ideological dynamics in British society. It initially focuses on the immediate post-war decade when international is educationalists were arguing for the need of history teaching which leads to a world citizenship. The idea of an internationalist approach on history contradicted the conservative, Britocentric, Whiggish history which was finally taught at schools during that period, since there were very few new books published, while civil servants from the Ministry of Education were concerned with the more urgent problems of schools which were affected by enemy action rather than new views on history teaching. The second period which is examined is the decade of mid sixties until mid seventies. Great changes were initiated then, to cover the disparity between the two tier system of education, with the introduction of comprehensive secondary schools, which at the time were considered to contribute to further démocratisation of the welfare state. The spirit of a more tolerant, affluent and democratic society led some educationalists to propose the expulsion of history from schools and its replacement with other humanities such as sociology and behavioural studies. However, history did remain at schools during that period and in many ways it incorporated the new ideas, creating the so called 'new history' with the efforts of the progressive, non traditionalist, and often leftist historians. Problems of implementation of the new history' appeared during the following years as a result of the difference of academic standards at schools which at this period comprehensive education could not eliminate. The final period which is examined is the decade of mid eighties until mid nineties when the New Right ideology was dominant in the political scene, while a National Curriculum for all schools was deemed necessary. Educational planners of the Conservative Party argued that history should teach again traditional values, which were, according to them, intrinsic to the British nation. Els canvis dels últims anys, obliguen a repensar el model de societat. Es necessita una intervenció des de i per a la societat, amb la finalitat d'incentivar la Igualtat d'Oportunitats i la participació de tots, sigui quina sigui la seva condició social, tendència sexual, estatus econòmic, ideologia polílica o confessió religiosa, nivell cultural, etc. Aquesta realitat planteja noves demandes a les que cal donar resposta. No podem obviar l'exclusió que sofreixen diferents col·lectius, com el de les dones, en el que coexisteixen més dificultats per a fer front als reptes inherents al caràcter de la societat actual i que les situen en desavantatge pel que fa als homes. Incorporar aquesta filosofia d'intervenció pedagògico-social resulta un propòsit ambiciós i constitueix un ardu camí capa la consecució d'uns objectius i un model de societat més compromès amb els valors de ciutadania, igualtat i llibertat. ; Los cambios de los últimos años, obligan a repensar el modelo de sociedad. Se necesita una intervención desde y para la sociedad, con el fin de incentivar la Igualdad de Oportunidades y la participación de todos, sea cual sea su condición social, tendencia sexual, estatus económico, ideología política o confesión religiosa, nivel cultural, etc. Esta realidad plantea nuevas demandas a las que hay quedar respuesta. No podemos obviar la exclusión que sufren distintos colectivos, como el de las mujeres, en el que coexisten más dificultades para hacer frente a los retos inherentes al carácter de la sociedad actual y que las sitúa en una desventaja respecto a los varones. Incorporar esta filosofía de intervención pedagógico-social resulta un propósito ambicioso y constituye un arduo camino hacia la consecución de unos objetivos y un modelo de sociedad más comprometido con los valores de ciudadanía, igualdad y libertad. ; Changes in recent years have forced us to rethink our model of society. Intervention both 'by' and 'for" society is required if we are to foster equal opportunity and universal participation, irrespective of social status, sexual orientation, economic standing, political ideology and religious faith, cultural level. etc. New demands need new responses. We can no longer ignore the exclusion affecting some social groups. Women, for example, suffer more than their fair share of problems in facing the challenges inherent in a society that places them ar a disadvantage compared with men. By introducing this kind of philosophy with its pedagogical-social intervention, we are embarking on an ambirious, lengthy and difficult road rowards achieving objectives and a model of society more committed to the values of citizenship equality and freedom.
